And that whereas it is hereby determined that a hous- ing authority is needed for the provision of housing for elderly persons of low income.


Now therefore it is hereby voted that the Leicester Housing Authority shall be organized and established under the provisions of Massachusetts General Laws (Ter. Ed.) Chapter 121, Section 26K and Acts in Amendment thereof and in addition thereto.


On the motion of Counsellor Francis T. Mullin and voted Mr. Christopher J. McCarthy of the State Housing Board was allowed to give explanations of this Act. VOTED.


Article 60.


Motion by Albert E. Berthiaume that the Town vote to accept the provisions of Chapter 40 of the General Laws, Section 8c, authorizing the Board of Selectmen to appoint a Conservation Commission; and that under Chapter 40, Section 5, clause (51), providing for the operation and main- tenance of said conservation commission, the amount of $50.00 be raised and appropriated to meet possible expenses of this Commission. VOTED.

SPECIAL TOWN MEETING WARRANT

To the Constable of the Town of Leicester:


Greetings :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Leicester, qualified to vote in Town Elections and Town Affairs to meet at the Town Auditorium, Wash- burn Square, on Tuesday, June 12th, 1962 at 8:00 o'clock in the evening then and there to act on the following, namely :-


Article 1. To hear the reports of Committees and take any action thereon.


Article 2. To see if the Town will vote to transfer from available funds a sum of money to the Reserve Ac- count or take any action thereon.


Article 3. To see if the Town will vote to transfer from the Road Machinery Rental Account to the Road Ma- chinery Maintenance Account or take any action thereon.


Article 4. To see if the Town will vote to transfer from available funds a sum of money to various depart- ments for the balance of 1962 or take any action thereon.


Article 5. To see if the Town will vote to transfer a sum of money from the General Relief Account of the Wel- fare Department to the Administration Account or take any action thereon.


Article 6. To see if the Town will vote to transfer a sum of money from available funds to replace a broken hydrant on Willow Hill Street, or take any action thereon.

and to see if the Town will vote to discontinue Austin Street owned by the Town of Leicester and to see if the Town will vote to authorize the Board of Selectmen to con- vey to the City of Worcester, without consideration, that portion of Earie Street which is to be discontinued and also Austin Street as discontinued.


That portion of Earle Street that is to be discontinued, and Austin Street that is to be discontinued, and that por- tion of Earle Street and all of Austin Street that is to be conveyed to the City of Worcester is more particularly described and set out in "Plan Showing Austin Street and a Portion of Earle Street as Abandoned by the Town of Leicester" dated January 12, 1962 and prepared by Clyde Coppage, Airport Engineer, which plan is on file with the 'l'own Clerk of Leicester.


Article 8. To see if the Town will vote to transfer a sum cf money for the purpose of constructing a town garage and determine whether the money shall be provided for by the appropriation from available funds in the treasury and by borrowing under the provisions of Chapter 44 of the General Laws.


Article 9. To see if the Town will vote to raise or appropriate cr transfer from available funds a sum of money to the police cruiser repair Account or take any action thereon.


Article 10. To see if the town will transfer from available funds a sum of, money to complete the New High School.


Article 11. To see if the Town will vote to transfer $465.54 from available funds to the General School Depart- ment Account, for damages caused to locked files, desks and doors by illegal entry at the Memorial School on October 24, 1961. This amount has been received by the Town of Leices- ter under its insurance program.


Article 12. To see if the Town will vote to transfer $495.00 from the General School Department Account to the Highway Department Snow and Ice Account for the purchase of a Gravley snow blower that was purchased by the Highway Department.

Article 13. To see if the Town will vote to become a member of the Central Massachusetts Regional Planning District under the provisions of Chapter 40B of the General Laws, the annual cost to the Town to be an apportioned cost determined by the District Planning Commission on a per capita basis as provided in Section 7 of said Chapter 40B or the sum of $652.24, whichever is the lesser ; or act in any way relative thereto.


Article 14. To see if the Town will vote to transfer the land of the former Center School, also a parcel of land owned by the Town of Leicester, situated westerly and ad- joining said Center School to the Leicester Housing Author- ity, or take any action thereof.


And you are directed to serve this Warrant by posting an Attested copy in at least one public place in each of the Precincts of the Town, and on the Bulletin Board of the front entry of the Town Hall Building, not less than four- teen days before the 12th day of June 1962.

Motion by Albert E. Berthiaume that the Town vote to raise and appropriate the sum of $48,000.00 to build a Town Highway Department Garage on Town owned land on Peter Salem Road; and that to meet said appropriation $5,000.00 be transferred from available funds, $15,201.50 plus accrued interest be transferred from the Post War Re- habilitation Fund, and the Treasurer of the Town of Lei- cester, with the approval of the Board of Selectmen, be and hereby is authorized to borrow the sum of $27,000.00 in accordance with the provisions of Chapter 44 of the General Laws of the Commonwealth of Massachusetts and to issue bonds or notes of the Town of Leicester therefor, payable in accordance with the provisions of Chapter 44 of the Gen- eral Laws of the Commonwealth of Massachusetts so that the whole loan will be paid in not more than nine years from the date of issue of the first bond or note; and that the Town vote to authorize the present Highway Garage Committee to act in behalf of the Town in the building of said garage.

Motion by Albert E. Berthiaume that the sum of $495.00 be transferred from the General School Department Account to the Highway Department Snow and Ice Account in consideration of the transfer of a Gravely Snow and Sander from the Highway Department. VOTED.

Rowden that the Town vote to authorize the Board of Selectmen to convey to the Leicester Housing Authority, for the consideration of one dollar, the land known as the Center School Property, located on the westerly side of Pleasant Street in Leicester, Massachusetts and owned by the Town of Leicester - bounded and de- scribed as follows :


Beginning at the northeasterly corner of the tract herein described in the easterly line of Pleasant Street, said point of beginning being 335.31 feet southerly of (meas- ured on the westerly line of Pleasant Street) a Worcester County Highway Monument at the tangent point of a curve leading northwesterly by Pleasant Street, the radius of which is 284.13 feet;
