Article 1. Robert N. Beck reported for the Water Basin Storage Committee. Report accepted as progressing.

Article 2. Motion by Albert E. Berthiaume that the Town vote to raise and appropriate $5,500.00 to pay interest on temporary loans of the Town of Leicester, made by the Treasurer with the approval of the Board of Selectmen. VOTED.
Article 3. Motion by Arthur M. Williamson, Jr. that the Town raise and appropriate $773.00 to construct a side- walk on Stafford Street from the Post Office to the Oxford Town line. VOTED.

section to be known as VI-D-5. Said new section 5 is as fol- lows:
5. The keeping or permitting to be kept on any lot or lots within the Town more than two unregistered motor vehicles, except farm vehicles.
The Board of Appeals may grant a special permit for an exception in accordance with Section VII-B of these by- laws after notice to interested parties and after a hearing, when the said Board finds that the use involved will not be detrimental to the established or future character of the neighborhood; and that the exception shall be in harmony with the general purpose and intent of these by-laws; and may impose such appropriate conditions and safeguards as the said Board determines to be necessary.
VOTED Unanimous.
Article 9. Motion by Wesley A. Proctor that the Town vote to authorize and empower the Board of Selectmen, in accordance with MGLA Chap 40 Sec 15, to declare perman- ently abandoned and extinguished the Town's easements and rights in that portion of Parker Street bounded and describ- ed as follows :
Beginning at a point on the westerly line of said Parker Street, at the southeasterly corner of land formerly of Charles H. Grout, said point being approximately two thou- sand four (2204) feet from the intersection of said westerly line of Parker Street with the northerly line of Baldwin Street ;
Thence in a northerly direction by the westerly line of said Parker Street approximately two thousand one hun- dred eighty one (2181) feet to a stone wall; hundred and thirty two (632) feet, along said westerly line of Parker Street from the center point of an old culvert;
Thence easterly at right angles to the easterly line of said Parker Street;

Article 10. Motion by Gerald F. Guilfoyle that the Town vote to rescind the action taken on Article 20 of the Annual Town meeting March 6th, 1965
VOTED Unanimous.
Article 11. Motion by Albert E. Berthiaume that the Town vote to authorize the Fire Equipment Replacement and Purchasing Committee to purchase for the Town a new fire truck for the Leicester Center section of the Town; and to authorize the Town Treasurer, with the approval of the Selectmen, to borrow the sum of $13,500, under the au- thority of Section 7 of Chapter 44 of the General Laws of the Commonwealth of Massachusetts, said amount to be payable in accordance with the provisions of Section 7 of Chap. 44 of the General Laws of the Commonwealth of Massachusetts, so that the whole loan shall be paid in not more than three years of the date of issue of the first note or bond; and that the Town raise and appropriate the sum of $4,000 to be used for the purchase of said new fire truck; and that the Fire Equipment Replacement and Purchasing Committee be authorized and empowered to turn in the old 1941 Engine 1 fire truck now owned by the Town as part payment on the purchase of the new fire truck.

Article 1. To hear the reports of any Committee and to take any action thereon.
Article 2. To see if the Town will transfer a sum of money from the Road Machinery Rental Account to the Road Machinery Maintenance Account or take any action thereon.

Beginning at a point on the westerly line of said Park- er Street, at the southeasterly corner of land formerly of Charles H. Grout, said point being approximately two thou- sand two hundred four (2204) feet from the interesection of said westerly line of Parker Street with the northerly line of Baldwin Street;

Meeting called to order by Moderator Robert N. Beck at 8:10 P.M. 84 Voters present, Motion to dispense with the reading of the Articles as everyone had a copy of the Warrant. VOTED.
Article 1. Reports of Committees.
Edward Farrell reported for the Fire Equipment and Purchasing Committee. Report accepted as Progressing.
William Wastilla reported progress for the Conserva- tion Committee.
Robert N. Beck gave a report of Water Storage Com- mittee of meetings and report accepted as Progressing.
Article 2. Motion by Albert E. Berthiaume to trans- fer $7,627. 50 from the Road Machinery Rental Account to the Road Machinery Maintenance Account. VOTED.
Article 3. Motion by Gerald F. Guilfoyle that $823.20 be transferred from Free Cash to the Elections and Regis- trations Account. VOTED.
Article 4. Motion by Ralph G. Dryden that $1,160.00 be transferred from Free Cash to replace the gutters on the Center School and Town Hall Building. VOTED.

Proctor that the Town vote to abolish the present Precinct One voting district, and to form two voting precincts, to be designated as Precinct One and Precinct 4 as described herein, and as per letter and plan filed with the Town Clerk on August 10, 1965, entitled "Proposed Changes in Leicester Voting Precincts;" New Precinct 1.
All voters residing in the area bounded as follows: Starting at the intersection of the Spencer town line and Rawson Street, thence easterly along said Rawson Street to its intersection with Main Street (Route 9), thence easterly along said Main Street or Route 9, to and including 774 Main Street, thence back westerly along said Main Street to its intersection with Mannville Street, thence along said Mann- ville Street to its intersection with Chapel Street, thence in an approximately northeasterly direction to the intersection of Mulberry and Sylvester Streets, thence along Sylvester Street to the Worcester City Line, Thence northerly along the said City line to its intersection with the Paxton Town line to its intersection with the Spencer Town line, thence southerly along the said Spencer town line to the point of beginning, this area included 1050 registered voters at the time of the last Town Election on March 1, 1965.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of said Town of Leicester who are to vote in Elections to meet in their respective Polling places of the Town of Leicester on
TUESDAY THE SIXTEENTH DAY OF MARCH AT
12 O'CLOCK NOON
Precinct One-Town Hall, Washburn Square.
Precinct Two-Fire Station, Main St., Cherry Valley Precinct Three-Fire Station, Stafford St., Rochdale.
And you are directed to serve this Warrant by posting an attested copy in at least one Public place in each Precinct and to each Precinct Warden and to the Town Clerk and make return thereto.
