carry this account through the year. We do not anticipate any decrease in this caseload during the coming year.
Disability Assistance also showed an increase from 10 to 14 cases during the year. However, the cost was not as large as anticipated and some of these funds were used for Aid to Families with Dependent Children.
Our General Relief cases showed a decline from 11 at the begin- ning of the year to 8 active cases as of December 31, 1964. This category usually reflects unemployment and fluctuates rather freely.
One major change in budgeting the needs of persons was effective as of June 1, 1964, when the allowance for fuel and light costs was set at a year round figure rather than a larger amount in the cold months and a lesser amount in the three summer months.
The total case load has increased by 25 cases during the past year and has resulted in increased costs which reflects in the requested appropriations for the fiscal year 1965.

Report of the Leicester Housing Authority
January 18, 1965
To the Honorable Board of Selectmen:
The Leicester Housing Authority held it's third organizational meeting on March 5, 1964 and the following Officers were elected for the year:

Webb Rowden-Asst. Treasurer
The bids having been opened and the general contract awarded to the firm of Granger Brothers Inc. of Worcester the Authority hired Mr. Adolph Venditti of 241 Pleasant Street, Leicester as it's clerk of the works for the construction of the building.
Construction started on April 1. 1964 and proceeded as scheduled by the contractor. In June the Leicester Housing Authority started to accept applications for tenant occupancy and on November 1. 1964 the first fourteen apartments were occupied.
As the days and weeks passed the building neared completion and by the first of the year the Authority moved it's office into the building and held it's first meeting in it's own meeting room on January 4, 1965. .
The building is now completed and all that remains to be done is a little of the finished paving, grading and landscaping. This work will be done in early spring.
The Leicester Housing Authority is very grateful to all those who helped so much in making this past year such a successful one.

Report of the Veterans' Service Depatrment

Leicester Board of Selectmen
Town Hall Leicester, Mass.
Gentlemen:
The year 1964 was a very busy one for our Department. Due to increased requests for assistance with medical care, and living expenses, as well as aid to striking workers, our budget funds were exhausted in October, and additional funds had to be obtained for the remainder of the year.
This year we have noticed a considerable increase in the number of veterans, and widows of veterans seeking assistance with their applications for pensions, VA Hospital care, Insurance requests, and review of Compensation Claims. This increae has been the result of the reduction in the operation of the VA Contact in Worcester which has handled most of this work in the past. We were very pleased, of course, to assist these veterans with their veteran's pro- blems, and trust that we have been of service to them.
Reimbursements to the town from cities, State and other agencies, as well as settlements of Leins, and Workmen's Compensation cases have been rather good this year, and have helped considerably to reduce the cost to the town for the operation of our department.
We hope that we were of assistance to the many veterans of the town last year, and we will be looking forward to providing them with information, and help with any veteran's problems they may have in the year to come.

Report of the Selectmen
To the Inhabitants of the Town of Leicester:
The Board of Selectmen wish to take this opportunity to thank the people o fLeicester for allowing them the privilege of serving as Selectmen for the year 1964.
Weekly meetings were held on Tuesdays at 7:30 P.M. and Welfare meetings were held throughout the year, with budget meetings and meetings with department heads as required to take care of the business of the Town. In April, a meeting was held with all depart- ment heads and many board and commission members, in order to discuss the general need and operation of the Town, in the view of obtaining closer coordination between the various departments.
The following equipment, recommended by the Board of Select- men, was purchased by the Town during the year: F.W.D. truck and sander and new autimatic door lifter for the Highway Department; new cruiser and two radios for the Police Department.
Three thousand feet of Pleasant Street was reconstructed with: Chapter 90 funds, with the exception of berms and grading of shoulders which will be completed with 1965 funds.
The contract for the first section of the New Route 56 was let by the State, and is expected to be completed during 1965.
Twenty one land damage cases were pending against the Town during the year 1964 for the New Route 56. During this period, five cases were settled by the Board of Selectmen without court action at a cost of $1270.00, two more are in the process of being settled out of court, and nine cases have been filed in Superior Court for settlement. These cases will be defended by the Town Counsel for the Town.
Fifteen cases were settled for land damages along Pleasant Street at a cost of $11,108.55.

During 1964, the Board has completely reorganized the operations of buying, bookkeeping procedures and maintenance and repair pro- cedures for the Highway Department, with the result that the Road Machinery Maintenance Account has become self supporting and now shows a modest surplus.
A contract was let to renovate the Old Town Garage, to make dead space available for the Civil Defense, Sealer of Weights and Measures, Parks Department and the Highway Department. Reno- vation of the interior has been completed, and the exterior will be completed as soon as weather allows in the spring.
A sale of land of low value was held in November, with the Town realizing $2,005.00, and putting this property back on the tax books.
A state of Emergency was declared during the ice storm of December 4th and 5th, and the Board wishes to thank the Police, Civil Defense, Highway and Tree Warden Departments for their cooperation during this period, and also the people of Leicester for . their forebearance during the time that many of them were without power or lights.
The Selectmen wish to thank all elected and appointed officials for their efforts in behalf of the Town.

Report of the Planning Board
The following is a brief summary of the Planning Board's acti- vities for 1964.
The Planning Board acted on thirty-four (34) seperate cases not including the minor ones where only information or interpretations of by-laws, were involved. Most cases were disposed of at the regular meetings. Some being of a more involved nature neccessitated considerable time being spent by the board members. There are a number of cases which will be brought to a conclusion in the coming year.
As in the past years, the Board reviewed building permits as an aid to the Board of Selectmen. The total this year was eighty-seven (87) as compared to eighty-three (83) in the year 1963.
Four (4) public hearings were held. These hearings were held as prescribed by law in the cases of:
(1)-Planning Board Rule and Road Specifications.
(2)-"New Route #56" zoning changes.
(3)-Gas Inspector
(4)-Unregistered car by-law change.
Seven (7) Articles for town warrants were instigated.
Mr. Benjamin Gryncewicz, chairman of the Leicester Planning Board, was re-elected as the town's representative to the Central Massachusetts Regional Planning Commission. Mr. Gordon E. Kemp was elected as alternate. The Commission is now organized and well staffed and we expect the coming year will see a great deal of constructive work being accomplished.
There were no new sub-divisions started in the town in 1964 but there was some activity in the existing ones.
