THE COMMONWEALTH OF MASSACHUSETTS
Worcester, ss.
To a Constable of the Town of Leicester:
Greetings:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Leicester qualified to vote in Elections and in Town Affairs to meet at their respective Polling Places, namely;
Precinct One, Town Auditorium, Washburn Square, Leicester.
Precinct Two, Fire Station, Main Street, Cherry Valley.
Precinct Three, Fire Station, Stafford Street, Rochdale.
On Monday, the First day of March, 1965, at 8 o'clock in the morning, then and there to bring their votes for a Moderator, a Town Clerk, and a C.S. and Auditorium Commissioner, all for one year.
One Selectman, an Assessor, two School Committeemen, two Library Trustees, one Park Commissioner, one member of Board of Health, one Center School and Auditorium Commissioner, all for terms of three years.
One member for the Planning Board and one member of the Housing Authority for terms of five years.
The Polls will open at 8 o'clock A.M. and close at 8 P.M., un- less otherwise ordered. And you are further directed to notify and warn said inhabitants qualified to vote in Town Affairs to meet at the Town Hall Auditorium, Washburn Square, on Saturday, the sixth day of March, at 1:30 P.M. to act upon the following Articles, namely:

Article 1. To hear the reports of the Town Officials and Com- mittees and to act thereon.
Article 2. To see if the Town will authorize the Treasurer with the approval of the Board of Selectmen to borrow from time to time in anticipation of the revenue of the financial year beginning 1965, and to issue a note or notes therefor payable in one year, in accord- ance with Chapter 44, Section 17, of the General Laws.
Article 3. To see what compensation the Town will vote to pay elected officials or take any action thereon.
Article 4. To raise and appropriate such sums of money as may be necessary to defray the expenses of Town Department and Town Accounts for the ensuing year.
Article 5. To see if the Town will raise and appropriate or transfer from available funds a sum of money as a Reserve Account, according to Chapter 40, Section 6, of the General Laws or take any action thereof.
Article 6. To see if the Town will vote to install new Street Lights as per ilst in the hands of the Selectmen and raise and appro- priate the necessary money or take any action thereof.
Article 7. To see if the Town will vote to raise and appropriate a sum of money to lease the land at the so-called Nicas property on Main Street and to authorize the Board of Selectmen to arrange such lease with the understanding that the lessor assume the responsibilities for any accident that may occur and show good faith said lessor sub- mit to the Town the insurance policy showing full coverage or take any action thereof.
Article 8. To see if the Town will vote to raise and appropriate a sum of money to provide Life Guards and equipment for the Beaches, also provide transportation from Cherry Valley to Lake Sargent or take any action thereon.

Article 9. To see if the Town will raise and appropriate the sum of money as the Town's share of the Pension Fund and Expense Account of the Worcester County Retirement System for the year of 1965, in accordance of the provisions of Chapter 32, Section 22, of the General Laws of the Commonwealth, or take any action thereon.
Article 10. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for Chapter 81 Highways, or take any action thereon.
Article 11. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money as the Town's share of Chapter 90 Construction, or take any action thereon.
Article 12. To see if the Town will raise and appropriate or transfer from available funds a sum of money for Chapter 90 Main- tenance, or take any action thereon.
Article 13. To see what compensation the Town will vote to pay for the use per mile of private autombiles by Town Officials in Town business, or take any action relative thereon.
Article 14. To see if the Town will vote to raise and appro- priate a sum of money to pay departmental bills incurred prior to January 1, 1965, and to pay any overdrafts that may exist, or take any action thereon.
Article 15. To see if the Town will authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of Highway Revenue and to issue a note or notes of the Town therefor, or take any action thereon.
Article 16. To see if the Town will vote to transfer a sum of money from the Road Machinery Rental Account to the Road Ma- chinery Maintenance Account.
Article 17. To see if the Town will vote to approve, ratify and authorize the action of the Selectmen in securing Workmen's Compensation Insurance covering Town Employees, or take any ac- tion relative thereto.

Article 18. To see if the Town will vote to transfer the sum paid yearly to the Town by the Town of Oxford for fire protection by the Rochdale Fire Department, from the General Treasury to the Fire Department Account to be used solely by the Rochdale Com- pany for necessary expenses, or take any action thereon.
Article 19. To see if the Town will authorize the Board of Selectmen to sell at Public Auction any property obtained by the Town through Tax Title or Foreclosure, or take any action thereto.
Article 20. To see if the Town will raise and appropriate or transfer from available funds a sum of money to be used by the Fire Equipment Replacement and Purchasing Committee to purchase fire equipment for the Town, and to authorize and empower the Fire Equipment and Purchasing Committee to turn in any fire equipment now owned by the Town as part payment, or take any action thereto.
Article 21. To see if the Town will vote to authorize and em- power the Board of Selectmen to sell or dispose of accumulated junk property of the Town, or take any action thereon.
Article 22. To see if the Town will vote to authorize the Board of Selectmen to contract for the rental or repairs of fire hydrants with the various Water Districts in Town, or take any action relative thereto.
Article 23. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the construction of drainage systems and structures on certain streets of the Town as recommended by the Drainage Committee, or take any action relative thereto.
Article 24. To see if the Town will vote to transfer from Excess and Deficiency Account a sum of money to be used by the Board of Assessors in setting the 1965 tax rate.
Article 25. To see if the Town will raise and appropriate or transfer from available funds a sum of money to the Stabilization Fund, or take any action thereon.

Article 26. To see if the Town will vote to raise and appro- priate or transfer from available funds a sum of money to a Capital Expenditures Fund, or take any action relative thereto.
Article 27. To see if the Town will raise and appropriate or transfer from available funds a sum of money for the Recreational Committee for recreational activities of the Town, or take any action relative thereto.
Article 28. To see if the Town will raise and appropriate a sum of money to pay Land Damages on Route 56, or take any action rela- tive thereto.
Article 29. To see if the Town will vote to raise and appropriate or transfer frm available funds a sum of money for appraising prop- erty on New Route 56 from the Oxford Line to Pleasant Street at the Memorial School, or take any action thereto.
Article 30. To see if the Town will vote to raise and appro- priate the sum of $2,069.00 for the rebuilding of the John Davis Memorial Square, the work to be done under the supervision of the Director of Memorial Squares, or take any action relative thereto.
Article 31. To see if the Town will raise and appropriate or transfer from available funds a sum of money to purchase a cruiser for the Police Department and trade in the 1963 cruiser, or take any action thereon.
Article 32. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $652.24 to pay Leicester's share of the Central Massachusetts Regional Planning Commission, or take any action thereon.
Article 33. To see if the Town will vote to raise and appropriate a sum of money to purchase equipment for the Highway Department as per list in the hands of the Board of Selectmen, or take any action thereon.

Article 34. To see if the Town will vote to adopt the following resoultion;
WHEREAS the General Court sitting as a Constitutional Con- vention, did on July 16, 1963, give initial approval to a Home Rule amendment to the State Constitution, and
WHEREAS this bill of rights for local governments requires a second approval by the members of the General Court dur- ing this legislative session, and
WHEREAS we, as members of this Town Meeting feel com- petent to handle the affairs of our town without strict super- vision by the Commonwealth of our every act and deed. NOW THEREFORE BE IT RESOLVED that this town meet- ing hereby instructs its representatives to the General Court to vote in favor of the Home Rule proposal (H. 1384 of 1963 as revised) when it comes before them, or take any action relative thereto.
Article 35. To see if the Town will vote to add two members to the Leicester School Building Committee, one a Master Electrician, and raise and appropriate the sum of $500.00 for expenses for 1965, or take any action thereon.
Article 36. To see if the Town will vote to accept Mayflower Road and Mayflower Circle in the Development of Mayflower Heights as per plan on file with the Planning Board, or take any action thereon.
Article 37. To see if the Town will vote to accept a change in Zoning and By-laws relative thereto as they effect the areas imme- diately adjoining the New Route 56, from Stafford Street to Pleasant Street, or take any action relative thereto.
Article 38. To see if the Town will authorize the Planning Board to make necessary changes on the Zoning map as they pertain to the new zone on the New Route 56.
Article 39. To see if the Town will authorize the Planning Board, and, to transfer from available funds a sum of money, to have a Master Plan Survey contracted for the Town of Leicester.

And you are directed to serve this Warrant by posting an attested copy in at least one public place in each Precinct of the Town, and on the Bulletin Board in the front entry of the Town Hall Building, and also by serving a copy of said Warrant to the Warden of each Voting Precinct of the Town of Leicester, to the Moderator and Town Clerk, not less than fourteen days before said first day of March, 1965.
