Greetings ;-


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Leicester qualified to vote in Elections and in Town Affairs, to meet at their respective Polling places, namely:


Precinct One, Town Auditorium, Washburn Square, Lei- , cester.


Precinct Two, Fire Station, Main Street, Cherry Valley.


Precinct Three, Fire Station, Stafford Street, Rochdale.


On Monday the Second day of March 1964 at Eight o'clock in the morning, then and there to bring their votes for a Modera- tor, Town Clerk and a member of the Housing Authority all for a one year term.


A Park Commissioner and a member of the Board of Health both for a term of two years.


Two Selectmen, a Treasurer, a Tax Collector, an Assessor, a School Committeeman, Two Library Trustees, a Park Com- missioner, a member of the Board of Health, a member of the Center School and Town Hall Commission and a Tree Warden :. all for terms of three years.

A member of the Planning Board and a member of the Housing Authority for terms of five years.


The Polls will open at 8 A.M. and close at 8 P.M. unless otherwise ordered, and you are further directed to notify and warn said inhabitants qualified to vote in Town affairs to meet in the Town Auditorium, Washburn Square, on Saturday the 7th day of March 1964 at 1:30 P.M. to act upon the following Articles, to wit :---


Article 1. To hear the reports of the Town Officers and Committees and to act thereon.


Article 2. To see what compensation the Town will vote to pay elected Officials or take any action thereon.


Article 3. To raise and appropriate such sums of money as may be necessary to defray the expenses of the Town Depart- ments and Town Accounts for the ensuing year.


Article 4. To see if the Town will vote to authorize the the Treasurer with the approval of the Board of Selectmen, to borrow from time to time in anticipation of the revenue of the financial year beginning 1964, and to issue a note or notes therefor payable in one year, in accordance wtih Chapter 44, Section 17, of the General Laws.


Article 5. To see if the Town will raise and appropriate or transfer from available funds a sum of money as a Reserve Account, according to Chapter 40, section 6, of the General Laws or take any action thereof.


Article 6. To see if the Town will vote to install new Street Lights as per list in the hands of the Selectmen and raise and appropriate the necessary money or take any action thereof.


Article 7. To see if the Town will vote to raise and ap- propriate a sum of money to lease the land at the so-called Nicas property on Main Street and to authorize the Board of Selectmen

to arrange such lease with the understanding that the lessor as- sume the responsibilities for any accident that may occur and show good faith said lessor submit to the Town the Insurance Policy showing full coverage or take any action thereof.


Article 8. To see if the Town will vote to raise and ap- propriate the sum of money to provide Life Guards and equip- ment for the Beaches, also provide transportation from Cherry Valley to Lake Sargent or take any action thereof.


Article 9. To see if the Town will raise and appropriate the sum of money as the Town's share of the Pension fund and Expense Account of the Worcester County Retirement System for the year 1964, in accordance with the provisions of Chapter 32, Sec. 22 of the General Laws of the Commonwealth, or take. any action thereof.


Article 10. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money for Chapter 81, Highways or take any action thereon.


Article 11. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money as the Town's share of Chapter 90 Construction or take any action thereon.


Article 12. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money for Chapter 90 Maintenance or take any action relative thereto.


Article 13. To see what compensation the Town will vote to pay per mile for the use of private automobiles by the Town Officials in Town business or take any action relative thereto.


Article 14. To see if the Town will vote to raise and appropriate a sum of money to pay Departmental Bills incurred prior to January 1st 1964 and to pay any overdrafts that may exist or take any action thereon.

Article 15 ... To see if the Town will authorize the Treas- urer with the approval of the Selectmen, to borrow money in an- ticipation of Highway Revenue, and to issue a note or notes of the Town therefor or take any action thereto.


Article 16. To see if the Town will vote to transfer a sum of money from the Road Machinery Rental Account to the Road Machinery Maintenance Account.


Article 17. To see if the Town will vote to approve, ratify and authorize the action of the Selectmen in securing Work" mans Compensation Insurance covering Town Employees or take any action relative thereto.


Article 18. To see if the Town will vote to transfer the said Sum paid yearly to the Town by the Town of Oxford for fire protection by the Rochdale Fire Department, from the Gen- eral Treasury to the Fire Department Account to be used solely by the Rochdale Company for necessary expenses or take any action thereon.


Article 19. To see if the Town will authorize the Board of Selectmen to sell at Public Auction any property obtained by the Town through Tax Title or Foreclosure or take any action thereto.


Article 20. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money to be used by the Fire Equipment Replacement and Purchasing Com- mittee to purchase fire equipment for the Town, and to author- ize and empower the Fire Equipment Replacement and Purchas- ing Committee to turn in any fire equipment now owned by the Town as part payment or take any action relative thereto.


Article 21. To see if the Town will vote to authorize and empower the Board of Selectmen to sell or dispose of ac- cumulated junk property of the Town or take any action thereon.

Article 22. To see if the Town will vote to authorize the Board of Selectmen to contract for the rental or repairs of Fire hydrants with the various Water Districts in Town or Take any action relative thereto.


Article 23. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money for the construction of drainage systems and structures on certain Streets of the Town as recommended by the Drainage Commit- tee or take any action relative thereto.


Article 24. To see if the Town will vote to transfer from the Excess and Deficiency account a sum of money to be used by the Assessors in setting the 1964 tax rate.


Article 25. To see if the Town will raise and appropriate or transfer from available funds a sum of money to the Stabili- zation Fund or take any action thereon.


Article 26. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money to a Capital Expenditures Fund, or take any action relative thereto.


Article 27. To see if the Town will raise and appropriate or transfer from available funds a sum of money for the recrea- tional activities for the Recreational Committee or take any action thereto.


Article 28. To see if the Town will raise and appropriate a sum of money to pay land damages on Route 56 or take any action relative thereto.


Article 29. To see if the Town will raise and appropriate or transfer from available funds a sum of money for appraising property the new Route 56, from the Oxford Town line to Pleasant Street at the Memorial School or take any action thereto.

Davis Memorial Square, the work to be done under the supervi- sion of the Director of Memorial Squares, or take any action relative thereto.


Article 31. To see if the Town will raise and appropriate the sum of $456.00 for the rebuilding of the Lawrence McCarthy Memorial Square, the work to be done by the Highway De- partment, or take any action relative thereto.


Article 32. To see if the Town will vote to appropriate or transfer from available funds, a sum of money to enable the Center School and Town Hall Building Committee to make certain Structural changes in the Town Hall in order to make additional space for the Board of Assessors, all as per plans in the hands of the Town Clerk, or take any action relative thereto.


Article 33. To see if the Town will vote to accept Folsom Street as per plan on file with the Planning Board, or take any action thereon.


Article 34. To see if the Town will vote to authorize and empower the Board of Selectmen to execute, acknowledge and deliver on behalf of the Town of Leicester, a deed to Golf Manor Realty Corporation conveying any right, title and interest of the Town of Leicester in and to certain land bounded and described as follows :- A certain tract of land situated in Leicester, being a portion of Route 9 discontinued in 1922 bounded and described as follows :- Bounded Northerly by Golf Manor Realty Corpo- ration three hundred (300) feet, more or less; Bounded Easterly by land now or formerly of Belleville forty six (46) more or less: Bounded Southerly by land of W. Newman Sprague; Ste- phen E. Tarlton et ux. and Route 9 as relocated three hundred (300) feet. more or less. or take any action more or less.


Article 35. To see if the Town will vote to raise and ap- propriate a sum of money to the Road Machinery Maintenance Account or take any action thereon.


Article 36. To see if the Town will vote to authorize the Board of Selectmen to take the necessary action to obtain for Mr. Vance R. Bates life tenure as Superintendent of Streets for the Town of Leicester or take any action thereon.

Article 37. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money to pur chase a cruiser for the Police Department and trade in the 1962 cruiser or take any action thereon.


Article 38. To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money to purchase two radios for the Police Deportment and tarde in two old radios or take any action relative thereto.


39. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to pay one- half of the Blue Cross- Blue Shield Insurance for seven members of the Police Department or take any action thereon.


Article 40. To see if the Town will raise and appropriate a sum of money to rebuild the Band-stand on Leicester Common or take any action thereon.


Article 41. To see if the Town will raise and appropriate or transfer from available funds a sum of money to repair the Old Town Garage Building. said building to be used for dead storage by the Town. or take any action relative thereto.


Article 42 .. . To see if the Town will vote to raise and ap- propriate or transfer from available funds a sum of money to retube boiler #2 in the Center School and Town Hall Building. or take any action relative thereto.


Article 43. To see if the Town will vote to accept Chapter 40, Section 6F, (Private Streets) of the General Laws or take any action thereon.


Article 44. To see if the Town will vote to raise and ap- propriate or transfer from available funds the sum of $652.11 to pay Leicester's share of the Central Massachusetts Regional Plan- ning Commission or take any action thereon.


Article 45. To see if the Town will vote to accept Chap- ter 40. Section 60, (snow removal) or take any action thereon.


Article 46. To see if the Town will vote to raise and ap- propriate a sum of money to purchase equipment for the High-

way Department as per list in the hands of the Board of Select- men or take any action thereon.


Article 47. To see if the Town will authorize the Moder- ator to appoint a committee of nine members to be called the "Leicester School Building Committee"; said committee to be appointed for the purpose of studying the needs of the Town in reference to increased school facilities and to make recommenda- tions to the Town in reference to what steps should be taken to increase the School facilities or take any action thereon.


Article 48. To see if the Town will vote to purchase from Arthur M. Williamson the two house lots adjacent to the new Town Garage on Peter Salem Street and to see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to purchase the same or take any action relative thereto.


And you are directed to serve this Warrant by posting an attested copy in at least one public place in each Precinct of the Town, and on the Bulletin in the front entry of the Town Hall Building, and also by serving a copy of said Warrant to the Warden of each Voting Precinct of the Town of Leicester, to the Moderator and Town Clerk not less than fourteen days be- fore said Second day of March 1964.


Given under our hands and seal of the Town this Fourth day of February in the year of our Lord, one thousand nine hundred and sixty four and in the Independence of the United States the one Hundred and Eigty Eighth.
