The Civil Defense, under the direction of Mr. Earl Pratt, worked hand in hand with the Department. Mr. Pratt and Captain Blanchard set up a schedule where there is a C.D. man on duty with one of our officers from 6 p.m. to midnight seven days a week. These men are well trained in First Aid and police work in general. The many hours spent serving the Town by Civil Defense personnel is at no cost to the Town. These men are not paid for the hours they spend

working with the Police Department. This is a saving to us as well as the Town.
$39,556.10 worth of property was recovered in 1961 by the Department and returned to the owners.
$693.40 was turned back to the Town Excess and Defici- ency Fund. This money was collected by the Department in various ways-pistol permits, insurance reports, etc.
The need for the Department to have a communication system of its own has been a problem for many years. With the Department in permanent quarters in a public building it was an ideal set-up for the installation of our own radio equipment. The money for thiswasappropriated at the begin- ning of 1961. In November of 1961 a base station was in- stalled at the Police Department. This has increased our oper- ational efficiency. We now have direct contact with our cruisers from the station. We formerly had to call the State Police (as we were on their radio system), and they would re- lay messages to our cruisers. Under our present set-up we still have direct contact with the State Police as well as with our cruisers.
In my six months as head of this Department I have had the pleasure of working with a well-trained and organized Department. This is a Department that is a credit to the Town. Many of the men of the Department donate many work hours to the Town, for under the present set-up a regu- lar officer does not receive any extra pay for extra hours on duty. This is a situation that I am sure will be rectified in the future.
I would like to thank the various heads of the Town De- partments that have assisted me in our duties. Also, the State Police, Worcester Police, and the Police Departments of the surrounding Towns, the many Departments of the Central District Court of Worcester under the direction of Mr. Wesley Mellquist, Mr. William Buckley, District Attorney, and his staff, and the many residents of the Town who have assisted us in many ways.

Report of the Forest Fire Warden
To the Honorable Board of Selectmen and Citizens of the Town of Leicester :
I hereby submit my report as Forest Warden for the year 1961. During the year 123 calls were answered. Due to the lack of snow on the ground in the late fall, we again had a number of bad fires at this time.
May we again warn the people of the town to be careful in burning their brush, leaves, and rubbish. The state law requires a permit for all open air fires providing the burn- ing index is at a safe level. Permits and information about the burning index may be obtained by calling TW 2-2241 after 8 a.m.
During the year, an additional water tank was installed on the forest fire truck. The capacity of this tank is approxi- mately 400 gallons. With the addition of this tank, the truck now has approximately 800 gallons of water. Also, during the year, the old water tank was removed and numerous leaks repaired. Again this year, we suffered a heavy loss to hose due to old age and constant use.
I wish to express my sincere thanks and appreciation to all the firemen of the town. Also to the Police Department, Town Officials, State Forest Fire Service, Department of Natural Resources, and the District Fire Warden.

Report of the Center School Auditorium Building Commission
To the Honorable Board of Selectmen:
Gentlemen :
The following is a report of the Center School and Audi- torium Building Commission for the year ending December 31, 1961.
Projects listed below have all been completed :
Raising a flag pole in front of Town Hall.
Completion of the painting contract. This included paint- ing of the rooms on the second floor of the Town Hall and sanding all floors and stairs to the basement.
Made available quarters for Police Dept.
Changed desks in School Bldg. to accommodate younger children.
Purchased and installed asbestos floor tiles in School Bldg., to replace damaged ones.
Removed all furniture, plumbing, and electric wiring from Chemistry Room.
Remove combination locks from lockers.
Purchased two new flags.
1-Selectman's office. 1-Auditorium.

We recommend the Town purchase new Fire Trucks for the Center and also Cherry Valley. Both with larger Water Tanks and also more Horse Power, these trucks are not dependable. The truck in Cherry Valley carries only 70 gals. of water, also over twenty years old.
We know that if we have the proper equipment to go with the personnel which is one of the best, we will be able to do a better job in fighting fires.
Without the invaluable, dependable service that the Town of Leicester receives from the Morrison Funeral Home the Fire Dept. would be lost.
Many thanks to the Carleton Woolen Mills, engineers and personnel who handled fire calls in Rochdale. Also to all mem- bers of each company, their auxiliaries for the call to duty regardless of time or weather, the Police Dept., the Board of Selectmen and other town officials for their assistance and cooperation.

Report of the Moth Inspector
To The Board of Selectmen Leicester, Mass.
Dear Sirs:
The following is my report as Moth Inspector for the year 1961:
During the year 1961 I have been able to accomplish considerable amount of work for the amount of money ex- pended. There was a back log of 24 diseased trees standing at the start of the year. Seven of this total have been re- moved. The remaining 17 trees are on private property.
All Elms on public ways were checked this past Summer, and a total of 48 found to be infected. 42 trees have been re- moved, or under contract to be removed by April 1st. The remaining six will be removed early in 1962. The payment for removal of these six trees will be paid for under the 1962 budget.
Under our Dutch Elm program, the town received aid from the State Dept. of Natural Resources in the form of labor, amounting to $200.00, and the County Program allot- ted the Town a cash allotment of $189.04, which I will re- quest be transferred from General Fund to Dutch Elm Account.
During my summer check of trees, I found no appreci- able amount of damage from Gypsy Moth. Poison Ivy and Ragweed still constitute a nuisance in this Town and I feel that we should try to again renew our control measures in the future.

Report of the Department of Civilian Defense
January 1, 1962
To the Board of Selectmen and the Citizens of Leicester :
I submit the following report of the Civilian Defense Department for the year ending December 31, 1961.
The Civil Defense Department sponsored a training course in Basic Light Rescue at the state Civil Defense Train- ing Center at Topsfield, Mass. It was attended by members of the Leicester Civil Defense Rescue Squad, Unit #1. The course consisted of all phases of Basic Light Rescue includ- ing: Rescues using rope and ladders from 2 and 3 story buildings, using the latest in rescue techniques and equipment.
Eight additional men have been added to the Civil De- fense Police Auxiliary. They have completed training which included Sunday traffic duty, and cruiser training. The new group completed a qualification course. The entire Auxiliary Police Unit completed an 8 week advanced pistol training course at the State Police Pistol Training Academy at South- boro.
The Communications group has participated regularly throughout the year in state to local practice alerts. They were also activated several times throughout the year during Hurricane and Tornado alerts. 4 Personal Communicators (Walkie-Talkies) have been added to the units equipment.
The Rescue Truck has been equipped for emergency res- cue with the following items :

TREASURER TAX TITLES
Tax title redemptions in the year 1961 were thirteen. There were fourteen foreclosed to the Town.
The financial results of the redemptions were: Tax title book values $2,590.54 Costs and interest collected 307.83
Total $2,898.37
Twenty-five tax titles will require action in 1962. There are twenty to be foreclosed under Commissioner's affidavit and five that will require Land Court foreclosure.
To provide the funds for court and registry fees, certified mail notices, forms and other costs, and the required legal services, it will be necessary to have a budget of $1,500.00.

Report of the Tree Warden
To the Honorable Board of Selectmen :
As Tree Warden, I hereby submit the following report for the year 1961.
A total of 45 dead or dangerous trees were removed dur- ing the year. Trimming of dead and low branches was con- tinued in the three sections of town. The tree planting pro- gram was continued, with emphasis on the planting of smaller flowering trees, placed further from the road. All calls during the year were answered.
Leicester was fortunate this year in not having any hur- ricane damage. But a very severe ice storm hit the area De- cember 19th, with ice building up on the limbs and trees for three days and nights thereafter. A large number of trees and branches were broken under the great and constant weight of the ice. Breaking power wires, and blocking some streets. Only work of an emergency nature has been done. It will be a long time before all the necessary trimming can be done.
In 1962 it is recommended that dangerous trees and limbs broken in the late 1961 ice storm or future storms be removed, trimmed and cleared. New town trees will be planted, and equipment will be kept in good running condi- tion.
Many large Maple trees on heavily traveled roads of our town are still showing an increasing amount of dead and dying braches. Most of these Maples cannot be trimmed, and there- fore must be removed. The Maple Wilt and Dutch Elm disease threaten to destroy many fine shade trees along our public streets in the next few years.
It becomes increasingly important that property owners survey the land around their houses for the planting of shade and flowering trees. If there are areas around houses not too close to roads or power wires, thought and plans should be made to plant new trees each year. Help in selecting the

proper tree can be received from the following: Worcester County Extension Service, nursery and landscape men, or your tree warden.
I wish to thank all citizens, the Leicester Highway De- partment, the Leicester Police Department, and all town offi- cials for their cooperation during the year.

Report of the Park Commissioners
The year of 1961 has brought more recreation for the children of Leicester than in previous years. Last year, the Community Field was used continually from April to late November. Tryouts for Little League and Intermediate League were held there and the Intermediate League used it for baseball games. It was used quite often by the Leicester High football team for practices, scrimmages, and for home games.
It is a very good field but it could have some improve- ments by bleachers, a better drainage system and the trees cleared away on the left field side.
The Rochdale playground and beach was improved very much and attracted many more people. There is a new bath- house an a lavatory will be put up next year.
Towtaid Park was also improved and will continue if the program is allowed at the town meeting.
Many boys have had the pleasure of using the basketball courts in all three districts, both for local games and league games.
We wish to thank the donors of two courts which speeded up our three year program. Another of these programs is being started this year. Tennis, volleyball, and handball courts are being proposed for Towtaid Park in 1962.

Report of the Board of Health
To the Board of Selectmen and
Citizens of Leicester :
The Board of Health submits the following report for the year 1961.
The Board adopted Rules and Regulations for operation of the town dump.
Dump area has been improved.
Sanitation Regulations have been modernized and brought up to date.
Three Polio Clinics were held and we are planning the same type of clinics next year.
We wish to extend our appreciation to the nurses and doctors for their services during the Polio program.
We deeply regret the unfortunate accident which re- sulted in the death of the town dump caretaker, Benjamin Dolen. We offer on behalf of the Town our sincere condol- ences to his family.
Donald Chaffee was appointed dump caretaker for the remainder of the term.
A sewer survey has now been completed for the Town of Leicester and citizens should look forward to a new and complete sewerage system in the near future.
Everett A. LaBree was appointed Sanitation Inspector by the full Board on September 26, 1961.
John Reynolds was appointed to fill the term of Arthur St. Germain who resigned.
We take this opportunity to remind the citizens of the
