TOWN OF LEICESTER-SPECIAL TOWN MEETING WARRANT


October 7, 1961

To a Constable in the Town of Leicester :


Greetings:


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Leicester, qualified to vote in Town Elections and Town Affairs to meet at the Town Auditorium, Washburn Square, on Saturday, October 7th, 1961 at 1:30 in the after- noon, then and there to act on the following articles, namely :


Article 1. To hear the reports of any Committees and to take any action thereon.


Article 2. To see if the Town will vote to transfer a sum of money from the Road Machinery Rental Account to the Road Machinery Maintenance Account or take any action thereon.


Article 3. To see if the Town will vote to transfer from the Medical Assistance for the Aged Account to the Aid to De- pendent Children Account, the sum of $2,000.00, or take any action thereon.


Article 4. To see if the Town will vote to transfer from the Disability Assistance Account to the Aid to Dependent Children Account, the sum of $1,000.00 or take any action thereon.


Article 5. To see if the Town will vote to continue the Leicester Recreation Committee until the Annual Town Meet- ing in 1962, or take any action thereon.


Article 6. To see if the Town will vote to appropriate or transfer from available funds a sum of money for the Police Department Account or take any action thereon.


Article 7. To see if the Town will vote to raise and ap- propriate or transfer from available funds $7,500.00 to meet

Article 8. To see if th Town will vote to transfer $667 .- 35 of available funds to the School Department to purchase athletic equipment to replace equipment lost in fire, for which the Town has been reimbursed under its fire insurance pro- gram.


Article 9. To see if the Town will vote to authorize the Board of Selectmen to enter into an agreement with Wor- cester Spinning and Finishing Company under which the Wor- cester Spinning and Finishig Compay will grant, without costs, a license to the Town to run and drain surface water over and through certain lands of Worcester Spinning and Finishing Company and into Waite Pond; and the Town will agree to remove from Waite Pond any tars, chemicals and other foreign matters which have passed into Waite Pond through the licensed premises and which interrupt, interfere with or impair the customary use of Waite Pond by said Worcester Spinning and Finishing Company for dyeing pur- poses in connection with its business operation ; and to forth- with remove from Waite Pond all such tars, chemicals and other foreign matters and immediately take all necessary measures to promptly correct such condition upon written no- tice from Worcester Spinning and Finishing Company; and in the event of failure of the Town to take all necessary meas- ures to correct such condition, the Town shall indemnify and save harmless the Worcester Spinning and Finishing Com- pany from and against all loss and damage caused to Worces- ter Spinning and Finishing Company because of said failure; and also in case of such failure the Worcester Spinning and Finishing Company shall the right to cancel, terminate and revoke the said license or to take any action relative thereto.


And you are hereby directed to serve this Warrant by posting an attested copy in at least one public place in each Precinct of the Town and on the Bulletin Board in the front entry of the Town Hall Building, not less than fourteen days before said seventh day of October, 1961.

Article 10. To see if the Town will vote to accept Crest- wood Road, Knollwood Road, and Tanglewood Road as per plans on file with the Planning Board, or take any action thereon.


Article 11. To see if the Town will vote to accept Maple Street as per plans filed with the Planning Board by John George, Developer, or take any action thereon.


Article 12. To see if the Town will vote to accept Mon- terey Drive and Michael Avenue as per plans filed with the Planning Board by Peter A. Jeswick, Developer of Mary Ann Acres, or take any action thereon.


Article 13. To see if the Town will vote to authorize and permit the Water Storage Investigation Committee to act for the Town during the planning and development of the Upper Quaboag Waershed and to make agreements with those agencies concerned with the planning and the development

of the Upper Quaboag River Watershed; such acts and agree- ments being restricted to those necessary to facilitate the planning for the development of the area and the structure known as the Shaw site in the Watershed Work Plan of the Upper Quaboag River Watershed, (dated February 1961), for multipurpose (floodwater retarding and drinking water storage) use.

Berthiaume that the Town vote to accept, without consideration, from the City of Worcester a conveyance of a parcel of land upon which the City of Wor- cester is to construct, without cost to the Town, a new high- way to take the place of a portion of Mulberry Road, or Mul- berry Street, that has been discontinued.


The parcel of land which is to be accepted and the parcel of land upon which the City of Worcester is to construct, with- out cost to the Town, a new highway is more particularly bounded and described as to the specifications as in the orig- inal Warrant.
