Repoort of the Leicester Housing Authority


January 15, 1966


SUBJECT: ANNUAL REPORT OF THE LEICES- TER HOUSING AUTHORITY


The Leicester Housing Authority held it's fourth or- ganizational meeting on April 12, 1965 and elected the fol- lowing officers :

In February the now completed building was fully occu- pied and in the presence of Local and State Officials the building was Dedicated and the keys were turned over to the Authority. The tenants formed an Association in June and one of it's first step was to with the approval of the Authority name the project "Pleasant Gardens". As the good weather returned the landscaping and paving was finished and a sign stating the name and the address of the project was erected in front of the building.


Because the number of applicants for occupancy con- tinue to come in and the number of vacancies is so small it was decided to ask the Town for permission to build up to forty more units. An article was inserted in the Spe- cial Town Meeting in December, and the people voted to allow another project.


We look forward to a busy and productive year, and hope that our experience in the project just completed, will

bring this new undertaking to a quick and happy realization.


The Leicester Housing Authority wishes to thank all those who made the past year such a fruitful and happy one.

ANNUAL REPORT


Report of the Conservation Commission


The Leicester Conservation Commission was started in 1962. It consists of seven unpaid members, two who are appointed each year for a three year term.


The commission meet ten times a year, and for the past two years we have held a meeting on the last Tuesday of each month.


The commission is affiliated with the Massachusetts Association of Conservation Commissions, also with the Massachusetts Forest and Park Association. The Commis- sion has also joined the United States Soil Conservation Commission.


This commission is also interested in the Quaboag River Water Shed Flood Project. There are many important con- servation projects to work on in the town of Leicester, and we feel whereas there is both Federal and State money available, we should obtain a Public Bathing Beach for the town. We have worked on this idea all the past year. Public Beach sites are few and increasing in price each day.


If the town of Leicester wants a beach this is the year to purchase it.


In closing the commission would like to thank the Leicester Rod and Gun Club for the use of their club for our meetings.

Report of the Trustees of Leicester Public Library


To the Citizens of Leicester:


On December 31, 1965 there were 3060 patrons regis- tered at the main library and three branches. Total circu- lation for the year was 24,472. We were again certified for State Aid under Chapter 760, Acts of 1960. Approximately 500 cards have been issued to residents who wish to use facilities at the Worcester Public Library and other libra- ries in the Central Massachusetts Regional Library System.


During the past year, 529 books were purchased and added to our permanent collection. Monthly bookmobile ser- vice, operating from the central office of the Regional Sys- tem, has enabled us to supplement our collection with 654 additional books, loaned to us for three months with re- newal privileges.


Another service of the Regional System is the loan of 16mm films to community groups. More than 300 titles in- clude drama, travel, sports, matters of social significance, science, short story films to please children, as well as films for a group that may be working on a specific subject. Films are loaned from your local library, through whom arrange- ments have been made in advance, or from the Regional headquarters on presentation of an individual regional li- brary card.


The Leicester Woman's Club, in continuing their com- munity improvement project, added to the foundation planting again this year. The Trustees again wish to ex- press appreciation for this interest in our building, which has also pleased our patrons.

Report of the Leicester Veteran's Service


January 1, 1966


Board of Selectmen Town of Leicester, Mass. Gentlemen ;


We are pleased to present to you and the people of the town of Leicester the following report from the Veterans' Service Department for the year 1965.


During the past year, the Veterans' Service Depart- ment was very busy and had a very heavy work load. We were able to provide assistance to over 100 Veterans and their families during the past year and numerous hospitali- zations, compensation claims, pension claims and Veterans' Benefits Applications were handled through our office.


Many of the citizens of the town contacted us for infor- mation on Veterans' affairs and we were most pleased to give them the answers directly when we could or refer them to the proper agencies if it was necessary.


Our staff has worked diligently during the past year and was able to get reimbursement in excess of $24,000 for the town from state and other agencies.


We hope that we have been able to serve the interests of the Veterans of the town of Leicester to their satisfaction during this past year and we will be looking forward to pro- viding each and every Veteran of the town with assistance with any Veterans' Affairs they may have during the com- ing year.

Report of the Planning Board


The following is a brief summary of the Planning Boards activities for 1965:


The Planning Board acted on forty-seven (47) separate cases in 1965 as compared to thirty-four (34) in 1964. Of these ten (10) were referred to the Board of Appeals for action. The large number of Appeals Board cases leads us to conclude that the zoning regulations are in need of some updating and revising.


As in the past years, this Board reviewed building per- mit applications as an aid to the Board of Selectmen. The total this year was eighty-five (85) as compared to eighty- seven (87) in 1964 and eighty-three (83) in 1963.


Four public hearings were held during the year in the cases of :


1- Unregistered car by-law change.


2- Proposed subdivision at Pine Acres. (Mayflower)


3- Proposed subdivision at Bayberry Ridge. (Pleasant ยท St.)


4- Drive-in Theater.


Mr. Benjamin Gryncewicz, Chairman, of the Leicester


Planning Board was re-elected as the town's representative to the Central Massachusettes Regional Planning Commis- sion and subsequently elected by that commission to serve as vice-chairman. Mrs. Leona E. Cutler was elected as alter- nate representative. The commission released the sketch plan for the area in 1965. As a result of Leicester being a member of the Central Massachusettes Regional Planning Commission the subscribers of the Rochdale-Oxford sewer district and the Leicester water supply district will realize an additional $15,000.00 in added Federal Aids. The Board is proud of their foresightedness in recognizing the bene-

fits to be derived in joining the Planning Commission. We look forward to many more benefits to be available in the years to come.


It was with regret that this Board lost the services of Mr. Louis H. Riedl, by verture of non-residence. Mr. Riedl has served this town as a Board member for many years. We shall miss this service which he gave so unsparingly.


The zoning map has been brought up to date and will be further updated in the coming years. Serious thought is being given to a Master Plan for the Town. However, we will delay this somewhat in order to take full advantage of the work now being done by the Central Massachusetts Regional Planning Commission.

Report of the Police Department


To the Honorable Board of Selectmen and the Citizens of the Town of Leicester:


On October 17, 1965, the resignation of Police Chief Edward R. McDonald became effective and the Board of Selectmen named Sergeant Patrick J. Padden Sergeant-in- charge and later made him Chief pro-temp to serve until a civil service is established from which a permanent chief is to be named.


Also Officer George W. Boullie was promoted to Ser- geant ;


Reserve Officer George L. Fitzsimmons was made a regular member ;


Civil Defense Officers Francis Blanchard, Raymond Coran, John Perry and Henry Wood were placed on the Reserve Officer's list.


The members of this department wish to convey their thanks to the members of the other departments in Town for the fine cooperation and assistance given to the police in the past year.
