TOWN WARRANT


THE COMMONWEALTH OF MASSACHUSETTS


Worcester, ss.


To a Constable of the Town of Leicester:


Greetings :-


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Leicester qualified to vote in Elections and in Town Affairs, to meet at their respective polling places, namely :


Precinct One, Town Auditorium, Washburn Sq., Leices- ter.


Precinct Two, School House, Main St., Cherry Valley.


Precinct Three, Fire Station, Stafford St., Rochdale. on Monday the fourth day of March 1963, at eight o'clock in the morning, then and there to bring in their votes for a Moderator and a Town Clerk, both for a term of one year.


Also two Selectmen, an Assessor, two School Committee- men, two Library Trustees, one Park Commissioner, one for the Board of Health, one for the Center School and Audi- torium Commission (Who is a Voter in Precinct Three), all for terms of three years.


Alsa two members to the Planning Board for Terms of Five Years.


Also four members to the Leicester Housing Authority, terms to be specified by amount of votes each receives.


The polls will open at eight A.M. and close at eight P.M. unless otherwise ordered, and you are further directed to notify and warn said inhabitants qualified to vote in Town

affairs to meet in the Town Auditorium, Washburn Square, on Saturday, the 9th day of March 1963, at 1:30 P.M. to act upon the following Articles, to wit :-


Article 1. To hear the reports of the Town Officers and Committees and to act thereon.


Article 2. To see what compensation the Town will vote to pay elected Officials or take any action thereon.


Article 3. To raise and appropriate such sums of money as may be necessary to defray the expenses of Town Departments for the ensuing year.


Article 4. To see if the Town will vote to authorize the Treasurer with the approval of the Board of Selectmen, to borrow from time to time in anticipation of the revenue of the financial year beginnng 1963, and to issue a note or notes therefor payable in one year, in accordance with Chapter 44, sec. 17, of the General Laws.


Article 5. To see if the Town will raise and appropri- ate or transfer from available funds a sum of money as a Reserve Account, according to Chapter 40, section 6, of the General Laws or take any action thereof.


Article 6. To see if the Town will vote to install new Street Lights as per list in the hands of the Selectmen and raise an appropriate the necessary money or take any action thereof.


Article 7. To see if the Town will vote to raise and appropriate a sum of money to lease the land at the so-called Nicas property on Main Street and to authorize the Board of Selectmen to arrange such lease with the understanding that the lessor assume the responsibilities for any accident that may occur and show good faith said lessor submit to the Town the Insurance Policy showing full coverage or take any action thereof.


Article 8. To see if the Town will vote to raise and appropriate the sum of money to provide Life Guards and equipment for the Beaches, also transportation from Cherry Valley to Lake Sargent or take any action thereof.

Article 9. To see if the Town will vote to raise and appropriate the sum of money as the Town's share of the Pension fund and Expense fund of the Worcester County Retirement System for the year 1962, in accordance with the provision of Chapter 32, Sec. 22 of the General Laws of the Commonwealth, or take any action thereof.


Article 10. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for Chapter 81, Highways or take any action thereon.


Article 11. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of money as the Town's share of Chapter 90 Construction or take any action thereto.


Article 12. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for Chapter 90 Maintenance or take any action relative thereto.


Article 13. To see what compensation the town will vote to pay per mile for the use of automobiles by the Town Officials in Town business or take any action relative thereto.


Article 14. To see if the Town will vote to raise and appropriate a sum of money for the proper recognition of Memorial Day or take any action relative thereto.


Article 15. To see if the Town will vote to raise and appropriate a sum of money for the Veterans Graves Regis- tration Officer Account or take any action thereof.


Article 16. To see if the Town will vote to raise and appropriate a sum of money for maintenance of the Veterans Squares within the Town or take any action relative thereto.


Article 17. To see if the Town will vote to raise and appropriate a sum of money to pay Departmental bills in- curred prior to January 1st 1963 and to pay any overdrafts that may exist or take any action thereon.


Article 18. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow

money in anticipation of Highway Revenue, and to issue a note or notes of the Town therefor or take any action thereto.


Article 19. To see if the Town will vote to transfer a sum of money from the Road Machinery Rental Account to the Road Machinery Maintenance Account.


Article 20. To see if the Town will vote to approve. ratify and authorize the action of the Selectmen in securing Workmans Compensation Insurance covering Town Employ- ees or take any action relative thereto.


Article 21. To see if the Town will vote to transfer the said sum paid yearly to the Town by the Town of Oxford for fire protection by the Rochdale Fire Department, from the General Treasury to the Fire Department Account to be used solely by the Rochdale Company for necessary expenses or take any action relative thereto.


Article 22. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to pay for vacations and holidays for the Highway and Police Departments or take any action thereon.


Article 23. To see if the Town will authorize the board of Selectmen to sell at Public Auction any property obtained by the Town through Tax Title or Foreclosure of take any action thereon.


Article 24. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to be used by the Fire Equipment replacement and Purchas- ing Committee, to purchase fire equipment for the Town, and to authorize and empower the Fire Equipment Replacement and Purchasing Committee to turn in any fire equipment now owned by the Town as part payment or take any action relative thereto.


Article 25. To see if the Town will vote to authorize and empower the Board of Selectmen to sell or dispose of accumulated junk property of the Town or take any action thereon.


Article 26. To see if the Town will vote to authorize the Board of Selectmen to contract for the rental or repairs of

fire hydrants with the various Water Districts in Town or take any action thereof.


Article 27. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the construction of drainage systems and structures on certain Streets of the Town as recommended by the Drain- age Committee or take any action relative thereto.


Article 28. To see if the Town will vote to raise and appropriate a sum of money to be used for the maintenance of existing drainage or take any action relative thereto.


Article 29. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for Engineering services for the use by the Board of Select- men or take any action relative thereto.


Article 30. To see if the Town will vote to transfer from the Excess and Deficiency account to be used by the Assessors in setting the 1963 tax rate.


Article 31. To see if the Town will vote to allow the Board of Selectmen to transfer from time to time during the year of 1963 monies available in the Road Machinery Rental Account to the Road Machinery Maintenance Ac- count, or take any action relative thereto.


Article 32. To see if the Town will appropriate or transfer from available funds, a sum of money to raze or demolish the building on the corner of Dale and Mill Streets, owned now or formerly by Peter Rinowski, or take any ac- tion relative thereto.


Article 33. To see if the Town will vote to appoint a "Salary, Wage and Vacation Pay Survey Committee", to report to the Board of Selectmen and the Advisory, on or before the first of October 1963, relative to salaries, wages and vacation rates for all Town Employees, excepting the School Department.


Article 34. To see if the Town will vote a sell or trans- fer to the Carleton Woolen Mills, Inc. of Rochdale, a parcel of land, being a part of the Rochdale Park, as per plan on file with the Town Clerk, or take any action relative thereto.

Article 35. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to the Stabilization fund or take any action thereon.


Article 36. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to a Capital Expenditures Fund, or take any action relative thereon.


Article 37. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to pay salaries to the members of the Recreation Committee or take any action thereon.


Article 38. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the recreational activities for the Recreational Committee or take any action thereto.


Article 39. To see if the Town will vote to raise and appropriate a sum of money to erect a hockey rink to be un- der the jurisdiction of the Recreations Committee.


Article 40. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to replace the hydrant at the corner of Paxton street and Washburn Square.


Article 41. To see if the Town will vote to authorize the Board of Selectmen to appoint a Business Industrial De- velopment Committee.


Article 42. To see if the Town will take whatever ac- tion is necessary to relieve the owner of the property adja- cent to the westerly boundary of the Leicester Public Library in Leicester Center of the condition or building restriction imposed by Edwin L. Watson for the benefit of the adjourn- ing library tract, which is now owned by the Town of Leicester who is the successor in title to Edwin L. Watson.


Article 43. To see if the Town will appropriate a sum of money to be paid to the Trustees for County Aid to Agri- culture, in accordance with the provisions of and the purpose of Chapter 128, General Laws, or for the support of demon- stration work in Agriculture, Home Economics, or Boys' and

Girls' Club Work, under the direction of the Agent or In- structor, or the Trustee, co-operating with the local Town Director, or pass any vote or votes in relation thereto.


Article 44. To see if the Town will vote to raise and appropriate a sum of money to pay land damages on the new Route 56, or take any action thereon.


Article 45. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money to pay an award made by the American Arbitration Associa- tion against the Town of Leicester or take any action thereto.


Article 46. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for appraising property on Pleasant Street from King Street to Clark Street or take any action thereon.


Article 47. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money Water Storage Basin Committee to make a preliminary survey in the Northwest part of the Town or take any action thereon.


Article 48. To see if the Town will vote to raise and appropriate a sum of money to pay for moving of a hydrant in the Hillcrest Water District or take any action thereon.


Article 49. To see if the Town will vote to raise and appropriate a sum of money to buy trucks and sanders for the Highway Department or take any action thereon.


Article 50. To see if the Town will vote to raise and appropriate a sum of money to improve Kettle Brook or take any action thereon.


Article 51. To see if the Town will vote to accept the remainder of Crestwood Road as per plan filed with the Planning Board by William I. Burtt, developer of Hillcrest Homes, or take any action thereon.


And you are directed to serve this Warrant by posting an attested copy in at least one public place in each Precinct of the Town, and on the Bulletin Board in the front entry of the Town Hall Building, and also by serving a copy of said
