Report of the Board of Health
To the Honorable Board of Selectmen and to the Citi- zens of the Town of Leicester.
The Board of Health hereby submits its 1965 report.
Elected Officials for the year 1965 are:
Mr. Robert D. McNeil Chairman of the Board
Mr. J. Francis Mahaney Member of the Board
Mr. Charles F. Millett Member of the Board
Appointed departmental workers are:
Mrs. Elizabeth McNeil, R.N. Public Health Nurse
Mr. Charles F. Millett Sanitation Inspector
Mr. Albin F. Wright Plumbing Inspector
Mr. Napoleon Bouchard Animal Inspector
Mr. Donald Chaffee Custodian of the Town Dump Mrs. Anna R. Curran Clerk
This year the Board has held three clinics-immuni- zation against Diphtheria, Tetanus and Pertussis. Melvin S. Martinson, M.D. gave the immunization injections to all school children in the Leicester Public Schools, and Catherine M. Brennan M.D. gave the immunization injec- tions to adults, those over eighteen years of age and pre- schoolers, and the children and personnel at the Nazareth School for Boys. These injections were held in the Lei- cester Town Auditorium October 9th, November 6th and December 4th. The Board wishes to thank all clergy in the town who spoke of this program at their Sunday Masses and services, especially when they had to speak on each clinic when it came up.

The Board has been notified by the Director of Com- munical Diseases Nicholas J. Fiumara M.D. that the town will have available for distribution to the board of health live measles vaccine, commonly referred to as the Schwarz strain, and the Board expects to set up a clinic within the month of February or March to give this measles vaccine to children nine months up to five years of age who have not had measles or measles vaccine, and whose families cannot afford private medical care.
Today measles is a preventable disease. Children from nine months up to five years of age are in the most sus- ceptible category. Should measles strike this group, it is likely to be more severe.
The Board has received as its share $1,146.00 for the care of premi-babies from the State Division of Maternal and Child Health Services.
The board has also received a notice concerning the re- vision of law in regard to reporting birth of and payment for hospital care of certain infants prematurely born.
Chap. 111, Sections 67A and 67C have been amended by Chapter 695 of the Acts of 1965.
This change becomes effective December 19, 1965 and will apply to infants born to unwed mother on and after that date,
Chapter 695 embodies the following changes:
1-Section 67A is amended to provide that the birth of a premature infant weighing 51/2 pounds or less at birth, born to an UNWED MOTHER, shall be REPORTED by case number to the Massachusetts Department of Public Health and not to the local board of Health.
2-PLEASE NOTE: SECTION 67C is amended to pro- vide that a REQUEST FOR FINANCIAL ASSISTANCE for an infant weighing 5 pounds or less at birth born to

an UNWED MOTHER who is unable to pay for the hospital care of the baby, shall be made to the MASSACHUSETTS DEPARTMENT OF PUBLIC HEALTH AND NOT to the local board of health. Payment for the care of infants eli- gible under this revision will be the responsibility of this department. No payment may be made for such expenses incurred more than 30 days prior to the receipt by the De- partment of a request for such assistance.

Sanitation Inspections processed by the Sanitary In- spector Charles F. Millett in 1965 total 40 inspections.
Plumbing inspections processed by Plumbing Inspec- tor Albin F. Wright totaled 145 for the year 1965.

Arrangements were made for more winterizing of trees to prevent further faults due to ice storms.
School yards have been checked for any possible way of children reaching overhead lines.

In the year 1965 46 instruments of taking were re- corded for non payment of 1963 Real Estate Taxes, which were then added to the Tax Title Account.

Greetings :-
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Leicester qualified to vote in Town Elec- tions and Town Affairs to meet at their respective Polling places, namely ;
Precinct One, Town Auditorium, Washburn Square, Leicester
Precinct Two, Fire Station, Main Street, Cherry Valley
Precinct Three, Fire Station, Stafford Street, Rochdale Princinct Four, Town Auditorium, Washburn Square, Leicester
On Monday the Seventh day of March 1966 at 8 o'clock in the morning then and there to bring their votes for a Moderator, a Town Clerk and a Library Trustee all for a term of one year.
A member of the Center School and Town Auditorium Commission and a Library Trustee for a term of Two years.
Two Selectmen, an Assessor, Two School Committee members, Two Library Trustees, a Park Commissioner, a Center School and Town Auditorium Commissioner and a member of the Planning Board all for terms of Three years.

And you are further directed to notify and warn said inhabitants qualified to vote in Town Affairs to meet at the Town Auditorium, Washburn Square, on Saturday the Twelfth day of March at 1.30 in the afternoon to act on the following Articles, namely :-
Article 1. To hear the reports of the Town Officials and Committees and to act thereon.
Article 2. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to bor- row money in anticipation of the revenue for the financial years beginning January 1, 1966 and January 1, 1967, in accordance with provisions of General Laws, Chapter 44, Section 4, and to renew any note or notes as may be given for a period of less than one year, in accordance with the - provisions of Beneral Laws, Chapter 44, Section 17, or take any other action relative thereto.
Article 3. To see what compensation the Town will vote to pay elected officials or take any action thereon.
Article 4. To raise and appropriate such sums of money as may be necessary to defray the expenses of Town Departments and Town Accounts for the ensuing year.
Article 5. To see if the Town will raise and appropri- ate or transfer from available funds a sum of money as a Reserve Account according to Chapter 40, Section 6, of the General Laws or take any action thereof.
Article 6. To see if the Town will vote to install new Street Lights as per list in the Hands of the Selectmen

and raise and appropriate the necessary money or take any action thereof.
Article 7. To see if the Town will vote to raise and appropriate a sum of money to lease the land at the so- called Nicas property on Main Street and to authorize the Board of Selectmen to arrange such lease with the under- standing that the lessor assume the responsibilities for any accident that may occur and show good faith said lessor submit to the Town the insurance policy showing full cov- erage or take any action thereof.
Article 8. To see if the Town will vote to raise and appropriate a sum of money to provide Life Guards and eqcipment for the Beaches, and also provide transportation from Cherry Valley to Lake Sargent or take any action thereon.
Article 9. To see if the Town will raise and appro- priate the sum of money as the Town's share of the Pen- sion Fund and Expense Account of the Worcester County Retirement System for the year of 1966, in accordance of the Provisions of Chapter 32, Section 22, of the General Laws of the Commonwealth, or take any action thereon.
Article 10. To see if the Town will vote to raise and appropriate or transfer from available a sum of money for Chapter 81 Highways, or take any action thereon.
Article 11. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money as the Town's share of Chapter 90 Construction, or take any action thereon.
Article 12. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money as the Town's share for Chapter 90 Maintenance, or take any action thereon.
Article 13. To see what compensation the Town will vote to pay for the use per mile of private automobiles by

Article 14. To see if the Town will vote to raise and appropriate a sum of money to pay Departmental bills incurred prior to January 1st 1966 and to pay any over- drafts that may exist, or take any action thereon.
Article 15. To see if the Town will authorize the Treasurer with the approval of the Selectmen to borrow money in anticipation of Highway Revenue and to issue a note or notes of the Town the therefor, or take any action thereon.
Article 16. To see if the Town will vote to transfer a sum of money from Road Machinery Rental Account to the Road Machinery Maintenance Account, or take any action relative thereto.
Article 17. To see if the Town will vote to approve, ratify and authorize the action of the Selectmen in secur- ing Workmen's Compensation Insurance covering Town Employees, or take any action thereto.
Article 18. To see if the Town will vote to transfer the sum paid yearly to the Town by the Town of Oxford for Fire Protection by the Rochdale Fire Department, from the General Treasury to the Fire Department Account to be used solely by the Rochdale Department for neces- sary expenses, or take any action thereon.
Article 19. To see if the Town will authorize the Board of Selectmen to sell at Public Auction any property obtained by the Town through Tax Title or Foreclosure, or take any action relative thereon.
Article 20. To see if the Town will vote to authorize and enpower the Board of Selectmen to sell or dispose of accumulated junk property of the Town, or take any action thereon.
