To the Voters and Tax Payers of Leicester:


The New High School Building Committee wishes to submit its final report to you for your consideration.


We would like to trace the history of this committee that has worked so diligently on your behalf for almost seven years.


The special town meeting held on April 30, 1957, empowered the Moderator to appoint a committee to study the classroom needs of the school system. As a result of this committee's study it was found that a new high school was needed immediately.


On the basis of a projected enrollment, compiled by the Super- intendent of Schools office, it was decided that a 500 pupil high school would be needed. The capacity of this school was not to be attained until the year 1970. Increased enrollment in the new high school, brought on by the influx of new families buying new homes con- structed in the town, has caused us to reach the school capacity with the beginning of the school year, September 1963.


Three members of our School Survey Committee were appointed as a Regional School Planning Committee to study the possibility of combining our needs with other towns surrounding ours. A Regional High School was our desire, but the other towns bordering Leicester were not interested at the time, so we were forced to build by our- selves.


Leicester's soaring tax rate made it imperative that our com- mittee try and provide a 500 pupil high school for the least amount of money.


After interviewing many architects, we decided that the one that came close to solving our problem was Mr. Doak Martin of Worcester. The committee was voted funds at a special town meeting held on December 18, 1958, to secure preliminary plans and we commissioned Mr. Martin to draw them up.


The plans for the new school were presented to you people in the form of a brochure at a special town meeting held on April 28, 1959. The plans were accepted and those people in attendance voted to appropriate $845,000.00 towards the construction and equipment.

We had originally proceeded on the theory that a new high school for 500 pupils, equipped with the essentials to provide a good educa- tion, would at least cost the town a million dollars. We, therefore, were attempting to dispel our own theory when we asked you for $155,000.00 less than had been anticipated.


In order to realize such a savings, Leicester had to pioneer the use of pre-stressed concrete slabs for school construction in this area. This method, familiar to southern and western states, was used only for commercial buildings in New England. School building commit- tees have since decided to use this type of construction after view- ing our new high school.


For various reasons this committee was obliged to go back to the town for more money that boosted the final cost of the school well over the original appropriation. While we reluctantly went back each time for more money we felt that we were still getting a lot of school for well under the million dollars. We are proud, and justly so, to report that we have accomplished this goal and the total cost is itemized below.


We do not intend, nor are we trying, to convey the impression that we have built the perfect school. We are saying that our high school, while it is an economy school, contains all the facilities and equipment equal to or greater than a conventionally constructed school.


With proper maintenance and cars, we believe that this school will stand the test of time and student occupation for many years. We are cognizant of the fact that we couldn't please everyone, those that expressed displeasure are few in number.


In closing we wish to say that while the project was time con- suming and at times situations arose that made our work a little harder, we gained much satisfaction in serving the town in this ca- pacity. We derived invaluable experience that few people can attain, as you don't build new high schools very often.

Included in the total cost of the school are two items that should not be charged as expense of this committee. The land settlement of $2,075.00 along Winslow Avenue near Paxton Street was actually the obligation of the Board of Selectmen.


The sum of $9,016.46 is for equipment purchased by the school committee under a Federal Matching Funds program whereby the school committee was reimbursed for 50 per cent of the cost. This committee included it in its cost of equipment in order to claim the other 50 per cent under the State Aid program.

We have been fortunate this year to obtain the use of local church facilities for classrooms. The spirit of cooperation and desire of the clergy of the various churches to make classroom space avail- able to the school committee is deeply appreciated not only by the school committee, I am sure, but also by the parents of the children attending these classrooms. 110 elementary school pupils are located as follows: 25 grade five pupils of Memorial School at St. Jude Chapel; 28 grade five and four special class pupils of the Center

School at the Federated Church; 23 pupils of grade six of the Cherry Valley School at St. Joseph's Parochial School; 30 grade five pupils of the Rochdale School at Christ Episcopal Church. This placement of our pupils has solved our overcrowding problem this year without resorting to double sessions. Next year two additional rooms will be required and one of these will be made available by transferring one of the educable classes from the Memorial School to the Federated Church. Another class will be installed in the cafeteria at the Me- morial School and will use the classrooms made available when other classes go to shop, homemaking, and physical education.


On May 5, 6, and 7, 1964, a year of self-evaluation was cul- minated by a three day visit by an evaluation committee representing the New England Assn. of Secondary Schools and Colleges. This fifteen man team of experienced educators investigated every phase and area of the curriculum, personnel, physical facilities, etc., in relation to the needs and interests of the community. We received a thirty-three page report on their findings. On December 10, 1964, the school was officially notified by the association that Leicester High School was voted continued membership in the New England Assn. and commended for the over-all findings of the committee. This evaluation was perhaps the most important event that has taken place in the school in many years.


Basketball was the first athletic endeavor in the year of 1964, and the team posted 18 wins and 2 losses. Coached by Mr. Paige Rowden, captained by Edward Griffith and Gary Jubinville, the team won the Western Worcester County League.


The basketball team was chosen by the District III, Athletic Committee, as one of the eight schools in Worcester County to par- ticipate in the District III Tournament.


After winning 85 of 87 basketball games in league competition over the past seven years, Leicester has withdrawn from the Western Worcester County Basketball League.


We are now members of the Southern Worcester County Black- stone Valley Basketball and Baseball League.


It is hoped that all of our athletic teams will be members of this league by 1966.

The junior varsity squad, handled by Mr. Joseph Carlomagno, enjoyed a highly successful season compiling 13 wins and 6 losses. Many future stars learned the basic skill and fundamentals of team play, which will be invaluable to future varsity teams.


Mr. Lucier's baseball team, captained by Gary Jubinville and Richard Caprioli, compiled a record of 13 wins and 5 losses. This is Mr. Lucier's third consecutive winning season, his teams have com- piled a 35 and 11 record.


The bulk of the squad will report for practice this spring, and another winning season is anticipated.


The baseball team will be a member of the Southern Worcester County Blackstone Valley League this coming season.


The 1964 football team with head coach, Mr. Edward Gallagher and assistant coach, Mr. Robert Young, participated in the South Central Worcester County League. The team was captained by Ronald Leno.


Hampered by inexperience throughout the season, the squad gained valuable experience needed for the 1965 season. The bulk of the boys being sophomores and juniors, have learned fundamentals and team play through daily practice sessions and are eagerly look- ing forward to the coming year.


The track team, coached by Mr. John Comer, captained by Richard Kozlowski and John Curran, turned out for practice in rec- ord numbers. They eagerly participated in various track and field events. Although not in any league, they gained additional honors for our school.


The 1964 Girls Basketball team, coached by Mrs. Barbara Kane, had a fine season achieving a seven wins, three losses record. Under the leadership of co-captains Mary Fontaine and Kathleen Flynn the team also took part in the Sutton Invitational Girls Basketball Tournament.


Mrs. Kane also coached the Girls Softball team. Captained by Lorraine McCue, the team finished with a record of six wins and three losses.

ANNUAL REPORT


The 1964 Leicester High cheerleaders gained a third place trophy in the David Prouty Cheerleaders Tournament in April. Members of the squad are co-captains Roberta Lyon and Norma Jacobson, Dianne Munson, Marilyn Berthiaume, Christine Bercume, Linda Munson, Georgene Riedl, Sheila Donahue, Sandra Erickson, and Diane Re- pekta. The girls added both color and spirit to the football and basket- ball games.


The Debate Club, organized last year, has had a very active schedule for the school year 1964. Its purpose is to create an interest in and foster the art of public speaking. Our club joined the Na- tional Debate Assn. and was invited to participate in the tournament at the University of Massachusetts. Thirty-five schools from all over the state were represented. The National Debate topic for this school year is: "Resolved That nuclear weapons should be controlled by an international organization." This topic has provided the students with the necessity for intensive research. Leicester has debated teams from Tantasqua Regional, St. Peter's, St. Louis of Webster, during the fall term. These same teams are scheduled for the spring term with addi- tional debates against St. Johns and Auburn High. We will also par- ticipate in a State Tournament in April and a Diocesan Tournament in May. The club has a membership of forty students and is very active. The following students are the elected officers and active de- bators: David Dudley, president; Betty Kozlowski, vice president; Ann Hyytanian, secretary; Linda Munson, treasurer; Donald Sandell, moderator. Varsity debators are David Dudley, Bernard McNamara, Robert Bloodgood, Geraldine McQuoid. Intermediate debators are Betty Kozlowski, Elaine Seskevich, Paul McNamara, Richard Ander- son, Linda Munson, Michael Greene, Jana Southwick, Winifred Pot- ter, Peter Spencer, Georgene Riedl. Peter Johnson is head judge. Bernard McNamara wrote the Club Constitution and has charge of the Intermediate Debate Group. Mrs. Virginia R. Emerson is the faculty adviser.


The "Arrow" is a self-supporting school paper written, illus- trated, proofread, and mimeographed by the students. The students work on the paper in their free time under the supervision of Miss Jacqueline A. Langlois. As a public relations project of the high school this paper is mailed to graduates who are in the armed forces.

The social aspects of school life were, as usual, not neglected. The Senior Dinner Dance was held at the Leicester Airport, the Junior Prom at the beautifully decorated Town Hall, while periodic victory dances, sock-hops, etc., were held in the gym. Rallies to intro- duce the various sports seasons and assemblies and get-togethers were also held.
