Report of the Board of Health
To the Honorable Board of Selectmen and to the Citizens of the Town of Leicester
The Board of Health hereby submits its 1964 report.

The Board of Health is now faced with the hospitalization expense of premature babies born weighing 5 pounds or less at birth. The law states that this expense is the responsibility of the Parents of the premature baby, or guardian, or person bound by law to maintain such infant if they are able to do so, otherwise by the Board of Health in the Town in which the mother resided at the time of the premature birth, subject to notice and reimbursement is responsible. This is in accordance with Chapter 111 Section 67C G.L. effective October 27, 1963.

This year (1964) the board has paid the hospitalization expense of nine premature babies weighing five pounds or under whose parents or guardians were unable to pay the hospitalization expenses.
The Commonwealth shall reimburse the Board of Health wherein the mother resided at the time of the premature births the sum of one-half of the hospitalization expenses.
All residents of the Town who wish to dump material in the Town Dump are asked to procure a sticker from the Custodian of the Dump and to sign the register showing that they are residents of the Town. Non residents are not permitted to dump materials in the Town Dump. This procedure was put into practice in February 1964.
Mr. John W. Reilly, Food Inspector has inspected the eating and drinking establishments in the Town For the year 1964.

Hospital. The Worcester County Tubercular Hospital has notified the Board that an increase per diem rate will be put in effect in 1965, that the per diem rate of 1964 of $20.50, one-half of which was billed to the Town namely $10.25 in 1964 will be increased to $26.32, in 1965, one-half of which $13.16 will be billed to the Board in 1965.
Complaints of various natures received from people total 35 in 1964.
Sanitation Inspections processed by the Sanitary Inspector Charles F. Millett in 1964 totalled 35 inspections.
Plumbing Inspections processed by Plumbing Inspector Albin F. Wright totalled 106 for the year 1964.
Permits to sell Dairy Products totalled 20.
Mrs. Elizabeth McNeil R.N. Public Health Nurse for the Board has reported for the year 1964 that the Board held three polio clinics, January 25th, March 21st, and May 9th.

Report of the Tree Warden
To the Honorable Board of Selectmen and the Citizens of the Town of Leicester.
As Tree Warden I hereby submit the following report for the year 1964.
A total of (450) dead or dangerous trees were removed during the year. The trimming of dangerous and low branches was continued. The tree planting program was continued, by planting Oaks, Maples, and small flowering trees in the three sections of Leicester. All new trees are now planted further back from the highway. All calls from citizens were answered.
The Ice Storm that hit our town of Leicester Dec. 4, and con- tinued for three days did wide spread damage to many trees. No section was spared. Within one hour after the first call of a tree down, we were out keeping our roads open. As the trees and limbs kept coming down, keeping the roads open was the main task. There will be many hanging branches and brush to remove along our roadside in the coming year.
For 1965 I recommend that the Ice Storm damage be repaired, and that continued effort by all of us be given to the preservation of good trees we have along our roadside, and parks. Also all citizens can help by planting trees where possible on their property, in this way the beauty of Leicester will be preserved for the future.
I wish to thank all citizens, the Leicester Highway Department, the Leicester Police Department, and all town officials for their cooperation during the year of 1964.

Report of the Trustees of Leicester Public Library
To the Citizens of Leicester:
On December 31, 1964 there were 2806 patrons registered at the main Library and three branches. The total circulation was 26,116. Approximately 300 reference cards have been issued to residents who wished to use facilities at the Worcester Public Library.
We were again certified for State Aid under Chapter 760, Acts of 1060. During the year, 690 books were added to the permanent collection and 293 books have been on loan from the Fitchburg and Central Mass. Regional Library System. Our reference collection has been further strengthened by the addition of the Encyclopedia International (Grolier 1964), 20 volumes. This is the first complete new encyclopedia in many years, and it is professionally regarded as an important major contribution to the field of general knowledge. Revised and enlarged Third Editions of "The Oxford Companion to American Literature" have been purchased, as well as the "Dictionary of American History" (6 volumes).
The librarian attended Spring Workshops (8 consecutive sessions) related to children's an dyoung adult literature, conducted by Miss Faith Hektoen, Children's and Young People's Service Advisor for the Regional Library System. Regional service was further expanded on November 30, when the Film Library opened at the Worcester Public Library.
As a community service, the Leicester Woman's Club has chosen to beautify the grounds at the main Library. This community- improvement project was started in April and will be continued until a formal planting has been completed. The Trustees wish to express appreciation for this interest in the appearance of our public building, which has also pleased our patrons.
Necessary repairs have been made and inadequate lighting in the stack room at the main Library was replaced in March.

Report of the Board of Public Welfare
To the Board of Selectmen and Citizens of the Town of Leicester:
During the year 1964 great emphasis was placed in the Kerr- Mills bill by television, radio and the newspapers. People were told to contact their doctors or their local medical associations for more information about this program. As a consequence, many inquiries were directed to this agency by people seeking information about this Federal legislation. In November, 1960, the State of Massachu- setts adopted the Kerr-Mills law for medical care to persons of 65 years of age or over who could meet certain means tests regarding Their income, resources, etc., and it was called Medical Assistance for the Aged. In 1960 there was a great deal of publicity about this program, but evidently the public paid little attention to it. Many states throughout the nation were slower than Massachusetts to respond to the need for medical assitance for the elderly, and at first three states claimed about 80% of the available funds for this program, among them Massachusetts. Massachuetts, therefore, was one of the pioneers in its concern for the medical needs of the aged. During 1964, cases averaged over 50 a month. On January 1, 1964 there were 42 active cases, and at the end of December, 1964, there were 54. At a special Town Meeting in Septembr, 1964, an additional $10,000 was approved to carry this category for the remainder of 1964, largely due to increased medical costs during the year.
At the beginning of 1964, there were 50 persons receiving Old Age Assistance and there were 51 at the end of the year. The average case load per month varied little throughout the year. During 1964 OAA recipients were allowed a larger Leisure Time Activity item in their budgets, resulting from a change in the Law.
The Aid to Families with Dependent Children case load showed an increase from 17 to 28 cases during the year. The increase was a steady one throughout the year and, as a consequence, it was necessary to transfer funds from other categories of assistance in order to
