There has still been a maple tree decline due to the salting of streets during the winter. The continued use of salt will be a hazard to these trees, and the immediate solution is to plant new maples many feet from the roads.
For 1964 I recommend that all dangerous or dying trees be removed, that the trimming of branches be continued, that the tree program be enforced, and that more attention and care be given to the maple tree problem.
We must work harder for the preservation of trees in the future. Trees are the landmarks of New England and they be- long to us in Leicester to see and enjoy. We should plant two new trees for every one that dies or that is destroyed by con- struction areas. The job of beautifying our town and public parks is one which needs our continued attention.
I wish to thank all the citizens, the Leicester Highway De- partment. the Leicester Police Department, and all the town of- ficials for their cooperation during the year of 1963.

Tax title redemptions in the year 1963 were twenty-eight. There were four foreclosed to the Town and five foreclosed to individuals.

Report of the Trustees of Leicester Public Library
The growth of our community has been reflected in this department by the increased patronage of our main Library and of the branches located in the Cherry Valley School, in Green- ville, and in Rochdale. To illustrate: In 1959 there were 1238 patrons registered at the main Library and 706 being served at the branches. On December 31, 1963, there were 1710 readers registered at the main building and 858 in the branches, a gain of 624 in the five-year period. Circulation in 1959 was 24,487 books and periodicals, In 1963 the comparable figure was 27,- 385, a gain of 2,898.
These figures do not include telephone renewals, books checked at the desk for use in the building, nor do they show the increased use of books in the reference section. To meet this demand it has been necessary to employ an additional worker during library hours. It is no longer possible to process new books during regular library hours; therefore, woking hours for the staff must be adjusted for this purpose, as well as for other routine duties.
Because our Public Library service has met all requirements of the law, and minimum standards promulgated by the State Board of Library Commissioners, we have been certified under Chapter 760, Acts of 1960, for state aid. In 1963 our grant from the State was $2,044.25.
During the past year we purchased 652 new books. The American Library Association Booklist, a semi-monthly publi- cation, is used as a guide for all purchases.
As a member of the Central Massachusetts Regional Li- brary system with headquarters in Worcester, we offer a greatly

expanded inter-library loan service to the town. Book collections are now on deposit in our libraries which have been furnished by the Fitchburg Regional system until such time as the Wor- cester Free Public Library becomes settled in its new building. By applying at our main Library, any resident of Leicester may obtain a card which will permit borrowing books from the Worcester Public Library.
We wish to take this opportunity to thank those friends who have made generous contributions of books and periodicals during the past year.

During the year 1963 we had an increase in the number of alarms answered as compared with 1962. Many of these fires were in buildings outside the water districts and long lines of hose had to be laid and water pumped to extinguish them. We were able to confine fires to the buildings in which they started and to keep them from spreading to others.
Once again we recommend the voters in 1964 replace the old 1941 fire truck pumper that is stationed in the Center Sta- tion, with a new and larger truck and pump. This old pumper has answered alarms for the last 23 years and has rendered valuable service in pumping water at fires. As each year passes the repairs to this old pump and engine are more numerous and costly to the taxpayer. We must keep a dependable fire truck pumper in the Center at all times as the hydrant pressure is low in this area.
Early in 1963 the old fire alarm siren on the Cherry Valley Station that was used since 1927, was replaced with a new siren and is working satisfactorily. During December the new

truck for the Cherry Valley District was delivered and put in service. This truck was tested and approved by the Fire Under- writers as a Class A fire truck, with a 500 gal. water tank, pumping 750 gal. of water per minute from draft. This truck is fully equipped and it will be a valuable asset to the Town in fighting fires. The Fire Equipment Replacement and Purchasing Committee of the Town also tested and approved this truck. Our many thanks to this committee for their help and coopera- tion.
We wish to thank Chief Edward McDonald and his men of the Police Department for their cooperation in answering fire calls and sounding fire alarms to the stations. Also thanks to all members of each Company and their auxiliaries for their co- operation and call to duty regardless of time or weather, to the Board of Selectmen, Forest Fire Warden and men, Civil Defense Department and all others who have helped in any way.

Report of Parks Department
The following is our report for the year 1960.
The Park Commissioners have maintained its department to the best of its ability with the funds available.
We have planted some trees on the common and will con- tinue to do so this coming year. Two large trees will have to come down. Monies will have to be spent on the Bandstand, to keep it up.
Community Field which has our largest play and use will again be ready for heavy duty, with new equipment and reseed- ing in different places. There is definitely need of water and some sort of grandstand and articles will be put in Town War- rant.
Towtaid Park which houses the Recreation Summer Bas- ketball League has drawn more play each year and with the lights, we expect more for Tennis and Volleyball.
The Rochdale Park has all the facilities named above and more of our children in that area are expected to use these premises. We would like too whole heartedly thank Mr. Edward La Veen for the facilities in this wonderful park.
We would like to thank the coaches at the High School, Mr. Sylvester Morley and Mr. John Hennessey and George Spalding for this splendid cooperation this past year at Community Field. Also the Cherry Valley Improvement Society at Towtaid Park for the gracious help and movies they gave.

Report of the Department of Civilian Defense
January 1, 1964
To the Board of Selectmen and the Citizens of the Town of Leicester :
I submit the following report of the Civilian Defense De- partment for the year ending December 31, 1963.
We met all the Federal Requirements allowing the Town of Leicester to be eligible for Federal Funds, (Matching Funds), to obtain surplus equipment for your protection.
The Civil Defense Department sponsored a Training Course in Basic Heavy Rescue at the State Civil Defense Training Center at Topsfield, Mass. It was attended by members of the Leicester Civil Defense Rescue Squad and the new Trainee group. The course consisted of all phases of Basic Heavy Rescue.
The Civil Defense Police Auxiliary has met all State re- quirements for their training in the past year.
The Communications group has participated regularly throughout the year on state and local practice alerts.
Under the Federal Shelter Program, two fall-out shelters have been equipped with food, medical and radiolgical supplies for 190 people. Each shelter holds sufficient supplies for a two week period. These shelters are located at Carlton Woolen Mills in Rochdale and at the Library located in Leicester Center.

Report of the Planning Board
The Planning Board has completed one of its busiest years. Although no new subdivisions were started and with lit- tle activity in the existing ones, it proved to be most active year in the other areas of business.
The Board acted on eighty-one (81) separate cases not including the minor ones where only information or interpre- tation of by-laws were involved.
As in past years, the Board reviewed building permits as an aid to the Board of Selectmen. The total this year was eighty- three (83).
Four (4) Public Hearings were held. These hearings were held as prescribed by law in the cases of the multiple dwelling apartment on Stafford Street petitions and the trailer petititions.
Four (4) articles for Town Meeting Warrants were insti- gated. Three (3) were for street acceptances and one (1) for the trailer by-law change.
