PUBLIC IMPROVEMENTS.
Among the most important features in this line are the water works, known as the " Holly System." The water is taken from the Tittabawassee river, three miles above the business centre of the city, and is dis- tributed through about 20 iniles of iron pipes, furnishing an abundant supply for all public and private purposes. Over 100 fire hydrants are provided, which furnish efficient protection from the devouring ele- ment. The total cost of the water works was about $350,000.
The sewerage system of the city is another most important feature. At present there are about five miles of substantial brick and pipe sewers, which furnish good drainage and add largely to the good health and con- venience of the people. The cost of sewers up to the present time has been about $160 .- 000.
No city in the State is probably better provided with school facilites than this. There are twelve school houses, under the control of the Board of Education, with a seating capacity for nearly 3.000 scholars The expenditures for school purposes for the year 18;4 were Upwards of $05,000 and the cash value of the school property is put at about $200,000. The public library cun tains about 3.500 volumes.
The assessed valuation of the city is about $3.500,000 and its total bonded debt is about $750,000.

BUILDINGS, ETC.
East Saginaw has no public buildings ex- cept such as have been built by its municipal authorities or by private enterprises. Among the former are the water works buildings, two large brick and four frame fire depart- ment buildings, and the public school build- ings, six of which are brick.
In the way of churches, the Baptist, Con- gregationalist, Methodist, Lutheran, Pres- byterian and German Methodist societies have substantial brick edifices, and the Epis- copalians and colored Baptists have frame buildings.
The very large number of elegant private residences is a most notable feature of this place.
The business portion of the city is mostly of brick three and four story buildings, hav- ing a substantial appearance. There are several fine stone structures, such as the Merchants' National Bank, the new Hoyt Block, and the railroad buildings.
There are two places of amusement, the " Academy of Music," one of the pleasantest and neatest public halls in the State, capacity for scating I,Sop people, and the "Opera House," which is smaller, both situated on Washington street.
East Saginaw is well supplied with good hotels, among them the far famed Everett House, the Bancroft House, the Sherman House, the Irving House, and others.
There are about twenty saw and shingle mills within the city limits, among which are some of the most complete in the State.
MANUFACTURES AND TRADE.
East Saginaw is the principal center of the immense lumber trade of this section of the State, which aggregates over 500,000,000 feet of pine lumber annually, besides lath, shingles, etc., and a large quantity of oak timber and staves, and a large product in butternut, walnut, cherry and ash. The manufacture of salt has increased very largely, the total product for IS74 being over 1,000,000 barrels, fully one-half of all produced and marketed in Saginaw county. Many of the heaviest lumber and salt opera- tors reside here, and direct their operations from this point, and this makes East Saginaw not only the center of an immense lumber- ing supply trade, but its general wholesale trade reaches for long distances ont upon the railroad lines and up the Lake Huron shore to Mackinaw.
Four extensive planing mills, three cabinet factories, four breweries, two flouring mills, four foundries and machine shops, one brass foundry, two lime kilns, one large car shop, and three ship yards, comprise the leading manufacturing interests.
RAILROADS.
The following are the lines of railroad now in operation and centering here: The F. & P. M., from Toledo to Ludington ; the J., L. & S., from Jackson to Otsego Lake, and Saginaw Valley & St. Louis; the Chicago, Saginaw & Canada railroad soon to be added, which will give a direct route east- ward, now greatly desired.
MISCELLANEOUS.
East Saginaw has the usual quota of as- sociations and societies, among which are the Masonic, in its several degrees and sub- divisions, the I. O. O. F., the German clubs and associations, Good Templars, etc.
Two daily newspapers are published here, the Republican and the Courier ( Dem.), and one German paper, the Weekly Zeitung.
The government is now engaged in im- proving the navigation of the river, which has been somewhat obstructed by bars, and for the season of 1875, it is anticipated, a good channel with 10 feet of water will be opened the whole length of the river.
There are two hospitals, one built by the city, and one under the management of the "Sisters of Charity." The " Home for the Friendless," is a worthy benevolent institu- tion.
East Saginaw has three National and two private banks, and a savings bank organized under the State law. The capital engaged in this department is considerably in excess of $1,000,000.
Among the public institutions of the place are its splendid driving park and the fair grounds. These are beautifully situated and have a track one mile long and level as a floor.
The East Saginaw Lumber Exchange, the Young Men's Library Association, the Ger- man Syra Musical Association, are among other local institutions of prominence and note.
SETTLEMENT AND GROWTH.
East Saginaw was practically begun in IS50. The tract of land forming the ori- ginal " Hoyt plat," first taken up by Charles Little, of Saginaw, but at the time held by the Michigan State bank, was purchased in IS49 by Hon. Norman Little, as agent of Jesse Hoyt and others, of New York. The location and building of a village was imme- diately commenced. The land, up to that time a wilderness, with only one cabin, oc- cupied by a fur trader, was platted, a portion of it cleared, a saw mill, a few dwellings and offices erected, a few families and boarders sheltered, and the embryo city sprang into life, soon to ontgrow the expectations of its most sanguine founders. A flouring mill was created, buildings, dwellings and stories added. During the succeeding year, 1851.

a plank road, projected and mostly built through the enterprise and capital of the founders of East Saginaw, was opened to Flint, opening up to the Saginaw valley an avenue of travel and supplies for the lumber woods, not before enjoyed. Within two years it had from 1,000 to 1,500 inhabitants. Within five years it received a village char- ter, within ten became a city, and now, with a growth of 25 years, has a population of 17,000. rapidly increasing, and presenting all the signs of modern improvement and pro- gress.
The indications for the future growth of East Saginaw are good, the immense wealth of the timber and salt basin of which it is the center, the opening of new lines of rail- roads and the improvement of the water ways, the rapid development of the farming interest, and the superior facilities for manu- facturing, are points in its favor that are too prominent to be ignored. Starting from nothing in 1850, in the short space of a quarter of a century it has risen to a pros- perous and wealthy city, distancing all com- petitors, with two exceptions in the State.
There is no good reason why its future growth should not equal, if it does not excel the past. With its sister "City of Saginaw," and the adjoining village of Carrollton, there is an aggregation of nearly 40,000 population, upon a space of territory averaging six miles long by four miles wide.
When the time shall come that all these people and interests shall be merged toge- ther, it will rank as the second in population, wealth and productive industry in the com- monwealth.
