On duty at torpedo sta., Willets Point, 1874-1876; on sur- veys in Utah, Nevada, Oregon, California and Wash- ington, 1876-1879; chief eng'r Dep't of the Columbia, 1879-1882; investigated and settled threatened uprising of Skagit and Sauk Indians; in charge of works for improving the Mississippi, 1882-1883; made examination of Mexican boundary line, 1883, under orders from Scc. of State, and for it received formal thanks of State Dep't; in Washington on duty improving water supply of city, and in Dist. Gov't in charge of water supply, sewerage, pavements and other public works, 1883-1889; in charge of river and harbor works in . Oregon, Washington, Idaho and Montana, 1889-1895, and made surveys, plans and estimates for ship canal north of Seattle, connecting Puget Sound with Lakes Union and Washington; also one of originators and chict eng'r private ship canal from Seattle Harbor to Lake Washington; at Buffalo, N. Y., 1895-1903, in charge of river and harbor works; cng'r of 10th Light- house Dist., comprising Lakes Erie and Ontario and the Detroit, Niagara and St. Lawrence Districts, and planned and built a very exposed and claborate light- house and fog signal sta. in Lake Erie, near Toledo; in Washington, D. C., on duty in charge of publie build- ings and grounds and military aide to Pres. with rank of col., 1903-1904. Made an exhaustive study and re- port, 1895-1897, en subject of canals, from Great Lakes to sea, at N. Y. City, and outlined and proposed plan for barge canal for which Legislature made an appro- priation of $100,000,000 and which was ratified by popular vote; appt'd 1899 by Gov. Roosevelt mein. of the Canal Advisory B'd which recommended and made estimates for barge canals across the State; with A. E. Blackmer, drew an act, 1902, which passed the Legis- lature, providing for construction of barge canals, and was appt'd March, 1901, by Gov. Odell, mem. of the Advisory B'd of Consulting Eng'rs on construction of barge canals; accepted that position 1. authority of sp'l act of Congress authorizing him to do so, and is Now serving. Was mem. B'd Dirs. and of Exec. Com. of Pan-Am. Exp'n, Buffalo, N. Y., 1900-1901. Built at Buffalo the longest breakwater in world. Mem. Am. Soc. Civil Eng'rs; hon. men. Soc.
