There being a large fleet of men of war and transports at anchor a little to the westward of N. London harbour and their design not being known, it was determined to be a prudent step to remove the continental and colonial property at N. London up to Norwich, and also to take a quantity of wheat on board a ship in New London, commanded by Capt. Kennedy, for publick use; and Capt. Ephraim Bill, Jabez Perkins and David Mumford of Nor- wich are appointed and desired to assist Mr. Shaw in taking and removing the said wheat to the mills to be floured, and the continental and colonial ships stores &c. to the places of the greatest safety that can be up Norwich River, and to secure the same as well as they can.
Orders were given to several regiments of the militia to march to New London in the defence of this country against the invasions of the enemy; also letters sent to Gen' Washington and others for the needful assistance and steps to be taken in this alarming time of danger &c.
Elijah Sharp is appointed Captain of a company in Col. Ely's company, instead of Eben' Holbrook who refuses.
Voted, To give an order on Col. Elderkin and Mr. Wales for 150 lb. powder in favour of the selectmen of Mansfield. Order dd to Col. Storrs.
Voted, To appoint Capt. John Deshon to be Commissary to the militia now marching to the defence of New London &c., with orders by all means to furnish supplies of continental or colonial stores as may best be ob- tained &c.

On receiving intelligence that the British fleet have sailed from off N. London harbour eastward, his Honor the Governor gave orders to stop the march of the several regiments ordered for the defence of N. London, but to hold themselves in readiness to march to any place that may be attacked &c.
. Voted, To suffer the prisoners sent from Gen1 Washington when at N. York under a guard commanded by Capt. Eells to return to Long Island, they giving their parole not [to] give any intelligence to the enemy of what is done or doing here, not take up arms or say or do anything against the American States, and that they will return back to this State at any time when demanded.

Resolved by this Board, That the gentlemen sent to this State by Gen1 Washington, belonging to Long Island and placed at Norwich and now re- siding there, be permitted and have liberty to return to their several homes for the present, upon their and each of them giving their parole as follows, (viz :) We do hereby severally and respectively promise and engage to the Governor of the State of Connecticut, on the faith and honor of gentlemen, that we will neither of us give notice or intelligence to the enemy of the United States of America nor hold any inimical correspondence with them; that we will not take up nor bear arms against the United States of America nor act an offensive part against them or either of them, but to conduct peaceably and quietly with respect to the present contest and troubles, and return back to this State when required by the Governor. And the Com- mittee of Inspection in the town of Norwich are hereby authorized to take their parole made and signed, and give a copy thereof and a permit to them to return.
Voted, That Capt. Ephraim Bill be and he is hereby appointed and directed to cause two-thirds of the rum of the cargo taken on board the schooner Hannah and Elizabeth to be guaged and stored for the publick use; and Capt. Bruce's private adventure, as far as this State is concerned in the property or avails thereof, to be presented to him; and said schooner and the remainder of said cargo to be sold at publick vendue; and in the sale of the ship Sally, if there should be any duck or spare rigging, cordage or sails, belonging to said ship or cargo, Mr. Shaw is desired to bid off the same for the use of this State, if to be had at a rate within the bounds of prudence in the purchase.

On receiving intelligence that a large fleet of British men of war and transport are pushing up Narraganset Bay and towards New Port and Prov- idence, orders were given to the eastern regiments to make ready and march into the State of Rhode Island to the defence of the country against any depredations from said fleet.
Col. Henry Champion was sent for and directed to make provision for the support of the troops now to march into the State of Rhode Island.
Col. Elderkin and Lt. Col. Stores not being in suitable circumstances to march with the 5th regiment in the present emergency, the command of said regiment was by his Honor with [advice ?] of this Council given to Major Brown for the present emergency.

Voted, To draw on the Pay-Table for £1400. 0. 0, in favor of Capt. Harding of the brig Defence, and for the use of said brig, to render his account. Order given Dec" 10th, 1776, da to Capt. Harding.
Voted, To give order to Prosper Wetmore, Esq', sheriff, on Capt. Hard- ing's producing and lodging with him his power of attorney from the officers and men on board the brig Defence in the capture of the prize ship John, taken by them and brought into N. London and condemned, that first deducting the charges of condemnation and all other expences, and then one twentieth part of the net proceeds of the avails of the ship and cargo being the Admiral's part settled by Congress, then the one third of the remainder to be by him paid to Capt. Harding for his and brig's crew their share in said prize, taking his receipt therefor, and to call upon Capt. Bill for the bills of expences, and to see that they are all properly collected in order to make settlement. Order given out Decr 10th, 1776.
Directed Prosper Wetmore, Esq", to pay to Capt. Harding £716 12 10 of the State money in his hands, which together with £683 7 2 make the sum of £1400 contained in the order given as above on this page to Capt. Harding.

Whereas Ralph Isaacs of N. Haven, on complaint before the General Assembly of this State at their sessions at N. Haven in Octor last for acting in diverse instances unfriendly to this and the United States, was by said Assembly sentenced to remove to the society of Eastbury in the town of Glastenbury, there to abide and remain under the direction of the authority and selectmen of said town, and by application to a special Assembly since held at Hartford the said Isaacs was indulged the liberty of the town of Glastenbury or such other place as the Governor [and] Council of Safety should think proper : And whereas the said Isaacs has made his application to this Board, for special reasons therein given, (viz:) his being still in a very ill state of health and has need of the help of his physicians and has a farm at Brentford from whence he must partly draw his supplies for support, to both which the town of Durham would be much more con- venient ; praying that he might have liberty of residing in the town of Durham &c .: Whereupon liberty is hereby granted to said Isaacs, when his health will permit, to be removed to the town of Durham instead of East-

Voted, That a letter of credit for £500. 0. 0. be drawn on Mr. John Rapalje and Mr. Miles Sherbrook, of the State of New York, in favour of Major Levi Wells for the use of the Connecticut troops in captivity in New York, to be by Major Wells paid out as wages among said captives at his discretion as their necessities require and to take their receipts and keep his account thereof and lay the same before the paymasters of the several regi- ments to which they belong. Letter of credit delivered to Major Wells Decr 13th, 1776.
Voted, To refer a number of sick bills from New Haven selectmen be referred to the Committee of Pay-Table for adjustment and draw for what is due thereon.
Voted, To draw on the Pay-Table for £12. 10. 0, in favor of Mr. Heze- kiah Sabin of New Haven, for his expence in mounting a field piece for publick use. Order delivered to Timo. Jones jun' Decr 13th, 1776.
Voted, To refer the liquidation of the accounts of Capt. Jehiel Tinker of the row-galley Crane, the accounts of Capt. James Rice for row-galley Whiting, the account of cost [of] goal yard at Hartford, and Lynde Lord's account for mustering soldiers, to the Committee of Pay-Table.
On application to this Board by Mr. Timothy Jones jun" and Col. Thom- son, a committee from New Haven &c .: Ordered, that the six field-pieces left at New Haven by the Minerva be properly fitted up and furnished with suitable field carriages at the expence of this State, provided said carriages be well and properly made and at a reasonable price, not exceeding ten

pounds for each; and that the sum of twelve pounds ten shillings be paid Capt. Sabin of N. Haven for the carriage and apparatus to a field-piece which he has lately provided to be done there, and that the same be for the use of this State.

Whereas by an act of the General Assembly at New Haven, at their session in Octor last, among other things it is provided that the militia of said town of New Haven hold themselves equipped and in constant readi- ness to defend said town, and not be liable to be removed,
Whereupon it is resolved, That Col. Thomson take the most effectual care that the militia of said town be every way equipped and accoutred and in constant readiness, according to the true intent and design of said act. Order dd to Col. Thomson Decr 13th, 1776.
[ Whereas this Board are informed that one John Sheppard was this day committed to Windham county goul as a person inimical and highly dangerous to the United States of America, and that there are several continental prisoners in said goal, that there is danger that said goal may be broke and he escape: There- fore voted, that Jedidiah Elderkin and Sam" Gray, Esqrs, be and they are hereby directed to order a proper watch and guard be kept at said goal to prevent the escape of said prisoners this night.]*

Voted, That Mr. Nath" Shaw jun' be and he is hereby authorized and desired to draw a letter of credit in favour of the captain or commander of the ship Oliver Cromwell, to be made use of to obtain necessary repairs or supplies for said ship in any foreign port where she may fall ; and the said Mr. Shaw shall be indemnified by this State against all damage that may accrue to him by means thereof. His Honor the Governor is desired to give orders and to permit Mr. Andrew Huntington and other commissaries to transport pork and flour out of this State to the State of Rhode Island, to be delivered into the hands of Col. Champion, Capt. Jared Tracy or Asa Waterman jun", for the use of the Connecticut troops in service in that State.
Resolved by this Board, That Col. Erastus Wolcott, now at New London, be requested and ordered to employ all the men under his command he can spare to be cutting and making fashines as fast as possible ; and employ such further number of hands as he thinks proper in New London and vicinity thereof as labourers for said purpose; and have them prepared and brought to Fort Trumbull in New London as soon as may be, and prepara- tions there make for placing of them so as on any sudden occasion the vacancy or the back of said fort may be filled up with fashines, so as to secure the men who may be in said fort on any sudden attack.
Dr. Albigence Waldo is appointed Chief Surgeon of the ship Oliver Cromwell.

An Act in further Addition to an Act entituled An Act for forming and regulat- ing the Militia, and for the Encouragement of military Skill, for the better Defence of this State.
Whereas it is not only the interest but the duty of all nations to defend their lives, liberties and properties against the unlawfull attacks and depredations of all enemies whatever: And whereas the laws now in force respecting the regulations of the militia are not fully adequate for the purposes aforesaid,
It is therefore enacted by the Governor, Council and Representatives, in General Court assembled, and by the authority of the same, That all the regiments of militia within this State shall be formed into six several brigades, as follows, viz. :
The first shall consist of and include within the same the first, sixth, nineteenth and twenty-second regiments of militia, and shall be called the First Brigade. That the second shall consist of and include the second, seventh, tenth and twenty-third regiments of militia, and shall be called the Second Brigade. That the third shall consist of and include the third, eighth, twentieth, and twenty-fifth regiments of militia, and be called the Third Brigade. That the fourth shall consist of and include the fourth, ninth, thirteenth and sixteenth regiments of militia, and be called the Fourth Brigade. That the fifth shall consist of and include the fifth, eleventh, twelfth and twenty- first regiments of militia, and be called the Fifth Brigade. That the sixth shall consist of and include the fourteenth, fifteenth, seven- teenth, eighteenth and twenty-fourth regiments of militia, and be called the Sixth Brigade.
And be it further enacted by the authority aforesaid, That there shall be appointed by the General Assembly from time to time as may be necessary two Major Generals, to rank and command as first and second over the whole militia of this State, who shall be commissioned to said office by the Governor and shall at all times have power to draw forth the said militia or any part of them as they shall from time to time be ordered by the General Assembly or the captain gen- eral and commander-in-chief or other their superior officer for the immediate defence of this or any of the United States of America. And the officers and soldiers of said militia shall pay entire obedience to their commands accordingly, under the penalties hereafter provided in this act.
And be it further enacted by the authority aforesaid, That there shall be appointed by said Assembly from time to time as may be necessary one Brigadier General to the command of each of the several brigades aforesaid, who shall be commissioned by the Governor and have the same command over their respective brigades as the first major general has over the whole militia of the State, and shall be subject to the orders of his superior officer in drawing forth or marching said militia for defence as aforesaid; and every brigadier shall review each regiment of his brigade once a year and oftener if the Assembly shall order it, and on default thereof shall be liable to be removed from his

office. And the colonel or chief officer of every regiment may and shall nominate and appoint a suitable person to serve as an adjutant to their respective regiments and commissionate them accordingly.
And whereas in and by the acts and laws heretofore made and now in force for regulating the militia, certain orders of men are ex- empt from common and ordinary trainings, and not liable to the same duty with those on the present militia rolls, and many who have been commission and non-commission officers in the militia, and others who for various reasons have obtained discharges and been excused from doing ordinary duty in such trained bands; and whereas the present situation of this State calls loudly for the whole force and aid of its inhabitants, and many of those persons who are by said acts so exempted and others not included in that part of the militia called the train-bands, and persons excused as aforesaid, are able and will- ing to fight in defence of their country,
