And the said Terry is directed to deliver said cartouch boxes &c. to Brig Gen Erastus Wolcott, who is also hereby desired to receive the same for the use of this State.

Voted, That Gideon Horsford's account for transporting sick soldiers in January, 1777, and carrying orders to Gen1 Ward by order of the Governor and Council of Safety, which account is dated Jan'y the 3d, 1778, amount- ing to £3 0s. 0d., be referr'd to the Committee of Pay-Table to liquidate, adjust and draw on the Treasurer for the ballance due, and charge the same to the continent.


Voted, That Doct" Isaac Knight's account, surgeon to Col. Ely's regiment, for medicines &c. supplyed said regiment, amounting to £44 6 11, be referr'd to the Committee of Pay-Table to liquidate, adjust and draw on the Treasurer for the ballance due thereon : the several articles not expended to be considered as credit.


Voted, That Capt. John Cotten be desired to procure up Connecticut River fifty spars, suitable for masts, bowsprits, booms and yards, for the use of this State, and that he shall be allow'd a reasonable reward for his trouble.


Voted, That Mr. Sam1 Ogden of New Jersey on his transporting into this State a quantity of rod and bar iron be permitted to barter some part thereof for salt and other West India goods.


Voted, That Lieut. Joseph Squire be and he is hereby appointed a Cap- tain of Marines on board the ship Defence belonging to this State, and his Excellency the Governor is desired to commissionate him accordingly.


Voted, That Lieut. [James] Day be and he is hereby appointed a Captain of Marines on board the ship Oliver Cromwell belonging to this State, and his Excellency the Governor is desired to commissionate him accordingly.


It appearing to this Board evident beyond a doubt, that the quantity of salted and other provision laid up and secured within this State for the use of the continental army is far short of what was provided the last year, and much inadequate to the probable demands and necessity of the army, and that live beef is also scarce and difficult to be obtain'd, and that it is our indispensible duty to exert every effort to procure as much of both and on as good terms as are yet possible : And whereas Colo. Henry Champion of this State is a gentleman of great judgment, capacity and experience in the

business of procuring and purchasing fat cattle, especially beyond any other person in this State, and of most unexceptionable honor and integrity, and from a conviction of the great advantage to be derived from his universal acquaintance, bis ability to promote the fattening of cattle and skill to pur- chase, this Board have applyed to him to undertake that business: he appears to have insuperable objections and judges it altogether impracticable to conform strictly to some of the rules prescribed by the plan of the Congress for regulating the commissary department, but agrees (not without reluctance) to exert himself for that purpose and with fidelity to procure and purchase all the live fat cattle he can for the use aforesaid, to take receipts from all persons of whom he shall purchase, expressing the sums rec'd, the number and kind of cattle bought for which the same is paid, to brand all such cat- tle with the initial letters of his own name and with C. A. (for Continental Army), to cause them all to be drove and delivered at such place and places and to such person and persons as he shall be directed by the commissary general of issues or other proper authority, (inevitable casualties excepted,) and take his or their proper receipts for the same; and to be allow'd a rea- sonable reward for his trouble and expences in the premises, and to make up and settle his accounts with the proper officers of Congress accordingly as soon and as fast as he shall possibly be able, and to execute the whole with all fidelity, honor and integrity. Mr. Peter Colt, deputy commissary general of purchases, being present, earnestly desires that said Champion as aforesaid and himself [be] excused from that part of purchases


This Board on mature consideration are unanimously of opinion, that the interest and safety of the United States and the supply of the army in a better, cheaper and more advantageous manner by imploying said Colo. Champion for the purpose and on the terms aforesaid than in any other way we can devise for this department, and do therefore for publick good and by the countenance of the resolutions of the Honble Congress in that behalf, hereby authorize, impower and appointed the said Colo. Henry Champion the sole purchaser of live beef cattle within the Eastern Department for the use of the continental army, on the terms and in the manner as is before specified, with power to imploy such assistants as he shall find necessary and proper to execute any part of the business aforesaid. Said ('hampion to go into the immediate execution of said business, and begin to drive by the first day of February next, if practicable.


And it is further resolv'd, That this appointment be laid before the Honble Congress of the United States as soon as may be ; and if they, on considera- tion, should disapprove thereof and signify the same to his Excellency, the said appointment thenceforward to cease and determine. And the said Peter Colt, Esq', on his desire is releas'd and discharged from that part of his service in the commissary department, which is by virtue hereof assigned to said Colo. Champion


And it is further resolu'd, That one half the draught for two hundred thousand dollars by the Honble President Lawrens on the continental loan office in this State, dated the 20th dav of Decr last, in favour of the said Gov- ernor and Council of Safety, be assigned to Peter Colt, Esq', and the other half to said Henry Champion, Esq', - they to be accountable for the same.

sentations to this Board, obtain'd permissions from his Excellency the Gov- ernor, to barter, traffic and trade in this State for sundry articles of provis- ions, wares and goods, the produce of said State, in exchange for salt and other necessaries on certain terms and conditions : And it being since rep- resented and shewn to this Board that all such provisions, wares and goods are wanted for the supply of the necessities of the inhabitants of this State and for the use of the army of the United States, and cannot be spared with- out material injury to both ; and also that sundry or all such persons have been guilty of abuses in managing such trade by bidding very excessive sums for articles purchased, and thereby enhancing the already exorbitant prices of the necessaries of life to the injury of the people and the publick, and bartering at unreasonable rates, and otherways violating the spirit and true intent, meaning and terms of such permissions.


It is therefore resolv'd and order['d] by his Excellency the Governor and Council aforesaid, That all and ever[y] permission heretofore granted as afores'd to all and every the persons afores'd do henceforth cease and deter- mine, and they and each of them are hereby declared null and void as to any other or further proceeding by virtue thereof ; and all such persons are strictly prohibited to traffic, deal or trade in this State any further by virtue thereof, on the pains and penalties of the law. They are also prohibited to depart from the ports or harbours of this State with their or any of their boats or vessells without special licence from his Excellency the Governor. And they and all persons concern'd are to take notice hereof and govern themselves accordingly. And Mr. Isaac Doolittle and Mr. Timo. Jones jun' of Newhaven, or either of them, are hereby directed to give notice hereof to any person or persons having obtain'd such permissions, and any others concern'd, by reading the same in their hearing or giving or leaving a copy.


And it is further resolv'd, That Roger Sherman, Wm. Hilhouse, and Benja. Huntington, Esqrs, or any two of them, be and they are hereby authorized and appointed a committee to inquire and examine into the con- duct of any and all persons trading and bartering in this State by virtue of any permissions as afores'd, as to the terms, manner, prices, rate of ex- change and barter made, given and bid by any such persons, and of any wrong doings or abuses any such persons may have been guilty of ; and for this purpose in any proper way to convene before them any person or per- sons necessary and proper for the purposes aforesaid. and make report of what they shall find in the premises to the Governor and Council aforesaid as soon as conveniently may be.

Whereas Capt. Jesse Levensworth of Newhaven in consequence of proper orders having given his dep" respecting the evacuation of Tycondaroga : Voted, that the Committee of Pay-Table be directed to adjust and settle the said Capt. Levensworth account in the premises and draw on the Treasurer for the payment of the ballance due thereon and charge the same to the con- tinent : said service being done in consequence of a requisition from the President of Congress to his Excellency the Governor.


Voted, That Major Otis of Middletown be and he is hereby permitted to transport by land out of this State six hundred weight of flour into the State of the Massachusetts Bay.


Whereas there is a quantity of cloathing now in the hands of Colo. Joseph Trumbull belonging to the continent, which he received of the commissaries of cloathing at Boston for the use of the continental army from the State of Connecticut and [there being] a number of field officers belonging to the several regiments from this State in continental service now in this State :


Therefore voted, That the said Colo. Trumbull be and he is hereby directed to deliver out to the several field officers afores'd cloathing for the use of their respective regiments, to be equitably divided according to their num- bers, taking duplicate receipts for the same to be deliver'd to the clothier general or according to Gen' Washington's orders : one of which receipts to be transmitted to the clothier general and the other to be kept on file. And the said field officers are directed to call on said Colo. Trumbull for the same accordingly, and having received the same to take due care that the cloaths prepared for that purpose be forthwith made up suitable for the soldiery, and that the chief taylor or taylors in making up the same for each regiment be under oath faithfully to make up all the cloath delivered to him or them and deliver the same accordingly: the whole to be made up at the cus- tomary price or prices set by the commissary of cloathing and to be made and transported at continental expence : the same also to be made up accord- ing to the directions given by the said field officers respectively.

Voted, To sell to Major Wm. Hart jun' twelve four-pound cannon now at the furnace in Salisbury with a quantity of shot suitable and sufficient for the same, and also the like number of swivels, (if on hand;) and the mana- gers of said furnace are directed to dispose of the same to said Major Hart accordingly, (if on hand,) at the usual rate and pay.


Upon the memorial of Jemima Elberson now resident in Hartford, shew- ing to this Board that she left N. York some little time before the enemy took possession of that place, and left some of her effects in the hands of her friends who have since mov'd into Newyork with her effects, and that she with three children is now at Hartford and likely to be reduced to want &c., praying for liberty to remove (with her children and what few effects she has left) to New York &c., as per memorial on file: Resolved by this Board, that the said Jemima be permitted to remove with her children and effects to Newyork. Permit d' Mr. Jos. Church.

Noah Phelps for the sum of one hundred and sixty pounds, money, to be in account and to enable him to transport a number of cannon from Salisbury to Boston for the use of the ship Defence, which he is appointed to do.

Upon the memorial of James Hall, lieutenant of an artillery company, shewing to this Board that he was ordered by the commander in chief in the northern department to the town of Farmington in this State, where he arrived a few days past with twenty-seven men under an expectation of taking up winter quarters at said Farmington, but that within about one or two days after his arrival he was order'd to march to Gen1 Washington's head quarters; that his men are almost naked and cant perform said march without indangering their lives &c .; praying for the following articles to be supplyed them from this State &c., viz: 24 shirts, 19 pair of breeches, 30 pair stockings and 26 pair of shoes, as per memorial on file : Resolved by this Board, that Messrs. Whittlesey and Elijah Hubbard, or either of them. be and they are hereby ordered to deliver the said cloathing to the said Lieut. Hall, taking duplicate receipts therefor and transmit the same to the Committee of Pay-Table, one of which is to be by them transmitted to the clothier general, the other to be kept on file. Upon the representation of Nath' Shaw of Newlondon, by letter shewing to this Board that a French gentleman has just arrived into Newlondon with a quantity of spirits ; that he has a quantity of salt at Bedford, and proposes to bring that with a further quantity of salt from the island of St. Peters into this State, for which purpose he is desirous to export out of this State ten head of fat cattle in order to inable him to accomplish said business &c .: Resolv'd by this Board, that his Excellency be desired to grant a permit to Mr. Nath1 Shaw of Newlondon, to export out of this State ten head of fat cattle for the purpose aforesaid, to be purchased by Colo. Henry Champion and to be exchanged for spirits: upon condition that the said gentleman ingages to bring salt into this State and is willing to make said exchange and dispose of said salt &c. upon reasonable terms, and to dispose of the same to this State if desired. And the said Mr. Shaw is desired to negotiate said exchange accordingly.

Permit given to James Davis of Barnstable, to transport by water into the State of Massachusets Bay in the schooner Seaflower 8 tons of flour, 400 bus. of indian corn, 100 bush. rye, 2000 lb. flax, and 200 7b. cheese : he giving bond and making oath. Permit dd Feby 5th, 1778.


Permit given to Capt. John Coleman of Nantucket to sell in this State one barrel of oyl, also to transport from this State to Nantucket 20 bushels of rye: he giving bond and making oath. Permit dd Feby 5th 1778.


Voted, That Mr. Wm. Whiting, one of the overseers of Salisbury furnace, be impowered and directed to purchase one hogshead of New England and one barrel of West India rhum for the use of the workmen at said furnace, on the best terms he may be able.

Voted, That Mr. Wm. Whiting, one of the overseers of the furnace at Salisbury, be directed to apply to the Committee of Pay-Table for ten of the State's blankets, for the use of the workmen at said furnace; and in case he cannot be supplyed, then to purchase them on the best terms he can.
