The following directions given to Mr. Shaw on the request of Duncan Stewart, Esq', viz: To Nath" Shaw, Esq'. Sir : At Mr. Stewart's desire you are directed to assist him in some way safe to this State to have thee sloop Union navigated to the wharf at New London by some of our people, while the people who came in her are kept below in some other vessel until the Union returns to them again, which is to be done with all convenient speed and she dispatched. And if Mr. Stewart hath some other articles he cannot conveniently carry with him in the Union, Mr. Shaw is permitted to carry them under the inspection of the selectmen of New London in the next flag he sends. All to be done at the expence of Mr. Stewart.

Voted and resolved, That Mr. David Trumbull be desired to procure a waggon or ox-team to proceed immediately to Boston to transport from thence in the most direct road to the army a quantity of shirts for the use of the soldiers.
Voted and ordered the officers of the militia at New London and Groton under the command of Brig' Gen1 Tyler be directed to make up their pay- rolls untill Wednesday next inclusive, and that at evening on Wednesday next they be dismissed from their present service. Orders sent to Gen' Tyler June 28th, 1777.
Whereas it often times has and may again happen that the several arti- cles of the rations allowed to the troops in the continental service have not nor can conveniently be supplyed to the militia who have or shall be called forth for the defence of the sea coasts in this State, and in many cases would not be agreeable to the soldiery : Voted and resolved, that there be allowed to each non-commission officer and soldier of the militia who hath or shall be called forth for the defence of the sea coasts or guards, in lieu of rations granted by the General Assembly, one pound of bread or flour, twelve ounces of pork or one pound of beef, and three pence one farthing per diem, and when the other several articles of sauce &c. cannot be supplied by the commissary, and in case of deficiency of any of those articles, to be allowed therefor in the following proportion per week viz :

Orders sent to Robert Niles, Esq", captain of the armed ship Spy, to pro- ceed on a cruise to New Haven and as far westward as may be prudent, and toward Long Island, to annoy the enemy and to give intelligence of any interesting discovery he may make or intelligence of the designs of the enemy he may get. Per Mr. Winthrop.
A permit given to Francis Bayard Winthrop, now on board the sloop Union, a flag near the light-house in New London, to go on shore in the day time to the house of Thos. Harris near said light-house, to see his mother, brethren and sisters, under the direction of the commanding officer of the fort, the civil authority and selectmen in New London.
On advice being received from Gen1 Schuyler that the enemy's fleet and army are advanced as far as Crown Point, that a very strong party is gone by the way of Otter Creek to fall in between Ticonderoga and Skeensborough, and that another detachment is marched on the west side of Lake George in order, if possible, to cut off Fort George &c., requesting the militia might be ordered to march as soon as possible, so as to rendezvous either at Fort Edward or Fort Ann : Voted and resolved by this Board, that the following order be sent to Brig Gen' Oliver Wolcott, viz :

Whereas intelligence is received from Gen' Scuyler at Albany that the enemy have advanced as far as Crown Point, that a strong party have marched by the way of Otter Creek to fall in between Ticonderoga and Skeensborough, and that another detachment is marched on the west side of Lake George in order, if possible, to cut off Fort George, and that all the continental troops on this side the lakes occupying the several posts exceed not seven hundred men, which requires the aid of the militia, which he hath called upon in the State of New York, Massachusets Bay and Connecticut, to rendezvous at Fort Edward or Fort Ann as soon as may be : I do, by and with the advice of the Council of Safety, order and direct you forth- with to order the brigade under your command (the 24th regiment excepted) to hold themselves in readiness to march on the shortest notice as there may be occasion; and you are also to draught by rotation one half of said brigade (said 24th regiment and the overseers, clerk, moulders, firemen, colliers, oar- diggers, and such others as are necessarily employed at the cannon foundery at Salisbury only excepted,) according to law, with a suitable number of officers, and see them armed and equipped and furnished with ammunition, knapsacks, blankets, and so much provision as you shall judge necessary, and appoint suitable officers to command them. In the mean time you will take care to gain intelligence of the state of affairs to the northward; and it is left to you upon the intelligence you may receive at your discretion to order the part draughted by rotation as aforesaid, or such other part of the brigade as you may think proper, more or less as the case may require, to march for the support and assistance of the northern army or for the relief of any place attacked by the enemy, either on the North River or at the south ward.

This Board do appoint Wm. Redfield of Middletown to be one of the Issuing Commissaries to the battalions raised in this State for continental service in the room of James Jones resigned.
This Board do appoint Mr. Gamaliel Badcock of Lebanon to be one of the issuing Commissaries to the battalions raised in this State for continental service, in the room of Silvester Dearing resigned.
Upon the memorial of Nathaniel Walker of Stafford, confessing that he deserted from a company of militia at New London, professing his penitence for said offence, promising future good behaviour, and praying to be relieved from a prosecution for said desertion, by force whereof he is now holden in prison in the common goal in Hartford county, as per memorial on file : It being made evident to this Board, that said Walker hath heretofore served the State well and faithfully, and that he hath now inlisted himself as a soldier to serve the continental army in Colo. Charles Webb's battalion during the term of three years : In consideration thereof, and that he may enter upon the service into which he hath [inlisted], voted and resolved, that the said Nathaniel Walker, upon his paying all costs on said prosecution, be released from his said imprisonment and permitted to join his regiment, and that said complaint against him for desertion be not any further prosecuted.

Voted and resolved, That Colo. Ely be directed to order Lieut. John Shipman with twenty men as a guard at Say Brook, and that thirty men more with a proper officer be added to said guard, also to add so many men to the guard at Lyme under the command of Ens" John Griswold as to compleat the number to thirty to be continued at Lyme until further orders.

Whereas his Excellency the Governor by and with the advice of the Council of Safety did on the 27th of June ult. grant to Duncan Stewart, Esq", late collector of the customs at New London, liberty to remove the furniture of Dr. Moffatt on board the flag of truce sloop called the Union, and to pro- ceed from New London to New York for the purpose of proceeding from thence to London : And whereas it is now represented to this Board that said Moffatt did withdraw from this State and joyn our enemys in arms against us, by means whereof and by force of the statute lately made said goods are become forfeit to this State : Voted and resolved, that his Excel- lency the Governor be desired to recall said permission and order that the goods, estate and furniture of the said Dr. Moffatt be left at said New Lon- don in the custody of the selectmen of said town, that said selectmen may

pursue a proper process against said goods and procure the same to be con- demned as forfeit to this State, in case it shall appear that said Dr. Moffatt hath joined our enemies in arms against this State as aforesaid.
STATE OF CONNECTICUT.

I do hereby revoke and recall the permission granted to Duncan Stewart, Esq', late collector of the customs at New London, to remove the goods of Dr. Moffatt from said New London, and the same are ordered to be left in the custody of the selectmen of New London for the purposes expressed in the within written vote and resolve; of which all persons concerned are to take notice and conform themselves accordingly.

Whereas Duncan Stewart, Esq", did purchase sundry articles of goods in New York for sundry persons and cause the same to be transported to New London in the sloop Union, a flag of truce, which practice if continued may be of dangerous consequence: Voted and resolved, that as no publick orders have been heretofore given in such cases, that said goods be delivered to the persons for whom they were purchased, being first carefully and diligently searched and inspected by the selectmen of New London. And it is further voted and resolved, that no goods in future of any kind be permitted to be imported from New York, or any other place in the possession and power of the enemy, into this State in flags of truce or otherwise, under peril that the same be seized and confiscated to the use of this State. And it is further voted, that any pretended flag of truce that shall receive and import any such goods into any port or place in this State shall be seized and confiscated and the captain and other persons on board the same held and detained as prisoners of war, any commission as a flag of truce notwithstanding. And Nathaniel Shaw junior, Esq', commissary for exchange of naval prisoners, is directed to deliver to the master of the said sloop Union a copy of this vote and resolve, that it may not be transgressed under colour of want of notice thereof. Voted by this Board, That Dan" Hinsdale jun" of Hartford be permitted to transport by water out of this State to Bedford or some other port in the Massachusets Bay eight tons of flour, being the property of sundry gentle men in the State of New York, to be exchanged for salt to be transported to the State of New York for the use of the inhabitants thereof.

Voted and resolved by this Board, That Eben" Barnard jun' of Hartford be permitted to transport by water from this State t, the State of the Massa- chusets Bay an equivalent of indian corn, rye, or other provision, or flax and hog's lard, for any quantity of salt or sheeps wool he can procure to be imported into this State from Massachusets Bay.

Whereas many of the non-commission officers and soldiers in the two battalions now raising in this State cannot furnish themselves with arms, blankets, and accoutrements, by means whereof it is necessary that they be otherwise furnished, and that a reasonable deduction be made from their bounty, on account of their deficiency: Resolved and Voted, that the select- men of the towns to which such non-commission officers and soldiers belong

be and they are ordered to furnish such of them as cannot equip themselves with arms, accontrements and blankets, and that they allow for the use of the same to the persons of whom the same shall be hired, or from whom the same shall be taken, as follows, viz :

And in case said selectmen shall not be able to hire said arms &c., they are impowered and directed by warrant from any one Assistant or justice of peace to impress so many of such articles as are necessary to equip and compleat such non-commission officers and soldiers, and such articles when . hired or impressed said selectmen are directed to cause to be apprized by two indifferent judicious men to deliver to the commanding officer of the company to which such non-commission officer and soldier respectively belong, taking their receipt for the same, which receipts the said selectmen are directed to lodge with the Committee of Pay-Table, who shall charge the captain of the company in account for the same, and exhibit to them an account of the arms &c. by them hired or impressed as aforesaid. And the Committee of Pay-Table are directed to adjust such accounts and draw upon the Treasurer for such sum as they find due thereon.
And it is further ordered and resolved, That the respective non-commission officers and soldiers who shall not provide themselves with any or all the arms, accoutrements &c. aforesaid, shall have the sums at which the hire of the same are so rated deducted out of the six pounds allowed them for bounty, and that the captains and other inlisting officers be and they are directed to deduct and stop the same accordingly.
And the captains of the respective companies shall stand charged with such arms, blankets and accoutrements, and at the expiration of such service shall see that the same are returned to the several selectmen from whom they were received, taking their receipt, which shall be allowed them on their account with the State for said arms. And in case any non-com- mission officer or soldier shall neglect or refuse to return such arms &c., it shall be the duty of the captain or paymaster of the company to which he belongs to stop and deduct out of his wages the sum at which such arms &c. were apprized, and also forfeit the sum of 20s. unless such arms shall be inevitably lost, and account with the State for the same. Always provided, that the selectmen shall and they are directed to deliver out the public arms in their custody to such soldiers before they hire or impress any of the same as aforesaid.

Toted and resolved, That Daniel Brush of Long Island, now a prisoner of war in the State of Connecticut, be permitted to go at large in this State on his giving his parole. Parole given and on file 2d July, 1777.
Voted, That an order be drawn on the Pay Table, in favour of Wm. Lax of Norwich, for the sum of two hundred pounds, to be charged to him in account. Order dd to his man - Lestor, July 2ª, 1777.
Voted and resolved, That Eliphalet Smith, Alexander Furniviar and Stephen Woodhull, all of Long Island, now prisoners of war at New Haven, on their giving their parole of the same tenor with the parole of Daniel Brush, be permitted to be at large from their confinement, yet so as not to avoid giving evidence upon the tryal of the justice of the capture of the sloop in which they were taken. Their parole to be taken by Sam1 Bishop, Esq', and civil authority in New Haven, to be forwarded to his Excellency the Governor.
An order was sent by his Excellency the Governor to Benj. Payne, Esq", and the Committee of Pay-Table, to cause the goods taken from Peleg Hyde to be appraised, and that the Pay-Table draw on the Treasurer for the amount of the same, and that they be received and held for the use of this State.
Voted by this Board, That John Pride of Poukeepsie in the State of New York be permitted to transport by land from this State into the State of New York thirty bushells of salt and three hundred pounds weight of sugar.

Whereas the Council of Safety of the State of New York by a resolve of the 27th of June ult. have appointed Obadiah Jones, John Hurlburt and Thos. Dearing, Esq's, or any two of them, to give permits to such of the refugees from Long Island as reside in Connecticut as they shall think proper, and at such times and under such restrictions as they may judge pru- dent, to pass to Long Island to get off their effects : Voted and resolved, that this Board do approve of said appointment. And as it will be incon- venient to have the same powers vested in different committees or bodies of men, it is further voted and resolved, that all powers heretofore granted to the civil authority, selectmen, committee of inspection, or other persons in Saybrook and Stonington, to grant permits to said refugees or others to go to Long Island or other islands or places in the State of New York, (Fishers Island only excepted,) do and they shall cease and determine; and that the civil authority, selectmen and committees of inspection in this State are hereby directed and enjoined for the future not to grant permits or licences to any person or persons whatsoever to pass to Long Island or other places in the State of New York in the power or possession of the enemy, (Fishers Island only excepted,) upon any pretence or for any purpose whatsoever.

Voted and resolved by this Board, That the following orders be sent to Brig Gen1 Ward, viz : I am advised the enemy have advanced from Canada as far as Crown Point and are preparing to attack our army at Ticonderoga ; at the same time Gen1 Howe with the grand army is leaving New Jersey and preparing to fall upon some part of the States on this side ; in this situation it is necessary to be prepared for all events. To this purpose you will, agree- able to the inclosed orders, apply for powder and ball and cause the same to be made up in bunches of ten cartridges each and numbered with the num- ber of balls each size requires to make up a pound weight, and put them up in tight boxes, and the boxes to be numbered in like manner, of which you. will keep in your care 25,000 cartridges, and the remainder you will send to Durham and deposit in the care of Maj' Gen' Wadsworth. Paper, twine &c. you will supply, and lay the account of the cost of making &c. before the Governor and Council of Safety for allowance and payment. From your humble servt.

Jonathan Fitch to be Commissary for this State to purchase and collect necessary provisions for the regiment raised in this State and under the command of Roger Enos, Esq', colonel, and to see that the officers and soldiers are duly served with the rations allowed them by act of the General Assembly. And the Committee of the Pay-Table are directed to draw on the Treasurer for such sum or sums as he shall from time to time find necessary to enable him to make the provision as aforesaid and to defray necessary expences attending the same, he giving sufficient bond with surety to execute his office faithfully and render his account when thereto required.
