Voted, To permit Terrence McDermott, a prisoner of war in this State, to go to N. York on his parole for thirty-one days, and then to return and deliver himself up unless within that time he obtained the liberty of some gentleman of equal rank in the American service in exchange for him &c.

The said Jabez Huntington, John Clark, Esq', of Lebanon and Capt. Ebenezer Mosley of Windham, appeared before the said Governor and Council and acknowledged themselves joyntly and severally bound in a recognizance of one thousand pounds, lawfull money, payable to the Treas- urer of this State, that the said Jabez Huntington shall faithfully discharge his said office of sheriff according to law and the commission given him and answer all such damages as any persons shall sustain by the unfaithfullness or neglect of said sheriff or any of his deputies in the execution of said office.

A memorial from the civil authority and selectmen and committee of inspection in New London, praying for liberty to purchase some part of the cargo of wheat which came in the continental ship to N. London for their family use, on account of the scarcity of grain, was read and Major Hillhouse is desired to treat with the memorialists on measures to supply the necessi- ties of the poor &c.


Voted, To permit Henry Van Schaack, Esq', to return from this to Kin- derhook, there to remain within that district untill the first day of March next unless sooner called for, upon his giving his parole not to act, do or say anything to obstruct or contravene or oppose the measures adopted by the American States to preserve their freedom.

Franklin to Gov' Trumbull on the subject of his being suffered to return to his family as has been allowed to some other gentlemen who were sent here as being enemies to this country, remonstrat- ing in terms more sharp than decent against Gov" Trumbull's neglecting an answer to a former letter of his on the same subject, was read. The matter of his being permitted to return &c. being taken up and considered, the Council unanimously advised his Honor not to grant Gov' Franklin's request at this time of distress in the State of New Jersey; and a letter in answer to Govr Franklin's said letter was ordered to be drawn by Col. Williams and others.

Resolved, To write to Capt. John Deshon, to turn his attention to a ship belonging to Messrs Brown Denison and Stewart, in Stonington, and if in his opinion she is a suitable vessel for the importation of salt, to charter one half of her for a voyage under command of George Coffin, or whoever shall be agreed on, to the Bahama Islands or where it shall be thought best, put- ting such cargo on board as will best answer the purpose consistently with prudence, and in particular to make use of all means in his power to import all the lead, sulphur and flints that can be obtained, and to transact and ex- ecute the necessary contracts for the purpose aforesaid; keeping accounts &c.


Letter wrote to be sent.


Voted, To give an order on the overseers of the furnace in favour of the ship Oliver Cromwell for two hundred hand grenades and one ton of swivel- shot, a quarter less than those already sent from the furnace to that ship, if on hand, or to cast the same if consistent with the casting of cannon.

Voted. To give an order on the overseers of the furnace at Salisbury in favour of the selectmen of Norwalk for two four-pounders and four three- pounders of cannon, for the defence of the town of Norwalk agreeably to a resolution of the General Assembly. Order da to Dr. Betts Jany 9th, 1777.


Toted, To let Justus Miles return to his family at New Milford for one fortnight upon his parole not to give any intelligence nor do anything against the measures taken by this or the United States of America to pre- serve their liberty. A permit was given &c.


Voted, To draw on the Committee of Pay-Table for £2 8 0, in favour of Joseph Howell, for sundries supplied for the galley Whiting.

Henry Billings is appointed Second Lieutenant of the brig Defence instead of Sam" Smedley promoted.


Bebee is appointed Master of the brig Defence instead of Josiah Burnam resigned.


Voted, That orders be given for the brig Defence to sail on a cruise for three months, and that in case Capt. Harding is unable to sail the first lieu- tenant to take the command.


Orders to be given for distribution of the last prize taken by the brig Defence.


Voted, That discretionary orders be given to the commander of the Defence to join with other privateers if thought best in an expedition against the vessells and wood-cutters at Shelter Island.

His Honor the Governor is authorized to draw on the person who hath sulphur at Bedford for one ton, in favour of Col. Wm Pitkin and Mr. Doo- little, to be equally divided between them and to be replaced by said Pitkin and Dolittle.


Advised on the best method to supply the officers of the continental bat talions with money at the present to inlist their men.


Abraham Hand. Jeremiah Miller, and a negro named Jack belonging to Col. David Mulford and now in the care of Capt. Cochran, are voted to have a permit to return to Long Island. A permit was given.

Voted, To purchase all the blankets and the suitable white linens im- ported in the Dutch vessell at N. London, also fifteen pipes of wine if to be had at a reasonable price, also shirts and stockings, and medicine to be chosen by the doctors, and such other articles as are necessary for supplying the army with arms, ammunition, refreshments &c., excepting gunpowder. And Messrs. Nath' Shaw jun' and Andrew Huntington are appointed to purchase the same for the publick as reasonably as they can.

Voted, That the selectmen of Middletown be directed to deliver to Capt. Blackman twenty blankets by them collected on the lists, for the use of his company, and take receipt and lodge the same with the Pay-Table.


Messrs. Elijah Hubbard and Joseph King exhibited their account of sun- dries supplied for the furnace at Salisbury, amounting to £67 15 10, which is allowed and ordered to be paid. Order de to Mr. Hosmer.


Voted, That Hezh Fitch, Esqr, be and he is hereby appointed one of the committee for carrying on the furnace at Salisbury, and to act in conjunction with Messrs. Benj. Henshaw and Wm Whiting. Copy dd to Mr. Hosmer.


Voted, That Col. Joshua Porter be directed to deliver over the possession of the furnace at Salisbury with all the utensils and appurtenances thereof for cannon-foundery and other work, with all the ware and stock in his hands belonging to this State, into the hands of Messrs. Benj. Henshaw, Wm Whiting and Hezh Fitch, Esq', and that an order be drawn for that purpose. Order da Mr. Hosmer.


Voted, To permit Joseph Osborn to return to Long Island with his family.

Duncan Stewart, Esq', is permitted to go into N. York on his parole not to give intelligence or do anything against the interest of the United States of America and to return in three months.


Ebenezer Hall of Fairfield was brought before his Honor the Governor and Council of Safety by virtue of a precept from the civil authority, select- men and committee of inspection of the town of Fairfield, as being a person dangerous and inimical to this and the United States of America, and being so adjudged by said civil authority &c. he was sent here that the place of his confinement might be determined &c. The said Hall being fully instructed by his Honor the Governor in the nature of the dispute between Great Britain and these States and of the measures that have been taken by the Colonies, and by this in particular. to prevent any rupture or disaffection between this and the mother country long before the commencement of any hostilities, declared himself fully convinced of the justice of the American cause, that he never before was acquainted with the state of the dispute or the measures that have been taken to prevent the shedding of blood &c., and that he at present has wholly altered his mind and is clearly and heartily of opinion that the Americans have good right to take up arms as they have done and to fight in their own defence against the attempts of Great Britain to enslave or subjugate these States.


Whereupon it is resolved, That the said Hall shall be permitted to return to his family at Fairfield, there to remain in his own business, upon his giv- ing bond to the Treasurer of this State in the sum of one thousand pounds, with condition that if the said Hall shall well and truly return to said Fair- field and Stratford and dwell and abide within and not depart out of the limits of said towns of Fairfield and Stratford, and shall do or say nothing in prejudice of the interest, or rights of this or any of the rest of the United States of America, and shall not hold any correspondence with or give any intelligence to the enemies of the said States, and shall repair to any place hereafter assigned by the Governor and Committee of Safety of said State upon requisition, then said bond to be void, or else to remain in full force and virtue. Bond taken Jany 22ª, 1777.


Capt. Isaac Tomlinson of Woodbury was sent here by the civil authority, selectmen and committee of inspection in said town of Woodbury, as being

a person dangerous and inimical to this and the rest of the United States of America, and being so adjudged by said civil authority &c. he was sent here that the place of his confinement might be determined &c. And now the said Tomlinson, being by his Honor the Governor better instructed than ever before in the nature of the dispute between Great Britain and these States and of the measures that have been taken by the Colonies, and by this in particular, to prevent any rupture or disaffection between this and the mother country long before the commencement of any hostilities. declared before this Council that he never before so well understood the state of the dispute or the measures taken to prevent the shedding of blood &c., and that he has no inclination to injure the rights of these States or interrupt the measures taken to defend the same by any means whatever.


Whereupon it is resolved by the Governor and Council aforesaid, That the said Tomlinson be and he is hereby permitted to return to his family at Woodbury and to remain in his own business within the limits of the towns of Woodbury and Derby, upon his giving bond to the Treasurer of this State in the sum of one thousand pounds, with condition that if the said Tomlinson shall well and truly return to said Woodbury and Derby and there dwell and abide within and not depart out of the limits of said towns of Woodbury and Derby, and shall do or say nothing in prejudice of the interest or rights of this or any of the rest of the United States of America, and shall not hold any correspondence with or give any intelligence to the enemies of said States, and shall repair to any place hereafter assigned by the Governor and Committee of Safety of said State upon requisition, then said bond to be void, or else to remain in full force and virtue.

Voted, To supply Gen. Schuyler with eight cannon, 18 pounders, four nine-pounders, ten six-pounders, seven four-pounders, ten three-pounders, at the furnace, and shot in proportion.


A letter was sent to the overseers of the furnace Jany 224, 1777, for the above purpose.


A letter was received from Gen. Washington of the tenth instant. informing of his late successes in the Jersey and wishing to have our quota of forces filled up this way, that they might lie at the eastward of N. York to divert the force of the enemy manifestly aiming at Philadelphia &c. Dated Jany 10th, 1777.


A letter was also received from President Hancock, urging the utmost dispatch in filling up our quota of the continental army &c. Dated Jany 10th 1777.

A letter was sent to the Committee of Safety in the State of N. York concerning the imbargo and licence or power given by the Governor to John Canfield, Esqr, to permit West India goods &c. to pass out of this State into that of N. York for the use of the inhabitants or army.


A letter was sent to Gen1 Washington per Major Wyllys concerning ex- change of prisoners and account or return of prisoners sent from this to Newport for exchange.

William McDermot, a lieutenant in the 16th regiment in King George's army, a prisoner in this State, is permitted to return to N. York on his parole to return back to this State in fourteen days unless he procure the exchange of Lt. Elisha Hopkins of Hartford to be made for himself, which said Hopkins is a prisoner to King George's army in N. York, and out on his parole.

Whereas it is represented to this Board by the committee of inspection for the town of Durham, that Mr. Ralph Isaacs of New Haven, a person adjudged inimical to the rights and cause of America, having been by order of the General Assembly removed from said town on account of his inimi- cal disposition and is now by order resident in said town of Durham, that they apprehend great inconveniences will arise, and much in the minds of the friends of the American cause, by his being at large in said town and suffered to retail rum &c .; praying that he may be confined within certain limits in said Durham &c.


Resolved by this Board, That James Wadsworth jun", Esq', Messrs. Israel Camp. James Arnold, Elnathan Camp, Phineas Spelman, Daniel Hall, and Stephen Norton, committee of inspection for said town of Durham, be and they are hereby authorized and appointed a committee to have the conduct and oversight of said Isaacs and to propose, assign and limit the bounds and extent within which in their opinion said Isaacs reasonably ought to be cir- cumscribed and kept, and the same properly point out, describe and certify under their hands to his Honor and this Board as soon as may be for their consideration and establishment, and in the mean time acquaint the said Isaacs with the limits assigned by them as aforesaid to which he, said Isaacs, is strictly to conform and carefully abide within the same untill the same may be considered by this Board; and said Isaacs to have no inter- course with the inhabitants of said Durham more than is necessary for the support of himself and family on the penalties which may follow. And said committee are further directed to take the proper and legal steps to take and seize for the use of this State any quantity of rum which said Isaacs may have in possession or the property of ; which is or may be brought into said

Capt. Asa Kinne, Capt. Ebenezer Moseley and Capt. Benajah Leffingwell are appointed to be Captains of companies to serve in the State of Rhode Island &c. untill the first day of April next according to the agreement of the Convention of committees from the N. England States lately held at Providence and ratified by the Assembly of this State.


Considerable part of this day was spent in consulting on several matters, viz : how to supply the continent with some warlike stores, applied for by the hand of Col. Stewart, and providing for the batteries at N. London &c., and raising troops to serve at Rhode Island &c.


Ralph Watson, a tory from the northward who has been in the keeping of the committee of Preston, is permitted to return home to Allenton on his parole not to do or say against the interest of the American States, and to return again in case the committee of the place where he belongs sees cause to order him back.
