Voted, To give the following powers and instructions to the commissary of supplies and refreshments for the troops raised in this State for the con- tinental army, viz :
To Mr. Elijah Hubbard :
Sir : You being appointed commissary of supplies and refreshments for the troops raised in this State for the continental army, you will, therefore, with- out delay purchase one good team or waggon with horses to each battalion, and employ a faithful, trusty man to each to drive and take care of the same, and them load with rum, sugar, molasses and cloathing, belonging to this State in the hands of such gentlemen as you shall be directed to from time to time, who are hereby directed to transmit and deliver to you or your order such supplies as you want with an account of what they have on hand from time to time, without further directions from this Board. At present there is West India rum and sugar in the hands of Capt. Ephraim Bill, salt in the hands of Capt. Jabez Perkins, New England rum and cloath- ing in the hands of Mr. Andrew Huntington of Norwich, cloathing, rum and sugar in the hands of Capt. Joshua Elderkin of Windham, cloathing in the hands of Mr. Chauncey Whittelsey of Middletown, Col. Jonathan Fitch of New Haven, Capt. Samuel Squire of Fairfield, Messrs. David Webb and Dan1 Gray of Stamford, and Mr. Abel Hine of New Milford ; and transport and secure such stores in the safest places you can near the continental army, using your prudence in that respect. And you will be assisted by some per- son appointed to take care [of] and oversee the stores in about the camp &c., as shall be needful, as also an issuing commissary to each battalion. You are also impowered to impress such teams, boats &c. as you shall have occa- sion for at any time to remove or transport any stores &c., and to employ such persons you find needful to execute the design of your appointment ; and in cases of danger and difficulty you will advise with the principal offi- cers of the army where you shall be and apply to them for necessary guard and protection. You have power in all cases of difficulty to take such measures as you with the best advice you can obtain shall judge prudent, and to purchase such articles as you find wanting and can obtain. You will be careful to provide forage and provender for your teams, cattle and horses, in such manner as you find most needful and convenient. Your assistant and issuing commissaries will be appointed and apply to you for their orders. You will direct the issuing con.missaries what quantities of rum &c. to deliver to each soldier at a time, and how often, unless otherwise ordered by his captain or commanding officer. All articles to be delivered at the door of the tent or store and the receiver to depart immediately, that others may be served in their turn. An exact account of articles delivered to each sol- dier to be kept and transmitted to the paymaster of each regiment respect- ively, to be deducted out of the wages when paid. When a regiment is divided, the divisions must be supplied by the issuing commissary of the regiment where they happen to be and a separate account kept and trans- mitted to the issuing commissary of the regiment to which the division belongs ; or in case the division is removed to a place so distant from their own or any other regiment that they cannot be supplied by their commis- sary, they must have some person specially assigned to that service, who will keep the account and transmit the same to the regimental commissary in the manner aforesaid.

The Committee now newly appointed and reappointed by the General Assembly now sitting have the first meeting of said new committee.
Voted, That the schooner Miflin, under command of Capt. Timothy White, be and the same with the officers and crew on board are hereby dis- charged from the service of this State, and Capt. White is directed to deliver up said schooner and all the stores on board belonging to the continent to the agent for the continent, taking receipt ; and what stores are on board belonging to this State are to be delivered to Brig" Gen1 Silliman, or where he shall order the same.
Voted, That Mr. Royal Flint of Windham is appointed an Assistant Commissary with Mr. Elijah Hubbard appointed commissary of supplies and refreshments for the troops from this State in the continental army, with a captain's pay and rations to each of them whilst in camp, and necessary ex- pences to be paid them in lieu of rations when in service out of the camp. Necessary horses to be provided by the State.
Voted, That the pay and rations of the issuing commissaries of supplies and refreshments shall be nine pounds per month and two rations per diem.

The account of Capt. John Chenevard for one half the expence of build- ing the yard round Hartford goal, being £77 9 1}, is allowed, and voted to draw on the Pay-Table for that sum £77 9 1}
Voted, To draw on the Pay-Table for the sum of £11 10 1, in favour of Mr. Elijah Hubbard, it being the ballance of his account against the State for a journey with a team to Salisbury. Order dd to Mr. Hosmer May 29th, 1777.
Voted, To give liberty to Capt. Smedley to consort with the privateer belonging to Thos. Mumford, Esq', and others, in a cruise, or not as he pleases.

Voted, To order the Pay-Table to receive and liquidate the account of Messrs. Smith and Coit, for sundry medicines delivered to Doct' Russell for the use of the army in the northern department, and draw on the Treasurer for the same and charge the continent.
Voted, To give orders on the overseers of the cannon foundery, to sell to Dan1 Tyler & Co. three cannon, three-pounders, taking the customary price for the same. Order given, dª to Mr. Tyler.
Voted, To draw on the Pay-Table for fifteen hundred pounds, in favour of Ebenezer Ledyard, Esq", commissary of the troops at Groton, and to be in account. Order drawn May 31st, 1777, da to David Latham.
Voted, That orders be given to Samuel Elliot jun", Esq", of Boston, agent to this State, to sell one hundred barrels of beef and pork and forty firkins of butter, taken in the prize now at Plymouth by the brig Defence, to the inhabitants of Plymouth at the lawful price for those articles in the State of the Massachusets Bay, to be accounted for according to sales.
Voted, That one half of the militia at the forts at N. London and Groton be drawn off by lot and dismissed, and that the whole of the militia compa- nies at Stonington be likewise dismissed, and the officers at those posts are hereby directed to see that the same be done accordingly.
William Seymour is appointed to be Lieutenant of the artillery company in Norwalk, and John Ben to be Lieutenant of the artillery company at Stamford.

Yours of yesterday with the copy of Gen1 Poor's and Gen1 Fellows' intel- ligence is received; and thereon you are hereby ordered, by advice of the Council of Safety, first deducting the overseers, clerk, moulders, fire-men, colliers, oar-diggers, and such others as are necessarily employed at the cannon foundery in Salisbury, forthwith to order the residue of the regi- ment under your command to be in readiness whenever called, and to draught one half of the same by rotation according to law with a suitable number of officers; see them armed, equipped and furnished with ammuni- tion, knapsacks, blankets, and so much provision to carry with them as you shall judge necessary. In the meantime you are to send on an express to

Voted and resolved, To give orders to the commanding officers of the militia in service at New Haven, and the same is hereby given, to draught men sufficient for one company of ninety, including officers, from those in service there, and appoint the officers, to remain in service there untill fur- ther orders, and that the rest of said militia be dismissed from that post.
Voted, That the parole of Mr. Abraham Woodhull of Long Island, taken lately on board a vessell in the sound by the Schuyler sloop of war, now in this town, shall be taken, that he will neither do or say anything against the United States of America or their interest, and to return to this State when called for, and that he be permitted to return to Long Island upon his giv- ing his parole as aforesaid.
Rufus Backus Abel is appointed to be Paymaster of the battalion lately commanded by Jedh Huntington, Esq', now Brig Gen1 Huntington.

Voted, That Col. Henry Champion be and he is hereby ordered to deliver to the selectmen of Saybrook eight barrels of beef and nine barrels of pork, for the use of the troops there in service, taking receipt.
Voted, That orders be and the same are hereby given to Capt. Ventris, commander of the troops at Say Brook, to draw off fifty men by lot from the companies there, together with officers in proportion, and dismiss them; and the rest to remain with a sufficient number of officers, formed into one com- pany, until further orders.
On the representation of Messrs. Peter Vandervort and Richardson Sands that Mr. Thomas T. Jackson of N. York, lately taken on board an unarmed vessell going from N. York to Rhode Island, by a privateer belonging to Stonington, is desirous to come to Hartford and take a part with this country, and that he has in times pass'd been esteemed a warm friend to this country &c .; praying that he may have that liberty under restrictions &c .: Voted and resolved by this Board, that said Thomas T. Jackson be permitted to come to Hartford in company with said Richardson

Voted and resolved, To give orders to arrest Wm. Stewart of New Lon- don, as he is one of the owners of the vessell [blank] commanded lately taken by the Schuyler, Capt. Hawley, going with provision in to the enemy to New York, and that he be examined touching said vessell and cargo.
Whereas Mr. [Peter] Colt of New Haven has supplied the militia troops at New Haven with rations belonging to the continent, which ought to have been supplied by this State : Therefore voted and resolved, that this Board will indemnify and save the said Colt harmless and make good to him the supplies which he has afforded as aforesaid.
Voted and resolved, To give orders to Capt. Wm. Ledyard and he is hereby ordered, to procure what necessary artillery stores he can, such as shot &c., if they can be had from the furnace, at the eastward, or otherwise.
MEM. June 2ª, in Council of Safety, 1777.
Voted, That orders be given and the same are hereby given to Mr. Samuel Elliot junr, agent to this State, to deliver to Capt. Robert Niles two of the cannon at Dartmouth or Bedford belonging to this State, for the use of the Spy, and that Capt. Niles have his choice of those cannon.

David Latham and he is hereby ordered, to un- lade the salt and what other cargo is on board the vessell he lately arrived with at Boston and store the same there, and also unbend the sails and store them in a loft or otherwise, and lay up the vessell under the care of some trusty person, using his prudence therein, until further orders, and discharge the people.
Voted, That orders be and the same are hereby given to the overseers of the furnace, to supply such persons as apply to them for salt-pans as fast as they can consistently with the casting of cannon, which must not be inter- rupted : observing the order of the applications, that every one may have his turn. The overseers to set a reasonable price for such pans and receive the pay, to render their account.
Voted, To refer the examination and adjustment of the furnace accounts for the last blast to a committee to be agreed on by this Board with Col. Joshua Porter the late overseer of the furnace; which committee are to hear, examine and state said accounts, and report the same to the Governor and Council of Safety. And Messrs. Andrew Adams and John Canfield are nominated by this Board to be of said committee, who together with Capt. Lynde Lord are agreed upon by Col. Porter; and they, or any two of them, are appointed and desired to take upon them the trust above mentioned.

Considered of the accounts of Capt. Roberts in some particulars not determined by the committee, and deducted 16s. 6 from the charge of a horse three journies to Lebanon and Windhamn, £5 0 0 rendezvous at his house, and £21 18 13 for rations, being £27 14 7} in the whole to be deducted, and the remainder is allowed, the rations having been inserted by him since the committee considered the matter, so that £5 16 6 is deducted from their computation and allowed, £7 4 0 to be added for 2 journeys to N. London and expences.
His Honor the Governor communicated a letter from Col. Meigs in press- ing terms for cloathing for his men, upon which is advised and concluded to be left for his Honor the Governor to write to the clothier general at Boston for supplies of that kind, and that a copy of Col. Meigs's letter be sent to him inclosed.
P. M. Lt. Stephen Betts is appointed Captain of a company in Col. Charles Webb's battalion, instead of Capt. Nath' Goodwin deceas'd. Voted and resolved by this Board, That the managers of Salisbury furnace do (as soon as they can) the making of cannon notwithstanding, furnish and cast for Mr. Moses Craft four salt-pans of as large a construction as may be, the larger the better; for which they are to receive of the said Craft at the rate of fifty shillings per hundred weight, and render their account.
Voted, That be and he is hereby authorized to receive to the amount of sixty bushells of the salt belonging to the State of Connecti- cut of the hands of the store keepers of said salt, giving his receipt for the same; and when received to be transported to Simsbury for the use of said Simsbury and towns adjacent so far as the same will hold out, according to the proportion hereafter to be made, and his Excellency the Governor is requested to draw an order for the same.
Voted, That David Lawrey of Weathersfield be and he is hereby exempted from all future military service during the time he shall be employed by this State in making gun-locks.

Coit all his accounts which relate to the ship Oliver Cromwell, the officers and ship's crew on board the same, except the pay and wages of said officers and crew, which have been referr'd to Capt. John De Shon &c., a committee heretofore appointed for that purpose; and to observe that no clerical mistakes have happen'd therein; and also to call for, adjust and settle the accounts of Nath1 Shaw, jun", Esq', against this State for the articles found and provisions made by him for said ship and crew, and for all his demands against this State on account of said ship, and his service in every respect; and report make to this Board.
Voted, To lend to Coll. Matthew Talcott of Middletown three swivel guns, four dozen swivel-gun shot, with a wormer and ladle, now at Newlon- don in the care of Nath" Shaw jun", Esq', agreeable to his request by letter on file dated 9th June, 1777, in which he agrees to be accountable for the

same; and the said Mr. Shaw is hereby directed to deliver the same to said Coll. Talcott accordingly, taking his receipt therefor.
Voted, That the Committee of Pay-Table be and they are hereby directed to draw an order on the Treasurer in favour of Capt. Wm. Coit for the sum of two hundred pounds towards the pay and wages of the officers and crew of the ship Oliver Cromwell.

Liberty is granted to John Fagan, a sergeant in the 55th regiment, now a prisoner of war in Hartford, to go to Newyork in order to procure cloath- ing &c. for the prisoners of war belonging to sundry regiments, upon his proper parole not to say or do anything in any manner to the prejudice or detriment of this or any of the United States of America, and to return in sixteen days from the date of his parole; and that he be furnished with a proper passport accordingly.
Voted, That Timo. Keyes be authorized to receive of the store-keepers of salt belonging to the State of Connecticut now at Boston, the quantity of thirty bushells of salt for the use of the inhabitants of the town and county of Westmoreland; and his Excellency the Governor is desired to draw an order for the same accordingly, the said Keyes having paid the sum of fif- teen pounds for said salt to Benja. Payne, Esq', by order of this Board.
