Mr. Edward Hallam is appointed to be Commissary to the troops at the fort at N. London, instead of Capt. John Deshon appointed by the Conti- mental Congress to be one of the Naval Board for the Eastern Department, and said Hallam is to apply to Capt. Deshon for all such articles of stores he hath on hand and for directions from him according to what he hath received from this Board, and that said Commissary Hallam attend to such further orders as he shall receive and apply for such directions as he shall need from time to time.
Voted, To order Col. John Ely to dismiss a negro slave, named Minto, belonging to Joseph Crandall, from said Ely's regiment, to return to said Crandal, and said Col. Ely is hereby directed to dismiss him accordingly, his premium, arms, &c. to be returned before dismission.

Voted, To direct Capt. John Deshon and he is hereby directed, to pur- chase a house and lot of land in New London belonging to Eliphalet Lester at a reasonable price as he can, for the use of a barrack for the troops of this State, and pay for the same, taking a deed to the Governor and Company.

Resolved, That Capt. John Deshon be and he is hereby directed to send a small vessell to Bedford to load with salt belonging to this State and the Commissary General, imported in the vessell commanded by Capt. Allen Stillman, to be brought to this State : one half to be delivered at Norwich for the use of the Commissary General, the other half for the use of this State. Also, that Capt. Stillman store the remainder of his cargo at Bed- ford in the best manner for safety, except so much salt as to ballast his ves- sell, and proceed with her to Hartford and deliver one half for the use of the Commissary General and the other half for the use of this State, and then to deliver the vessell up to the owner ; and the salt, the State's half at Norwich to be delivered to Capt. Jabez Perkins, the half at Hartford to be delivered to Mr. Sam' Talcott jun' to be stored for this State till further order.

Resolved, That Capt. John Deshon be and he is hereby directed to furnish the old brig Defence with four carriage guns, six-pounders, and eight swivels, with ten small-arms and ammunition suitable, to defend for her voyage now to be performed, and that he apply to Messrs. By the Captain General.
To John Ely, Esq', Colonel of the 2ª regiment of troops ordered to be raised by the Assembly in May last for the defence of the sea-coast and frontiers of this State and places adjacent.
You are hereby directed to station Capt. Palmer with his second lieuten- ant Chapman and the soldiers they inlisted at Stonington.
Those troops stationed by former orders at Lyme and Say Brook are to continue there untill further orders. You will order two companies of the regiment into Groton Fort for the present. The remaining part of the regi- ment you will order to Fort Trumbull and thereabouts and employ them in compleating the works there, and the men at each of those forts are to take the tour of fatigue equally : those at Groton that may be spared from the

necessary guards and works you will order over and employ in the works at Fort Trumbull in rotation, leaving there what are needed to compleat the works at Groton. You will take care that the men are kept clean and to duty, and when on fatigue they are to receive, by your order in writing or the order of the commanding officer in your absence, the rum allowed when on fatigue duty.
You'l take care and prevent all kind of imbezzlements and abuses of arms, ordnance stores, tools and utensils belonging to the publick. A keeper of the ordnance and military stores will be appointed whose duty will be pointed out.
The plan of the works is laid out to which you will attend, and when any further directions are needful you will apply to this Board and follow such orders as may be given.
Mr. Edward Hallam is appointed Commissary to provide for the men on New London side, Ebenezer Ledyard, Esq", is appointed Commissary on Groton side, Capt. Cochran at Say Brook.
You will take care that the artillery officers and matrosses attend and do faithfully their duty, and from time to time give information and all need- ful intelligence to this Board.
You will attend to the services to be performed by every part of your regiment, to see it duly ordered and performed and direct advices to be given you; in case of the appearance of an enemy or an attack you'l put all in proper posture of defence, and on every necessary occasion forward intelli- gence to me and make needful alarms. You will give the necessary orders for preventing the landing of the enemy.
You will as soon as may be send me a return of your regiment in due form.
And you will attend and obey all orders and commands you may re- ceive from me or other your superior officer. You are also to take care and make proper inquiry of all such vessells, boats &c. as pass the fort, and attend to the law and the orders which may be further given for your di- rection therein.

To the Hon' John Douglass, Esq', Brigadier General of the fifth brigade of militia in this State.
You are ordered to call together the field officers of your brigade, to con- sult on the best and most expeditious manner of collecting and marching the companies of your brigade to any place that is or may be attacked.
On the present alarm you may do well to settle the officers for each of the four divisions and their rotation. You must use your prudence how the men of the first division may be seen to be well armed and equipped for a march and disposed so as to be in immediate readiness and yet hindered as little as possible from their business at this time. "Tis probable their march must be to Providence. I hope that will not be necessary. You'll soon receive further orders if it should be.
It will in the alarm list appear that many men are cripples and incura- bles, which will render it impracticable for them to march and perform the duties of a soldier. You are to examine their several cases and circum- stances, and excuse them as occasion may require agreeable to the law in that case provided, taking care not to dismiss but hold them who are of ability of estate to be well furnished with arms, ammunition and ready to do whatever is reasonable to promote the defence of the rights and liberties of their country.
No returns are received from any brigade or regiment, by law directed to be done every two months.
I shall prepare and soon send you blanks for a return to begin the first of August, that all may be made similar. The rank and file in the first instance of return is to be only such as are not gone into the service of the continent or of this State.
An order was given on Elijah Hubbard to supply Messrs. Ebenezer Led- yard and Edward Hallam with flour needful for the troops in their departments. Order drawn and dd to Mr. Edd. Hallam July 215, 1777.

A commission was given by the Governor to the Honorable Roger Sher- man, Sam1 Huntington and Titus Hosmer, Esqrs., to act as a committee from this State in conjunction with committees from the States of Massachusets Bay, N. Hampshire, Rhode Island and N. York, to consult on the state of the currency of those States, the expediency of calling in the same &c. Said committee to meet at Springfield on the 30th day of July instant &c. Said committee having been nominated and appointed to said service by this Council on Friday last, but not entered in this book till now.
The Governor gave a permit to Isaac Beers and Henry Daggett of New Haven, to transport 200 bushels of indian corn, 200 bushels of rye or rye flour equivalent, one ton of flax, and two barrels of salted beef, from this State to the Massachusets Bay in small boats under the inspection of Sam1 Bishop jun", Esq', and to be exchanged for salt, oyl and sugar, for the use of the inhabitants.

Vandervort, Drake, Sands & Co., to transport 25 hogsheads of sugar they now have on hand in this State into the State of New York for the use of its inhabitants, to be first inspected, marked and certifyed by Ezekiel Williams, Esq", to be transported, any em- bargo notwithstanding ; which is in the words following, viz : STATE OF CONNECTICUT.

Messrs. Comfort Sands, Joseph Drake, Peter Vandervort and Richd Sands, all of the State of New York, are to be permitted to transport from this State into the State of New York for the use of the army and friendly inhabitants in the latter State, twenty five hogsheads of sugar now lying in Hartford : They first applying to Ezekiel Williams, Esq", sheriff of the county of Hartford, and under his inspection and at their expence procuring the same to be properly marked and numbered, and removed as they see fit to any place of safety in this State, and carried out agreeable to an allow- ance of said Williams, in such manner as to prevent frauds in transporting such as are not permitted. These are permitted the embargo notwithstanding.

Gave an order on Messrs. Elderkin and Wales for two hundred pounds of musquet powder to the selectmen of Voluntown, to be accounted for as part of their proportion of publick powder, to be accounted for.

Whereas it has been represented to this Board that there is a number of publick arms in the hands of Col. John Durkee in Norwich, which arms want considerable repairs before they can be fit for use : Resolved, that Col. Samuel Abbott receive said arms and give proper receipts for the number received, to take the most prudent method to have them repaired as soon as may be, and render his account accordingly.

Resolved, That [a] company of artillery-men and matrosses to the number of thirty-four including officers be raised within the twentieth regiment of militia in this State, the non-commission'd officers and privates to be raised by voluntary inlistment, to exercise the field-pieces now mounted on carriages and at present in Norwich, to exercise and manage them in case of an inva- sion or attack from the enemy, to be subject to the orders and command of the Captain General and other their superior officers and the field officers of said regiment, and excused from any other military duty during their con- tinuance in said company. The commissioned officers to be appointed by this Board, and non-commissioned officers to be chosen by said company ; and all future vacancies of commissioned officers for said company to be supplied by the choice of the company.
And be it further resolved, That Jacob De Witt be and he is hereby appointed to be Captain, Joseph Howland Captain Lieutenant, Isaac Abel Lieutenant, and Wm. Lax to be Lieutenant Fire- Worker of said company; and his Excellency the Governor is desired to commissionate them accord- ingly, with liberty to choose their non-commission'd officers and make return of their doings: Provided a number sufficient be inlisted in three weeks from this date.
Resolved, That Ralph Williams, a soldier in the service of this State, hath liberty to inlist into the continental service for three years or during the war.
Upon application from Sarah Ketchum of Fairfield, wife of James Ketchum, shewing to this Board that her husband is now at Huntington on Long Island and greatly desirous that she may be permitted to come to him with her family; that William Licet, now resident in this State, has a family at said Huntington, whom he is desirous to bring over into this State but cant procure the same to be done otherwise than by carrying over the said James Ketchum's family &c. to said Huntington; praying for liberty to go over with her children, household furniture and provisions, to said Hunting- ton, to be exchanged for the family, household furniture and provisions for the family of the said William Licet &c., as per her written application on file: Resolved by this Board, that the said Sarah Ketchum be and she is

hereby permitted to go over to said Huntington with her family, consisting of three small children, in order to be exchanged for the whole family of the said William Licet, and that she also be permitted to carry and keep her household furniture and some small quantity of family provisions: upon con- dition that the same indulgence be granted to the said William Licet, other- wise the same is to be returned. And Brig Gen' Silliman is ordered to grant a flag accordingly.

Voted, To draw on Mr. David Trumbull for £25 5 10, in favour of John and Daniel Dewey, for carting powder and lead from Lebanon to Litchfield in July, 1777, and a load of cannon shot from Litchfield to Leba- non, as also for carting 2 loads from Lebanon to Norwich, and their ex- pences, and to take receipt.

Resolved, That Mr. Edward Hallam be and he is hereby directed to pro- vide four ammunition carts for the use of the troops at New London &c. of a proper construction, observing to have them so made as to be usefull at the forts, taking advice of Col. Ely July 26th, 1777. - Resolved, That Mr. John Raymond be and he is hereby appointed to engage twelve draught-horses in New London, to be ready on the shortest notice to go to N. Upon the petition of Katherine Spalden, late from Scotland in Europe now resident in Norwalk in this State, shewing to this Board that she with her husband some years since came from said Scotland to N. York; that about three years ago her husband set out on a voyage to Europe, since which she has not heard from him and has reason to think he is dead; that upon the enemy's coming to New York she fled to said Norwalk with some small effects; that there came with her from said New York one James Bradley who is now sick with a consumption and depends altogether upon said Katherine for supplies; that she has parents now living at said Scotland and no connections in this country; praying for liberty to go to New York with said Bradley, in order to get a passage from thence to said Scotland for herself with her wearing apparel and household furniture, as per petition on file: Resolved by this Board, that the said Katherine be and she is hereby permitted to go to New York witli said Bradley, and to take with her her household furniture and wearing apparrel, for the purpose aforesaid, and that Brig" Gen1 Silliman be directed to grant a flag for that purpose accord- ingly. The fore part of this day in preparing letters to Gen1 Washington and to the members of Congress &c.
Upon the desire of Peter Bulkley and others, church wardens, and Jonth Sturges, Thaddeus Burr &c., at the request of the civil authority, selectmen and committee of inspection at Fairfield, that the Revd Mr. John Sayer may be released from his confinement at Farmington and return to Fairfield to his cure &c .: Resolved by this Board, that the said Mr. Sayer be and he is hereby permitted to return to Fairfield and there remain within the limits of the first society in Fairfield; he giving bond with sufficient surety for his future good behaviour. And said Jonathan Sturges and Thaddeus Burr, Esqrs, are impowered and directed to take a bond in such sum and sureties as they judge sufficient, conditioned as abovementioned; and Col. Lee is directed to release him from his care, transmitting a copy of this resolve by said Mr. Sayer to be delivered to said Sturges and Burr, Esqrs, for their direction. Copy dd to Col.
