Nath1 Bingham is appointed to be Second Lieutenant in Capt. Ebenezer Moseley's company in Col. Ely's regiment in the service of this State.


Sam1 Felch of Canterbury is appointed Issuing Commissary of Supplies and Refreshments to Col. Durkee's battalion in continental service, instead of John Felch, Esq", resigned.


Sept" 11th, 1777, a warrant sent by John Felch, Esq".


A permit was given to Capt. William Punchard of New Haven, to ship five barrels of wheat flour, twenty-five barrels of rye flour, ten barrels of beef, one hundred and fifty bushels of rye and indian corn, four hundred weight of cheese, and three hund. pounds of flax, on board his boat and the same transport to the Massachusetts Bay, to be exchanged for salt for the use of inhabitants of this State. Permit dd to Col. Thomson, Sept. 11th, 1777. The following orders were given to Col. Abbott. viz: STATE OF CONNECTICUT.

Whereas Ensign John Smith of Capt. Ebenezer Lathrop's company in Col. Jonathan Lattimer's regiment of the militia, now draughted to join the army in the northern department, has represented that sundry persons belonging to your regiment have been draughted to join said Lathrop's com- pany and refuse to march agreeable to orders given : You are hereby directed to convene such persons, examine the reasons of such their refusal, and with the advice of your lieutenant colonel and major excuse such from service as have been properly draughted whose reasons you shall judge suffi- cient ; and that you assist said ensign with sufficient guards to carry on to

Capt. Christopher Mordenbrugh came in and moved for a flag of truce to carry his family and household goods &c. to St. Kitts, on which he was encouraged that his request should be granted.

On application of Capt. Jabez Perkins, agent for the officers and crew of the ship Oliver Cromwell, for the captor's part of the chest of the bohea tea taken in a prize by said ship and sent in to Dartmouth, which chest is now in store at Lebanon : Resolved, that one third part of the tea in said chest shall be delivered to said agent for the use of the captors as part of their share in said prize.


Resolved, That each town in this State be and they are hereby requested as soon as may be, to convene together and make provision, in such manner as shall appear best, to procure immediately one shirt, or more if they see fit, either linen or flannel, one hunting-shirt or frock, one pair of woolen overalls, one or two pair of stockings, and one pair of shoes, for each non- commission officer and soldier in the continental army belonging to such .town ; deliver the same to Messrs. Elijah Hubbard and Royal Flint, super- intending commissaries for this State, to be by him or them conveyed to the respective issuing commissaries of the battalions of the continent raised in this State, to be by them delivered to the non-commission'd officers and sol- diers at the following rates, viz : Shoes at eight shillings and six pence per pair, stockings at six shillings per pair ; shirts, hunting frocks and overalls, according to the quality in proportion to good yard wide tow cloth at two shillings and nine pence per yard and good yard wide check or striped flannels at three shillings and six pence per yard.


That the issuing commissaries pay into the treasury of this State all such sums as they may receive on the sale of such cloathing, and that the selectmen of each town transmit to the General Assembly to be held at New Haven in October next an account of such articles of cloathing as they shall have delivered to the commissary or commissaries, (that is) to said Hubbard and Flint, and shall be paid for the same at such prices as the General Assembly shall ascertain.


The towns to see the same properly packed up and marked with an in- voice of the same put into the package. The said Hubbard takes in articles at Middle Town. and the said Flint at Peekskill. Such town as can, to send to Middle Town, where the same will be received and forwarded, and the other towns may carry or direct so as the same may most conveniently be carried to the Connecticut battalions by the said commissaries in carriages belonging to this State. Such persons who are desirous to send to their own friends may put up such articles as they see fit, mark and direct the same, and put into the general package, and the same shall be delivered to

whom directed, and his receipt taken ; and payment shall in like manner be made therefor.


Majr Gen. Jabez Huntington exhibited his account of sundry sums by him advanced and services done for this State, to the amount of £103 18 9, which is allowed, as per account transmitted to the Pay-Table.


Voted and resolved, To draw on Pay-Table for the sum abovesaid, in favour of said Gen1 Huntington.

Benj. Huntington, Esq', exhibited his bill of sundry sums advanced by him and his trouble in settling Capt. Wm. Coit's account, to the amount of £23 14 6 in the whole, which is allowed, as per his account now transmitted to the Committee of Pay-Table.


Resolved, That an order be drawn on the Pay-Table for said sum of £23 14 6, in favour of said Huntington.


Maj. Wm. Hillhouse produced a receipt which he has received of John Lawrence, Esq', Treasurer, in the words following, viz :


Recd of the Gov' and Council of Safety per the hands of Maj' William Hillhouse thirteen pounds ten shillings and six pence, being the avails of an horse and saddle sold belonging to one John Sheppard, a transient inimical person. On the representation of Mary Vose, resident in Colchester, wife of Henry Vose of Nova Scotia, now a soldier in one of the continental battal- ions from the State of Rhode Island, that she is destitute of the means of subsistence, having with her three sons born at one birth aged about nine months, viz : John Hancock, George Washington and Charles Lee, - a letter was sent to the selectmen of Colchester to provide for her subsistence what may be necessary more than her earnings and what her husband may supply her with, and lay their account before his Excellency the Governor and his Council.

Jabez Huntington, Esq', sheriff, and Nath" Hebbard, goaler of Windham county, exhibited their account of charges for the guard kept at the goal. T'he keeping the guard is approved, and the accounts referred to the Com- inittee of Pay-Table for settlement.


Voted, That Mr. David Trumbull be desired to pay to Jabez Hunting- ton, Esq', £658 10 2 out of the continental monies in his hands and receive of him an order drawn by the Committee of Pay-Table on the 23ª of Augt, 1777, on the Treasurer of this State for that sum properly endorsed over by said Huntington.


Voted, That the sum of £9 17 7 be paid by Jabez Huntington, Esq', to Mr. Thomas Lee and others of Pomfret, being the interest of a sum due to them from this State for a quantity of rhum and coffee taken from them by a warrant for the use of the army, taking their receipts therefor. Voted, That an order be given to Messrs. Henshaw and Whiting to re- ceive of Mr. David Trumbull at his store in Bolton eight barrels of pork to be replaced, and also to receive of Mr. Elijah Hubbard of Middletown one hogshead of New England rhum, for the use of the furnace at Salisbury.

Whereas the General Assembly held at Hartford on the 13th day of August last did resolve that a regiment should be raised by voluntary inlist- ment to be subject to the orders of his Excellency the Governor and Council of Safety and to serve in the northern department or elsewhere.in this or the neighbouring States, and did appoint Sam" McClellan, Esqr, to be colo- nel, Noah Phelps, Esq', to be lieutenant colonel, and Bazaleel Beebe, Esq", to be major of the same, and did further resolve that his Excellency the Governor with the advice of the Council of Safety should have power to give all necessary orders for raising the same if it should be necessary in the recess of the General Assembly : Voted and resolved, that one battalion be raised to serve in the State of Rhode Island or parts adjacent, to consist of nine companies of ninety men each, officers included, to be commanded by Sam" Mcclellan, Esq', colonel, Noah Phelps, Esq', lieutenant colonel, and Bezaleel Beebe, Esq', major, to continue in service thirty-one days from the time they shall arrive at the place of the general rendezvous, unless sooner dismissed. Voted, That Mr. David Trumbull be desired to send forward, for the supply of the militia from this State in the army in the northern department, 5 hogsheads of N. England rhum and such a quantity of sugar as to com- pleat a load for three ox teams, to be delivered to Colonels Cook and Lattimer.


Lt. Colo. Return Jonathan Meigs is appointed Colonel of a battalion of the continental troops raised in this State, in the room of Colo. Wm. Doug- lass deceased. Certificate dd Majr. Holdridge.


Whereas the General Assembly have resolved that a recruiting officer to enlist recruits for the continental army and to take up and secure deserters according' to the resolutions of the Continental Congress be appointed in each of the brigades of militia in this State, and that his Excellency the Governor with the advice of the Council of Safety appoint such officers accordingly and affix the place of rendezvous for such recruits in each bri- gade : Voted and resolved, that Maj" James Lockwood be appointed a recruiting officer in the limits of the 1st, Capt. Miles Johnson in the 2ª, Capt. Jeremiah Halsey in the 3d, Maj' Elijah Abel in the 4th, Maj' John Ripley in the 5th, and Maj" Bazaleel Beebe in the 6th brigade of militia in this State; and that the town of Weathersfield in the 1st brigade, Wallingford in the 2ª, Preston in the 3d, Fairfield in the 4th, Windham in the 5th, and Litch- field in the 6th be appointed the place of rendezvous in the respective brigades.

John Ely be and he is hereby impowered to raise a company of one captain, two lieutenants, and fifty non-commission officers and privates, to serve as waterman and by land in the expedition against Rhode Island; and that they shall have the same pay, subsistance and refreshments as are allowed to the continental troops raised in this State, and also 48s. bounty, they providing themselves blankets and knap- sacks, to the non-commission officers and soldiers; also 4s. for a gun and bayonet, and 4s. to such as provide themselves with cartridge boxes and bayonet belts.

Voted, That a lieutenant and twenty-four privates with other suitable officers be detached from the matross companys at New London and Groton, to proceed with the field-pieces of wrought iron at Norwich and suitable horses and harness from New London to the State of Rhode Island and to assist in a descent upon the island of Rhode Island under the command of Colo. John Ely, and that Colo. Ely order such detachment to be made accordingly. Copy de Colo. Ely Sept 25th, 1777.


Voted, That the Committee of Pay-Table draw on the Treasurer to pay to Colo. John Ely on account the sum of one thousand pounds for the use of the regiment under his command, and to charge the same to him accord- ingly. Order dª Colo. Ely Sept 25th, 1777.


Voted, That his Excellency the Governor be desired to order the prison- ers taken by Capt. Seth Harding in the ship Oliver Cromwell in the service of this State, in the prize ship Weymouth and in the prize brigantine the Honor, to be sent under proper guard to this State, to be kept and disposed of for the redemption of the subjects of this State in the hands of the enemy.


Voted, That this Board do approve of the conduct of Capt. Seth Harding, in discharging part of the crew of the ship Oliver Cromwell.


It is further voted, That his Excellency be desired to order Capt. Harding to discharge as many of the mariners and marines belonging to said ship as can be conveniently spared, retaining only so many as are necessary to refit said ship and prepare her for another cruise.


Voted, That his Excellency be desired to give orders that the ship Oliver Cromwell be refitted, graved and prepared for the sea with all convenient dispatch.


Voted, That the Committee of Pay-Table draw on the Treasurer to pay to Colo. Samuel McClellan, on account, eight hundred and ten pounds, to be by him delivered to the respective captains in the regiment now ordered to be raised to be under his command, to be by them paid to the non-commis- sion officers and soldiers who shall inlist, at twenty shillings each in advance.

Voted, That Majr General Huntington be desired to cause to be made up 15 thousand musquet cartriges fitted to the new French arms provided for the use of the continental army and pack them up in bunches of 18 cartridges each, and the same transport to and lodge in some safe place in the town of Plainfield.


Voted, That his Excellency the Governor be desired to order that the small arms received from Springfield and now in Lebanon be examined, cleansed, repaired, branded, and fitted for immediate use.


Upon the application of the selectmen of Milford, shewing that the com- pany at the post of Milford is destitute of a commission officer and that there is want of more men : Voted, that Capt. Benjamin Hine be and he is appointed to take the command at the fort at Milford in the rank and pay of a lieutenant, and is to enlist six men in addition to the number now on duty there, and to continue in service until the first day of January next ; and he is to keep up necessary guards and to employ the men in the fortifi- cation as constant as may be.


Mr. Nehemiah Brainerd is accepted and established to be Captain, William Smith to be Lieutenant, and Nathan Tyler to be Ensign, of the third alarum list company in the 7th regiment of militia.


Christopher Brown is established to be Captain and Joshua Whitford to be Ensign of the sixth military company in Stonington in the 8th regiment of militia.


Toted, That an order be drawn on Messrs. Elderkin and Wales to deliver to Capt. Daniel Tyler of Pomfret twenty-five pounds weight of cannon- powder to prove the field pieces at Pomfret.

Permit granted to Andrew Craigg of Voluntown to transport by land to Bedford in the State of the Massachusets Bay one tun of cheese and 5007b. of butter, to be exchanged for salt.


Permit dd to said Craigg Sept 27th, 1777.


Voted, That Mr. Benj" Hinshaw have liberty to purchase of the managers of Salisbury furnace six swivel guns for his own use.


A permit given to Mr. Benj" Henshaw to transport from this State to the West Indies forty barrels of flour in the schooner Elizabeth.


Permit dd his son Sept 27th, 1777.


Voted, That Mr. Elijah Hubbard deliver to Mr. Benj" Hinshaw one hhd. of New England rhum, for the use of the furnace at Salisbury.
