Upon the memorial of Mary Graves, of East Haddam in the county of Hartford, administratrix on the estate of Benjamin Graves late of East Hadam aforesaid, deceas'd, representing that the allowances to the widow and the debts and charges allowed by the court of probate for the district of East Haddam against the estate of said deceas'd surmount the moveable estate of said deceas'd the sum of £86 18 8. money ; praying for liberty to sell so much of the real estate of said deceas'd as to pay the same &c., as per memorial on file: Resolved by this Assembly, that Mr. Joseph Beckwith of said East Haddam be and he is hereby impowered to sell so much of the real estate of said deceas'd as will raise said sum of £86 18 8, money, and the incident charges of sale ; taking the direction of the court of probate in the district of East Haddam therein.
Upon the memorial of Gurdon Wetmore, now a prisoner in the common goal in the county of Hartford by sentence of the superior court ; praying for enlargement from his imprisonment, as per memo- rial on file : Resolved by this Assembly, that upon the said Gurdon Wetmore taking the oath of fidelity to this State and also becoming bound with sufficient surety to the Governor and Company of this State in the sum of £500 0 0, L. money, that he will be of peaceable and good behaviour and will not do or say any thing against this State or the United States of America during the term that he was sentenced to imprisonment by said superior court, and that he will not depart without the limits of said town of Midletown but remain and continue therein during the term aforesaid ; that he thereupon be and he is hereby released and discharged from said goal, upon his paying or securing to be paid all the costs of his prosecution and imprisonment.
On the petition of David Washburn, of New Milford in the county of Litchfield, representing to this Assembly that he is a prisoner in the goal in the county of Fairfield under sentence of death for the crime of high treason,* and that the particular species of treason for

which he was condemned was the going on board of an armed brig belonging to the enemy and coming on shore from said brig to Stam- ford in the county of Fairfield with a number of men in arms against the people of this State; and also shewing that he went on board of said brig not with a design of taking up arms against his country, but was ordered on shore from said brig after having gone on board with the aforesaid design ; and praying that mercy may be extended to him so far as to spare his life, as per petition on file : Resolved by this Assembly, that the further consideration of said petition be con tinned and the same is hereby continued to the session of the General Assembly on the second Thursday of May next, and that execution of the sentence pronounced against the said David Washburn for said crime by the honble superior court holden at said Fairfield in Novem- ber last be suspended, and the same is hereby suspended untill the rising of said Assembly in May next.
Upon the memorial of Bartholomew Weatherill, shewing that his father and relations are now living in Great Britain, that his designs and views in coming to this country are like to be frustrated by the present unhappy war; praying liberty to return home again to his friends, as per memorial : Resolved by this Assembly, that the said Bartholomew Weatherell upon his delivering on oath to Benjamin Payne, Esq', of Hartford, all his goods, monies and securities for monies, who is hereby appointed to receive the same to be under the direction of the General Assembly of this State as hereinafter ex- pressed, he the said Weatherell be and he is hereby permitted to return to Great Britain by the way of France or the West Indies, and to carry with him his necessary apparel and a sum of money not ex- ceeding forty pounds, and to embark at such place or port not in possession of the enemy as his Excellency the Governor shall appoint and direct.
Upon the memorial of Joseph Harvey, of Lyme in New London county, administrator on the estate of John Harvey late of said Lyme, deceas'd, shewing to this Assembly that the debts due from said deceas'd at the time of his death surmounted the personal estate of said deceas'd the sum of eighty pound four shillings and two pence, L. money ; praying this Assembly to impower said administrator or some other meet person to make sale of so much of the real estate of said deceas'd as shall raise the sum of £80 48. 2d., lawfull money, with the incident charges arising on said sale, as per memorial on file dated Hartford, January 26th, 1778 : Resolved by this Assembly, that the memorialist be impowered and he is hereby impowered, to make sale of so much of the real estate of the said deceas'd John Harvey as shall raise the sum of eighty pounds four shillings and two pence, lawfull money, with incident charges arising thereon; taking the direction of the court of probate in the district of New London therein.

Upon the memorial of Samuel Lord and David Morehouse of Fair- field, shewing to this Assembly that they are, each of them, now con- fined in Norwich goal for cost of prosecution ; praying that they may be liberated from goal on giving their own security for said cost &c., as per memorial on file: Resolved by this Assembly, that the sheriff of the county of New London be and he is hereby ordered and directed to take of said Samuel and David their notes of hand for the sum or sums from each of them respectively due for the cost of their prosecu- tion and confinement, payable to the Treasurer of this State, and thereupon permit them to return home to said Fairfield, there to remain under the care and inspection of the selectmen of said Fairfield.
On the memorial of the inhabitants of the town of Norwich, by their agents Elijah Backus and Elisha Lathrop, praying for the revival of one certain act of this Assembly passed at their sessions held at Hartford in January, 1774, enabling said inhabitants to raise money by way of a rate for the purpose of mending the highways in said Norwich, which act was to continue in force for the term of three years from the first day of January, 1774, and no longer : Whereupon resolved by this Assembly, that said act be revived and the same is hereby revived, and to remain and continue in full force under the same regulations and restrictions as in said former act is provided, for and during the term of three years from the first day of January, 1778, and no longer.
Upon the memorial of Amos Richards, of Farmington in the State of Connecticut, shewing to this Assembly that in the year 1776 he was a soldier in Capt. Mills company, Colo. Wyllys' regiment, at New York; that on or about the 20th day of July in said year he was ordered on guard at the Fly Market in said city ; that in consequence of his officers orders, accidentally and without any default of his own, he lost his gun apprized at three pounds, lawfull money, which he was never after able to find; that in the year 1777 he was a soldier at Peekskill, and about the time of his discharge, on or about the first day of January last, his cartouch box was taken from him and lodged in the public stores, and that being sick he was unable to recover his property, and praying relief in the premises as per memorial on file : Resolved by this Assembly, that the Committee of Pay-Table be directed to adjust the account of the memorialist and draw on the Treasurer for such sum as shall be found justly duc in his favour accordingly.
Upon the memorial of Solomon Bill, shewing that he has been confined in goal for near eighteen months by the sentence of the honble superior court in the county of Hartford ; praying to be set at liberty &c., as per memorial &c .: Resolved by this Assembly, that the said Solomon Bill be and he is hereby set at liberty from his said confine-

ment in goal, and that he shall be and he is hereby confined to the bounds and limits of the town of Midletown during the pleasure of this Assembly, not to depart therefrom without the licence of this Assembly, upon pain of being returned to his said imprisonment within the common goal in said county, there to remain during the pleasure of the General Assembly of this State.
Upon the memorial of Solomon Buell of Litchfield, shewing to this Assembly that in the Danbury expedition in April last he was wounded in both his thighs by a ball from the enemy ; that he has ever since been in a very helpless and distressed situation and not likely to recover ; that he has a numerous family which are likely to be reduced to beggary and want unless relief can be obtained &c., as per memorial on file : Resolved by this Assembly, that the sum of sixty pounds, money, be and the same is hereby granted to the memorialist for his relief ; and the Committee of Pay-Table are hereby directed to draw on the Treasurer for said sum accordingly.
Upon the memorial of Jared Clarke of Saybrook, serjeant in Capt. Elisha Chapman's company in Colo. Selden's regiment, A.D. 1776. shewing to this Assembly that by means of sickness he was neces- sitated to return home from the army near New York, by means whereof he hath lost his wages &c .; praying for relief &e., as per memorial on file dated 10th day of January, 1778: Whereupon it is resolved by this Assembly, that the Committee of Pay-Table be and they are hereby directed to examine and adjust the wages due to said memorialist and draw an order in favour of said Jared Clarke on the Treasurer of this State for such sum as shall appear to be due.
Upon the memorial of Samuel Atwater, administrator on the estate of Benjamin Payne late of New Haven, deceas'd, representing that the debts and charges due from the estate of said deceas'd surmounted the moveable part of said estate the sum of £38 13 3; praying for liberty to sell so much of the real estate of said deceas'd as shall be sufficient to pay said sum together with the charge of such sale, as per memorial on file appears : Resolved by this Assembly, that the memorialist have liberty, and liberty and authority is hereby granted to the memorialist, to sell so much of the real estate of said deceas'd as shall be sufficient to pay said sum of £38 13 3, together with the charge of such sale; taking the advice and direction of the court of probate for the district of New Haven therein.
Upon the memorial of Silvanus Mead, captain of a company of rangers raised by order of this Assembly, praying this Assembly to grant to the non-commissioned officers and soldiers of said company an additional bounty of four pounds, as has been granted to those of Colonels Enos and Ely's regiments in consideration of the fatigueing

and expensive marches of said company out of this State by orders of Generals Putnam and Parsons &c., as per memorial on file: Resolved by this Assembly, that the sum of four pounds, L. money, be paid to each non-commission officer and soldier in said company of rangers as an additional bounty for their extra expences, and that the Com- mittee of Pay-Table make a full settlement of the pay now due and bounty granted as aforesaid to said company.
On the memorial of Anne Bow, administratrix on the estate of Seth Bow late of Midletown, deceas'd, shewing to this Assembly that the debts and charges due from said estate surmount the moveable part of the estate of said deceas'd the sum of £40 15 6, and there- upon praying for liberty to sell real estate &c .: Resolved by this Assembly, that the memorialist have liberty, and she is hereby author- ized and fully impowered, to sell so much of the real estate of said deceas'd as will procure the aforesaid sum of £40 15 6, together with the incident charges arising on such sale; taking the direction of the court of probate for the district of Midletown therein.
On the memorial of Nathan Coe, executor to the last will and testament of Samuel Green late of Midletown, deceas'd, shewing to this Assembly that the debts and charges due from said estate over and above the avails of four acres of land ordered by the testator to be sold and which has been sold for £9 10 0, and no more, surmounts the moveable part of said estate the sum of £38 6 92, and thereupon praying for liberty to sell real estate &c .: Resolved by this Assembly, that the memorialist have liberty, and he is hereby authorized, to sell so much of the real estate of said deceased as will procure the aforesaid sum of £38 6 92 together with the incident charges arising on such sale ; taking the direction of the court of probate for the dis- trict of Midletown therein.
Upon the memorial of Barzillai Hudson, praying for liberty to inoculate himself and family, being four in number, with the small pox, as per memorial on file: Resolved by this Assembly, that the memorialist and his family aforesaid have and liberty is hereby granted to receive the small pox by inoculation in the town of Midle- town, under the direction of the authority and selectmen of said town of Midletown.

On the memorial of Samuel Clark of Midletown, a soldier in Colo. Bradley's regiment, shewing to this Assembly that he was one of the unhappy men taken at Fort Washington by the enemy and confined in New York untill the month of December, 1776, and then allowed with a number of other persons almost dead to come out on parole, and that he with the help of his friends reached home in a very weak and sickly condition and was necessitated to expend £9 12 2 for doctor- ing and refreshments; praying to have the same refunded out of the public treasury : Resolved by this Assembly, that the memorialist receive out of the treasury of this State the aforesaid sum of £9 12 2; and the Treasurer of this State is hereby ordered to pay the same accordingly.
Upon the memorial of Aaron Kelcy, of Killingworth in this State, shewing to this Assembly that he was a lieutenant in a regiment of militia from said State commanded by Colonel Thaddeus Cook in ser- vice in the northern army; that in an engagement on the 19th of September last he received a wound which rendered him unfit for duty, and that he thereupon obtained a furlow and with assistance and much expence returned home; and praying that his expences may be allowed and repaid him, as per memorial on file dated January 10th, 1778: Resolved by this Assembly, that the sum of £13 9 9, money, be granted to the memorialist, and the Committee of Pay- Table are ordered and directed to draw on the Treasurer for the same accordingly.
Upon the petition of Elijah Elmore, of Stratford in Fairfield county, shewing to this Assembly that on the tenth of last January he was induced to join the enemies of America and inlisted into their service where he remained till about the seventh of Novr last, when being convinced that their cause was wrong he made his escape and resigned himself up to General Parsons, but has been by the authority of Stratford committed to goal in Fairfield where he is now a prisoner, and praying for pardon as per memorial on file: Resolved by this Assembly, that said Elijah Elmore be pardoned, and a pardon of said crime is hereby granted to said Elmore on his paying the cost of his prosecution.

Upon the memorial of Israel Rowland, of Redding in the county of Fairfield, shewing to this Assembly that in April last he was per- swaded and induced to believe that the country would be conquered, and that through fear only he joined the troops of the enemy, suppos- ing they would remain at Redding where they then were, and that he then reluctantly went away with the enemy from whom he never dared to return till about the 4th of December, when relying on the faith of the proclamation of the Honble Gent Putnam he returned to Redding and resigned himself to the authority, not supposing it necessary for him to go to Gen1 Putnam, and was by the authority committed to goal where he is now a prisoner; and the memorialist prays this Assembly to grant him a pardon, as per memorial on file: Resolved by this Assembly, that a pardon be granted, and free pardon is hereby granted to said Israel Rowland for his said offence, upon his paying all cost that has arisen in the premises.
Upon the memorial of Phebe Hotchkiss of New Haven, adminis- tratrix upon the estate of Abraham Hotchkiss, decd, representing that the debts and charges due from the estate of said deceas'd surmounted the moveable part of said estate the sum of £25 3 4; praying for liberty to sell so much of the real estate of said deceas'd as should be sufficient to pay said sum, as per memorial on file appears : Resolved by this Assembly, that the memorialist have liberty, and liberty and authority is hereby granted unto him, to sell so much of the real

On the memorial of Nathan Edgerton, of Norwich in New London county, and Ephraim Kingsbury of Coventry, and Sarah Kingsbury jun. of said Norwich, which said Ephraim and Sarah are administra- tors on the estate of Doct" Obadiah Kingsbury late of said Norwich, deceas'd, shewing to this Assembly that the said Nathan on the 11th day of November, 1774, gave and executed to said Obadiah, then in full life, a deed of about one acre and one hundred and thirty-seven rods of land in Norwich aforesaid, bounded as by said deed thereof appears, for the security of a just debt then due from said Nathan to said Obadiah, being the sum of £21 6 0, L. money, with the interest till paid, which with the interest now amounts to £25 2 8, and at the same time the said Obadiah gave and executed to said Nathan a bond of defeasance, obliging himself, his heirs &c., to reconvey said land to said Nathan on the payment of the said sum of £21 6 0 and interest, as appears by said bond ; and after the date of said deed and bond, some time in the month of May, 1775, said Obadiah died and left no heirs but his widow and small children who are yet under the age of twenty-one years, and the said Nathan has since the death of said Obadiah paid and contented to the said administrators the full of said principal sum and interest and taken receipts for the same and demands a deed of release of said land, which cannot be given by said heirs or administrators; and thereupon praying for liberty and authority to said administrators or some meet person to make and execute a deed of release of said land to said Edgerton : Whereupon resolved by this Assembly, that the said administrators have liberty, and power and authority is hereby given to them, to give and execute to said Nathan Edgerton a good and authentic deed of release of said land, so that thereby said Nathan, his heirs &c., may and shall be fully vested with the fee and property of said land in as full and ample a manner as he was before he, the said Nathan, gave and executed a deed to said Obadiah as aforesaid.
Upon the memorial of Timothy Northam, of Colchester in the State of Connecticut, shewing to this Assembly that in the year 1776 he inlisted a soldier in Capt. John Isham's company, Colo. Chester's regiment, in public service at New York; that on his return with some of his fellow soldiers from the pursuit of a party of the enemy near the White Plains he had both the bones of his left leg fractured by the accidental discharge of a musquet, by which accident he has long suffered the most extreme anguish and lost several inches in length of the bones of his leg and the use of it almost entirely ; that he is possessed of no estate and has run in debt about the sum of ninety pounds, lawfull money, occasioned by said wound; and praying

for present and future relief, as per memorial on file : Resolved by this Assembly, that the Committee of Pay-Table be and they are ordered and directed to adjust the account of expence incurred by said memorialist in consequence of his said wounds and settle the same, and draw on the Treasurer for what they shall find just and reasonable.
Upon the memorial of Joseph Porter, of Farmington in the State of Connecticut, shewing to this Assembly that on or about the second day of January last his son, Lott Porter, entered into the public ser- vice in Capt. Curtiss' company, Colo. Hooker's regiment, and pro- ceeded to West Chester in the State of New York; that on or about the 13th day of said January in a rencounter with the enemy he was wounded and taken prisoner, of which wounds he soon dyed; that when he was captivated he had by him 13 dollars which fell into the enemies hands ; and praying for relief in the case, as per memorial on file: Resolved by this Assembly, that the Committee of Pay-Table, upon application to them made by the memorialist, be directed to draw on the Treasurer of this State in favour of the memorialist for the said sum of thirteen dollars, who is hereby directed to pay the same accordingly.
Upon the memorial of William Drummond, of Norwalk in the county of Fairfield, clerk, representing to this Assembly that he is a native of Great Britain and is in a low and declining state of health, by means whereof he is unable to do any business whereby he may obtain a comfortable support, and is apprehensive he must be reduced to want unless he is relieved by the charity of the good people of this country, which he would wish to avoid and may be prevented in case he has liberty to return to his connections, friends and relations, who are able to relieve him; praying for liberty to go to New York in order to procure a passage from thence to Scotland, and a permission to take with him some effects, as per memorial on file: Resolved by this Assembly, that the said William Drummond have liberty, and liberty is hereby given him, to remove from this State to the city of New York and take with him his wearing apparel, bedding and books, for the purpose of obtaining a passage to Scotland, the place of his nativity.
