Voted, That the several sheriffs in this State, viz : Williams, Wetmore, Fitch, Abel and Lord, be and they are hereby directed to release such articles of West India goods as they have taken and have in possession by virtue of

warrants from his Excellency the Governor for the use of this State. And that Sheriff Wetmore, if any method be taken to recover of him the value of the articles he [had] taken, which were took from him by force, take proper methods to recover the damage of those who took the goods from him.

His Excellency the Governor, with the advice of the Council of Safety present, sent orders to Brigadier Sylleman to detach and send forward to join Maj" Gen1 Putnam out of Sylleman's brigade two hundred men properly officered, with one colonel from said brigade.
Also like orders to Brigadier Oliver Wolcott, to send from his brigade the same number properly officered, with one major.
And a like order to Brigadier Andrew Ward jun", to send two hundred men from his brigade properly officered, and a lieutenant colonel.
All to join Gen1 Putnam and subject to his command, to serve for the space of two months from the time they arrive on the ground unless sooner dismissed. And a letter sent to each of said brigadiers inclosing said orders, directing said brigadiers to order said men so to be raised to join in and form one regiment and march immediately and join said Gen1 Putnam.
The aforesaid orders sent by Col. Wm. Pitkin.
His Excellency the Governor, with the advice of the Council of Safety present, sent orders to Colo1 Ely forthwith to march with his regiment, except Lieut. Shipman, officered as when he marched to Providence, and join Maj" Gen1 Putnam and act under his command till further orders ; with orders to Commissary Hallam to provide such carriage as said Colo' Ely should want to convey said regiment and their baggage, either by land or water as said Ely should direct.

Orders sent by his Excellency (with advice of the Council of Safety present) to Brigadier John Tylar, to send from his brigade by draft 115 inen without delay, properly officered and equipped, 50 to be stationed at New London posts, thirty at the post at Groton, twenty at the post at Ston- ington, and 15 men to guard at Lyme at the usual post : all to serve two months from the time they arrive on the posts assigned them.

Mumford, Esq', apply'd to purchase a quantity of pig iron, offered such articles of goods in exchange as we might want, but no price proposed.

Voted, To grant a permit, and a permit is hereby granted to Maj' Clift of Plainfield and Oliver Coit of Preston, to sell about 19 or 20 fat cattle which they now have, agreeable to a manifest thereof this day exhibited to this Board : the same to be disposed of agreeable to the laws of this State.

The account this day settled with Capt. Jabez Perkins as agent to the captors, and an order drawn on the Pay-Table directing them to draw on the Treasurer for the sum of £490 13 2, it being the sum due to the captors for the one half of sd sloop. Said order deliver'd to Genz Jabez Huntington.
N. B. There was a quantity of wood taken on board said sloop, which was sold to Capt. Robert Niles, the one half of which belonged to this State and is said to be settled by Capt. Niles in the settlement of his accounts against this State with the Committee of Pay-Table and must be enquired into.
Voted, That the Committee of the Pay-Table be and they are hereby directed to settle and adjust the accounts of Mr. Andrew Huntington of Norwich, for sundry services done for this State and for cloathing and other necessaries purchased (as commissary for this State) for the use of the . soldiers belonging to the continental army, and draw on the Treasurer for the ballance they shall find due, and charge the United States in debt for such articles as were purchased for their use.

Voted, That Colo Joseph Trumbull be directed and impowered to pur- chase in the State of the Massachusets Bay, or elsewhere, blankets and other coarse woollens, linings, stockings, shoes and hats, for the use of the State, to supply the continental army, to the amount of £5000, at the best rate he shall be able, and forward the same into this State at his discretion; and that he make diligent enquiry at what rate he may be able to purchase any quantities of the like goods, not exceeding the sum of £10,000. That he also enquire after bills of exchange on France or Carolina, the rate of exchange ; that he likewise apply to Sam" Elliot jun', Esq", after his account with the State, and advise relative to the two vessels of war, the Oliver Cromwel and Defence, belonging to this State, of their situation and circumstances, and

direct that the Defence be rigged a ship, and immediately advise his Excel- lency the Governor and Council of Safety thereof by express or otherwise and observe their further directions in the premises.
Voted, That Mr. David Trumbull be and he is hereby appointed to pur- chase and put up 300 barrels of pork and 100 barrels of beef for the use of this State. The pork and beef to be put up at or near Roxbury with salt belonging to this State, and procure the hides to be tanned in this State for the use thereof, on the best terms he shall be able.
Voted, That an order be drawn on the Paytable to draw on the Treas- urer for five thousand pounds, in favour of Colo. Joseph Trumbull, to purchase blankets, coarse wollens, linens, stockings, shoes and hats, for the use of the State to supply the continental army.

for the use of the soldiers belonging to this State in the continental army, and that he immediately send some proper person, by him to be appointed, to the several stores or other places where said cloathing has been lodged and direct him to forward the same with the utmost dispatch to the issuing commissaries to the respective regiments, to be by them delivered to the soldiers of the respective towns from whence such cloathing shall be sent, agreeable to former orders. And that there be one or more persons appointed in each county who shall be imploved forthwith to apply to the selectmen or committee of cloathing in each town in such county and cause to be immediately collected in such town the various articles of cloathing by them provided, and engage to such selectmen or committee of cloathing that they shall be allowed and paid by this State for the transportation of such articles of cloathing to the army as they shall think best to send forward on pack-horses or otherwise at the same rate as the articles of the like kind shall be transported by the commissary, they producing a receipt for such cloathing from the issuing commissary. And in case of neglect or refusal of such selectmen or committee to transport such cloathing as above, the person or persons appointed as above shall with the greatest application cause such cloathing to be sent to Middletown or such other place as Commissary Hubbard shall appoint, to be by him or the person by him appointed sent immediately to the army. And that Roger Hooker on the west side of Connecticut River, and Elijah White on the east side of Connecticut River in the county of Hartford, Thomas Lyman in the county of New Haven, Capt. John Cockran on the west side of Connecticut River and Capt. Nehe- miah Waterman jun' on the east side of Connecticut River in the county of New London, Wm. Hawley, Esq., in the county of Fairfield, Subael Abbe in the county of Windham, and Alexander Catlin in the county of Litchfield, be appointed for the purposes mentioned in this vote. and that they may appoint suitable persons under them, if need require, to assist in the premises.

Resolved, That his Excellency the Governor be and he is desired to draw an order in favour of Majr Nathaniel Ruggles of Roxbury, on Samuel Eliott jun', Esq", agent for this State at Boston, for three hundred bushels of salt belonging to this State, for the purpose of putting up provisions for the armed vessels belonging to this State now fitting out at Boston : provided the same cannot be procured by way of barter as aforesaid.

Voted, That Major Andrew Adams be and he is hereby directed and im- powered to inquire into the right Colo. Joshua Porter hath to the use and improvement of the barn and lot he occupies belonging to Mr. Richard Smith the owner of the furnace, lands and appurtenances, at Salisbury, and of the matters in dispute between Colo. Porter and the managers of the fur- nace in behalf of this State, and make report to the Governor and Council of Safety thereon.
Voted, That Colo. Henry Champion have an order on the store-keeper of salt belonging to this State at New London for 200 bushels of salt, to put up provisions for this State. Order dd Joel Jones jun' 5th Decem", 1777.
Voted, That Nath11 Hovey jun' of Windham be permitted to transport by land from this State to the State of Rhode Island 40 bushels of indian corn, 20 bushels of wheat, 30 bushels of rye, 20 bushels of oats, to be ex- changed for iron.

Voted, That Capt. Perkins receive a box of tea brought from Bedford to Lebanon as tho' he had recd at Bedford, and a small quantity of green tea brought from Boston to Lebanon as tho' he had recd it [at] Boston.
Resolved, That the ships of war, Oliver Cromwell and Defence, belonging to this State and now lying in the harbour of Boston, be immediately fitted out on a cruise against the enemies of this and the other United States of America, and that the captains of said ships of war be and they are hereby directed to inlist their crews with all convenient speed, in order to proceed on their respective cruises. And that the officers, marines and seamen on board said ships, while in said service, be under the rules, orders and regu- lations prescribed by Congress for the continental navy, relative to the government and well ordering the said ships and the officers, marines and seamen on board the same. And the said officers, seamen and marines, besides the provisions and their stipulated pay and wages, after all other necessary expences are discharged, shall be entitled to a division of one half of all their captures, whether ships of war, armed or other vessells, their cargoes and appurtenances, legally condemned as lawfull prizes, to be made agreeable to the rules and directions now given by Congress, and the other half to be and belong to this State.

Trumbull's receipt to get the same properly made up and transported to the army and delivered to the cloathier general or to the soldiers of this State, as Gen1 Washington shall direct. Also to apply to them for a proper proportion of blankets, shirts, caps, shoes and stockings, to be forwarded as above.
Voted, That Col. Joseph Trumbull be and he is hereby appointed and impowered, to apply to Samuel A. Otis and Benjamin Andrews, Esqrs, com- missaries appointed to purchase cloathing for the continental army, and receive from them cloathing sufficient for four thousand men and give his receipt therefor and cause the same to be forwarded to this State by the teams sent to Boston for that purpose. And that he cause said cloathing to be made up as soon as may be ; and for expediting the business, that said cloathing be distributing to as many towns in this State as shall be necessary, where said cloathing may be speedily made up, and when accomplished that he forward the said cloathing either to the said cloathier general or to the issuing commissaries of the respective regiments belonging to this State, for the use of the non-commission officers and soldiers belonging to this State in continental service inlisted for three years or during the war, as General Washington shall direct, and take receipts for the same and make up their accounts of the whole expence of making and transportation &c., and apply to the aforesaid commissioners for payment of the same.
