And proceeded to N. London. Put up at Mr. Shaw's and considered and discussed sundry matters.

A. M. Viewed all the adjacent hills &c. about Fort Trumbull, at Mamacock, and proceeded to the fort and viewed and examined the works there &c., and went on board the ship Oliver Cromwell and viewed that &c., and then pass'd over to the fort at Groton &c. and return'd to N. London about 3 o'clock p. m.
Wrote letter of directions to Mr. Eliot, our agent, about prizes &c. in Massachusets, and to Cap. Smedley, concerning two prizes taken by said Smedley and sent in to Boston and Dartmouth &c. This done before view- ing &c.
Cap. Wm Coit, late of the ship O. Cromwell, apply'd &c., complaining of hard treatment, in being dismiss'd from said ship &c., and moves also to have a committee appointed to assist in examining the accounts of his officers &c. &c. And thereupon appointed Cap. Jnº Deshon, Ebr Ledyard, Esq., and Cap. Jos. Hurlbut, a committee to examine and adjust the ac- counts of Wm. Coit, late captain, and officers of the ship Oliver Cromwell against said ship. The wages of the officers, seamen and marines, to be set- tled agreeable to contract with said officers &c. at their engaging in the service. And Mr. Nath' Shaw, as agent for this State, is directed to attend said gentlemen on said examination, and appear and act for and in behalf of this State in the business aforesaid.

Considered the propriety of removing the cannon &c. from Fort Trum- bull to Groton, as had been proposed, the back of the same not inclosed, and liable to an attack on the land side &c. And on the question, resolved that it is not expedient to remove them at present.
Voted, That eight field-pieces, in addition to what are now at N. London and Groton, be procured and furnished with carriages, soon as may be, for use at or near said forts as shall be ordered.
Wednesday, 23d. Voted, that Col. Latimer, commander of 200 men lately ordered to and for defence at N. London &c., be and he is instructed and ordered, with the advice of Col. Waters the engineer, to employ such number of said men as are skillful and may be profitably used in blowing rocks, to perform that service at Fort Trumbull, and also such number as may be necessary for guards at said fort, and that the remainder be em- ployed under the proper direction of said engineer in carrying on the works at Groton Fort.

Mr. David Bushnell, with Col. Worthington, apply'd and exhibited a specimen of a new invention for annoying ships &c. &c., and on motion &c. voted him an order on officers, agents, commissarys, to afford him assistance of men, boats, powder, lead &c. as he shall call &c. &c.

Porter 10 4-pound cannon and 6 swivels and assortment of shot, and to pay Porter for them; and the overseers were ordered to allow them to be delivered &c., and letter wrote accordingly.

Voted and advised, That Caleb Abel, constable of Lebanon, deliver to Lt. Hez. Tracey £10 of the money he has of one Rosw' Bourn, which he has as security for said Bourn having been arrested for a theft &c., and expences having been about pursuing said Bourn &c., and that said Abel be not re- sponsible for more than he returns &c., and that it is advisable for said Bourn to go on in the service &c. And a copy more at large is given, de- livered said Tracey.
It being represented to this Board by Col. Jos. Thompson, that his com- pany on duty at N. Haven are willing and desirous to accept an equivalent for their rations in bread and meat only : Voted and resolved, that Colo. Jona. Fitch, commissary of this State, do and shall deliver to the soldiers of said company one pound of bread or flour and one pound and half of beef, or eighteen ounces of pork per diem in lieu of and as an equivalent to their single rations, and to the officers their additional rations in like proportions. This rule to be observed untill otherwise ordered by the General Assembly or this Board.

Letters received from many quarters &c. and account of another prize of Cap. Smedley's, called the Grog, being arriv'd at Plimouth, and letters wrote to Cap. Smedley, to Mr Shaw (going there) and Messrs Watson and Spooner, concerning the three prizes lately sent in by said Smedley &c. And appointed said Sam1 Smedley Captain of the arm'd brig Defence. In- formed him of it in his letter, and that his commission should be sent him.
Letters received from Gen. Gates : informs that he is appointed Com- mander at the northward, and most pressingly requests the eastern troops &c. &c. - inclosing copys of many letters representing the danger they are in &c. &c. &c. and requesting the Governor to write to the States of Massa- chusets and N. Hampshire &c.

The Council met on the alarming accounts from the westward of troops landing at Fairfield, and others going up the North River &c. &c. received by expresses from Gen. Wadsworth last evening.

Took into consideration the aforesaid intelligence, and this day further account from Col. Jed. Huntington at Danbury, that 18 ships and troops &c. are going up the North River near Peekskill, and at night news that Danbury was on fire and our stores taken &c. Much discourse about the matter and about raising the forces of the west &c. &c. &c. and conclude that Gen1 Huntington go on westward, and with full power to call forth and order as many militia as he shall find necessary upon the appearance of the matter &c., and drew up orders &c., and hastening the continental troops &c. Gave Lt. Thos. Bingham an order on Dr. Gray for two officers shirts, he to be accountable.

Thomas Starr 3d is appointed Ensign in Capt. Woodbridge's company in Col. Swift's battalion, instead of Adino Hale resigned.
Philemon Hall of Guilford is appointed Ensign in Capt. Hall's company in Col. Swift's battalion, instead of Dan Collins resigned.
Gave an order on Sam1 Gray, Esq', to deliver Lt. Col. Josiah Starr such articles of cloathing as he wants for the use of the battalion under command of Col. Swift and take receipt.
Gave an order on Dr. Joshua Elderkin to deliver to Lt. Col. Josiah Starr 400 soldiers shirts and such articles of cloathing as he wants for Col. Swift's battalion, and take receipt. Also for two dozen officers shirts, taking receipt &c.

Gave an order on Sam' Gray, Esqr, to deliver to Lt. Col. Meigs fifty shirts for soldiers, for the battalion he belongs to, and to take his receipt. Also for one dozen officers shirts.
Voted, To draw on Messrs. Wales and Elderkin for sixty-four pounds of powder to be delivered to Cap. James Chamberlain of a troop of horse within the fourth regiment of horse in this State sixty four pounds of powder for the use of the said troop to be kept and disposed of by order of the commis- sion officers of said troop. Order dd to Capt James Chamberlain.
Gave an order on Elderkin & Wales for 250 lb. of powder, in favour of the selectmen of the town of Toland. Order dd to Capt. Ja. Chamberlain.
Gave an order on Messrs. Elderkin & Wales for three hundred pound weight of musquet gun-powder, in favour of the selectmen of the town of Coventry, and take their receipt.

Voted, To refer the question from the troops at N. London, respecting the allowance of the troops there, to the consideration of the General Assem- bly to settle a general rule for the allowance for all the troops in the service of this State.

Voted, That orders be given to the overseers of the furnace at Salisbury to supply the selectmen of Greenwich with 4 3 or 4-pounders for field-pieces, and shot in proportion to what they have on hand ; and in case none are to be had but such cannon as are claimed by Col. Porter and Mr. Norton, then to furnish them out of theirs, taking an account of the weight thereof.
Voted, That Mr. Andrew Huntington of Norwich be and he is hereby appointed and directed to procure the two field-pieces made by Elijah Backus, Esq", to be mounted on proper field-carriages of a simple plain con- struction, convenient and fit for use, as soon as may be.
Voted, That Ebenezer Ledyard, Esq'. of Groton be and he is hereby appointed and directed to find what field-carriages are at and about N. London and Groton, proper and suitable for field-cannon there not yet mounted that are fit for that use, and that he procure six field-pieces which are now on hand to be forthwith mounted and fitted for use at N. London and Groton.
Orders were given to the colonels and commanding officers of the eastern, that is, the 3ª, Sth, 20th, 21st regiments of militia in this State, as follows, riz : To Col. of the regiment of militia in the Colony of Connecticut.
The present operations of the enemy and their descent on the western parts of this State opens an alarming prospect of the designs of the enemy this year to lay waste the New England States, and has already roused into motion a great part of our militia west of Connecticut River to oppose the enemy in that quarter. It is not improbable that the enemy may sud- denly change the place of their operations from the western to the eastern parts of this or the neighbouring States, which calls upon us in this quarter to be in immediate preparation to exert ourselves on the most sudden alarm .- You are therefore directed and ordered, to give notice to the several captains or commanders of every company within your regiment to see that their respective companies are properly and immediately furnished, equipped and made ready to march to any place that may be attacked or infested by the enemy, on the shortest notice, and each town to collect and deposite in some convenient place or places all such military stores and articles which may be necessary on such occasion.

Brown this morning returned, express from Congress &c., bringing a con- firmation of the account that the enemy had destroy'd the stores at Danbury, burnt many houses &c. &c. and retiring back &c. And an express soon after with a letter from Gen. Silliman with further accounts, and that Gen. Wooster is mortally wounded, Dr. Atwater, Col. Gould kill'd &c., and the enemy got back and on board their ships &c. Some skirmishes, and kill'd, both sides. Considered what to be done &c. &c.
Gave order on Hez. Perkins, Norwich, to deliver Lt. Thos. Bingham 31 continental arms.
Letters dispatched various ways &c.
Resolve of Congress came by Brown, ordering Gov. Franklin to be closely confined without pen, ink &c. &c., and considered and ordered him to Litchfield goal, and orders and warrant prepared to the sheriff of Hart- ford county to convey him under proper guard forthwith to Litchfield &c., and instructions also to the sheriff of Litchfield &c., and all inclosed and sent to Sheriff Williams, (by a man who brought letters from Mr. Babcock, news from Danbury &c.)
Voted an order on Titus Hosmer, Esq", to deliver the selectmen of Lebanon one thousand weight of flax in his hands belonging to this State lately brought from Fairfield: they paying prime cost and charge of trans- portation.
Voted, That his Honor the Governor be desired to apply for arms, accou- trements, blankets &c. lately arrived in the Eastern States on continental account, for the use of our troops; and also for more cloathing.

Jeremiah Ripley of Coventry or order, and that he provide teams and transport one hundred do. to Lebanon and there deliver the same to the care of Mr. David Trum- bull. And said Devotion and Ripley are hereby appointed and directed to provide teams with proper orders to apply to said Capt. Huntington and receive said powder directed to their care respectively, to be by them safely kept till further orders.
Orders were sent to Messrs. Devotion, Ripley and Capt. Huntington May 4th, 1777.
Voted, That Capt. Jabez Perkins be and he is hereby directed to sell out the salt in his hands belonging to this State to the inhabitants at his discre- tion, not exceeding one bushell to any one man, at the lawful price, and render his account. Copy sent May 4th, 1777, by Gen' Huntington.
Voted, To give orders for removing 30 hogsheads of molasses belonging to this State now at Norwich to the West Farms, Potapaugue and New Concord, to ['be] deposited there for safety, at the discretion of Capt. Also, that he deliver to Capt. Jeremiah Ripley of Coventry ten hogsheads of sugar and fifteen hogs- heads rum. Also that he deliver to Mr. David Trumbull of Lebanon ten hogsheads of sugar and fifteen hogsheads of the rum aforesaid, for the same purpose, taking their receipt.

Voted, That Col. Elderkin and Mr. Wales be and they are hereby appointed and directed to prepare and mount a field-piece now in Windham on a proper field-carriage for publick use as soon as possible.

London and Groton one fourth of their said regi- inents of militia and alarm list under proper officers, to be there untill relieved by the continental army.
Resolved and voted, That the commanding officers of the continental battalions of this State be directed to apply to any of the civil authority of the same as may be necessary, to furnish the soldiers inlisted within the same with blankets ; and the said authority are hereby directed and im- powed to grant warrants to suitable persons to impress blankets for the use of said soldiers from their respective towns to which the said soldiers belong, causing the same to be apprized and delivered to the commanding officers or their order, taking their receipts for the same, and that the account of the price of said blankets with the officers receipts be laid before the Committee of Pay-Table for payment.

Gave orders to Brig Gen1 Wadsworth to order one fourth part of his brigade, properly officered. to N. Haven, for defence of the coast there: the officers to be appointed by him.
Gave orders to Brig" Gen1 Silliman to order one fourth part of his brigade to the sea coast in the county of Fairfield for defence, under proper officers to be by him appointed for that purpose.
Voted, That Col. Jedh Elderkin be and he is hereby appointed to procure six men and twelve horses to go to Portsmouth and apply to John Langdon, Esq', for six of the continental brass field-pieces in his hands with their carriages and apparatus, and bring them here for defence as soon as may be ; and that proper orders be drawn on said Langdon to deliver the same accordingly.
