Upon the request of Jesse Brown of Norwich, shewing to this Board that he has been employed as a post rider, by means whereof he has not had opportunity to supply himself with cloathing or with the necessary materials for manufacturing the same ; praying for liberty to purchase a quantity of flax belonging to this State, now in the hands of Mr. James Church of Hart- ford &c .: Whereupon it is resolved by this Board, that the said Brown be permitted to receive of the said Church one hundred weight of said flax at the price of 10d. per pound, with the incident charges that have arisen thereon.

Voted, That the painters colours belonging to this State, now at Boston, be brought into this State, to be disposed of as occasion may require.


Voted, That the non-commission officers and soldiers already raised and station'd on the sea-coast in this State, who are desirous of inlisting into the two battalions now raising in the same, be permitted to inlist accordingly ;

and that upon their so inlisting and furnishing themselves according to the provision made in the act of Assembly past for the raising said two battalions, they be paid off their wages &c. to the time of their inlistment exclusive of any bounty, and that they be thereupon intitled to the same bounty, wages &c., and be in all respects under the same regulations as the non-commission officers and soldiers in said two battalions; and in case they shall not incline to inlist themselves anew, they are to be holden on their present inlistments.


On return of Reuben Rose, captain of the eleventh military company in the second regiment of militia in this State, of the choice of Mr. Edward Mulford to be Ensign of said company, in consequence of orders from his Excellency the Governor : Resolved by this Board, that the said Edward Mulford be and he is hereby established an Ensign in said company.


Voted, That the account this day exhibited by Colo. Elderkin and Esqr Wales, respecting the powder-mill at Windham, to the 9th day of June, 1777, be approved ; by which there appears to be a ballance due to them of £758 3s. 7d .; and that the Committee of Paytable be directed to draw an order on the Treasurer for the same.

Voted, That a captain's commission be granted to Hilliard of Stratford, who commanded a company and did the duty of a captain in a battalion commanded by Colo. Samuel Whiting in one of the four battalions ordered to be raised in this State in November last; said commission to bear date the 2ª day of Decr, 1776.


Voted, That the same pay and wages be granted to the officers and soldiers in the several companies of matrosses now in the service of this State or raising in the same for the particular defence thereof, as is allow'd by Con- gress to the officers of equal rank and privates in the companies of matrosses in continental service.


Upon the memorial of Joseph Bull, now resident in Hartford, shewing to this board that he has effects of considerable value in Westchester in the State of Newyork, praying for liberty to go to Westchester in order to secure the same &c., as per memorial: Resolved by this Board, that the memorialist have liberty and the same is hereby granted him, to go to said Westchester in order to secure his effects as pray'd for ; upon his proper parole for that purpose to be taken by his Excellency the Governor, who is hereby requested to take the same and grant him a passport for that purpose accordingly, for such reasonable time as to his Excellency may seem proper.


Whereas Mr. Thos. Bidwell, who some time past contracted to supply this State with a quantity of sulphur to be manufactured in the same, in which contract the time of two years was limited for performing the same, and was to have been supplyed with proper materials by this State for the purpose

of manufacturing the same, which contract has not been able to be performed on the part of this State, by means whereof the said Bidwell has been at much expence, and the time agreed upon very much elaps'd ; whereupon the General Assembly in October last lengthened out said time and made some reasonable allowance to the said Bidwell for his expence to that time and referr'd the further execution of said contract to this Board: and said materials not having yet been procured and the said Bidwell having been put to further expence and loss of time: Whereupon it is resolved by this Board, that the time of two years be allow'd to the said Bidwell for performing his said contract from the time of his receiving said materials, and that he be allow'd for his time and expences since the allowance made by said Assem- bly in the same proportion and according to the same rule as was allow'd by said Assembly; and he having exhibited his account thereof to this Board, amounting to the sum of £89 11s. 0d., which is allow'd and approv'd, and the Committee of Paytable is hereby directed to draw on the Treasurer for said sum accordingly. Order for the above sum deliver'd Mr. Hosmer.


Voted, That the managers of the furnace at Salisbury be and they are hereby directed without loss of time, to make and cast as many iron pots and receivers for Mr. Thomas Bidwell, to be used for manufacturing sulphur, as he shall request, agreeable to an act of Assembly past for that purpose.

Upon the application of the authority, selectmen and committee of in- spection, in [and] for the town of Killingsworth. representing to this Board that John Wilcocks and James Ward, both of Killingworth, who were some time since sent to the town of Willington as persons dangerous and un- friendly to this State &c., have manifested their repentance and discovered a more friendly disposition ; praying that they might be permitted to return home &c .: Whereupon it is resolved by this Board, that the said John Wil- cocks and James Ward, upon their severally taking the oath of fidelity pro- vided by law, be releas'd from their present confinement at Willington and permitted to return to Killingworth, to remain under the direction of the civil authority and selectmen and committee of inspection in said town of Killingworth.


Voted, That the Commissaries Hubbard and Flint be and they are hereby directed (either by themselves or such other persons as they may think proper to employ for that purpose) to purchase one hundred tuns of flour for the use and at the expence of this State, and to cause the same, or such part thereof as may be in their power, to be transported to Hartford and such other places as may be hereafter directed, by the returning teams em- ployed by this State in transporting refreshments &c. to the continental army, giving advice from time to time of their proceedings in the premises.

that the officers and soldiers belonging to this State, who were ingaged in the continental army in the year 1776 should be intitled to the same pro- visions and allowance for their losses, expences &c., in the same manner and under the same regulations, as had been granted and allow'd in the premises to the officers and soldiers in the new levies and militia, and directed the Committee of the Pay-Table to receive and adjust their accounts, draw orders, &c .; which committee now inform this Board, that they are advised that the Honble Continental Congress have made provision for paying said continental officers and soldiers all the wages due to them and for all such fire-arms as they have lost, and have already paid in those cases where appli- cation has been made; by means whereof there is danger of double payment being made in many instances and thereby great loss happen to this State; requesting the advice of this Board in the premises : Resolved by this Board, that it is advisable for said committee to suspend all payments to said officers and soldiers for their wages or arms until they can be fully advised of the proceeding of the Congress relative thereto, so as to give a rule to said com- mittee how to proceed with safety to this State; and that said committee take care in such way as they judge proper to save such sums as they may have already paid to any of the said officers or soldiers.


An account was exhibited by Nath1 Wales jun', Esq", for sundry services and disbursements for this State by order of this Board, amounting in the whole to the sum of £22 Ss. Id., which being examined and allowed, an order was drawn on the Committee of Pay-Table for the same accordingly and delivered to Esqr Wales.


The selectmen of Milford exhibited an account to this Board for sundry services and disbursements expended in taking care of the fort &c. in said Milford, amounting in the whole to the sum of six pounds seven shillings and six pence, which being examin'd and allow'd an order is drawn on the Pay-Table for the same accordingly and delivered to Esq" Pain of Hartford.


Upon the request of William Witter, belonging to Hackinsack in the Jersey, shewing to this Board that while he was going after a doctor for his wife, who was dangerously sick, he was taken by the adherents to the King of Great Britain and compell'd to stand upon guard where he was re- taken by the troops belonging to the United States, and from thence brought to Weathersfield in this State, where he is now held as a prisoner of war and is in a very ill state of health; praying for liberty to return home &c .: Resolved by this Board, that the said Witter be and he is hereby permitted to return home to his family, and his Excellency the Governor is desired to grant him a passport for that purpose accordingly.


The commissaries appointed to purchase refreshments in the several counties having returned to his Excellency the Governor that they cannot purchase any West India goods for the use of said troops in their respective countys, and this Board being inform'd that there are large quantities of West India goods in the hands of sundry persons in the countys of Hartford, Newhaven, Newlondon and Windham: Voted and resolved, that his Excel- lency the Governor be desired to issue his warrants to the sheriffs and other proper officers in said countys, commanding them to impress and take from such persons in said countys in whose hands the same may be found the several kinds and quantities of West India goods underwritten, and the same deliver to Elijah Hubbard of Middletown in Hartford county, commis- sary of supplys for said troops, taking his receipt; and that they make

Voted, That an order be given to Mr. Adam Babcock to receive fifty barrells of beef and pork belonging to this State that are now at Bedford in the State of the Massachusetts Bay, for the ship Fanny, in return for sundry articles furnish'd to sundry privateers &c. belonging to this State.


Upon application of George Folliot of Ridgfield, representing that he had been committed to Fairfield goal as a person inimical to the rights of America &c. in order for his tryal before the superior court; that before the sitting of said court he procured bail for his appearance and return'd home, soon after; and that before the session of said court he was bro't before the Assembly's committee as a dangerous person and by them recommitted to Fairfield goal, where he was confined till after the session of said superior court, when nothing appearing against him he was inform'd by his council that he was dismiss'd from said prosecution before said court but must be held in custody by virtue of the mittimus of said committee until regularly dismiss'd, and declaring his friendliness to the American cause and his will- ingness to take the oath of fidelit .. to take up arms &c .; praying for a liber- ation from his imprisonment in Hartford goal where he is now confined, having been removed from Fairfield : Resolved by this Board, that the said George Foliot (upon his paying all the cost of his prosecution and confine- ment and taking the oath of fidelity prescribed by law) be liberated and dis- charged from his present imprisonment by virtue of the mittimus granted by said Assembly's committee.


Voted, That the commissarys appointed to purchase necessary refresh- ments for the supply of the troops from this State in the several countys be and they are hereby directed to purchase for the use of said troops within their respective districts, as large quantities of the following articles as may be in their power, viz: Rum, New England and West India, muscovado sugar, molasses, coffee, chocolate, cheese, tobacco, woolen cloaths for vests and breeches, linen shirting, tow-cloath, shoes, stockings, yarn and linen, felt hats, one pipe of wine, madeira, lisbon or canary, in each county.

It being represented to this Board on the behalf of Mary Codwise of the State of New York, that Ezekiel Williams, Esq', sheriff of Hartford county, hath impressed and taken seven hogsheads of sugar, being her property, for the use of this State, by virtue of a warrant from his Excellency the Gov- ernor, which was about to be transported to the State of New York for the use of the inhabitants of said State, agreeable to the encouragement given by his Excellency the Governor to the Convention of the State of New York aforesaid : Thereupon voted and resolved, that the said Sheriff Williams be and he is directed to release to said Mary Codwise the seven hogsheads of sugar aforesaid, and that he proceed with his said warrant and impress the quantity of West India goods therein mentioned from such inhabitants and residents in the county of Hartford in whose custody and possession the same may be found, unless the same or any part thereof may be procured by purchase at the lawful prices; and in the execution of said warrant the sheriff is directed to take said goods in an equal and rateable proportion from the owners and possessors as he can, according to the information and knowledge he hath of the quantities of said articles they severally have in their possession and custody. This Board do appoint Jabez Clark of Lebanon to be one of the Issuing Commissaries to the battalions raised in this State for continental service for the term of three years or during the war.


Voted, That his Excellency the Governor be and he is desired to sign an order to Samuel Eliott, Esq., agent for this State in the State of Massachu- setts, to deliver to Capt. William Hubbard twenty barrells of beef and pork in his hands belonging to this State, taking his receipt for the same, and to advise the proportion of each sort that he shall deliver - the same being in exchange for an equal quantity of pork and beef to be delivered by said Capt. Hubbard at Norwich for the use of this State.

Voted, That the overseers of the Salisbury furnace deliver to the select- men of Norwalk, Stanford and Greenwich, for each of said towns, one hundred round shot, suitable for their field-pieces, and grape shot propor- tionable thereto, taking their receipts for the same.


Ichabod Bozworth of Lebanon is appointed a First Lieutenant in Colo. John Ely's battalion now raising in this State, in the room of Ebenezer West resigned.


This Board do appoint Ebenezer West of Lebanon to be Adjutant of Colo. John Ely's battalion now raising in this State for defence of the sea- coasts and frontiers thereof.

Voted, That Mr. George Phillips of Middletown and company be per- mitted to transport out of this State one thousand bushels of rye and indian corn to the port of Bedford or some port adjacent thereto in the State of the Massachusets Bay, to purchase salt for the inhabitants in this State.


Voted and resolved, That on Mr. George Phillips and company's delivering at Middletown by the 1st day of August next any quantity of good wheat flour, not exceeding twenty barrels, and any quantity of good pork or beef for the use of this State, not exceeding thirty barrels, his Excellency the Governor be desired to give an order to said Phillips and company to receive an equal quantity of flour and pork and beef so delivered belonging to this State, to be delivered by Mr. Samuel Eliot of Boston.

On application made to this Board by the Council of Safety of the State of New York, that Doctr Platt Townsend and the inhabitants of the State of New York be allowed to erect works in this State for the manufacturing salt, and to transport the same out of this State: Voted and resolved, that the said Doctr Platt Townsend, or any of the inhabitants of the State of New York, have liberty to erect works within this State for manufacturing salt and the same to transport out of this State: Always provided, they shall not be intituled to any premium granted by the General Assembly to the manufacturers of salt within this State.


On the petition of Ralph Isaacs of New Haven, now confined to the first society in Wallingford, praying he may have liberty to reside at his farm in Branford &c .: It is considered and ordered by this Board, that he be removed to his farm at Branford under the direction of the civil authority and selectmen of Branford, under such regulations and restrictions as were given concerning him at Eastbury by the General Assembly in October last.

On the representation of John Mulford, Esqr, of Long Island, now resi- dent in Stonington, shewing he is very infirm, has no means of support in this State, that he has an estate on Long Island and is desirous to return with his family and some stock, for the recovery of his health and support of his family &c .: Voted and ordered, that the said John Mulford, Esq", and wife be permitted to return to Long Island, taking with them one horse and one cow. Copy dª Esqr. Mulford's grandson.


Voted, That the overseers of the furnace at Salisbury deliver one hun- dred round four-pound shot, with grape shot in proportion, to the selectmen of Guilford. Order given June 26th, 1777, dd to Gen. Ward.


Voted, That the owners of the powder-mill in New Haven deliver to the selectmen of Guilford one hundred and fifty pound weight of cannon-powder.

Voted by this Board, That Mr. John Cornwill of New Haven be permitted to transport from this State to the port of Bedford, or some port adjacent thereto in the State of the Massachusets Bay, seven barrels pork, seven barrels of beef and six barrels of flour, and one hundred pound weight of flax, for the purpose of procuring salt for the inhabitants of this State.

On application made to this Board : Voted and ordered, that Mr. John Wells jun" of Glastenbury be permitted to transport by water from this State to the port of Dartmouth in the State of the Massachusets Bay thirty barrels of pork and five barrels of flour, ten barrels of the pork and said five barrels of flour to be laden on board a boat, James Skiff master, and twenty barrels of the pork to be laden on board a schooner, Israel Williams master, to be transported for the purpose of procuring salt for the inhabitants of said town of Glastenbury. June 26th, 1777, permit dd John Wells jun".

David Holmes is appointed to be Physician and Surgeon to Col. John Chandler's battalion in the continental service.


Voted and resolved, That Duncan Stewart, Esqr, late collector of the customs at New London, be permitted to remove his family and servants to New York, for the purpose of proceeding from thence to London, taking with him a white woman with her two sons, young boys, his furniture and Doct" Moffatts, also a milch cow for the benefit of his children on their passage.


Permit dd June 27th, 1777.


Voted and ordered, That Mr. Francis Bayard Winthrop, now on board the sloop Union in New London harbour, a flag from New York, be permitted to proceed from said sloop by water to the dwelling-house of Mr. John Winthrop and continue in said house and on Winthrop's Neck, so called, until said flag shall return, and return by water from said Neck on board said flag. Permit dd June 27th, 1777.


Voted by this Board, That Duncan Stewart, Esq', be permitted to land from the sloop Union, a flag now lying near the light house at the town of New London, three or six packages containing necessaries for sundry persons, subject to the inspection of the gent" selectmen of New London, and to dis- pose of them as he shall see fit under their inspection.

On the 26th of June A.D. 1777, the following vote was passed, viz :


Voted and resolved, That the overseers of the furnace at Salisbury remove the mill erected for boring of cannon to some more convenient place.


Voted, That Mr. Andrew Huntington be directed to deliver to Wm. Lack one barrel of pork and one barrel of beef, in addition to what he has received, belonging to this State in his custody, and deduct the price of the same out of said Lack's bill for mounting field-pieces, and credit the State accordingly. Order de to Lack June 27th, 1777.
