And on consideration relative to Fire Arms,


Resolved, That whereas firearms are wanted to furnish the continental battalions raising in this State, and whereas a number of arms belonging to this State and to the United States are lodged in this Colony or State: You are therefore hereby ordered to deliver Colo. Samuel Wyllys, for the use of his battalion, all such fire-arms and accoutrements belonging to this State or to the United States which are lodged with you or any of you, or are in your custody, not exceeding a sufficient number for said battalion so fast as they are raised, exclusive of the arms belonging to the Governor's Guards, taking his receipt therefor, distinguishing to whom they did belong and from whom and how received, and such receipts lodge with the Committee of Pay-Table at Hartford.


To whom it may concern in the towns of Hartford, Middletown and Wethersfield. Copy dd Col. Wyllys.


This Board do appoint Ralph Pumroy Pay-Master of Col. Wyllys's regiment.


Resolved, That Sam1 Gray, Esq, hold in his custody all the continental cloth or cloathing now in his possession till further orders from this Board; and that he transmit to said Board an exact account of all such articles which is or may be lodged in his hands.


On motion &c. permitted James Underwood, of Litchfield in N. Hamp- shire, to purchase in Fairfield county &c. 2234 lb. flax.


And to Capt. Wm Alld, of Merrimack, to purchase in said Fairfield county to 2000 lb. flax.


Col. Chandler came in, not time to do his business.

Granted a permit to Phins Gleason, of Westborough in Massachusetts, to purchase 600 pounds of flax in Milford or in the county of Fairfield, for the use of the people there, the embargo notwithstanding.


Is suggested that a company at Stonington is raised by virtue of an act of Assembly at Middletown, which act was repealed, and that it impedes the raising the continental army &c. Is considered and discoursed.


A number of officers came in with questions &c. and resignations, and much to say and do with them &c. and variety of consultation, that but few votes, and at 9 o'clock, the constant hour, adjourned till tomorrow morning.

Examined and allowed a small additional bill of Cap. Job Winslow, for building and sundries for the row-galley Crane, £6 13 4 ballance, and drew an order on the Pay-Table for the same.


Cap. Winslow waiting, and letters preparing for Gen. Schuyler by him, and number of papers.


Also letters to authority &c. of Woodbury, in answer to them about the spread of the small pox &c.

Voted. That Andrew Fairchild, Abel Burr, Lazarus Beech, Nathan Lee, Enos Lee and Thomas Allen, persons judged to be inimical to the United States and now confined in Windham county goal, be discharged from said goal on their parole. on their paying all the cost that was taxed against them by the Governor and Council of Safety as charged in the mittimus by which they were committed, riz .: £25 14 0, and all cost that have since arisen and may arise in releasing them: the said Fairchild, Burr, Beech and Allen, to return to Mansfield there to abide under the direction of the committee of inspection of that town agreeable to a former assignment of them to that town by said Governor and Council till duly released. Nathan Lee and Enos Lee are permitted to return home on their giving bonds for their good behaviour, and the sheriff of Windham county is directed to take said parole and bonds and receive the money for all said costs and to discharge said prisoners accordingly and to pay said £25 14 0 to the Treasurer of this State taking his receipts, lodging one with the Secretary, and to pay the other costs out of the other money to whom due and make return to this Board of his doings in the premises ; and written orders are sent to said sheriff for the above purposes


Voted, That Seth Hall and Ebenezer Sturges, two of the prisoners con- fined in the town of Mansfield. be permitted to return home on their giving sufficient bonds for their good behaviour ; and orders are sent to the com- mittee of inspection of the town of Mansfield to take said bonds and to grant them a permit to return accordingly.


Order about Mark Prindle.


Upon application by Mr. John Marsh the 3d, of Litchfield, representing that Mark Prindle of Harwinton, who has been sent by order of law as a person inimical to the rights of America, to the care of his Honor the Gov- ernor, and been assigned to be kept at Mansfield in the county of Windham, stands bound to appear before the honorable superior [court ] of this State now sitting at Litchfield, for breach of some of the laws of this State re- specting persons inimical to the libertys of America, and that he, said Marsh, is bail in a large sum for the appearance of said Prindle before said court, and praying that he may have liberty and authority to take said Prindle and have before said court in discharge of his bond as aforesaid : Resolved and ordered, that said Marsh be and he is hereby permitted and authorized to receive said Prindle at the hand of Capt. Amariah Williams

with whom he is ordered to reside, and him safe keep, carry and convey to Litchfield and deliver to said superior court, in order to his tryal on the matters for which he is holden, and said Marsh to return and deliver said Prindle again to said Williams as soon as he shall be released by said supe- rior court, unless by the sentence of said court he shall be so ordered and disposed of as to put it out of his. Marsh's, power so to return him.

Voted an order to the overseers of Salisbury furnace to furnish Mr. Thos. Biddle, the manufacturer of sulphur for this State, with twenty iron pots to be cast when least interfering with casting cannon ; and more if said Biddle shall chuse to reduce the size heretofore ordered by the Assembly &c.

Col. Hall of Wallingford was here, on business about tories at said town. Took considerable time &c., and at 9 o'clock adjourned.

Letters prepared for the managers of the cannon foundery that the rum. paper, brimstone and blankets they want shall be sent to Cap. Tiley &c.


To Cap. Squire, with orders to stop sending on cloathing towards N. York as our army wants at home, and to take care of quantity of pork he had purchas'd and is said to be damaged &c., and to send an account of cloathing &c. in his hands.


Do. to Mr. Burr, to stop cloathing from going on &c. and to inform what there is &c.


Do. to Jona. Fitch, Esq. of the same import &c.


Mr. Herpin of Milford has been several days waiting with accounts for bringing cannon &c. and erecting fort &c. at Milford, which have been ex- amined by committee of this Board last evening and is now on examination &c. allowed in part of the account by them charged and exhibited but in full of what we allow &c. viz .: £95 0 10. And order given da Mr. Herpin.


This Board appoint Cap. Joshua Huntington of Norwich, to superintend and execute the building a thirty-six gun frigate for the United States, as is ordered by Congress. And by them authorized to appoint such superin- tendant, as signified by the President and Mr. Wolcott, recd lately.


Appointment dd Gen. Huntington, redrafted and more amply as per [p. 176]. Gave order on Col. W. Pitkin to supply Salisbury furnace with 287b. brimstone, they being in necessity &c.


And also an order on Mr. Whittelsey at Middletown to furnish 20 blankets for the same use, both to be deliver'd Cap. Tily of Hartford.


Cap. Benajah Leffingwell applys for money to pay the premium of his company raised for Providence &c., and gave an order on the Pay-Table for £86 0, to be account. Order dd.


And also an order to the selectmen of Norwich to furnish said Leffing- well with fire-arms, blankets, and accoutrements for said company, which he cannot otherwise obtain.


And many other matters to attend to, - and adjourned.

Agreed last evening prepared in part, and this morning sent forward (by Cap. Mansfield,) letters ria Providence to Messrs. Livingston and Trumbull, (who are agents for the continent now at Boston to purchase cloathing &c.) to obtain of them for the use of our soldiery, viz .: cloathing for 4 battalions, and moving that one regiment be of dark brown &c., and that Mr. Jona. Trumbull now there is to apply for the same &c.


And also a letter to Mr. Trumbull, to apply for and endeavor to obtain of said Livingston and Trumbull cloathing for 4 battalions &c., and also to purchase and obtain where they can be had good fire-arms, sufficient for four battalions ; and voted the following letter of credit to him, viz .:


Voted and resolved, That Jona. Trumbull jur, Esq", be and he is hereby authorized and fully impowered to draw on the Treasurer of this State for any sum, and in favor of any person or persons, as he may think and find necessary and proper, in payment for any quantity of fire-arms, accoutre- ments and cloathing, which he may have occasion to purchase in any of the N. England States, for the use of this State, and which he is authorized to procure, and any such drafts shall be duly honored on sight. He, said Trumbull, to render his account to this Board.

Appointed Timo. Taylor, who was ensign, to be Second Lieutenant of Cap. Hinckley's company (which was Perit's) in room of Lt. Judson Whit- ing deceas'd, and Rufus Price Ensign of the same in room of said Taylor.

Henry Hill First Lieutenant in Richards company, room of Ab" Wright resigned. Joel Gillet Second Lieutenant, in room of said Hill promoted ; in Col. Huntington's regiment. Paul Percival Adjutant of Col. Hunting- ton's regiment.


Appointed Martin Kirtland Captain of a company in Col. W. Douglass regiment instead of Cap. Munson resigned.


Granted a permit to Mr. Thos. Cooper, a commissary of stores at Mon- treal, and wife, to go to Gen. Schuyler to be subject to his further orders, on his giving his parole to the committee of prisoners at Hartford in usual form, to be indorsed on the permit now given, and authorizing said com- mittee, if they see cause, to permit eight Canadian prisoners at or about Hartford to proceed to Gen. Schuyler and be subject to his further orders.


A permit was given to Mr. Munson Hoit, now resident at Stratford, to pass from this State to Jamaica on Long Island to visit his patron Mr. Christopher Smith and to take care of some particular business of his own and to return again to Stratford within thirty days, on his giving his parole to the civil authority not to give intelligence &c. i. e., on condition the com- mittee of Stratford, who know the man, think prudent and indorse the per- mit accordingly &c.


Bildad Granger is appointed First Lieutenant in Cap. Hall's company in Col. Chandler's regiment, and received his commission.


Paul Brigham is appointed Captain in Col. Chandler's regiment, and his commission was sent by Col. Chandler.


A permit was given to Mr. John Holstead to purchase six hhd sugar, one hhd rum, one chest of tea and fifteen hundred weight of coffee, in this State at the lawful prices, and carry the same out of this State for the use of the inhabitants of New Jersey. Febr. 19' the above permit was enlarged to six thousand weight of coffee.


AT A MEETING OF THE GOVERNOR AND COUNCIL OF SAFETY FEBRUARY 15TH, 1777.

Cap. Ledyard and Capt. Palmer present, being sent for to consult with about raising matross companies.


Voted, That an order be given on Gen. Jabez Huntington to deliver the chest of broken fire-arms in his hands, received from the ship Oliver Crom- well, to Wm Williams. Esqr, or his order, who is directed to take care that the same are well repaired, fitted and kept for the use of this State.


T'oted, That Brigadier Gen. Parsons be desired to draw on Colonels Huntington and Durkee's battalions to the posts and forts at New London, Groton and Stonington, for defence at those places. That Lt. Colonel Dyer Throop, by and with the advice of Brig". Gen1. Parsons, dismiss the militia at New London and Groton in such manner and form as to maintain a sufficient number for defence untill the continental regiments arrive suf- ficient for that purpose. And it seems that there are more militia now at those places than are necessary, which on the consultation above mentioned are directed to be reduced. And further, Capt. Nathan Palmer is ordered

to dismiss the company under his command at Stonington so soon as Gen. Parsons shall send to that place a sufficient number of the continental troops for the defence of that post.


Voted, To raise a company of matrosses to be stationed at Groton and Stonington in the service of this State untill the first day of February A.D. 1778, unless sooner discharged. Said company to consist of one captain, one capt. lieutenant, two lieutenants, one lieutenant fire worker, three ser- jeants, three corporals, one drummer, one fifer, eight gunners and 33 pri- vates. That the pay of the captain be £8 0 0, the capt lieutenant £6 0 0, the lieutenants each £5 10 0, the lieutenant fire-worker £4 0 0, the ser- jeants 50s., the corporals 46s., the drummer 45s., the fifer 45s., and the gunners 44s. each, and the matrosses 43s. each per month. That each non- commission'd officer and private who shall engage and be accepted in said service shall receive a premium of 20s. and a further premium of 22s. each for finding and providing themselves with a good fire-arm and accoutre- ments and a good blanket and knapsack to the acceptance of the captain, and in proportion for such articles thereof as he shall find, and the blanket to be his own property, and shall be entituled to receive one months advance pay on his engaging in said service, and be subject to the rules and disci- pline of war and to such orders and rules as shall from time to time be given from the General Assembly or from his Honor the Governor and Council of Safety, or other their superior officers. That Capt. William Led- yard be and he is hereby appointed to be Captain of said company.


Voted, That Col. Jedh Huntington's battalion have cloathing of the red coats brought in in a prize vessell, which cloathing is partly in the hands and care of Dr. Sam11 Gray of Windham and partly in the hands and care of Col. Sam11 Webb at Weathersfield, who are directed to deliver the same and take receipt to account.

The Hono. Continental Congress having on the 23d of January, 1777, resolved that two frigates, one of 36 and the other of 28 guns, be imme- diately undertaken in the State of Connecticut; and whereas the Marine Committee on the 28 of January, 1777, ordered that Col. Wolcott transmit to Gov. Trumbull the resolve of Congress of Jany 23d for building two frigates in Connecticut and that he impower Gov. Trumbull and his Coun. cil to determine upon the places where they shall be built and to appoint proper places* to execute and superintend the business; and whereas Col. Wolcott by his letter of the 29th Jany ultº has inclosed said resolve and

order, and has in pursuance of the same impowered said Governor and Council for the purpose aforesaid :


Now therefore, by virtue of the power and authority as aforesaid, the said Governor and Council have and do determine that one of said frigages, viz : that one of said frigates 36 guns, be built in the river called Thames, between Norwich and New London, and do appoint Cap. Joshua Hunting- ton of Norwich to execute and superintend the building of the same. Copy given, dated 12th, as the appointment was then made, as per [p. 172.]

Jedidiah Huntington, Esq', colonel of a battalion raising for continental service dur- ing the present war for three years, or his order, the thirty packages of cloathing in his hands taken in a prize, numbered 12, 15, 11, 16, 3, 1, 14, 17, 9, 4, 20, 29, 30, 21, 16, 4, 13, 31, 30, 3, 6, 11, 7, 10, 17, 6, 13, 34, 6, 7, as per invoice, taking proper receipt therefor.

Wolcott transmit to Governor Trumbull the resolve of Congress of Jany 23d for building two frigates in Connecticut, and that he impower Governor Trumbull and his Council to determine upon the places where they shall be built and to appoint proper persons to execute and superintend the business ; and whereas Col. Wolcott by his letter of the 29th of Jany ultº has inclosed said resolve and order, and has, in pursuance of the same, impowered said Gov- ernor and Council for the purpose aforesaid,


Now therefore, by virtue of the power and authority aforesaid, the said Governor and Council do determine that one of said frigates, viz : that of thirty-six guns, be built in the river called Thames, between Norwich and New London, and do appoint Capt. Joshua Huntington of Norwich to ex- ecute and superintend the building of the same; and that the other, viz : that of twenty-eight guns, be built on Connecticut River at Chatham, and do appoint Capt. John Cotton of Middletown to execute and superintend the building of the same.


Voted, To draw on Col. Wmn. Williams of Lebanon, one of the commit- tee for procuring fire-arms, to deliver to Cap. Benaj. Leffingwell or order, of Norwich, twenty nine fire-arms with or without bayonets, for the use of Capt. Benajah Leffingwell's company, taking his receipt to return the same to him and account for such as may be lost. Order dd to Deacon Simon Huntington, selectman, Feby 18, 1777.


Voted, To draw on Capt. Joshua Huntington to deliver to the selectmen of Norwich 13 Colony arms in his hands, for the use of Capt. Benajah Leffingwell's company, taking the selectmen's receipt. Order dd to Mr. Simon Huntington Feb 18th, 1777.


A permit was given to Sam1 Coburn for 100 lb. wt of flax, and to George Coburn for 200 lb. wt of flax, and to one Blanchard for 200 lb. wt of flax, to be by them carried out of this Colony to N. Hampshire, the embargo not- withstanding.


Gideon Mills is appointed First Lieutenant in Col. Charles Webb's regiment and Capt. Packer's company, instead of Sam1 Webb who is absent.


George Hubbard is appointed First Lieutenant in Capt. Hinkley's com- pany in Col. Webb's regiment, instead of James Betts.


Theop* Munson is appointed or arranged Captain of a company in Col. Chandler's regiment in the room of Stephen Hall.

Voted, To draw on the Pay-Table for the sum of £108 13 4, for 326 gal- lons of rum bought of Zabdiel Rogers and company, for the use of the can- non foundery at Salisbury, in favour said Rogers and company.


Order drawn and dd to Dudley Woodbridge Feby 19th, 1777. Voted, To draw on the Pay-Table for £3 16 0, in favour of Hezekiah Ripley junr, for a journey and expence to Boston on continental business.


An order dd to Mr. Wales Feby 19th, 1777. Voted and resolved, That the Committee of Pay-Table deliver to the Commissioner of the Loan Office for this State the certificates of the Conti- nental Loan Office that are or shall be sent into this State for the loan office here, and that they be directed to take of him duplicate receipts for the same and lodge one of them with the Secretary of this State, and transmit the other to his Honor the Governor to be forwarded to the Continental Treasurer.
