This day Mr. Jonathan Woodworth, prize-master of brigantine Honor, hound from Dartmouth in England to Newfoundland, taken by the Oliver ('romwell, Seth Harding, Esq', commander, on the 8th July last in Lat. 45, Long. 34, is safe arrived at Dartmouth New England, came before his Ex- cellency and Council of Safety and reported the cargo as follows, viz: 2 chests tea. 15 hhd. porter, 1 case linens, 8 bbls. pitch, 5 bbls. tar, 3 cask leather and cloathing, 50 thousand weight bread and flour, 2 tons cordage, 2 pipes port wine, 120 bbls. pork, 120 bbls. beef, 180 firkins butter.


Sent a letter to Samuel Elliott jun", Esq", agent of this State, informing him of said prize brought in to Dartmouth and giving him instructions rela- tive thereto.


Resolved, That an order be given to Ichabod Allen of Sharon, to receive 18 c. 3 q. 19 lb. flour at Dartmouth, part of the cargo of the said brig Honor, for the like quantity received of said Allen here, and now in the care of Wm. Bull of Hartford; and an order made out accordingly and delivered to said Allen.


A letter made out and forwarded to the Marine Board, respecting the continental ship of war building at Middletown in this State under the direction of Capt. John Cotton.

Resolved, That Mr. James Bull, being appointed to make provision for the militia ordered to march and join to and assist the northern army, be directed to save the hides and tallow of such cattle as he shall purchase for the supply of said troops for the use of this State and render his account to his Excellency the Governor when required; that he take proper care that the hides be kept from spoiling and the tallow to be tryed, and that he cause the hides and tallow to be transported to Hartford by return of the teams and carriages that go on to transport the baggage of the troops to the army, unless he shall find that it will be most for the interest of the State to sell the same, in which case he is at liberty to sell the same and account for the net proceeds.

COUNCIL OF SAFETY

An order drawn on Capt. Allen Stillman in favour of Mr. James Bull for ten bushells of salt belonging to this State, for the use of the militia of this State on their march to join the northern army, and to account therefor.


Sent a letter to Major General Putnam inclosing resolve of Assembly requesting a return of non-commission officers and soldiers inlisted or detached into the continental army from this State.


Resolved, That orders be given to Marshfield Parsons, Esq', Lt. Col. of the third regiment of militia in this State, to call out the militia of the town of Lyme or such part of them from time to time as shall be judged necessary for the defence of the said town against the incursion of the enemy on the sea-coast, and to order and dispose them as shall be most effectual for that purpose, and them to dismiss from time to time as occasion may require, and to take care that proper returns may be made out and transmitted to his Excellency. Orders accordingly were made out and sent to Col. Parsons.


A letter sent to Col. Ely to give orders to Capt. Collins of his regiment lately ordered to Lyme with his company to return to New London &c.

Voted, That nine barrels of flour in Mr. Wm. Bull's store belonging to this State be sent to Saybrook to Capt. John Cockran for the supply of the guards there; and the said William Bull is directed to take care to transport the same and take said Cockran's receipt therefor.


Voted and resolved, That the Committee of Pay-Table receive, adjust. set- tle and give orders on the Treasurer for payment of, the several accounts that may be exhibited by persons employed by order of the Governor and Council of Safety in procuring and collecting the materials and making cartridges for the militia of this State when ordered into service.


Resolved, That further proceedings upon the warrants lately issued to the sheriffs of the counties of Hartford, New Haven and New London, to impress and take certain quantities of West India goods for the use of this State within their respective counties, be suspended untill further orders.


And it is now resolved, That his Excellency be desired to issue a warrant and order to the sheriffs of the counties of Hartford, New Haven. New London, Fairfield and Litchfield, them directing to propose to the merchants in their respective counties to furnish the quantities of West India goods hereinafter specified in a due proportion to the goods they respectively have on hand, at a reasonable price as said sheriffs and merchants can agree, or as shall be determined by the appraisement of indifferent judicious and dis- interested freeholders mutually elected by said sheriffs and merchants; or in case said merchants do not furnish said goods voluntarily as aforesaid, that said sheriffs respectively impress and take said quantities of West India.

And it is further resolved, In case the quantities aforesaid can and shall be supplied in the way and manner proposed in this resolve, that said former warrants be superceeded and recalled.


Voted and resolved, That Benjamin Payne, Esq', be and he is hereby desired and ordered to deliver over unto Capt. Abner Prior for the use of Colo. Bradley's regiment all the shoes in his keeping that belong to this State, taking an account of the number and Capt. Prior's receipt therefor.


Voted and resolved, That the managers of Salisbury furnace be impowered and directed to exchange the pig iron they have or may have in their cus- tody belonging to this State, so far as may be necessary, for rum, sugar, molasses, salt, provisions and other necessaries, to enable them the better to carry on the furnace and continue the blast.


Voted, That for the present thirty bushells of salt out of the salt at Hartford imported by Capt. Allen Stillman for this State, wine two hhds., molasses from Norwich, and seven barrells pork out of the pork belonging to Mr. Thos. Mumfort in the hands of the Commissary General, which said Mumfort hath agreed to lend to the State, be sent to Salisbury to the man- agers, to be by them accounted for, and that orders be given accordingly.


Order for the salt on Wm. Bull, and for the 2 hds molasses on Jz. Perkins, Octo' 4th, 1777, dd Mr. Henshaw.

Sundry matters of consequence were had in consultation and this day spent thereon.


AT A MEETING OF THE GOVERNOR AND COUNCIL OF SAFETY, AUGUST 30TH, 1777. Present : His Excellency the Governor. Jabez Huntington, James Wadsworth, Abraham Davenport, Nath" Wales jun", Esqrs. Benj. Huntington.


Whereas complaint is made to Jonathan Lattimer, Esq', colonel of the 3ª regiment, that Elisha Fox, captain of the 13th company of militia in said regiment, has conducted badly in many respects ; that he is addicted to intemperance in drinking strong liquor, and that he has endeavoured to obtain a protection from Lord How, and that he is unfriendly to the Ameri- can States, which complaint is laid before this Board ; it is said he has also been disobedient to the command of his said colonel : Wherefore, it is resolved by this Board, that the said Fox be and he is hereby suspended from his office aforesaid untill the sitting of the General Assembly at New Haven in October next ; and the next officer in said company is to have the command thereof untill that time ; and the said complaint shall be laid before said Assembly for their consideration, that proper steps may be taken thereon.


A number of letters were written to the Governor of Rhode Island and the Assembly of the Massachusets Bay, giving intelligence of the good news from Fort Stanwix, as also of what the Assembly of this State have done with regard to raising militia for the northern department, &c.

A commission was given by his Excellency the Governor by advice and resolve of this Council, to Peter Griffing as a Captain of a company of rangers, to guard the sea coast and sound and islands on the coast of this State, and to make prisoners of such as he shall take in arms or carrying on war against these States.


Resolved, That this Board do approve of the form of the commission and instructions given by his Excellency the Governor to Capt. Peter Griffing of a volunteer company of rangers for the purpose of guarding the sea coast of this State and of the sound and islands on said coast, as also of the bond given by said Griffing for his faithful observing his said instructions.


Orders were sent in positive terms to Lt. Shipman, to afford the neces- sary assistance to Col. Worthington in his expedition, and to let him pass with boats &c. by the fort at Say Brook, without molestation.

To Captain Jonathan Parker of Colonel Charles Webb's battalion of conti- nental troops raised in this State.


You are hereby authorized and impowered to inlist into any of the bat- talions of the continental troops raised in this State any able-bodied recruit for the term of three years or during the war, from the two battalions raised in this State for the defence of the sea coast and frontiers under the com- mand of Colonels Enos and Ely, accounting the six pounds [they] have received as a premium as part of the premium of ten pounds given by this State as an encouragement for filling up the continental army. And all offi- cers belonging to said two battalions are hereby ordered and directed to afford all needed encouragement and assistance to said Capt. Parker or any other recruiting officer who is properly authorized by any general officer in the continental army to inlist recruits into the aforesaid battalions.


Given at Lebanon the 4th day of September, 1777.

An order was given to the selectmen of Stanford on Sam1 Ellion jun', Esq', agent for the State of Connecticut, for thirty bushels of salt belonging to this State.

Voted, To draw on the Pay-Table for 19s. in favour of Ebenezer Bush- nell, for sundry short journies on publick service.

At this critical juncture when the forces of our enemies are scattered, vigorous exertions by the Divine blessing may dislodge them from their several posts, - prevent their future designs and operations, and rescue the country from the hands of our oppressors.


Every one that loves himself, his family, his country and posterity, are called on to exert themselves and stir up others in their several capacities to accomplish this desirable end.


Whereupon it is resolved and ordered, That the two battalions raised in this State for the defence of its sea coasts, frontiers and places adjacent, be filled to the number of 728 men each, officers included.


For the encouragement of such able-bodied effective men who shall inlist themselves into either of said battalions agreeable to the tenor of the former inlistments shall have and receive a bounty of four pounds ten shillings, lawful money, and receive the same wages and subsistance that others in those battalions are intituled to : they arming, equipping and furnishing

themselves in like manner and form, and under the same regulations that others have done that have heretofore inlisted.


The commanding officers of said battalions are hereby directed to send out proper officers to recruit and compleat the several companies to their full complement.


On the representation of James Parker, a prisoner in this State, that he was forced into the service of King George : Voted, that his Excellency the Governor give him a discharge as follows, viz:

It being represented to me that James Parker of Barnstable, who lately was taken by Major Meigs on Long Island in the service of the King of Great Britain and brought into this State where he is held as a prisoner of war in the town of Willington, was forced into said service against his will, and that he is friendly to the United States, which appears probably true, and the said Parker, being destitute of clothes and having parents in said Barnstable who are also friendly to said States, requests that he may have liberty to return to his said parents.


I do, therefore, hereby discharge said James Parker from his present confinement, and permit him to return home to said Barnstable without any molestation, he behaving as becometh. And all persons concerned are to take notice hereof accordingly.

Joshua Elderkin and Mr. Andrew Hunt- ington be and they are hereby directed, each of them to send a load of cloathing to the Commissary of Supplies and Refreshments, and if they have not cloathing enough on hand they are to make up their loads with some kind of refreshments for the troops from this State.

Anselm Helm, of Goshon in the State of N. York, is permitted to trans- port five hogsheads of sugar by water from Norwich to Fairfield, and from thence by land to Goshon : provided Pro. Wetmore, Esq", sheriff of N. Lon- don, has not seized the same or any part thereof for the use of this State and shall indorse upon the perinit that he, the said sheriff, has no demand upon said sugar. And in case he has, he has to certify what part, and the resi- due is to go on. Permit dd to Mr. Helm.


Capt. Stephen Thorp is discharged from his command agreeable to his resignation of yesterday, which was accepted.

Solomon Lee applied to this Board and alledgeth that he hath under- taken as a teamster for the State. When absent with his team carrying a load of powder to Farmington and when returned from thence found hin- self detached to go with the troop in the third regiment of horse to join the northern army, he thereupon procured a man to go in his room and agreed to give him 40s. per month more than his wages and thereupon proceeded in his business with his team to Providence and Dartmouth in the service of the State and continent, and returned again the 8th of instant September and finds the man he expected to go in his room, afterwards, on the offer of another from Norwich to give him 50s. per month, had undertaken to go for him, and thereby his place is vacant and all are gone ; praying for these reasons to be excused from going after the troop : Thereupon granted, that he, the said Lee, be excused from going on his tour of duty.
