REPORT OF THE SELECTMEN AND OVERSEERS OF PUBLIC WELFARE
In accordance with the mandate of the Annual Town Meeting the Kinney property, adjacent to the Devine School Property, was purchased at a cost of $8,100.00, which was $1,900.00 lower than the appropriation. In conjunction with this purchase, Messrs., Arthur L. Doody, John E. Lynch, and Eugene L. McAuliffe, local real estate brokers, appraised this property without cost to the Town, for which this Board expresses their appreciation for their cooperation.
The site for the new fire station on North Main Street was purchased for the sum of $850.00, according to the vote of the Annual Town Meeting.
As instructed, a petition was filed in the Legislature for Non Partisan Town Elections. This act was passed by the General Court and will be voted upon on the ballot in the March Election.
At the request of the Commonwealth of Massachusetts a Civil Defense Program has been organized with Col. Ralph E. Macleod as Director. We are fortunate in having secured a director with such a vast knowledge of Military affairs. Under his leadership our Civil Defense Organization is well underway and we urge all Citizens to cooperate with this program by enrollment.
The final approval was given by Public Works Com- missioner William F. Callahan and the widening of North Main Street, from Crawford Square to Depot Street has been accomplished. The Commonwealth allocated over $140,- 000.00 for this project and Randolph's share of the expense will be approximately $5,400.00 which includes legal expense, the replacing of underground conduits and the land damages.

expressing appreciation to the following owners who gave their land frontage to the Town for the sums of $1.00: Michael J. Diauto, Edward A. Kane and Maurice Perlstein, Trinity Episcopal Church, Randolph Cooperative Bank, Masonic Realty Company, Thomas M. Good and Walter J. Good. The home owners on the land effected received a nom- inal sum for their property and in all instances also co- operated to the end that the project could be accomplished. As soon as the weather permits, cement sidewalks on both sides of the street will be constructed and a bituminous surface will be applied from curb to curb to the present road.
We, in Randolph, have no voice in Federal and State expenditures that increase taxes on our incomes, but our local government expenditures are decided upon at Town Meet- ings. Already Real Estate owners share too great a burden of taxation and we urge that careful scrutiny be given all appropriations at the Town Meeting, to the end that ex- ravagant and unnecessary appropriations be eliminated.
We wish to take this opportunity to thank the mem- bers of all committees, department heads, and town officials for the splendid cooperation they have given us during the year.

ADJOURNED ANNUAL TOWN MEETING - 1950
March 20, 1950
Article 11. VOTED UNANIMOUSLY: That the Town amend Article 1 of the By-Laws of the Town by striking out Section 1 thereof and substituting therefor the following: Section 1-The annual town meeting for the transaction of business shall be held on the evening of the third Munday of March at 7:30 P.M., and the annual meeting for election of officers shall be held on the first Monday of March at 8:00 A.M., and shall close at 8:00 P.M. (Approved by Francis E. Kelly, Attorney General)
Article 1. VOTED UNANIMOUSLY : That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in an- ticipation of the revenue of the financial year beginning January 1, 1950, and to issue a note or notes therefor, pay- able within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
Article 2. VOTED: That the Town raise and ap- propriate money for the following Unpaid Bills of previous years :

Article 3. VOTED: That the Town raise and ap- propriate the sum of $3500.00 for the employment of district nurses, as provided for by Section 5, Chapter 40, General Laws, as amended by Section 1, Chapter 371, Acts of 1921.
Article 4. VOTED: That the sum of $1.15 per hour be paid to regular Town Laborers, specifically the two men in the Water Department and the six in the Highway De- partment and that the sum of $1.00 per hour be paid to others hired by the day or hour.
SPECIAL TOWN MEETING March 20, 1950
Article 1. VOTED: That the sum of $1,305,000.00 be raise [ and appropriated for the purpose of constructing a Junior -Senior High School on the land owned by the Town and for originally furnishing and equipping said building and that to meet said appropriation the sum of $55,000.00 be appropriated from available funds in the treasury and that the Treasurer with the approval of the Selectmen be and herby is authorized to borrow the sum of $250,000.00 under authority of Chapter 44 of the General Laws and $1,000,0 0.00 under authority of Chapter 228 of the acts of 1950 and to issue bonds or notes of the Town therefor payable in accordance with the provisions of Chapter 44 of the General Laws so that the whole loan shall be paid in not more than 20 years from the date of issue of the first bond or note. It is further voted that the present School Planning and Building Committee be authorized and instructed for the purposes above set forth, for and in the name of the Town to enter into such contracts as in the judgment of the Committee may be necessary.

Taber a deed of a parcel of land situated on the westerly side of North Main Street, in said Town of Ran- dolph, measuring some forty feet in width by approximately 150 feet in depth, being the northerly forty feet of the land recently conveyed by the said Tabers to the Town, IN EXCHANGE for a parcel of land by Francis Borbeau, a distance of approximately 165 feet, adjoining the southerly side of the land so conveyed, or take any action relative thereto.

Article 18. VOTED: That the Town amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area at the junction of North, Liberty and Allen Streets, title for which is in the name of Ralph P. and Ruth M. Condlin, be included in the Business District.
Article 19. VOTED: That the Town amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area at the junction of Lafayette and High Streets, title for which is in the name of Thomas H. and Arlene V. Wrigley, be included in the Business District.
Article 20. VOTED: That the Town amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area, title for which is in the name of Jesse E. and Mildred Taber, on the west side of North Main Street, between the fire station lot owned by the Town and the business zone at the corner of Canton Street and North Main Street, with a frontage of about two hundred and ninety-five (295) feet, be included as a business district.
Article 25. VOTED : That the existing Zoning Laws be amended so that no Trailer Camp or Camps be permitted in Randolph. A Trailer Camp or Court is defined as more than one (1) Trailer.

Article 24. VOTED: That the Town amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area at 388 South Main Street, title for which is in the name of Otto H. Stein, be included

Article 26. VOTED: That the Selectmen be author- ized to acquire by gift, purchase or to take by right of eminent domain in fee or otherwise for all purposes of a public street or highway the land in said Randolph lo- cated on the westerly side of North Main Street between Crawford Square and Depot Street the land abutting the present location and lay-out and extending westerly there- from the distance required by the Massachusetts Department of Public Works for the widening of said North Main Street, said land and the parcels comprising the same being more specificalı 7 described as follows :

Approximately 1235 square feet occupied by the Ran- dolph Amusement Co., Inc .;
Approximately 1725 square feet assessed to Edward A. Kane et al;
