ONE HUNDRED AND FIFTEENTH ANNUAL REPORT

REPORT OF BOARD OF HEALTH

The Board of Health respectfully submits its Annual Report for the year ending December 31, 1950.

Our Dental Clinic was conducted by Dr. William F. Maguire, assisted by Miss Helen F. Conlon, School Nurse, and the Diphtheria Clinic conducted by Dr. Charles E. Wells, School Physician. Miss Beatrice Scannell and Mrs. Signa Heath, our District Health Nurses have answered many calls during the past year and have always been very co- operative.

Due to the increased amount of new home building in Randolph during 1950, the Board has been called upon to make many inspections of cesspools, etc. and many more permits have been issued.

Our Plumbing Inspector, Mr. Thomas O'Riley, has reported that due to the volume of new homes being erected in this town, he has collected a larger amount of fees.

Communicable diseases for year 1950 were as follows: Dog Bites 26; Scarlet Fever 8; Whooping Cough 12; Measles 8; Mumps 7; Pulmonary Tuberculosis 5; and Polio 4.

Respectfully submitted, FRED A. DIAUTO, Chairman. RALPH W. CARTWRIGHT, JR., Secretary. SETH W. SWAIN, Associate.

TOWN OF RANDOLPH, MASS.

REPORT OF INSPECTOR OF PLUMBING

To the Board of Health, Town of Randolph :

Sirs :

I hereby submit my report for the year ending December 31, 1950.

Over three hundred permits for installation of plumb- ing in old and new homes have been granted during that period.

Three hundred thirty toilets, 316 sinks, 298 bath tubs, 35 showers, 179 tankless heaters, 78 pressure boilers, 10 garbage disposals, 3 soda fountains, 6 floor drainers, 3 grease traps, 24 wash trays were installed.

Upon a complaint made to the Board of Health a home owner of Randolph was found guilty in Quincy Court of illegally installing plumbing in his home, and was or- dered to make restitution. The work was then done legally by a registered plumber under my supervision.

Permits for plumbing may be obtained at my home, 138 Druid Hill Avenue any week day between 8:00 A.M. and 5:00 P.M.

Respectfully submit,

THOMAS O'RILEY, Plumbing Inspector.

ONE HUNDRED AND FIFTEENTH ANNUAL REPORT

REPORT OF INSPECTOR OF WIRING

January 8, 1951

To the Honorable Board of Selectmen Randolph, Massachusetts

I hereby wish to submit my initial report at the con- clusion of my first year as Inspector of Wiring for the Town of Randolph. Conditions in general throughout the town were found to be in a condition over which much interest should be manifest and a constant watch should be main- tained, from this point forward to rigidly maintain the ordinances as set up by our laws.

The older homes in the town are for the most part below par, but I can report that where repairs are made in any manner, the wiring is fast being brought up to meet the specifications as set forth.

Much work has been needed and many miles traveled to insure the town in general a rigid overall inspection, resulting in a form of insurance to the Town, the Owner, the Builder, and all concerned in the construction of homes and business establishments.

I submit a breakdown of my activities from January 24, 1950, the date of my appointment to December 31, 1950.

After setting the necessary machinery in order, I started issuing permits on February 17, 1950.

It is now necessary to apply for a permit to be granted by the Inspector of Wires to the Electrical Contractor, who must be a licensed electrician. The first inspection is called a rough inspection, prior to plaster and a final inspection when the structure is completed. (Each permit necessitates two complete inspections) .

I feel that through the efforts of this Department, inefficient wiring for the Town of Randolph, is a thing of the past.

Respectfully submitted,

ALTON F. LABRECQUE,

Inspector of Wiring.

ONE HUNDRED AND FIFTEENTH ANNUAL REPORT

NORTH RANDOLPH FIRE STATION COMMITTEE

The new fire station will be ready for occupancy about February 15, 1951.

It will be necessary to complete final gradings, seeding and planting next spring after which, it is expected that this committee's work will be completed and the fire station formally turned over to the town.

We are pleased to report that this committee had been able to agree to a transfer of two thousand dollars ($2,000) from this account at a special town meeting held November,, 1950.

This committee would like to recommend that a com -. mittee be appointed to survey the needs of our fire depart -. ment.

TOWN OF RANDOLPH, MASS.

REPORT OF TREE WARDEN

I hereby submit the following report of the work of your Tree Department for the year 1950.

In addition to the regular program of tree work laid out by the Tree Department a great deal of extra work was made necessary because of the number of storms and high winds during 1950. In spite of this additional work, 27 dead trees were removed during the year and a great many were pruned. These trees should be replaced where possible with new ones. 30 new trees were planted during the year.

Every informed taxpayer of the town knows by now that we have again been attacked by the Dutch Elm disease. To combat this condition your tree warden has taken sam- ples of all elm trees and submitted them to the Shade Tree Laboratory at Amherst College. Their report shows that ten trees in the town are affected by this disease and orders from the State Department of Conservation demand that these trees be removed and all branches and bark burned.

No definite cure for remaining trees is known at this moment although science and research are making every effort to discover a cure. Our only means of control right now is to keep the remaining elms :

1. As healthy as possible by constant care in pruning and spraying.

2. Immediate removal and destruction of every con- demned tree,

3. Destroy all elm wood of any description, trimming, branches or cord wood lying on ground.

Last year also a great deal of work was done re- moving shrubs and bushes from the side of the road and this

work will have to be continued until this condition has been cleared up.

Through spraying, 51 less cases of Poison Ivy have! been reported during the past year, and this control will be continued.

At this time I wish to express my thanks to the citizens and officials of the town for their kind cooperation given me throughout the past year.

Especially I wish to express my appreciation to Fire) Chief Harold L. Bailey for his assistance and use of equip -. ment during the storms of 1950. -

Respectfully submitted,

JOSEPH J. HART.

REPORT OF MOTH SUPERINTENDENT

-

To the Honorable Board of Selectmen

Citizens of the Town of Randolph.

I submit the following report of the Moth Department for the year of 1950.

Moth conditions in the town have shown an improve- ment during the past year due to the constant spraying and destroying of nests, also during the winter season creosoting of egg clusters is carried out.

The Commonwealth of Massachusetts, through its In- sect Pest Control Department has notified this Department that our liability for Gypsy Moth work for the coming year is $3372.85 and have recommended that this Department ask for an appropriation of $3500.00 to be expended solely for control work against those insects specified in Section 11, as public nuisances.

A special Article has been inserted in this year's War- rant for the control of the Dutch elm disease as set forth by Section, Chapter 761, Acts of 1949.

The funds called for in this Article applies to the con- stant program of removing and destroying all dead and dying elm wood as well as the prescribed removal and de- struction of all condemned elm trees.

Respectfully submitted,

JOSEPH J. HART,

Moth Superintendent.
