Civil Defense Agency
To the Board of Selectmen Randolph, Massachusetts.
Herewith submitted is the report of the Civil Defense Agency organized under authority of Chapter 639 of the General Laws of Massachusetts, known as "An Act to Pro- vide for the Safety of the Commonwealth during the ex- istence of an emergency, resulting from disaster or from hostile action."
Chapter 13 of this Act authorized establishment of a Local Defense organization; the Director to be appointed by the Board of Selectmen, having direct responsibility for organization, administration, and operation of such agency, subject to the direction and control of such appointing au- thority.
The Director of the Civil Defense Agency was ap- pointed June 30, 1950, under this Act known as an "Emerg- ency Law."
After considerable research, attendance at State level conferences, and study of much literature from National and State Headquarters, the following organization was set up as the Civil Defense Agency for Randolph :
I-PUBLIC AFFAIRS DIVISION : Supervised by a Deputy Director, and consisting of three units, each in charge of an Assistant Director, who will be re- sponsible for the training and operation of his unit as follows :

MEDICAL AND HEALTH UNIT:
Radiological Treatment, Chemical Determination, Blood Bank, First Aid, Medical Supplies, Hospital Facilities, Water Supply Control, Food Inspection, Environmental Sanitation, Communicable Diseases and Mortuary Services.
COMMUNICATIONS UNIT:
Air Raid Warning, and Operational Communica- tions.
WARDENS UNIT:
Individual Self Protection, Extended Self Protec- tion.
II-OPERATIONS DIVISION: Supervised by a Deputy Director, consisting of four units, each in charge of an Assistant Director who will be responsible for the training and operation of his unit as follows:
RESCUE-ENGINEERING-PUBLIC WORKS UNIT:
Shelter Protection, Rescue Teams, Mobile Support Units.
POLICE:
Plant Protection, Damaged Area Protection, Crim- inal Investigation, Auxiliary Police and Bomb Re- connaissance.
UTILITIES :
Electrical Resources, Gas Resources, Water Power Resources.
ADMINISTRATION :
Training Services, Supply, Finance, Personnel, Rec- ords, Clerical.

III-LEGAL AFFAIRS DIVISION: Supervised by a Dep- uty Director, consisting of three units, each in charge of an Assistant Director who will be responsible for the training and operation of his unit as follows :
TRANSPORTATION-EVACUATION UNIT:
Automobile Resources, Evacuation Resources, Traf- fic Control, Evacuation Centers.
FIRE UNIT :
Fire Fighting Procedures, Fire Fighting Equip- ment, Auxiliary Firemen.
CIVILIAN WAR AID UNIT:
Shelters, Feeding, Clothing, Evacuee Registration, Financial Assistance, Re-employment, Re-building.
Several meetings have been held and plans discussed for the procurement of volunteer personnel to make this organization effective. Progress has been slow.
Every family in Randolph has been furnished by mail, a copy of a pamphlet titled "Protection from the Atomic Bomb." Talks on the subject "Civil Defense" have been given at PTA meetings at the Daniel J. McNeill School and the Charles G. Devine School, Tower Hill Improve- ment Asosciation, also at a meeting of the Holy Name Society at St. Mary's Hall, and the Men's Club of the Ran- dolph Congregational Church, and at a Rotary Club lunch- eon. Other talks are scheduled for future dates.
Steam and compressed-air whistles have been pro- cured and are strategically located where they may be heard throughout Randolph by all its people. They should be ready for test within a few days.
Plans are in process for a Civil Defense Exercise to coordinate with nearby cities.

The Director of Civil Defense has also been ap- pointed as Coordinator of an Air Raid Warning System for Randolph, known as the "Ground Observation Corps." This appointment required the organization of a Randolph Observation Corps. At present twenty-six members have been enrolled, and are active. They have attended schools of instruction.
