SPECIAL TOWN MEETING JULY 21, 1952
ARTICLE 1. VOTED UNANIMOUSLY : That the Town raise and appropriate the sum of $450,000.00 for the purpose of constructing an addition to the Devine School and for originally equipping and furnishing said addition to the Devine School, and to meet said appropriation the sum of $5,000.00 be raised by current taxation and that the Treas- urer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $445,000.00 under authority of Chapter 44 of the General Laws, and to issue bonds or notes of the Town thereof in accordance with the provisions of Chapter 44, so that the loan shall be repaid in not more than 20 years; and that the School Planning & Building Committee be authorized to expend this money.
ARTICLE 2. VOTED UNANIMOUSLY : That the Town raise and appropriate the sum of $4,000.00 for Board of Health Hospitalization.

ARTICLE 3. VOTED UNANIMOUSLY : That the reading of the report of the Selectmen on laying out Memorial Park- way from Highland Avenue to Main Street in the Town as a Public Way be dispensed with, the report having been duly filed with the Town Clerk.
VOTED UNANIMOUSLY: That the report of the Selectmen on laying out Memorial Parkway from Highland Avenue to Main Street as a Public Way, as shown on the plan on file in the Town Clerk's Office be accepted, and that said Memorial Parkway, as laid out as aforesaid, and as thereby established, be approved and allowed.

To Either of the Constables of the Town of Randolph, in said County, Greetings .:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Randolph, qualified to vote in elections therein, to meet at the polling places in their respective precincts, to wit :
Polling Place in Precinct No. 1 STETSON HALL, IN SAID TOWN

Polling Place in Precinct No. 3 BELCHER SCHOOL, IN SAID TOWN

ON MONDAY, THE SECOND DAY OF MARCH, 1953 at 8:00 o'clock in the forenoon

(Part 2)
If it is voted that the Labor Service of the Highway Department be placed within the classified Civil Service, shall the Town of Randolph vote to provide for the continu- ance in said positions of Thomas R. You are directed to notify and warn the inhabitants qualified to vote as aforesaid to meet at the Randolph High School Auditorium, Memorial Parkway, in said Randolph on Monday, the sixteenth day of March 1953, at 7:45 o'clock in the evening, and then and there to act on the following articles :
Article 1. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1953, and to issue a note or notes therefor, payable within year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 2. To see if the Town will vote to raise and appropriate money to defray the General Town Expenses for the current year, as recommended by the Selectmen and the Heads of the various Departments.
Article 3. To see if the Town will vote to raise and appropriate money for unpaid bills of previous years in various departments.
Article 4. To see what action the Town will take in regard to raising and appropriating money for the employ- ment of district nurses, as provided for by Section 5, Chap- ter 40, General Laws, as amended by Section 1, Chapter 371, Acts 1921, as petitioned for.

Article 5. To see if the Town will vote to accept Chapter 624 of the Acts of 1952 which provides for an increase in the amounts of pensions, retirement allowances and annui .. ties payable to certain former public employees.
Article 6. To hear and act on reports of Town Officers.
Article 7. To hear and act on the report of any com- mittee and choose any committee the Town may think pro- per.
Article 8. To see if the Town will authorize the Water Commissioners to appoint one of their members to another office or position under their control, and fix the salary of such person in accordance with the provisions of Chapter 36, Acts of 1929, or take any other action relative thereto.
Article 9. To see if the Town will appropriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Congregational Church.
Article 10. To see if the Town will appropriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church.
Article 11. To see if the Town will vote to raise and appropriate a sum of money for the maintenance and up- keep of the Town Hall, as petitioned for by the Trustees of the Stetson School Fund.
Article 12. To see if the Town will vote to transfer a sum of money from the Parking Meter Fees to the Parking Meter Expense Account.
Article 13. To see if the Town will vote to accept a gift of one thousand dollars ($1000.00) from M. B. Claff & Sons, Inc., to be used to purchase books, under the direc- tion of the Superintendent of Schools, for the Library of the new High School.
Article 14. To see if the Town will transfer the care, custody, management and control of a parcel of land on the

southerly side of Memorial Parkway, adjacent to the Tur- ner Free Library and running westerly approximately two hundred (200) feet, and thence southerly approximately two hundred (200) feet, to the Board of Selectmen for the purpose of constructing a combination Police and Fire Sta- tion, upon notification by the School Committee that said land is no longer needed for school purposes.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing, furnishing and equiping a new combination fire and police station on land owned by the Town of Radolph, on the southerly side of Memorial Parkway, adjacent to the Turner Free Library and running westerly approximately 200 feet, and thence southerly 200 feet, and to determine if the money shall be raised by taxation, by borrowing under Chapter 44 of the General Laws, or by transfer from available funds, or take any other action relative thereto, and to appoint a committee to be known as the Building Committee for the Fire and Police Station, consisting of the Chief of Police, the Chief of the Fire Department and seven other citizens.
Article 16. To see if the Town will vote to raise and ap- propriate a sum of money for the purchase of a new ladder truck for the Fire Department, and to determine if the money shall be raised by taxation, by borrowing under Chap- ter 44 of the General Laws, or by transfer from available funds, the money to be expended by the Board of Selectmen upon recommendation of the Fire Chief, or take any other action in relation thereto.
Article 17. To see if the Town will vote to raise and appropriate the sum of $550.00 for a new chain saw.
Article 18. To see if the Town will vote to raise and appropriate a suni of money for the purpose of purchasing a 35MT Bean Royal Sprayer complete with starter, genera- tor, and battery for the sum of $2,300.00 (two thousand

three hundred dollars) ; 250 feet hose for $240.00 (two hun- dred forty dollars) ; 1 fig. 785 Gun for $37.50 (thirty-seven dollars and fifty cents) ; making a total amount of $2,577.50.
Article 19. To see if the Town will vote to raise and appropriate the sum of $1,686.43 for the control, care and eradication of the Dutch Elm Disease in the Town of Ran- dolph under Chapter 761 of the General Laws, Acts of 1949 (Effective August 27, 1949).
Article 20. To see if the Town will vote to raise and appropriate a sum of money for the control and eradication of mosquitoes by two applications of aircraft spraying.
Article 21. To see if the Town will vote to raise and appropriate a sum of money to build an addition to the Town Highway Barn.
Article 22. To see if the Town will vote to have name changed on permit held by Blue Hill Sand and Gravel Com- pany, Inc., to Linwood Memorial Park. Said permit was pre- viously granted to Blue Hill Sand and Gravel Company Inc., at a Special Town Meeting held October 24, 1949 and ap- proved by the Randolph Board of Health to operate a non- sectarian cemetery on a parcel of land comprising about eighty (80 acres, adjoining lands of the Central Cemetery Corporation in accordance with the laws of the Common- wealth.
Article 23. To see if the Town will vote to petition the Massachusetts State Legislature to authorize the Town of Randolph to employ a Town Manager. It is further peti- tioned to see if the Town of Randolph will vote to petition the legislature for permission to operate under a charter similar to that of the Town of Saugus. If approved, the Moderator shall appoint a committee to draw up the Charter consisting of members of the Planning Board, the Modera- tor, and the Chairman of the 1950 Town Committee on the manager form of Town Government.
