SNOW AND ICE
During the year of 1954 we carted snow away, after seven storms, plowing during and after seven storms, sanding streets and sidewalks during and after eleven storms. A great amount of sanding was necessary due to freezing rain, wet snow and continued cold weather. All sand used was treated with salt to keep our stock pile from freezing, and to provide a melting action dur- ing slippery highways. Our front end loader and hy- draulic sand spreaders have been of great help in pro- viding a better service to our town.

HIGHWAY PLANNING
CHAPTER 90 CONSTRUCTION
Again may I call your attention to the fact that we have been advised to discontinue further construction of Warren and West Streets until the State Department of Public Works have decided where the Fall River Ex- pressway will cross. I have been informed that it may affect the intersection of Warren and West Streets, and that it is possible that a part of West will be in the con- struction plans.
SOUTH STREET CHAPTER 90 CONSTRUCTION
At a joint meeting with the State Public Works and County Commissioners we requested funds to rebuild South Street. With the cooperation of your Board of Se- lectmen and Highway Surveyor we have been granted nine thousand dollars by the State, forty-five hundred dollars by the County, and our share will be forty-five hundred dollars, making a total of eighteen thousand dollars. Work on this project will start after favorable action at the Town Meeting.
OTHER RECOMMENDATIONS
I wish to recommend the continuation of Chapter 386, Private Road Assistance, Sidewalk Construction,

Cleaning Brook Program. I also recommend a ten-year Class A Highway Construction Plan, streets to be built in each section of the Town. There is a possibility that we may be granted funds under the Government Ten-Year Highway Improvement Program.

Report of The Water Commissioners
To the Citizens of the Town of Randolph :
The sixty-ninth annual report of the Board of Water Commissioners is herewith submitted, covering activities of the Department for the year ending December 31, 1954.
Organization of the Board was as follows:

APPOINTMENT BY BOARD

DEPARTMENT MAINTENANCE
During the calendar year 1954, two hundred and fifty-three applications for new services were received and were added to the system.
Sixty-five service leaks were repaired, thirty services were renewed from main to stop, five were renewed throughout. Twenty-one services were cleaned out, and twelve frozen services were thawed out by electric gen- erator. Also, twelve service boxes found broken, were replaced. Five services were relocated.
Six hydrants were broken by automobiles, mostly hit and run. Three hydrants were relocated, and one other was added to the old system.
In conjunction with the continued widening of War- ren St., twenty-one services were renewed and the curb

stops relocated to the new lines. The department also re- located two hydrants on this job. One of the old hydrants had to be replaced.
METER DEPARTMENT
The department removed from service one hundred and seventy-one meters; one hundred and one were not registering ; twelve removed to be junked; twelve others were frozen and burst, and eighteen were removed for tests. The balance were removed for miscellaneous rea- sons. Twenty-five new meters were set as replacements and three hundred thirty-five new settings were made. One hundred and forty-two meters were reset.

The appropriation in the amount of $3,000 voted by the Town for 1954 was all expended, excepting for $4.15, for general repairs and expenses. Hurricane damage to the building and roof amounted to $238.67.

For the year 1955 the Trustees request the same amount. $3,000, for general repairs and expenses. The larger doors at the entrance to the building are to be re- placed by new smaller doors, easier for children and elderly people to operate. It is proposed to lay a linoleum on the wood floor in the Reference Room, as well as to hang drapes at the windows therein, similar to those in the Reading Room.
A copy of each of the following reports is hereunto subjoined : Report of the Librarian, Report of the Treas- urer, showing receipts and expenditures, and the Report of the Finance Committee.
The Trustees, in common with all the citizens of Randolph, were shocked by the sudden death of Mr. Her- man W. French. In addition to the many organizations with which he had been connected he was also for many years an esteemed member of the Trustees of the Turner Library, and rendered valuable service while acting as such.
The Trustees wish to express their appreciation to Mr. Joseph J. Semensi for his co-operation while a Select- man and ex-officio member of the Library Trustees. January 10, 1955

The Library hours are: Monday-Wednesday and Saturday afternoons from 2:00 to 4:30. Every evening from 7:00 to 9:00 except Sunday and holidays. During July and August we are open evenings only.

There were four sessions of the Children's Story Hour: July 10th attendance 35. July 17th attendance 17: July 24th attendance 21: July 31st attendance 16. Mak- ing an average attendance of 23 children. The story tell. ers were Mrs. Roland Stetson, Miss Anna Ginnity and Mrs. San Martin (Shirley Duke) ..
On November 20, in observance of Book Week we had a story hour with an attendance of 86 children.
Miss Stella Krupka entertained the children with stories and games.
Many new cards have been issued to young people for school use. Books for 5th and 6th grades also Junior High and High School have been added. Some of them chosen from the list of the State Board of Education.
The reference room has been used by students and others to good advantage also the reading room where the current magazines are displayed.
The Librarian takes this opportunity to thank those who helped at the Story Hour, Miss Desmond at vacation time and her assistant Miss Massee.
Also the Trustees, for their advice and co-operation.
