Report of The Planning Board
The Planning Board has actively functioned during 1954, and are happy to report their progress and plans. Altho interpreting and enforcing the Sub-division Con- trol Act has been the greatest single function of the Board, much time has been devoted to future plans for Indus- trial sites, zoning, roads, and the revision of Rules and Regulations.
Working closely with the Highway Department, the Water Department, the Board of Health, and the Build- ing Inspector, the board has established an efficient con- trol over all new developments in the town which have been authorized during the year. Also the new Master Plan has been completed and is being made ready for use.
The board wishes to extend its sincere appreciation to all those who so helpfully cooperated during the year.

In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabi- tants of the Town of Randolph, qualified to vote in elections therein, to meet at the polling places in their respective precincts, to wit :

THE POLLS WILL BE OPEN AT EIGHT O'CLOCK IN THE FORENOON AND WILL BE CLOSED AT EIGHT O'CLOCK IN THE EVENING.
You are directed to notify and warn the inhabitants qualified to vote as aforesaid to meet at the Randolph High School Auditorium, Memorial Parkway, in said Randolph, on Monday, the twenty-first day of March, 1955 at 8:00 o'clock in the evening, and then and there to act on the following articles :
Article 1. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955 and to issue a note or notes therefor, payable within year, and to renew any note or notes as may be given for a. period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 2. To see if the Town will vote to raise and appropriate money to defray the General Town Expenses for the current year, as recommended by the Selectmen and the Heads of the various Departments.
Article 3. To see if the Town will vote to raise and appropriate money for unpaid bills of previous years iu various departments.
Article 4. To hear and act on reports of Town Of- ficers.
Article5. To hear and act on the report of any committee and choose any committee the Town may think proper.

Article 6. To see if the Town will authorize the Water Commissioners to appoint one of their members to another office or position under their control, and fix the salary of such person in accordance with the pro- visions of Chapter 36, Acts of 1929, or take any other action relative thereto.
Article 7. To see if the Town will appropriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Congregational Church.
Article 8. To see if the Town will appropriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church.
Article 9. To see if the Town will vote to raise and appropriate a sum of money for the maintenance and up- keep of the Town Hall, as petitioned for by the Trustees of the Stetson School Fund.
Article 10. To see if the Town will vote to accept a special act of the 1955 Legislature relating to the con- struction of a sewage system in Randolph, and the financ- ing thereof, and vote to raise and appropriate a sum of money to install a sewage system in conformance with a survey plan completed by the engineering firm of Camp, Dresser and McKee, and to determine if the money shall be raised by taxation, by borrowing under Chapter 44 of the General Laws and any special act of the Legislature that may be enacted in the current year, or by transfer from available funds, or take any other action in relation thereto.
Article 11. To see if the Town will vote to raise and appropriate a sum of money for the purpose of construct- ing, furnishing and equipping, with site development, a new fire station on land owned by the Town of Randolph on the southerly side of Memorial Parkway, adjacent to the Turner Free Library and the land set aside for a War

Memorial for the Veterans of All Wars, and to determine if the money shall be raised by taxation, by borrowing under Chapter 44 of the General Laws, or by transfer from available funds, or take any other action in relation thereto.
Article 12. To see if the Town will vote to raise and appropriate a sum of money to purchase land to be used as a Town Dump.
Article 13. To see if the Town will vote to raise and appropriate a sum of money to purchase a Sidewalk Plow, the old Sidewalk Plow to be turned in, in trade.
Article 14. To see if the Town will vote to raise and appropriate a sum of money to loam, re-seed and lay out the High School football and baseball field, or take any other action thereon.
Article 15. To see if the Town will vote to raise and appropriate a sum of money to purchase three busses to transport school children, or take any other action thereon.
Article 16. To see if the Town will vote to appoint four (4) additional permanent firefighters, as requested by the Chief of the Fire Department, and to raise and appropriate a sum of money therefor, or take any other action in relation thereto.
Article 17. To see if the Town will vote to amend the By-Laws so as to provide for an average weekly tour of duty, not exceeding fifty-six (56) hours in any one year, for the permanent members of the uniformed fire- fighting force of the Town of Randolph, in conformance with the provisions of Sections 42 and 56 of Chapter 48 of the Massachusetts Annotated Laws, or take any other action relative thereto.

Article 18. To see if the Town will vote to appoint four additional police officers, as requested by the Chief of the Police Department, and to raise and appropriate a sum of money therefor, or take any other action in rela- tion thereto.
Article 19. To see if the Town will vote to instruct the Selectmen to dispose of a parcel of land on which the Prescott Primary School building was situated.
Article 20. To see if the Town will vote to raise and appropriate a sum of money to purchase two new trucks, the old trucks to be turned in, in trade.
Article 21. To see if the Town will vote to raise and appropriate the sum of $15,000.00 (a like amount to be appropriated by the Town of Holbrook) for the de- velopment of a well to be used as an auxiliary water supply for the towns of Randloph and Holbrook. This sum is also to be used for the taking of necessary land together with the purchase of necessary pumps, motors, controls, meter, pump house, power connections and pip- ing, as petitioned for by the Board of Water Commis- sioners.
Article 22. To see if the Town will raise and ap- propriate funds for the construction of two tennis courts on the High School Grounds, or take any other action thereto.
Article 23. To see if the Town will vote to accept Section 65 of Chapter 44 of the General Laws which provides for the payment of vacation pay in advance of the regular vacation.
Article 24. To see if the Town will authorize and instruct the Board of Health to notify the owners of all commercial piggeries that their licenses will not be re- issued on or after January 1, 1956 and that then and thereafter it shall be unlawful to operate a commercial

piggery within the confines of the Town. A commercial piggery for purposes of this Article is defined as any piggery which maintains more than one pair of pigs plus one litter.
Article 25. To see if the Town will vote to raise and appropriate the sum of $300.00 for the installation of a new underground conduit service for St. Bernadette's Church, which was damaged during the installation of drainage on Old Street.
Article 26. To see if the town will vote to repeal the Betterment Acts, Chapter 80, Sec. 1-9 of the General Laws or take any action relative thereto.
Article 27. To see if the Town will vote to raise and appropriate a sum of money for the salary of the Town Manager.
Article 28. To see if the Town will vote to raise and appropriate a sum of money for the expenses of the Town Manager.
ZONING
Article 29. To see if the Town will amend the zoning by-laws changing the area listed from residential to business.
Beginning at the northerly junction of Russ Street and North Main Street, approximately 300 feet, then easterly approximately 300 feet along land formerly owned by Hilda C. Snow, then approximately 300 feet southerly, then approximately 300 feet westerly. Title of which is in the name of Charles G. Snow.
Article 30. To see if the Town will vote to amend the Zoning By-Laws of the Town having to do with zoning and to Change the Zoning Map, Section 2-B of the Zoning By-Laws so that the area hereinafter described shall be changed from a residential district or zone to an industrial district or zone:
