The appropriation in the amount of $2600 voted by the Town for 1952 was expended in its entirety for necessary repairs and expenses.


For the year 1953 the Trustees are requesting an ap- propriation in the amount of $2,000. for the general repairs

It is with a feeling of sadness that the Trustees record the passing of Mr. Benjamin P. Crowell, who so ably and conscientiously filled the position of Library Trustee from 5-4-31 to 7-18-52 the date of his death An appropriate Resolu- tion evidencing his labors on the Board, as well as other as- sociations in the Town, was adopted and a page in the minutes set aside for insertion therein.


The Trustees wish to express their appreciation to all those who contributed in any manner to the Library during the past year.

The committee has audited the accounts of the Treasur- er for the year 1952 and found them to be correct. All monies have been accounted for as received, and no money has been paid out except on vouchers properly approved.


The committee has examined also the securities repre- senting the investment of the funds of the Library and has found them to be intact and as represented.


The investment portfolio has been changed this year by substituting shares in: Amer. Tel. & Tel., N. E. Tel., Great Amer. Ins, Commonwealth Edison and Standard Oil of N. J. in place of Boston Terminal Whse. bond and Securi- ties of the Denver Rio Grande West. R. R.

To the Trustees of the Turner Free Library


I have the honor to submit the annual report of the Librarian for the year ending December 31, 1952. -


The Library has been open to the public Monday, Wed- nesday and Saturday afternoons from 2:00 to 4:30 and every evening from 7:00 to 9:00 with the exception of Sundays and holidays. -


During July and August the Library was open even- ings only. -


There have been 241 books added the past year - 233 purchased, 8 gifts. -


Number of books loaned 10,362. Fiction 5482. Juvenile 2384. General 2496. March had the largest circulation 1206 having been loaned. -


Number of Magazines loaned 275. Borrowers cards issued 463, renewals 168, new applicants 295. -


The Children's Story was very successful. There were 6 sessions during July and August. On November 22 in observance of Children's Book Week we had a well attended session.


Mrs. George Komich was in charge of the Story Hours and told many interesting Stories in her delightful man- ner. -


Books have been borrowed through the Inter-Library Loan for students and others. -


The reference room has been used for Study by Junior High, Randolph High and College students. -


Two new magazines have been added to our list News- week and Collier's, American Legion and Rotarian were gifts. -

REPORT OF TREE WARDEN


To the Citizens of the Town of Randolph.


I hereby submit the following report of the work of your Tree Department for the year 1952.


Report of the Dutch Elm Disease in Randolph, Mass.


The Situation in Randolph


Randolph is in the unfortunate position of being located in one of the areas in the state most severely infected with the Dutch Elm Disease. In 1952, at total of 415 Elms are known definitely to have been infected with this disease in adjoining towns of Holbrook, Braintree, Quincy, Milton, Canton, and Stoughton. Randolph itself will have to take down 28 Elm Trees stricken with Dutch Elm Disease in 1953.


In Randolph, the town is faced not only with prospect of having to remove many of its beautiful Elms, but also with additional financial burden of having to plant new trees. It would be conservative to say that for every public Elm which must be taken down and a young tree planted in its place, the average cost to the town will be $100.00. The aesthetic value of the large old Elm cannot be measured in terms of dollars.


To combat this condition your Tree Warden, Joseph J. Hart, has taken samples of all Elm Trees and submitted them to the Shade Tree Laboratory at Amherst College. Their report shows that 28 trees in the town are affected by this disease and orders from the State Department of Con- servation demand that these trees be removed and all bran- ches and bark burned.


Thirty four dead trees were removed during the Year and a great many pruned. These trees were replaced where possible with new ones. All areas where children pass to and

from school, and all school yards and parks, and thickly settled areas throughout Randolph where Poison Ivy is pre- sent, I have sprayed and remedied this situation to best of my ability.


The never ceasing work of eliminating bushes because of view obstruction consitutes a dangerous menace to car drivers, has been taken care of.

REPORT OF MOTH SUPERINTENDENT


To the Honorable Board of Selectmen


Citizens of the Town of Randolph


I submit the following report of the Moth Department for the year of 1952.


D. D. T. in both liquid and powder forms were used on several colonies of Gypsy Moth as a spray with excellent results. Japanese Beetle was found in locations all over town. You may expect them anywhere this coming season. Remedies ; lead arsenate spray or powder or D. D. T. spray or dust. Heavy concentration of Fall Web Worms were found during the months of August and September. Lack of money prevented proper spraying, but provision has been made in the budget to remedy this condition.


The sprayer is in very bad condition, and the town must buy a new sprayer.


The Commonwealth of Massachusetts, through its In- sect Pest Control Department has notified this Department

that our liability for Gypsy Moth work for the coming year is $3,330.00 and have recommended that this Department ask for an appropriation of $3,330.00 to be expended solely for control against those insects specified in Section 11, as public nuisances.

REPORT OF THE WATER COMMISSIONERS


The sixty-seventh annual report of the Board of Water Commissioners is herewith submitted, covering activities of the Department for the year ending December 31, 1952

During the calendar year 1952, the Department received applications for two hundred and two services. These have all been installed.


Department Maintenance


Thirty-seven service leaks were repaired, twenty-six services were renewed from main to curb, nineteen were cleaned out, and fifteen service boxes found broken were replaced.


Twelve hydrants were broken, nine of those by auto- mobiles. Most of the damages incurred have been collected for through insurance. Five additional hydrants found leak- ing were repaired. One of these was a complete replacement.


In conjunction with the continued widening of North Main St., eight services were renewed and two hydrants were relocated and raised to new road grade.


With the completion of the building of Liberty St., twenty-one services were renewed. Thirty services on War- ren St. were also renewed ahead of the resurfacing of War- ren St. The balance to be completed in 1953.

Meter Department


In the meter department, eighty-six meters were re- moved from service, fifty-seven not registering, three were frozen and burst, five for test, and twenty-three for various other reasons, also twenty-two outmoded meters were junked. Seventy meters were reset after repairs and clean- ing. Two hundred fifty-three new meters were set, two hundred thirty-four were new services and nineteen as re- placements.

The oil burners were installed in September and are expected to reflect a sub- stantial saving in steam operation costs.

In accordance with Section 61, Chapter 41 of the General Laws I herewith submit my annual report of all receipts and disbursements for the year ending December 31, 1952. There is attached a list of monies received from every source of income, a detailed statement of all appropriations and balances and all expenditures therefrom, a balance sheet, report of the funded or fixed debt, table of debt maturities, information as to borrowing capacity and trust funds.


I recommend that the following unexpended balances of appropriations, the purpose for which they were made having been completed, be transferred to the E. & D. Ac- count :
