In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Randolph, qualified to vote in the elections therein, to meet at the polling places in their respective precinctn, to wit:

You are directed to notify and warn the inhabitants qualified to vote as aforesaid to meet at the Town Hall in said Randolph on Monday, the nineteenth day of March 1951, at 7:45 o'clock in the evening, and then and there to act on the following articles:
Article 1. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1951, and to issue a note or notes therefor, payable within year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 2. To see if the Town will vote to raise and appropriate money to defray the General Town Expenses for the current year, under the following headings :

Article 3. To see if the Town will vote to raise and appropriate money for Unpaid Bills of previous years in various departments.
Article 4. To see what action the Town will take in regard to raising and appropriating money for the employ- ment of district nurses, as provided for by Section 5, Chap- ter 40, General Laws, as amended by Section 1, Chapter 371, Acts 1921, as petitioned for.
Article 5. To see what action the Town will take in regard to the pay of Town Laborers and others hired by the day or hour.
Article 6. To hear and act on reports of Town Officers.
Article 7, To hear and act on the report of any committee and choose any committee the Town may think proper.
Article 8. To see if the Town will authorize the Water Commissioners to appoint one of their members to another office or position under their control, and fix the salary of such person in accordance with the provisions of Chapter 36, Acts of 1929, or take any other action relative thereto.
Article 9. To see if the Town will appropriate the sum of $20.00 for the maintenance and lighting of the clock in the tower of the First Congregational Church.
Article 10. To see if the Town will appropriate the sum of $20.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church.
Article 11. To see if the Town will vote to raise and appropriate a sum of money to compensate the Call Firemen for injuries sustained in the line of duty in accordance with Chapter 41 of the General Laws.

Article 12. To see if the Town will vote to raise and appropriate a sum of money for the maintenance and up- keep of the Town Hall, as petitioned for by the Trustees of the Stetson School Fund.
Article 13. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money for the Civilian Defense Program under the acts of 1950 Chapter 639.
Article 14. To see if the Town will vote to acquire by gift, purchase or eminent domain, an easement for drainage purposes over lands now or formerly owned by one Perlstein and by one Brennan, or others, in connec- tion with the use of the property acquired by the Town for High-School purposes; and to raise and appropriate a sum of money therefor.
Article 15. To see if the Town will instruct the Se- lectmen to purchase or take by eminent domain the following described parcel of land for School purposes:
Beginning at a point on Adams Street, at the northeast corner of the present Tower Hill School lot, then running east along Adams Street until it reaches a distance of fifty feet, then turning and running about one hundred forty (140) feet parallel to the present school line until it reaches the land now or formerly owned by Agnes M. and Ashton Worswick, then turning and running about fifty feet west by said Worswick land to the present school lot, thence turn- ing and running north by said school lot, to the point of beginning; and raise and appropriate money or transfer from the E. and D. Account.
Article 16. To see if the Town will instruct the Se- lectmen to purchase or take by eminent domain the follow- ing described parcel of land, for School Purposes: Bounded West by the Tower Hill School lot; North by land now or formerly of George K. and Adeline Farley, and the east line to be one hundred twenty (120) feet distance from and parallel to the west line of Lafayette Street, and' south by land now or formerly of Ralph W. and Evelyn L. Marshall, and to raise and appropriate or transfer money from the E. and D. Account therefor.
Article 17. To see if the Town will vote to raise and appropriate money to complete the present Tower Hill

Article 18. To see if the Town will vote to raise and appropriate or transfer from the E. and D. Account the sum of $1500.00 for preliminary sketches for an addition to the Devine School.
Article 19. To see if the Town will vote to raise and appropriate a sum of money for the purpose of altering, repairing and furnishing the present Stetson High School to accommodate grammar school children, and to determine if the money shall be raised by taxation, by borrowing under Chapter 44 of the General Laws, or by transfer from available funds, or take any other action in relation thereto.
Article 20. To see if the Town will authorize the Selectmen to enter into an agreement for the acquisition, installation, maintenance and operation of parking meters in the Town, or any part thereof, as they deem proper and expedient for the control of parking on the highways and to raise and appropriate money therefor, or take any action relative thereto.
Article 21. To see if the Town will vote to instruct the Chief of the Fire Department to appoint two additional permanent men, according to Chapter 48, Section 42, of the General Laws and raise and appropriate money for the same.
Article 22. To see if the Town will vote to purchase a new motor pumping engine of not less than five hundred gallons capacity for the Fire Department and raise and appropriate money therefor.
Article 23. To see if the Town will vote to authorize the Board of Selectmen to sell a tractor now the property of the School Board or take any other action thereto.
Article 24. To see if the Town will vote to raise and appropriate the sum of $200.00 for a Playground Super- visor at Belcher Park, during July and August, 1951.
Article 25. To see if the Town will vote to raise and appropriate the sum of $1200.00 for the control, care and eradication of the Dutch Elm Disease in the Town of Ran- dolph under Chapter 761 General Laws, Acts of 1949

(effective August 27, 1949). This appropriation must be voted on as a Special item at the Annual Town Meeting.
Article 26. To see if the Town will vote to raise and appropriate the sum of $750.00 for the purpose of purchas- ing a sprayer for Poison Ivy and road-side bush killing as requested by the Tree Warden.
Article 27. To see if the Town will raise and appro- priate the sum of $483.00 for repairs to the town barn where the equipment of the Moth and Tree Departments . is stored.
Article 28. To see if the Town will vote to establish a Planning Board under the provision of Chapter 41, Sec- tion 81A of the General Laws.

Article 30. To see if the Town will vote to accept Chapter 98 of the General Laws, an act prohibiting or regulating the removal of soil, loam, sand or gravel from land not in public use in the whole or in specified districts of the town.
Article 31. To see if the Town will vote to raise and appropriate the sum of $350.00 to Land Court property at 664 North Street owned by the Town.
Article 32. To see if the Town will vote to instruct the Selectmen to sell the buildings situated on the recently acquired property adjacent to the Devine School or take any other action thereto.

To see if the Town will vote to amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area at the southeast corner of Highland Avenue and Warren Street, title for which is in the name of Elmer and Ruth Whynot, be in- cluded in the business district.
Article 35. To see if the Town will vote to amend the Zoning Laws as provided for in Chapter 40 of the General Laws as follows: That the area at 107 Mill Street, title for which is in the name of Richard F. and Dorothy A. Smith, be included in the business district.
Article 36. To see if the Town will vote to amend the Zoning By-Laws by adding thereto the following: The premises at the junction of North Main Street and Warren Street, lying west of North Main Street and north of War- ren Street bounded and described as follows :
Parcel of land at the northerly corner of Warren and North Main Streets bounded and described as follows :
Easterly on North Main Street one hundred forty-six (146) feet more or less; Northerly, Easterly and Northerly by land of Conlon on three courses measuring respectively one hundred fifty (150) feet, seventy and 43/100 (70.43) feet and seventy (70) feet; Easterly again eighty-six (86) feet more or less on land formerly of C. D. Hill; Northerly by the stonewall and land formerly of Foye one hundred thirty-two and 10/100 (132.10) feet; Westerly by land formerly of Clark one hundred four and 64/100 (104.64) feet; Southerly sixty-six (66) feet and Westerly again by land formerly of Frank F. Teed seventy-five (75) feet; Southerly again, and again Westerly by land formerly of Diauto, on two courses measuring respectively sixty-six (66) and ninety (90) feet; Southerly again by Warren Street two hundred thirty-eight (238) feet more or less to the curve at the corner of Warren and North Main Streets ; and Southeasterly by said curve to North Main Street; shall be included in the business district or zone.
