REPORT OF THE BOARD OF SELECTMEN AND OVERSEERS OF PUBLIC WELFARE
During the past year, we have encountered the many and varied problems which have confronted other towns of extremely rapid growth.
Abnormal increases in population necessitated the ex- panding of many public services in the towns to meet the needs and demands of a fast growing community, and we fear, this will have to continue to best serve the interest of the people, even though it definitely will prove a bit more expensive.
Your present board, Chairman Orrin B. White, Clerk Joseph J. Semensi, and Associate Member Ralph H. Hutch- inson, have carried out the remaining mandates of the pre- vious board, and have strived to carry out the mandates and decisions rendered by you, the people, at our immediate past Annual Town Meeting and subsequent Special Town Meeting.
The usual comment of the citizenry, both local and of surrounding towns, plus business men carrying on business within the town, or those who merely pass through, has been most gratifying.
Because of limited space, just a few of the many accom- plishments of the past year are listed :
Installation of the new Mercury Vapor lights at various intersections in the town, with eventual installation of these wonderful lights at, at least, all the intersections.
Further expansion of street lighting in all sections of the town where needed, with the eventual installation of street lights everywhere practicable.
Civil Defense, under the able leadership of Colonel Ralph E. Macleod, has been further expanded, and is con- sidered one of the very best units in the state. We sincerely hope that the true value of this organization will never be

shown, but if an emergency does arise, we are absolutely confident that the emergency will be successfully met and | discharged.
All jobbing, let out by this office, has been on a bid i basis. This is a business practice with which the board is unanimously in favor.
In every case where practicable, our Senators and Rep- resentatives have been contacted for aid in benefiting the Town of Randolph.
The demolition of the Prescott Primary School Build- ing is now underway, and an article now appears in thiss year's warrant for disposal of the land on which the buildingg has been situated.
Committees appointed by the Moderator, were called together by your Selectmen for organizational purposes. The reports of these committees are contained within this book.
Many safety signs have been placed where needed and more are scheduled for placing.
The New School was accepted for the Town and turned over to the School Department for use.
Every effort to invite business to our town has been made, by scheduling appointments and meetings, and by accompanying representatives of industry to various loca .. tions about town, plus attending meetings of their schedul ing in their offices. The result of one group appears in thisi year's warrant, which asks for an Industrial Zone.
The sidewalk on the westerly side of North Main Street from Pond Street to the Randolph Line was begun and i: under construction. Plans call for its completion this year Much more street and sidewalk work has been planned and will be carried out in the near future. Widening of som present streets is already in the process, and will be accel erated with the coming of fairer weather.

after due investigation and recommendations by state and local authorities.
The State drain on South Main Street, in front of the Randolph Manufacturing Company. plant, is in process of completion. Plans call for an entirely new drain going through both Stetson and Randolph High School land and emptying into the brook which crosses Warren Street. The former drain is to be by-passed, but will still lie in place, so the terrible water condition that has existed here for so: long will finally be corrected. This project was studied and completed by your Selectmen, State Engineers and architect of the Randolph High School.
The loan for the addition to the Devine School was made and the Selectmen spent half a day in a Boston bank signing 445 notes, of $1,000 apiece.
The Selectmen were represented at every function they were asked to attend, both local and otherwise, carrying the greetings of our town and townspeople.
The History of the Town of Randolph was completed and is now on sale at the Selectmen's Office and Lyons' Card Shop. The money received for these books is being returned. to the town treasury, balancing off the appropriation al- lowed by the voters in 1950. Reverend Harry R. Butman is to be commended on his fine and diligent work.
All hearings required by law were held and every citi- zen was allowed to be heard.
All of the insurance of the Town of Randolph was re- vised and completely revalued. This includes both contents and property. It was then submitted to the Rating Bureau for a new and much lower premium rate. The new school was a great factor in this reduction of premium rate be- cause of its fireproof construction. Even though the reduc- tion was over 35%, coverage was increased, and the town can expect over a $1500.00 rebate on its premiums. Local insurance men are to be thanked for their tremendous aid

in this matter.
We have tried to sell all the tax title land to return it to revenue bearing property. We have been moderately suc- cessful at this.
In passing we would like the citizens to take note of the increase in dog complaints. These complaints are diffi- cult to handle as they usually involve neighborhood diffi- culties, and the owner generally will believe no evil of his pet. The law makes the position of the Selectmen very clear, in that if we receive written, notarized complaint, we are required to have it investigated by the Dog Officer, and if the complaint appears to be justified, to restrain the dog to the premises of its owner. Failure to abide by the restrain- ing order can result in the destruction of the animal.
In closing, we wish to state that we have made every effort to make Randolph better by our services. We have tried to give good government. We have tried to attain top efficiency, and have practical economies.
We have met the challenge of this last year as adequate- ly and progressively as our limited resources have allowed us to. We would like to remind all the citizens of the town that it is your obligation to be present at the town meetings. Here, and here alone, is where your tax dollars are appro- priated and spent, and your tax rate is established.
We sincerely appreciate the interest shown by all or- ganizations in the civic problems of our community. Greater interest in Town Government will result in better and more economical town services.
The cooperation received from State, County and local officials and departments has been extremely profitable, even beyond monetary gains. We are deeply grateful to all for this splendid example of team work.
