REPORT OF THE BOARD OF REGISTRARS


During the past year, the Board of Registrars held sessions on January 15, 23, 28 and February 12, in the Town Hall, Belcher School and Devine School, when 365 new voters. were registered.


March 28, they registered 103 and during April, May and June, 84 were registered. At the pre-primary regis- tration in August, 345 were registered and at the registra- tion sessions previous to the state election, 724, making a total of 1616 new voters. This included a number that were registered by the town clerk, Waldo E. Mann, outside of the regular registration sessions.


After correcting the voting list, removing names of persons who had died and of those who had left town, the: total number of registered voters at the present time is. 5952.


We have on file, 7000 cards of persons 20 years of age and over, whether they are citizens or not, that were listed the first of the year. With the many new houses being erec- ted, we expect to have many more new listings and new voters the coming year.


James H. Dunphy, one of the registrars who passed away in December, 1952. served with the board the past six years.

CIVIL DEFENSE AGENCY


To the Board of Selectmen


Randolph, Massachusetts.


Herewith submitted is the second annual report of the Civil Defense Agency, organized under the authority of Chapter 639 of the General Laws of Massachusetts, known as "An Act to Provide for the Safety of the Commonwealth during the existence of an emergency, resulting from disas- ter or from hostile action."


An Amendment was made to Chapter 639 of the Act of 1950, effective May 13, 1952, in Section 22, extending the effectiveness of this Act to July first, nineteen hundred and fifty three.


Protection has been provided to Civil Defense volun- teers in this Act, by the following insertion as follows: (Extract from Section 11A-) Every person appointed under paragraph (a) of section eleven of this act who, while parti- cipating in training, or performing duty, in the city or town in which he is appointed or in another city or town in this commonwealth or in another state under or pursuant to any provision of this act or any mutual arrangement or inter- state compact made under authority, thereof, shall without fault or neglect on his part sustain loss of or damage to his property by reason of such participation in training or performance of duty, shall be indemnified by the common- wealth for such loss or damage; but said indemnification shall not exceed fifty dollars for any one accident. Every such person, who while so participating in training or per- forming duty, shall by reason thereof without fault or neglect on his part sustain personal injury, shall be indemni- fied by the commonwealth for the reasonable hospital, medi- cal and surgical expenses incurred by him, or in his behalf by reason of such injury, and also for his loss of earning ca- pacity, if any; but such indemnification for loss of earning

shall not exceed for any one week a sum equal to thirty dol- lars plus two dollars and fifty cents for each person wholly dependent on such person within the meaning of section thirty-five A of chapter one hundred and fifty-two of the General Laws. Every person who, while so participating in training or performing duty, shall by reason thereof with- out fault or neglect on his part receive any of the injuries specified in section thirty-six of said chapter one hundred and fifty-two shall be indemnified by the commonwealth at the rate and for the period specified in said section thirty-six except that any determination required by said section to be made by the industrial accident board shall be made by the civil defense claims board.


If any such person is killed while, and by reason of, so participating in training or performing duty, or if any such person dies from injuries received, or a natural and proxi- mate result of undergoing a hazard, while and by reason of, so participating in training or performing duty, the reason- able expense of his burial, not exceeding five hundred dol- lars, shall be paid the commonwealth, which shall also pay to his dependents the following annuities: To the widow, so long as she remains unmarried, an annuity not exceeding fifteen hundred dollars a year, increased by not exceeding three hundred and twelve dollars for each child of such per- son during such time as such child is under the age of eigh- teen or over said age and physically or mentally incapicated from earning; and, if there is any such child and no widow or the widow later dies, such an annuity as would have been payable to the widow had there been one or had she lived, to or for the benefit of such child, or of such children in equal shares, during the time aforesaid; and, if there is any such child and the widow remarries, in lieu of the aforesaid annuity to her, an annuity not exceeding five hundred and twenty dollars to or for the benefit each of such child during the time aforesaid; and, if there is no widow and no such child, an annuity not exceeding one thousand dollars to or for the benefit of the father or mother of the deceased, or

to or for the benefit of an unmarried or widowed sister of the deceased with whom he was living at the time of his death, if such father, mother or sister was dependent upon him for support at the time of his death, during such time as such beneficiary is unable to support himself or herself and does not marry.


Since submission of the 1951 annual report, personnel in the Civil Defense Agency has been increased from 108 to 350 for all departments. When oaths have been completed to volunteers now in process of becoming volunteer mem- bers, this figure will be doubled.


Organization development has been progressing slowly, but surely. Local patriotic and social organizations in Ran- dolph are becoming interested, and accepting responsibility in organizing facilities of Randolph, for self defense. Mer- chants and business manufacturing concerns, and construc- tion and machine companies have cooperated in interesting personnel of their establishments in the advantages of be- coming conscious of the obligation of each individual, in protection of himself, his home, and his town, should an emergency occur.


The Alarm System is about ready to cover the entire area, which will be heard by every inhabitant.
