In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabi- tants of the Town of Randolph, qualified to vote in elec- tions therein, to meet at the polling places in their respec- tive precincts, to wit:

THE POLLS WILL BE OPEN AT EIGHT O'CLOCK IN THE FORENOON AND WILL BE CLOSED AT EIGHT O'CLOCK IN THE EVENING.
You are directed to notify and warn the inhabitants qualified to vote as aforesaid to meet at the Randolph High School Auditorium, Memorial Parkway, in said Randolph on Monday, the fifteenth day of March, 1954 at 7:45 o'clock in the evening, and then and there to act on the following articles :
Article 1. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1954 and to issue a note or notes therefor, payable within year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 2. To see if the Town will vote to raise and appropriate money to defray the General Town Expenses for the current year, as recommended by the Selectmen and the Heads of the various Departments.
Article 3. To see if the Town will vote to raise and appropriate money for unpaid bills of previous years in

various departments.
Article 4. To hear and act on reports of Town Of- ficers.
Article 5. To hear and act on the report of any commit- tee and choose any committee the Town may think proper.
Article 6. To see if the Town will authorize the Water Commissioners to appoint one of their members to another office or position under their control, and fix the salary of such person in accordance with the provisions of Chapter 36, Acts of 1929, or take any other action rela- tive thereto.
Article 7. To see if the Town will appropriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Congregational Church.
Article 8. To see if the Town will appropriate the sum of $35.00 for the maintenance and lighting of the clock in the tower of the First Baptist Church.
Article 9. To see if the Town will vote to raise and appropriate a sum of money for the maintenance and upkeep of the Town Hall, as petitioned for by the Trustees of the Stetson School Fund.
Article 10. To see if the Town will vote to transfer the care, custody, management and control of a parcel of land on the southerly side of Memorial Parkway, ad- jacent to the Turner Free Library and to the land set aside for a War Memorial to the Veterans of All Wars, running westerly approximately two hundred (200) feet, and thence southerly approximately two hundred (200) feet, to the Board of Selectmen, under the provisions of Section 15-A of Chapter 40 of the General Laws, for the purpose of constructing, furnishing and equipping, with site development a combination fire and police station. or take any other action in relation thereto.

Article 11. To see if the Town will vote to raise and appropriate a sum of money for the purpose of construct- ing, furnishing and equipping, with site development a new combination fire and police station on land owned by the Town of Randolph on the southerly side of Mem- orial Parkway, adjacent to the Turner Free Library and the land set aside for a War Memorial for the Veterans of All Wars, and to determine if the money shall be raised by taxation, by borrowing under Chapter 44 of the General Laws, or by transfer from available funds, or take any other action in relation thereto.
Article 12. To see if the Town will vote to raise and appropriate a sum of money for the installation of a new and extended fire alarm system under the provisions of Chapter 100 of the Acts of 1953, and to determine if the money shall be raised by taxation, by borrowing under Chapter 44 of the General Laws, or by transfer from available funds, or take any other action in rela- tion thereto.
Article 13. To see if the Town will vote to discon- tinue and abandon the use of parking meters and arrange for the disposition by public sale to the highest bidder of all parking meters and equipment relating thereto 01 take any other action relative thereto.
Article 14. To see if the Town will eliminate all future payments of the Belcher Park Fund, until the Town clects a Park Commissioner or Commissioners, and three additional members to be appointed by the Moder- ator, as Article 2 of the Special Town Meeting of 1947.
Article 15. To see if the Town will vote to instruct the Selectmen to review bounds of precincts in accord- ance with the General Acts of 1947, Chapter 324 and wholly or partially revise said boundaries.

ize that the maximum compensation to be paid for the use of private automobiles for town purposes be estab- lished at the rate of 7 cents per mile operated for such purposes, and that the Town Accountant furnish a form for the use of all departments, officials and employees for reporting mileage accumulated on Town business.
Article 17. To see if the Town will vote to estab- lish a vacation plan for Town employees (except the School Department) to provide as follows:
Town employees who work on a twelve month basis upon reaching their first anniversary date of service are eligible for a two week vacation with pay.
Article 18. To see what action the Town will take to establish a policy regarding payments for private home phones used for Town business.
Article 19. To see if the Town will vote to instruct all Town committees to give progress reports in writing every two months to the appointing agent. The appoint- ing agent shall replace inactive members.
Article 20. To see if the Town will vote to raise and appropriate the sum of $5,000.00 to establish a re- serve fund in accordance with Chapter 40, section 6 of the Massachusetts General Laws.
Article 21. To see if the Town will vote to raise and appropriate a sum of money to purchase and install a fire signal for the North Randolph Fire Station.
Article 22. To see what action the Town will take to establish a plan of sick-leave for Town employees, ex- cept the school department, for those employees working on a 12-month basis.

of land situated on the northerly side of Pond Street. bounded easterly by Randolph and Braintree line; nor- therly by land of Metropolitan Park Commission, west- erly by land of unknown owners, southerly by Pond Street, to the Randolph Water Department, for the pur- pose of protecting the water supply, or take any other action in relation thereto, as requested by the Randolph Water Commissioners.
Article 24. To see if the Town will vote to raise and appropriate the sum of Four Thousand Two Hundred and Eighty Dollars ($4,280.00) to cover the award of land damages by the County Commissioners of Norfolk County to Sundry Owners, as per list filed with the Town Clerk, on South Street, between Union Street and the Holbrook Town Line, in the Town of Randolph, for the purpose of establishing future building lines, the rebuilding of Street and establishing boundary lines.
Article 25. To see if the Town will vote to raise and appropriate the sum of Eight Hundred and One Dollars ($801.00) to cover the award of land damages by the County Commissioners of Norfolk County to Sundry Own -- ers, as per list filed with the Town Clerk, on Centre Street, between South Main Street and Union Street, in the Town of Randolph, for the purpose of establishing future build- ing lines, the rebuilding of Street and establishing bound- ary lines.
Article 26. To see if the Town will vote to raise and appropriate a sum of money for the purchase of Zoning Maps.
Article 27. To see if the Town will vote to raise and appropriate the sum of One Hundred and Forty Five Dollars ($145.00) to cover the award of land damages by the County Commissioners of Norfolk County to Sundry Owners, as per list filed with the Town Clerk, on Warren Street in the Town of Randolph for the purpose of estab-

Article 28. To see if the Town will raise and appro -- priate money for shop equipment for the High School.

Article 30. To see if the Town will raise and appro -- priate a sum of money for the taking of the State Census ..

Article 33. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for the control, care and eradication of the Dutch Elm Disease in the Town of Randolph under Chapter 761 of the General Laws, Acts of 1949 (Effective August 27, 1949).
Article 34. To see if the Town will vote to continue the widening of Warren Street under Chapter 90 con- struction, and to raise and appropriate a sum of money for same.
Article 35. To see if the Town will vote to raise and appropriate a sum of money to construct South Street under Chapter 90 construction.
Article 36. To see what action the Town will take in employing a Town Engineer, including Salary and

Expenses. Engineer to be under the supervision of the Board of Selectmen.
Article 37. To see if the Town will vote to appoint four additional police officers, as requested by the Chief of the Police Department, and to raise and appropriate a sum of money therefor, or take any other action in re- lation thereto.
Article 38. To see if the Town will vote to appoint two (2) additional permanent firefighters and to raise and appropriate a sum of money therefor, as requested by the Chief of the Fire Department, or take any other action in relation thereto.
Article 39. To see if the Town will vote to renew a lease for a period not exceeding five years for the purpose of providing suitable quarters for the Randolph Post of the American Veterans of World War II, in conformance with Chapter 40, Section 9 of the Massachusetts Anno- tated Laws, the premises owned by the Town, now occu. pied under a lease by the said AMVETS, or take any other action in connection therewith.
Article 40. To see if the Town will vote to accept the provisions of section sixteen C of Chapter one hun- dred and forty seven of the General Laws providing for a five day week for members of the police department in the Town of Randolph, or take any other action in relation thereto.
Article 41. To see if the Town will vote to accept Chapter 386 Act of 1953.
Article 42. To see if the Town will vote to raise and appropriate the sum of $5,000.00 to be administered by the highway department under the terms of Chapter 386 of the Massachusetts acts of 1953 with the further pro- vision that a sum not to exceed $200.00 per thousand feet be expended to make the ways passable.

Article 43. To see if the Town will vote to adopt a by-law providing for the numbering and re-numbering of houses and buildings in the Town of Randolph on all public or private streets and ways in the Town of Ran- dolph, under the jurisdiction of the Board of Selectmen, and appropriate a sum of money for services and expenses in connection therewith, or take any action relative there- to as may appear indicated, in conformance with the pro- visions of Chapter 40, Section 21, sub-paragraph 10 of the Annotated Laws of Massachusetts, said by-law to read as follows :
Effective as of the date of approval by the At- torney General all buildings and homes on all public or private streets or ways shall be num- bered or renumbered in numerical sequence be- ginning at the entrance to the street, said num- bering to be done by using the even number on the left-hand side of the street and the odd num- ber on the right-hand side of the street.
Article 44. To see if the Town will vote to amen.I its By-Laws by adding thereto a new Section to read as follows :-
Article 4 Section 4. Every officer or board in charge of a department and every Committee of the Town, when authorized to purchase any supplies or property, or to do any public work, or erect, construct or repair any build- ing, in each case where the estimated cost of the entire property, work, or other matter in question does or may exceed Five Hundred Dollars, shall, before letting any such contract, invite sealed written proposals on identi- cal specifications therefor by advertising in one or more newspapers, published in the Town, such invitation to state the time and place for opening the proposals, an.' reserving the right of such officer, board or committee t reject any or all proposals.

Article 45. To see if the Town will vote to accept the provisions of Chapter 98 of the Acts and Resolves of the Massachusetts Legislature for the year 1949, amend- ing General Laws, Ter. Ed., Chapter 40, Section 21, which is an act prohibiting or regulating the removal of soil, loam, sand or gravel from land not in public use in the whole or in specified districts of the Town.
Article 46. To see if the Town will vote to adopt the following by-law for the purpose of implementing the pro- visions of Chapter 98 of the Acts and Resolves of the Massachusetts Legislature for the year 1949: "No person shall remove any soil, toam, sand or gravel from any land in the town not in public use unless such removal is auth- orized by a permit issued by the Board of Selectmen, ex- cept in conjunction with construction of a building on the parcel and except for the continued operation on the same parcel of an existing sand and gravel pit. No such permit shall be issued until an application therefor is filed with said board, said board shall hold a public hearing on the application and notice of the filing of such application and the date and time of the public hearing thereon shall be advertised in a paper published in the county, seven days at least before the public hearing."
Article 47. To see if the Town will raise and appro- priate a sum of money and vote to transfer from the Park- ing Meter Fund a sum of money for the purchase and in- stallation of two traffic lights and push button pedestrian controls on North Main Street.
Article 48. To see if the Town will vote to amend Article 1 Section 7 of the Town By-Laws by Section 7-B to read as follows: All articles for insertion in the Annual Town Meeting Warrant shall be submitted to the Board of Selectmen not later than January 10th.
