Report of The Selectmen and Overseers Of Public Welfare
During the past year vour Board of Selectmen have endeavored to complete all matters that were voted by the Town Meeting Members at the Annual Town Meeting and the Special Town Meetings.
Ten Mercury lights were transferred from Memorial Drive to the business area in North Randolph, which has materially increased the safety of 'pedestrians in this locality.
The Parking Meters were removed as directed under Article 13 and have been stored in a suitable place in the Town Hall.
The widening of Warren Street under Chapter 90 has been extended and further progress is expected in the near future.
Three permanent patrolmen and a provisional pa- trolman have been appointed and Civil Service Examina- tions have been set up by the Commonwealth in the early part of March so that Randolph will have men on the Civil Service List, if the citizens desire additional patrol- men.
Two additional firefighters have been added to the Fire Department.
The Pedestrian Flasher Signal has been installed in the uptown business district fulfilling a long needed safe- ty necessity.

The Public Works Department of the Common- wealth installed a Pedestrian Flasher Signal in front of the Boston School for the Deaf at no cost to the Town, at our request.
The additional transportation service from Craw- ford Square to Liberty Street and to South Braintree Square was approved by the Department of Public Utili- ties on our petition to allow the Eastern Massachusetts Street Railway Company to serve this area.
The extension of the present lease for 5 additional years to the AMVETS of the former Town Infirmary was granted as per vote of the Town Meeting.
Your Board stepped up the installation of street lights in all parts of the Town to insure the safety and protection of the citizenry.
Because of the complaints received at a public hear- ing that many of our citizens were disturbed by prowlers, the Board immediately granted an emergency of addi- tional funds to the Police Department, and up to the present time we have not received a single complaint since this measure was taken.
All properties that were voted to be purchased or taken by eminent domain were attended to as directed.
In Belcher Park a skating rink has been constructed and floodlights have been installed. We appreciate the cooperation given to us on this matter by the Jaycees.
We commend the Jaycees for their untiring efforts in furthering the Little League which provides recreation to the youth of the community.
On December 18, 1954, Mr. Frank R. Gaffney, Pub- lic Welfare Agent since March 15, 1939, resigned. Mr. Gaffney has served faithfully and conscientiously in the interest of the Taxpayers of the Town. His diligence to

his office has resulted in considerable savings for our local Government.
Mr. I. William Trostel was unanimously appointed to assume the position of Public Welfare Agent to take effect on January 3, 1955. We feel confident that his background and experience in this office will be of valuc to the Town.
In September, due to the vacancy that existed in the offices of Town Clerk and Treasurer, Selectman Joseph J. Semensi was appointed to assume the duties of these offices. His record in these offices since his appointment speaks for itself.
The accomplishments during the year have been the result of harmonious cooperation of all three of the members of the Board.
Representative Ralph W. Cartwright Jr., has been most co-operative and has assisted us on many occasions.
Director of Civil Defense Ralph E. Macleod with his volunteers have been active in this most necessary pro- gram. The Board appreciates their efforts.
Especially do we desire to commend Town Counsel George N. Welch who has attended all of our meetings and has cooperated to the fullest extent with the prob- lems that have confronted us.
All Department Heads and Town Officials and Com- mittees have worked untiringly in conducting the affairs of the Town. We extend our grateful appreciation to all for their splendid example of teamwork. RANDOLPH MARCHES ON!

Report of Medical Advisory Council to The Board of Health
The undersigned practicing doctors and dentists in the Town of Randolph, acting collectively as the Medical Advisory Council to the Board of Health, make the fol- lowing statement regarding the need for a sewerage sys- tem in the Town:
In years past when the population of the Town of Randolph was not as great as now, and when houses were spaced further apart, the method of waste dis- posal by individual household sewerage units (cesspools and leaching fields) was reasonably adequate. It repre- sented a very much safer method than that which pre- ceeded it, the outhouse. In many parts of our Town, how- ever, it has never been an entirely satisfactory method because the soil characteristics are such that percolation of liquid sewage has not been rapid enough. In such soils, cesspools or leaching fields clog within a year or two, and overflow has resulted in potentially dangerous conditions.
With the population now grown to around 15,000 and with a marked increase in house proximity, as well as population density, this method of disposal is no longer entirely suitable. We now have more people and more overflowing cesspools within the same area; with a great- er chance that children (especially, but also adults and house pets) can be contaminated and infected by im-

properly functioning disposal units. It is estimated that within the next generation the population of the Town will increase to at least 30,000 with a commensurate in- crease in our pollution problem.
During the past few years each of the undersigned psysicians has observed occasional cases of illness among residents of this Town which may have resulted from some of the insanitary conditions of local sewage disposal which are known to exist. It is difficult, if not impossible, in most individual cases to determine the exact mechan- ism of transmission of diarrheal diseases and certain other sicknesses of which the germs may be present in raw sewage. In a few instances some of us have actually advised improvements in local sanitation; and have re- ported certain overflowing cesspools to the Board of Health as possible sources of infection.
The undersigned dentists also are familiar with, and feel qualified to make recommendations regarding en- vironmental sanitation. The Dentists join with the physi- cians in calling attention to the reported fact that ap- proximately one-third of all local household sewage disposal units in the Town of Randolph were functioning inadequately during the past year. This indicates the extensiveness of the insanitary conditions in our Town. We are fortunate that a lot more recognized infection from such sources has not occurred in the recent past. It is conceivable that this poor sanitary condition could favor the spread of a virulent germ if and when it might be introduced into our community.
A major proportion of the catchment area of our water supply is located within a heavily populated por- tion of the Town. Improperly functioning local sewage disposal units are contributing to increasing pollution of our drinking water reservoir (Great Pond). Our drink-

ing water is safe at present because of filtration and chlorination, but the raw source in the reservoir should be maintained as pure as possible. In a well managed water treatment plant, such as ours, a breakdown of filtration or chlorination is very rare. However, such emergencies can occur and, elsewhere, have caused water- bourne outbreaks of disease. If the raw source of water can be kept relatively pure there is much less chance of illness resulting from such a breakdown.
The above facts and opinions lead us to advise our Board of Health and the citizens of the Town of Ran- dolph to consider a system of sanitary sewers as an increasingly urgent solution to the problem. We call attention to the fact that this is consistent with repeated recommendations from the Massachusetts Department of Public Health.
We advise that the population located in the water supply catchment area of the Town should be the first to receive the benefit of sewerage since the entire town will receive indirect benefit from the protection of our water supply.
We also advise that the entire Town should become sewered within the shortest possible time consistent with our financial situation.
For reasons of savings in health in our rapidly in- creasing population it is urgent that citizens determine the most equitable and feasible means of financing this important project, lest it be defeated for reasons of monetary cost. We appreciate that what we are recom- mending is not inexpensive.
