The Comptroller General's report upon the account of Captain John Hughes, late of a company of Rangers raised in the county of Washington, was read and approved.
Mr Moore and Mr. Smiley, a Committee from the General As- sembly, waited upon Council, and desired to know when it would be convenient to Council to hold a conference with the General Assembly on the Wioming business, when to-morrow at ten o'clock in the forenoon was agreed upon.
The Comptroller General's report upon the account of pay due to the several scouting parties, for their services in the county of Northumberland against the Indians in 1782, was read and ap- proved.
An order was drawn upon the Treasurer in favor of Joseph Dol- by, for the sum of six pounds specie, for ringing the bells upon the proclamation of the President and Vice President.
Peter Stephen Du Ponceaus' account for translating letters by direction of this Board, was read ; and
Ordered, That the Secretary be directed to pay the same amount- ing to the sum of four pounds two shillings and six pence, out of the fees received in his office.
An order was drawn upon the Treasurer in favor of John Neil- son, for the sum of one hundred and seventeen pounds two sbil- lings and nine pence, State money, in full of principal and interest due upon his certificate for provisions furnished for public use, to be paid according to resolution of the General Assembly dated the eighth of April, 1782.
The Council took into consideration the petition of Abraham Dehuff and others, freemen of the county of Lancaster, stating that many flagrant frauds and impositions have been committed at the late election for the said county, particularly in the second, fifth, and sixth districts, and praying Council to appoint a day for hear- ing the petitioners in support of the several allegations stated in their petitions ; upon which it was

In favor of Ensign James Scoby, for ninety pounds six shillings and one penny specie ; eighty-six pounds one shilling and one penny of which is due to him for rations while a prisoner, and the remainder, being four pounds five shillings, for a gun lost in the pub- lic service, according to the Comptroller General's report, to be paid out of the arrears of the eighteen penny tax in the counties of Northampton, Cumberland, Bedford, Westmoreland, and Wash- ington, appropriated by resolution of the General Assembly of the first of April, 1782, for the defence of the frontiers.
In favor of the Honorable Stephen Balliott, Esquire, for the sum of twenty six pounds five shillings specie, in full for his at- tendance in Council until this day, inclusively.
In favor of the Honorable John McDowell, Esquire, for the sum of twenty-six pounds five shillings specie, until this day, inclu- sively, for his attendance in Council.
The Council resumed the consideration of the several complaints against the late election in the county of Lancaster, and the evi- dence before them concerning the same; and the question, " Shall the election lately held in the county of Lancaster be set aside and a new election be ordered ?" being put, was determined in the nega- tive.
On consideration,
Resolved, That John Whitehill, Esquire, is duly elected by a majority of votes to be Councillor for the county of Lancaster.
The Council then took up the consideration of the said election so far as relates to the Sheriff and Coroners, and the question, who appears, from the evidence before the Council, to have the highest number of votes for the office of Sheriff next to Mr. Edwards, being put, it was determined in favor of Mr. Miller : Whereupon, the Council proceeded to the appointment of a Sheriff and Coroner for the county of Lancaster for the ensuing year, when Thomas Edwards, Esquire, was duly appointed Sheriff, and John Offner, Coroner of the said county ; and they were commissioned accord- ingly.

The accounts of Nicholas Young for repairs in the Secretary's office, of Seymour Hart and Peter Brown, for boards, scantling. and iron work, furnished to Mr. Young for making said repairs, and of Jacob Stremback, for putting in sixteen panes of glass, and painting the sash, amounting in the whole to five pounds seven shillings and seven pence, were read and approved ; and
