Articles of agreement were prepared and executed between Coun- cil in behalf of this Commonwealth of the one part, and James Pearson of the other part, wherein the said James Pearson cove- nants and agrees within fifteen days from this date, to repair the State House, by covering with copper (such as is commonly used for sheathing of shipping) that part of the State House roof be- tween the steeple and the turret of the clock bell, shingling anew three courses on both sides the ridge of the said roof, repairing such parts of the same as are decayed, and painting the upper pitches of the said roof with two good coats of clarefied Turpen- tine and Spanish-brown, for which repairs it is agreed to pay to the said James Pearson the sum of eighty-three pounds in specie, forty pounds to be advanced, and forty-three pounds, the remainder, when the work is compleated ; and thereupon, an order was drawn upon the Treasurer in favor of the said James Pearson, for the sum of forty pounds specie, according to the said agreement, for which sum he is to account.


James Marshall, Esquire, was commissionated Sheriff, and Wil- liam M'Coombs, Coroner, for the county of Washington. David Redick and John Hoge, Esquires, were offered as securities for Mr. Marshall, and accepted.

Upon the petition of John Tomkins, a prisoner in the jail of Easton ; it was


Ordered, That the fine of ten pounds adjudged to be paid by him to the Commonwealth, be remitted.


The Warden of the Port attending in Council upon the subject of William Smith's petition, referred to their consideration by a minute of Friday last, reported that Mr. Smith had exceeded the permission granted him in constructing the wharf aforesaid, by three feet, and that they do not feel themselves at liberty by law to extend the liberty already granted.


Two orders were drawn upon the Treasurer in favor of Thomas Levis, Esquire, late Sub-Lieutenant of Chester county, the one for seven pounds eighteen shillings specie, the other for one hundred and five pounds fifteen shillings and eleven pence specie, in full for the ballance due to him on a settlement of his accounts and costs of suit, agreeably to a judgment of the Supreme Court, upon the cause lately depending between the said Levis and the Com- monwealth, the latter sum to be paid out of the militia fines of Chester county.

An order was drawn upon the Treasurer in favor of Philip Gross, for three pounds six shillings and seven pence State money, due for four sheep furnished the public.


An order was drawn upon the Treasurer in favor of Thomas Smith, Esquire, Loan Officer, for the sum of five thousand pounds of the late emission of paper money, to enable him to discharge the interest due on certificates, agreeably to act of General Assem- bly dated the sixteenth day of March, 1785.


A letter from the Board of Treasury, containing a general state of their receipts and expenditures, was read.


A letter from William McClay, Esquire, advising the Board that he had met a large number of the Six Nations of Indians at Tioga, and had distributed the goods which he had received in trust for them from the public, agreeably to the instructions which had been given him.


Alexander McDowell, Esquire, a Deputy Surveyor of the new purchase, made representation that he had proceeded to execute the directions of Council and Surveyor General ; that in doing this it became necessary for him to run a very long line before he could proceed to locate the warrants which had been presented to him ; that just as this line was finished, the second orders from Council, for new modelling the districts, reached him; and that, as the change to take place will necessarily undo all he has done and make it necessary for him to commence his labor anew, he prays the indulgence of Council in taking these facts (which of all the Deputy Surveyors apply to him alone) into their consideration, and adopting such measures as will most effectually compensate his loss of time, labor and expence.


An order was drawn upon the Treasurer in favor of Henry Spiker, Esq'r, for the sum of fifteen hundred and forty-three pounds five shillings and four pence specie, for the purpose of pay- ing the Berks county militia, (he to be accountable,) to be paid out of the militia fund of the said county.

Orders were drawn upon the Treasurer in favor of William Crabb and Henry Moore, for the sum of four pounds each, and in favor of William McCullough for seven pounds, for their attend- ance as witnesses concerning a contested election, agreeably to resolution of the General Assembly.


A deed was examined and executed to Colonel Richard Humpton, for six city lots, numbered from 634 to 639, inclusively, situate on the north side of Philbert street, and on the west side of Tenth street, from the river Delaware, in the city of Philadelphia, sold for one hundred and thirty-nine pounds, in bills of credit of this State, dated the twenty-ninth day of April, 1780. Deed dated the twenty-eighth day of this present month.

SUPREME EXECUTIVE COUNCIL.


A letter from Michael Huffnagle, Esquire, relating to confiscated property in the counties of Washington and Westmoreland, were read, and an order taken, with respect to the first case mentioned, that he be directed to apply to the Attorney General for instruc- tions how to proceed in recovering the bond said to be in the hands of Mr. James Wilson, of this city ; and with respect to the se- cond, that he, with theother Agents of Westmorelandcounty, be authorized to purchase the tract of land stated by him to be subject to a mortgage confiscated to the State, and about to be sold under a judgment prior in date to the mortgage aforesaid, which, with the costs, it is supposed, will amount to forty pounds : Provided, however, that it does not rise above the price usually given for land of the same quality and situation.


The fine imposed upon Isaac Anderson, of Chester county, the collection of which was suspended by order of this Board of the twelfth day of October, 1785, was this day remitted.


Three orders were drawn upon the Treasurer : One in favor of John Neville, Esq'r, for the sum of twenty-six pounds five shil- lings ; another in favor of Jonathan Hoge, Esquire, for the sum . of twenty-four pounds ; and a third in favor of General Muhlen- berg, for the sum of twenty-three pounds fifteen shillings; due for their attendance in Council, respectively, until the thirty-first day of December, 1785, inclusively.


An order was drawn upon the Treasurer in favor of the Honorable George Bryan, Esquire, for the sum of one hundred and fifty pounds specie, in full for one quarter's salary, ending the twenty- fifth instant, according to the Comptroller General's report.


A decd was examined and signed by the Vice President, to James . McKee, for three hundred acres of land at Braddock's Upper Cross- ings, on the west side of the Monongahela river, about fourteen miles from Fort Pitt. Consideration money thirty-five pounds .- Deed dated this day.


A certificate from Edward Shippen, Esquire, that Samuel John Atlee and Francis Johnston, Esquires, had given security accord- ing to law, on an appeal by the former from the Comptroller Gen- eral's settlement of his accounts as member of Congress, was read and filed.
