The following orders were drawn on the Treasurer, to wit :


In favor of the Honorable Sebastian Levan, Esquire. for eighty- two pounds five shillings specie, in full for his attendance in Coun . cil 'till the first day of May, 1784, inclusively.


In favor of the Honorable George Wall, Junior, Esquire, for fifty- two pounds ten shillings, specie, in full for his attendance in Coun- cil 'till the first day of May, 1784, inclusively.


In favor of Colonel Andrew Porter, for five hundred pounds specie, for purchasing the provisions and other necessaries for the Commis- sioners for running the boundary line between this State and the State of Virginia, for which he is to account.


In favor of Levi Hollinsworth and Arthur Donaldson, for eleven hundred pounds, to be by them applied in removing or destroying the Chevaux de frieze in the river Delaware, to be paid out of the duties which have arisen by the late Impost laws, according to reso- lution of the General Assembly dated the twenty-fourth day of September, 1783.


And in favor of John Boon, for one hundred and forty-eight pounds fourteen shillings specie, out of the one per cent. impost, agreeably to resolution of Assembly of the thirteenth of March, 1784, in full of his account for arms, &ca., furnished for public service.


Articles of agreement for removing or destroying the Chevaux de frieze in the river Delaware, were this day signed by his Ex- cellency the President, in behalf of the Commonwealth, on the one part, and by Arthur Donaldson and Levi Hollinsworth, on the other part.


And at the same time a bond was executed by the said Arthur Donnaldson and Levi Hollinsworth, for their faithful performance of the said agreement.


Upon the petition of Jesse Shrieve, convicted of burglary in the county of Chester, and a recommendation in his favor from two of the Judges of the Supreme Court, it was


Ordered, That he be pardoned.

An order was drawn on the Treasurer in favor of John Nichol- son, Esquire, Comptroller General, for five hundred pounds, State money, for paying one-third of depreciation to the Pennsylvania line, according to act of Assembly passed the thirteenth day of April, 1782.

An order was drawn on the Treasurer in favor of Casper Peter, for eighty-five pounds eleven shillings and five pence, State money, in full for principal and interest due upon two certificates for horses, to be paid according to resolution of Assembly dated the eighth day of May, 1782.


Upon the petition of William Hay, late Collector of Excise in the county of Lancaster, praying Council to allow him some time to pay the ballance due from him to the Commonwealth, it was


Ordered, That the Sheriff of Lancaster be directed to stay the sale of said Hay's estate for the space of three months from the date hereof, if it can be done with safety to the State.

An order was drawn on the Treasurer in favor of George Losch, for the sum of fifty pounds, in part of his account for gun powder furnished by him for public use; for which sum he is to account.

The petitions of Timothy Murphy and John Chandler, praying Council to remit their fines, were read and dismissed.


Samuel Wharton, Esquire, was appointed and commissioned to be a Justice of the Peace in and for the city and county of Phila- delphia.


Upon a return made agreeably to law for the district containing the townships of Moyamensing, Passyunk and Southwark, and also to be a Justice of the County Court of Common Pleas for the said county of Philadelphia.

Council taking into consideration the returns of the election of Justices of the Peace for North Ward and Middle Ward ; and it ap- pearing therein that the Inspectors and Assistant Judges took the oath or affirmation prescribed by the act entitled " An Act directing the mode and times of electing Justices of the Peace for the city of Philadelphia, and the several and respective counties in this Com- monwealth, and for other purposes therein mentioned," passed the fifth day of February, 1777, Council adjudge the said returns irregular and void.


Ordered, That copies of this act of Council be immediately sent to William Adcock, Esquire, and to the respective Inspectors and Assistant Judges of the said ward.

Upon the petition of Daniel Duff, convicted of larceny in the county of York, it was

An order was drawn on the Treasurer in favor of James Lang, for thirty-three pounds and nine pence, State money, in full for principal and interest due upon Henry Hauser's certificate for a sorrel horse furnished for public use, to be paid according to reso- lution of the General Assembly of the eighth of April, 1782.


Ordered, That William Colliday, Esquire, be appointed on the part of the State to view and value the carpenter's work of the Triumphal Arch, in conjunction with some person to be appointed on the part of Gunning Bedford and Thomas Nevill.


An order was drawn on the Treasurer in favor of Giffith Evans, for thirty-one pounds five shillings specie, in full for two months' wages for assisting the Comptroller General in the duties of his office ending this day.


An order was drawn on the Naval Officer in favor of Lieutenant Andrew Henderson, for one thousand one hundred and eighteen pounds and ten shillings, to be by him paid to Major James Moore, for paying the troops stationed at Wyoming, to be paid according to resolution of Assembly of twenty-second day of September, 1783, out of money collected by virtue of the late impost laws of this State.


An order was drawn on the Naval Officer in favor of Doctor Hooker Smith, for twenty seven pounds fourteen shillings specie, in full of his account for medicine and attendance upon Major Moore's troops at Wyoming, to be paid out of the same fund as the preceeding order.


The Comptroller General's report on the account of Lieutenant Moses Van Camp, was read and approved.

Upon the deposition of Thomas Leaming, junior, Esquire, res- pecting the robbery in Southwark, in the night of the twelfth in- stant,


The Council agreed to issue a proclamation in the following words :


Pennsylvania, ss.


By the President and the Supreme Executive Council of the Commonwealth of Pennsylvania.


A PROCLAMATION.


WHEREAS, By the deposition of Thomas Leaming, junior, Es- quire, taken according to law, it appears that in the night of the twelfth of this present month, in Penn street, in the district of Southwark, he was robbed of a sum of money, in silver, and that at the same time and place, Mrs. Elizabeth Houston was robbed of her hat, and dangerously wounded in the face, by three persons un- known.


And whereas, It is of the utmost importance to the good people of this State, that the perpetrators of such atrocious crimes should be brought to condign punishment ; we have thought fit to offer, and do hereby offer, a public reward of three hundred pounds in specie for each and every of the perpetrators of the said robberies, or any of them, to any person or persons who shall apprehend and sc- cure them, or any of them, to be paid on conviction for the same: And over and above the said reward, we do hereby promise free and full pardon to any one of the said robbers, their aiders, abettors, or comforters, who shall discover, apprehend, and secure, any other, or others, of the said robbers, so that he or they shall be convicted as aforesaid; and all Judges, Justices, Sheriffs, and Constables, are here- by strictly onjoined and required to make diligent search and enquiry

Orders were issned to the Wardens of the port of Philadelphia, to inspect divers goods and merchandize imported in the ship For- tune from London, and the Brigantine Sally from Liverpoole, Cap- tains William Haydon and William Dodgson, said to be damaged. Consigned to John Fromberger, William and James Miller, and Samuel Pleasants ; also in the ship Diligent, from Nantes, Edward Nowland, Master; consigned to Cornelius Barnes ; and to report to Council according to act of the General Assembly, dated the second day of March, one thousand seven hundred and eighty.
