Two orders were drawn upon the Treasurer in favor of John Penn and John Penn, junior, on order, for the sum of fifteen thou- sand pounds sterling, and interest thereon from the third day of September, 1784, until the first day of May, 1785, agreeably to a law passed on the twenty-seventh day of November, 1779, and a supplement thereto, passed on the 9th day of February, 1785.


The Comptroller General's report upon the account of Samuel Whitley, Esquire, for a gun and blanket lost at Chesnut Hill, in an action with the enemy in November, 1777, was read and approved.


Orders were drawn upon the Treasurer in favor of William Go- vett, Esquire, for forty-one pounds five shillings, for his services as Deputy Commissary General of issues ; and in favor of Captain Samuel Davis, for fifteen pounds nine shillings and five pence, for militia services from 1777 to 1779, inclusively. The latter to be paid out of the militia fines of Lancaster county ; the former from. the militia fund generally.

A question was submitted to the Judges of the Supreme Court, (by letter from the Secretary,) whether agreeably to the supple- ment to an act passed on the twenty-seventh day of November, 1779, providing for the immediate payment of fifteen thousand pounds sterling, to the late proprietaries, they (the proprietaries) are intitled to interest upon the sum aforesaid, after the first day of May, 1785.


An order was taken that the petition of Henry Bedkin, late a Captain of Dragoons in the Legion of Armand, be referred to the House in their next session.

A certificate of the Court of General Quarter Sessions of the county of Northampton, recommendatory of a division of the dis- trict of Lower Smithfield and Hamilton townships, read the first . time on June the twenty-seventh, 1785, was read again, and an order taken that the division aforesaid be confirmed, each township to be hereafter a distinct district.


A petition from the township of Lower Smithfield, Northampton county, praying that the prosecutions commenced against such of them as may have been delinquent in paying their taxes, be stayed until they can have an opportunity of stating to the General As- sembly their common pretensions to some farther indulgence.


Ordered thereon, That the prosecutions aforesaid be stayed until the end of the next sessions of Assembly.


An order was drawn upon the Treasurer in favor of John Nichol- son, Esquire, for the sum of five hundred pounds, State money, for the purpose of paying one-third of depreciation certificates, for which sum he is to account.

The Comptroller General's reports upon the following accounts for militia services in the years 1777, 1778, and 1779, in Colonel Glatz's battalion of Lancaster county:


Of Captains Peter Schaffner, Michael App, and Christopher Petrey, were read and approved, and orders drawn for the sums due to them respectively, vizt :


In favor of Captain Peter Schaffer, for 'eighteen pounds twelve shillings and eleven pence.

The town of Washington was this day erected into a distinct district for the election of Justices of the Peace, agreeably to a certificate of the Court of the county of Washington.


The Comptroller General's report upon the account of Doctor Benjamin Rush, for his pay as Director General, &ca., &ca., of the Hospitals of the militia employed in 1776, under the command of General Cadwallader, was read and approved, and an order drawn for the sum of forty six pounds ten shillings thereon, to be paid out of the militia fines of the city and liberties of Philadelphia.

An order was drawn upon the Treasurer in favor of John Boyd, Esquire, for forty-six pounds ten shillings, in full of his account for his attendance at this Board untill the thirty-first day of Jan- uary last, inclusively.


The Comptroller General's reports upon the accounts of John Smith, for pay of himself and workmen, employed in 1777, in framing the second line of Chevaux de Frize, and in superintend- ing the carpenters, (erecting a platform for cannon,) from the twelfth day of September until the twelfth day of November, 1778, was read and approved.


Council agreed to employ James Elliott as an express, to proceed to Wioming for the purpose of distributing fifty copies of the late act of Assembly for quieting the disturbances at that place, for pardoning certain offenders, and for other purposes in the said act mentioned ; for which service he is to be allowed thirty-five shil- lings per day ; and an order was drawn upon the Treasurer in his favor, for the sum of five pounds specie, towards defraying his ex- pences, for which he is to account.


The letter of instructions given to James Elliott, is as follows, vizt :


The Supreme Executive Council of the Commonwealth of Penn- sylvania, to James Elliott of the city of Philadelphia.


SIR :- You are hereby directed and authorized to proceed with all convenient speed to Wioming, in the county of Northumberland, and there deliver to persons best known in that place, the several copies of the law of which you have charge, obtaining receipts for the same. As soon as you have performed this service, you will return and make report thereof to this Board.

A petition from a number of persons of the African race, praying that they may be permitted to enclose a part of the lott in this city commonly called the Negroes burial ground, for the purpose of burying their dead exclusively, was read and referred to the Surveyor General.


The Comptroller General's reports upon the accounts of Captain John Galloway, of the militia of Bedford county, and of Robert Har- die, for expenses while a prisoner with the British army, were read and approved.


Two orders were drawn upon the Treasurer : The one in favor of Brigadier General John Armstrong, for nine pounds two shil- lings and eight pence specie, being the ballance of his account with the State as a Commissioner, &ca , to Wioming : And the other in favor of the estate of Captain Michael Whitley, late of the militia of Lancaster county, for three pounds three shillings and four pence specie, being the value of a gun and blanket lost by the said Whitley in the action at Chesnut hill, in the year 1777, the latter to be paid out of the militia fines of Lancaster county.
