A draft of a letter to the Governor of New Jersey, requesting that a law be passed in that State for the protection of buoys and beacons at Cape May and in the Bay of Delaware, was read and approved.


The petition of William Parsons, praying the remission of a fine of ten pounds, payable by him to the State, on conviction of fornication, before the last City Court, was read and granted.


Upon a certificate of the conviction of Mamachtaguin, an Indian of the Delaware tribe, for the murder of John Smith and Benja- min Jones, of Pitts township, it was directed that a warrant should issue for his execution, and that such execution should take place on Tuesday the twentieth day of December next.


John Forsyth, Esquire, of the county of York, was appointed Collector of Excise for that county, in the room of Jacob Barnitz, Esquire, now Register of Wills and Recorder of Deeds.

An order was drawn upon the Treasurer in favor of John Crosby, for the sum of ninety-one pounds fourteen shillings, in full of his account against the State for banking stone delivered to Benjamin Brannan, of Mud Island, paid under a resolution of Council of the fifth of August last.


An order was drawn upon the Treasurer in favor of Andrew Por- . ter, Esquire, for the sum of four hundred and fifty-two pounds five shillings, due to him as a Commisioner for running and marking the western boundary of this Commonwealth.

The Comptroller General's reports upon the accounts of Matthias Propet, Captain of a company of Northampton county militia, for monies advanced by him for their supply in 1777, was read and .approved.

Two orders were drawn upon the Treasurer in favor of the Honor- able Henry Hill and John Woods, Esquires, for attendance at this Board until this day, inclusively, vizt : Thirty-three pounds to Mr. Hill, and thirty-three pounds fifteen shillings to Mr. Woods .- This included the mileage of the latter.


The Comptroller General's report upon the account of Mr. Com- missary Stiles, for an Arsenal built by order of this Board, was read and approved, and an order drawn for the sum of one hundred and fifty pounds specie, in favor of Mr. Stiles, for which he is to account.


An order was drawn on the Treasurer in favor of Stephen Bal- liet, for the sum of twenty two pounds ten shillings specie, for his services as Councillor untill this day inclusively.


An order was taken that notice be given for receiving proposals for making the farther repairs upon the State House provided by resolution of the House of the twenty-ninth day of November, 1785.

A warrant was issued for the execution of Joseph Ross, of the county of Westmoreland, convicted of buggary at a late Court of Oyer and Terminer and General Jail Delivery, held at Hanna's Town for the said county, the said execution to take place on the twentieth instant.


The State fine imposed upon Thomas Wallon, convicted of lar- ceny, was, in consideration of his long confinement and extreme poverty, remitted.

A petition from Charles Julian de Longchamps, stating the very impaired state of his health, and praying the indulgence of walk -. ing abroad in this city and its neighborhood, was read, and an order taken that the indulgence prayed for be granted, on condition that the said Longchamps do find security for his return to confine- ment when commanded by this Board, and of his good behaviour until so directed to return to confinement, the security directed to give bond of one thousand pounds penalty.


A letter from the Board of Treasury, inclosing bonds to be en- tered into by Thomas Smith, Esquire, Commissioner of Loans in the State of Pennsylvania, was read, and the bonds aforesaid exe- cuted.


A letter from Governor Smallwood, inclosing sundry resolutions of the Maryland House of Delegates, was read, and an order taken that the papers it inclosed be transmitted to the General Assembly.


An order was drawn upon the Treasurer in favor of the Honorable Peter Muhlenberg, for the sum of twenty-seven pounds fifteen shil- lings, for his services as Councillor untill the thirtieth day of No- vember, 1785, inclusively.


An order was drawn upon the Treasurer in favor of Frederick Sneider, for the sum of fifteen pounds nine shillings and three pence specie, in full of his account as Doorkeeper to Council till this day, and cash paid for sweeping the chimney.


A deed was examined and signed by the Hon'ble the Vice Presi- dent, to John Sterling, conveying in fee simple a tract of one hun- dred and eighty-three acres, and one hundred and ten perches of land, situate in Allen township, in the county of Northampton, for- merly the estate of Andrew Allen, an attainted traitor. Deed dated this day.

A petition from John M'Clelland, praying to be appointed Collec- tor of Excise for the county of York, accompanied by a recommen- dation from sundry inhabitants of the town of York, &ca., was read, and an order taken that Monday ·be assigned for going into the appointment of an Excise Officer for the county af'd.


The petition of Robert Patterson, of the county of Chester, con- victed of a riot, and of beating, arresting and imprisoning a certain Simon Johnston, was read, and an order taken that the State fine of twenty-five pounds imposed upon him under this conviction, be remitted .*


The Comptroller General's report upon the account of William M'Cracken, for apprehending a deserter from the Continental army, was read and approved.


The Comptroller General's reports upon the accounts of Robert Johnston, of York county, for victualling the militia on their march in August, 1776, and of the estate of Thomas Woodward of New Jersey, for a horse, gears, waggon and a gun, furnished the Philadel- phia militia in 1776, were read and approved.


An order was drawn upon the Treasurer in favor of the Hon'ble John Whitehill, for seventy four pounds specie, in full for his at- tendance in Council to this day, inclusively, and his mileage twice.


A deed was examined and signed by the Honorable the Vice President, conveying in fee simple a tract of two hundred and eighteen acres of land, late of Andrew Allen, an attainted traitor, situate in Allen township, in the county of Northampton, to Mar- garet Wilson, (mother,) Hugh Wilson and John Wilson, (sons,) and Margaret Wilson, (the daughter,) vizt : two fifths to Margaret Wil- son, in her own rightand in right of her daughter Christiana Wilson, who released, and three fifths to Hugh, John and Margaret Wilson, the daughter. Deed dated the first of December, 1785. Consid- eration eight hundred and ninety-seven pounds three shillings specie.

The petition of William Wilson, brother to Elizabeth Wilson, now confined in the jail of Chester, under sentence of death, ac- companied by a confession of the said Elizabeth, was read, and in consideration of the circumstances stated therein ; it was

Upon the petition of Lotita Ross, convicted of larceny in the city of Philad'a ; it was


Ordered, That the corporal punishment to which she was sen- tenced be remitted.


Licences were granted to Alexander Cathcart and James Shirley to travel with horses, and to vend divers goods, wares and mer- chandize within this State, upon recommendations from the Court of General Quarter Sessions of the Peace of Philadelphia county, and bonds given by them respectively, according to law.


Council taking into consideration the situation of the Chevalier Charles Julian de Longchamps, an order was taken that he return to the jail every evening.


A deed was examined.and signed by the President, to Robert Lattimer, (eldest son and heir at law of John Lattimer, deceased, late of Northampton county,) conveying in ffee simple, a tract of land situate in Allen township, in the said county, containing one hundred and fifty-nine acres and sixty perches of land, late the estate of Andrew Allen, an attainted tract, he, the said Robert Lattimer, paying to his three brothers, Arthur, William and John, their several shares of the valuation and appraisement of said land, and to the widow and relict of said John Lattimer, deceased, the yearly interest of one third of said valuation and appraisement, according to an order and decree of the Orphans' Court of said county. Deed dated this day. Consideration, the sum of six hun- dred and fifty-seven pounds three shillings specie.


Upon the petitions of Christopher White and Anne Carpenter, convicted of keeping tipling houses in the city and county of Phila- delphia, and recommendations in their favor, it was

Ordered, That the respective fines adjudged to be paid to the use of the State by the said Christopher White and Anne Carpen- ter, be remitted.


An order was drawn upon the Treasurer in favor of Andrew Elliot, Esquire, for the sum of one hundred and eighty-three pounds seven shillings specie, in full of his account for his services as one of the Commissioners for determining the western boundary of Pennsylvania, and for his expences from Pittsburgh, according to the Comptroller General's report.


Upon the petition of Mary Yard, convicted of an assault and battery in the city of Philadelphia, it was


Ordered, That the fine adjudged to be paid to the use of the State by the said Mary Yard, be remitted.


A letter from his Excellency John Langdon, Esquire, Governor of the State of New Hampshire, inclosing an act of the Legisla- ture of that State for the regulation of their commerce and naviga- tion, was read.


A deposition of Peter Yodon, son of Francis Yodon, Collector of taxes and of militia fines for the township of Warrington, in the county of Bucks, taken according to law, was laid before the Board, and read, by which it appears that on the third instant he was robbed of thirty-six French crowns, fifty odd dollars, and be- tween forty five and forty-seven pounds in paper money, within three-quarters of a mile of Newtown, (on his way to pay the same to the Treasurer and Lieutenant of said county,) by two armed men, unknown to the deponent, one of whom fired a pistol at him, which doing no execution, he was thrown from his horse and stabb'd by the other, with a spear, in the hand and breast.


Council, upon considering the aforesaid deposition,


Resolved, That a proclamation be issued, offering a reward of one hundred dollars to any person or persons who shall apprehend, secure, and prosecute to conviction the perpetrators of the said robbery, or fifty dollars for either of them. The proclamation is in the following words, vizt :

WHEREAS By a deposition taken according to law, it appears that on the third day of this present month, Peter Iodan, son of Francis Iodan, Collector of taxes, &c., for the township of War- rington, in the county of Bucks, within this State, was upon the highway, within three-quarters of a mile of Newtown, in the county aforesaid, robbed of thirty-six French crowns, a number of dollars, and a sum of paper money, &ca., by two persons unknown :


And whereas, It is of the utmost importance to the good people of this State that the perpetrators of such attrocious crimes should

be brought to condign punishment, we have thought fit to offer, and do hereby offer a public reward of one hundred dollars for the perpetrators of the said robbery, or fifty dollars for either of them, to be paid on conviction for the same to any person or persons who shall apprehend and secure them or either of them ; and all Judges, Justices, Sheriffs, and Constables, are hereby strictly enjoined and required to make diligent search and enquiry after, and to use their utmost endeavors to apprehend and secure the said robbers, their aiders, abettors and comforters, and every of them, so that they may be dealt with according to law.


Given in Council, under the hand of the Vice President and the seal of the State, at Philadelphia, this tenth day of December, in the year of our Lord one thousand seven hundred and eighty- five.
