An order was drawn on the Treasurer in favor of the Honorable John Boyd, Esquire, for twenty-seven pounds two shillings and six pence specie, in full for his pay as a Councillor 'till the thirty- first day of March, 1784, inclusively.


An order was drawn on the Treasurer in favor of Adam Orth, Esquire, for one hundred and thirty nine pounds nineteen shillings and seven pence, State money, in full for principal and interest due upon three certificates for three mares furnished by George Miley, John Heron and Andrew Kalb, for public use, to be paid according to resolution of of Assembly of the eighth day of May, 1782.


On motion,


Ordered, That James Jacks, Esquire, be appointed a Justice of the Court of Common Pleas for the county of Lancaster, and com- missioned accordingly.


A deed was examined and signed by his Excellency the Presi- dent, for city lots No. 1774 and 1775, sold to Mr. John Coburn, for three hundred and ten pounds in bills of credit of this State dated the twenty-ninth day of April, 1780. Deed dated this day.

Passes to Germany were granted to George Reag, George Shine- berger, George Horne, Charles Ross and Adam Gepheard, of the county of Northampton, with permission to return.

Colonel Wall laid before the Board an account for Ferguson's lectures on astronomy, and a scale for the use of Council, amount- ing to one pound six shillings and three pence.

Doctor McDowell attended the Honorable the Vice President as a member of the Board of Property.


'The reports of the Comptroller General upon the following ac- counts were read and approved :


Of Colonel William Parker, late Sub-Lieutenant of the county of Washington.


Of John Rose, Esquire, Secretary to the Honorable the Council of Censors, for money advanced by him for contingent expences of said Council.


Of Robert Levers, Esquire, Prothonotary of the county of North- ampton, for money arising by tax upon writs, and fees arising from marriage and tavern licences. And of the Honorable James Wilson, Esquire ; and an order was drawn in his favor, for two hundred and ninety-nine pounds ten shillings, in full for his pay as a Delegate from this State to Congress 'till the eighteenth of October, 1783, inclusively.


On application of Charles Travers, of the city of Philadelphia, merchant,


Odered, That Charles Risk, John Miller, Junior, and. Peter Henry Poyade, be requested to sit as a Board of Inspection into the state of two bales of coarse woollens marked C. T. Nos. one and two, said to be damaged, imported in the ship Paragon, Henry Hughes, Master, from Amsterdam ; and that they make report to this Board, agreeably to act of Assembly dated the second day of March, 1780.

Ordered, That Messieurs Samuel Caldwell, John Donaldson, and Peter Whiteside, be requested to inspect into the state of a quan- tity of merchandize imported in the ship Paragon, from Amster- dam, Henry Hughes, said to be damaged, and that they report agreeably to act of Assembly dated second of March, 1780.


An order was drawn on the Treasurer in favor of Messieurs Per- kin and Coulty, gunsmiths, for eighty-one pounds one shillings specie, being the ballance due by them by the State, for repairing arms, ageceably to the Comptroller's report of this day.


The petition of Edmund Milne was again read ; upon which it was


Ordered, That the Attorney be requested to stay execution against the estate of Edmund Milne, for the debt due by Milne and Vanderen, for the space of three months from the date hereof, if it can be done with safety to the Commonwealth.


The petition of William Pollard, praying Council to direct the Attorney General to stop further proceedings against him for money in his hands belonging to William Price, untill the General Assem- bly shall determine upon the report of their Committee, was read and dismissed.

A letter from the Commissioners for running the boundary line between this State and the State of Virginia, recommending to Council Colonel Andrew Porter as a proper person to attend them as Commissary, was read ; and thereupon,


Ordered, That the said Colonel Andrew Porter be appointed Commissary for purchasing the articles contained in the list of ne- cessaries, procuring provisions at the places of operation, hiring necessary labourers, &ca.


The following orders were drawn on the Treasurer, to wit :


In favor of Henry Gorman, for twelve shillings and four pence, ballance of bounty due to him as a soldier, agreeably to resolution of Assembly of the twenty-ninth day of March, 1779, to be paid out of the class tax.


In favor of the Comptroller General, for fifteen pounds, for de- fraying the contingent expences of his office, for which he is to ac. count.


In favor of John Trexler, for one hundred and eighteen pounds one shilling and two pence, State money, in full for principal and interest due upon three certificates for horses furnished for the pub- lic service, to be paid according to resolution of Assembly of the eighth day of May, 1782.


The Comptroller General's report upon the accounts of John Hu- bley, Esquire, Prothonotary of the county of Lancaster, for the tax upon writs, and fees upon marriage and tavern licences, in said county ; and of John Riley, for the pay of a brigade of teams called out from Berks county, were read and approved.

Ordered, That the Receiver General be authorized to permit Mr. Edmund Physick to derive such information from the public records under his direction as he may think necessary for ascer- taining the quit-rents due to the late Proprietaries of Pennsylvania upon their reserved tracts.


An order was drawn upon the Treasurer in favor of John Nich- olson, Esquire, for two hundred pounds specie, being one quarter's salary, ending the twelfth instant, as Comptroller General.

Agreeably to the contract subsisting between the Commonwealth on the one part, and Benjamin Brannon, Esquire, on the other part, it was


Ordered, That the eleven perches of land on Providence or State Island, to be laid to the said Brannon, be so laid out in the back ground of the Hospital as to make his communication with the pump as easy as possible, leaving, however, the pump without his fence.


A letter from Matthias Slough, Esquire, recommendatory of John Screiber, as a person to whom the care of the barracks and other public works in the borough of Lancaster may be committed with propriety, was read.


A recommendation of Hans Steene, convicted of felony, and now a prisoner in the jail of Lancaster, was read, and an order taken that his corporal punishment be remitted.


Mr. Benjamin Brannon is directed to deliver to Mr. Joseph Stiles, Commissary of Military Stores, or his order, all the public ammunition which may be in his possession, and such other mili- tary stores as Mr. Stiles may think proper to remove.


The following letters were read in Council from the President of Congress and General Hand, inclosing some late alterations made in their instructions to the Indian Commissioners, &ca., & from the President of Congress, on the subject of protested bills drawn by the Financier upon Holland, &ca.


From Charles Thomson, Esquire, respecting an acknowledg- ment by Council of the receipt of an ordinance of Congress of the twenty-third of January last.


Ordered, That the Secretary be authorized to employ a clerk, whose business it shall be to make copies of the different letters addressed to this Board since November, 1782.

Ordered, That the wardens of the port of Philadelphia be re- quested to receive proposals for removing the chevaux de frize in the river Delaware, and report to Council their sentiments concern- ing the same, and that for this purpose they be desired to publish advertisements for such proposals.

Ordered, That the Secretary request the attendance of the com- missioners for running the boundary line between this State and the State of Virginia, to-morrow at eleven o'clock in the fore- noon.

An order was drawn on the Treasurer in favor of Abraham 'Stone, for twelve pounds ten shillings, State money, in full of his certificate for two steers furnished for public use, to be paid ac- cording to resolution of Assembly of the eighth of May, 1782.


Two of the Commissioners for running the boundary line be- tween this State and the State of Virginia, attended in Council, and a conference was bad relative to the business of running the said line.

Letters from Michael Hillegas and Tench Francis, Esquires, were read, expressing their readiness to accept the appointment as Com- missioners for selling the barracks, &ca.


Proposals for removing or destroying the Chevaux de frize in the river Delaware, from Arthur Donnaldson and Levi Hollinsworth, were read.


The Council met.

An order was drawn on the Treasurer in favor of John Nichol- son, Esquire, Comptroller General, for five hundred pounds, State money, for paying one-third of depreciation to the Pennsylvania line, according to resolution of Assembly passed the thirteenth day of April, 1782.

The Comptroller General's reports upon the following accounts, were read and approved :


Of William Lyon, Esquire, Prothonotary of Cumberland county, for the tax upon writs, and of Robert Aitkin, for printing.


A petition from sundry inhabitants of Upper Salford and Marl- borough townships, in the county of Philadelphia, complaining of the constables of the said townships, was read, and referred to the Justices of the Court of the General Quarter Sessions of the Peace, to be inquired into at the next terms. .


A conference was held with Levi Hollingsworth and Arthur Don- naldson, on the subject of their proposals for removing the Chevaux de frize.
