The petition of George Glentworth and Robert Harris, was read and referred to the Board of Property.


The consideration of the remonstrance presented on the nine- teenth day of November, 1785, against an election of Justices held for the district of Strasburg and Lampeter townships, in the county of Lancaster, was this day resumed, and an order taken that Joseph Miller, David Watson, and John Boyd, Esquires, living near the said districts, be authorized to make inquiry into the facts stated in the remonstrance aforesaid, and report to this Board, in manner and form prescribed by an act of Assembly intituled " An Act to remedy the defects of the several acts of Assembly hereto- fore made for regulating the elections of Justices of the Peace throughout this State," &ca.


The petitions of Charles Read and Henry Read were read, and an order taken that the public fines imposed upon them respect- ively be remitted.


An order was drawn upon the Treasurer in favor of John Held- man, for seven shillings and four pence, State money, due upon his certificate for provisions furnished for public use.


An order was drawn upon the Treasurer in favor of Frederick Sneider, for the sum of fifteen pounds ten shillings specie, being his wages until the thirty-first day of December, 1785, inclusively, as door-keeper to Council.


The Comptroller General's report upon the account of Mr. Levi Hollingsworth, for supplies given to sundry persons, natives of

Lancaster, with a remonstrance against the said election by John Peters, was read, and an order taken that Michael Hubley, David Watson, and Adam Nees, Esquires, be authorized to investigate the facts, upon the oath of such witnesses as may be adduced, and make report to this Board, in the manner and form prescribed by an act of the General Assembly intituled " An Act to remedy the defects of the several acts of Assembly heretofore made for regula- ting elections of Justices of the Peace throughout this State, &ca.


The petition of sundry citizens of Philadelphia, respecting leaden spouts taken by the State in 1777, was read.


An order was drawn upon the Treasurer in favor of the Honor- able Stephen Balliet, Esquire, for the sum of twenty-three pounds five shillings, in full for attendance in Council until the thirty- first day of December, 1785, inclusively.


A letter from the Attorney General upon the case of Edmund Milne, was read, and an order taken that the house late the pro- perty of the said Milne, and under judgment to the State, be re- leased to David Kennedy, Esquire, upon his (Mr. Kennedy's) pay- ing into the State Treasury the ballance due by him to Mr. Milne, and that the farther indulgence of nine months be given to the said Milne, for discharging the residue of monies due by him to the State.


An order was drawn upon the Treasurer in favor of Thomas Robinson, for the sum of two hundred and eighty-one pounds ten shillings and four pence specie, being the ballance due upon his ac- count as late Captain of a Ranging company in the service of the State, to be paid out of the arrears of the eighteen penny taxes, under a resolution of Assembly of the first day of April, 1782.

The consideration of Elizabeth Elliott's petition, and the report of the Attorney General upon it, was resumed, and an order taken that the Overseers of the Poor of the proper township be authori- zed to receive possession of the land mentioned in the aforesaid petition and report, and directed to dispose of the rents, issues, and profits thereof, in support of the said Mrs. Elliott and her children.


A letter from George Graff, Esquire, resigning the office of Col- lector of Excise for the county of Northampton, was read, and his resignation accepted, and a petition from George Schriver, praying to be appointed to the same, was also read.


An order was drawn for one hundred and fifty-four pounds seven shillings, in favor of Joseph Stiles, being the ballance of his account for raising a magazine on the Centre square.


An order was drawn upon the Treasurer for the sum of twenty- three pounds five shillings, in favor of John Woods, Esquire, in full for his services at this Board until the thirty-first day of December, 1785, inclusively.

The Receiver General of the Land Office having represented to Council that the terms prescribed for the sale of depreciation lands have not, in some instances, been complied with, on the part of some purchasers of lots within the districts of Messieurs Leet and Braden ; therefore,


Ordered, That all lots within the districts aforesaid, for which the purchase money shall not be paid before the first day of March next, be again exposed to public sale at the Coffee House in this city, on or after that day, and that any loss or expence attending the second sale thus provided for, shall be sustained by such pur- chasers as may continue to be delinquent on the said first day of March next.


Note .- That those lots also which were struck off to the Com- monwealth are to be again exposed to sale.


A letter from the Attorney General, stating the case of John Grant and Ralph Horn, was read, and an order taken that the

extra expences of the suit prosecuted by them for the recovery of a quantity of British goods imported contrary to law, amounting to thirty-nine pounds two shillings and seven pence, be first deducted out of the condemnation money, and that a moiety of the residue thereof be paid into the public Treasury.


The following orders were drawn upon the Treasurer vizt :


In favor of Messieurs Chaloner, Baynton, and Caldwell, for the sum of thirty pounds twelve shillings.


In favor of Messieurs Tybout, Risk, and McCrea, for the sum of thirty pounds twelve shillings ; and


In favor of Messieurs Tybout, Smith, and McCrea, for the sum of forty pounds sixteen shillings, in full of their several accounts, respectively, for signing bills of credit of the late emission, agree- ably to the Comptroller General's reports of this day.


A petition of Thomas Douglass, late a Captain of Artillery in the Federal regiment, praying to be made acquainted with such charges as have been made against him, was read, and an order taken that the Secretary be desired to recur to the records of Coun- cil, and communicate to Captain Douglass such information re- specting his late derangement as may be derived from them.

To-morrow was assigned for determining upon the petition of Colonel James Moore and others, and upon that of Robert Elliott, now under sentence of death in the jail of Chester, and Wednesday next for a decision upon the case of Matthias Aspden, and a letter from the Comptroller General of the fifteenth day of May, 1785.


An order was drawn upon the Treasurer in favor of Nicholas Kern, Esquire, for the sum of forty-six pounds six shillings and four pence State money, in full of the principal and interest due

Upon consideration,


Ordered, That the fines imposed upon Lieutenant Colonel James Moore and others, convicted of a riot, at a Court of Oyer and Terminer held at Sunbury on the thirty-first day of May, 1784, the collection of which has been suspended from time to time, 'till the seventh instant, be remitted.


A warrant for the execution of Robert Elliot, on Saturday the twenty-first instant, was directed to issue to the Sheriff of Chester county.


Mr. Tench Francis appeared before the Board as agent for the late Proprietaries, and made demand of the first annual payment of fifteen thousand pounds, provided by a law passed on the 9th day of February, 1785.


A petition from James Pettigrew, praying to be appointed Col- lector of Excise for the county of Northampton, was read.

A letter from David Rittenhouse, Esquire, stating the wishes of Mr. Stephen Porter, that his daily pay as Commissary to the Com- missioners for running the Western boundaries of this State, &ca., may be raised from ten shillings to fifteen shillings, was read, and a question taken whether the daily pay of the said Stephen Porter shall be encreased ? This was determined in the negative.

In favor of Doctor James Hutchinson, for one hundred and ninety-nine pounds ten shillings specie, amount of his account for his services as a Physician and Surgeon to the militia of this State when in service at sundry times, from April, 1781, to October, 1782, to be paid out of the militia fines of the city of Philadel- phia.


In favor of William Bradford, junior, Esquire, for ninety pounds specie, in part of his salary as Attorney General, for which sum he is to account.


In favor of William Wirtz, for one pound fourteen shillings specie, amount of his account for signing bills of credit of the last emission.


In favor of Edmund Milne, for forty-four pounds eight shillings and eleven pence specie, ballance due upon his account as a Division Quarter Master of militia in 1777, to be paid out of the militia fines of the city of Philadelphia.
