An order was drawn on the Treasurer in favor of the Honorable James Irvine, Esquire, for eighty-three pounds six shillings and eight pence specie, in full for two months salary as Vice President of this Board, ending the fifth instant.


Two orders were drawn upon the Treasurer in favor of the Honor- able Bernard Dougherty, for the sum of thirty pounds twelve shillings and six pence specie, in full for his attendance in Council until this day, inclusively ; and for the sum of ten pounds twelve shillings and six pence specie, in full for his mileage coming to Philadelphia and returning.

The petition of Isabella M'Keever, stating that she was convict- ed of larceny at the September Sessions of the City Court, that this was her first offence, and that she is now seven months gone in her pregnancy, and praying a remission of the corporal punishment of ten lashes, to which she was sentenced by the Court, was read, and granted upon the Gaoler's certificate of the facts above stated.


The petition of Margaret McKelton, praying the remission of the Corporal punishment of ten lashes to which she was sentenced on conviction of larceny at the last session of the City Court, was read and granted.


An order was drawn upon the Treasurer in favor of William Rees, for the sum of sixty pounds specie, for the further improve- ment of the State House lott, he to account.


Resolved, That for preventing impositions upon the Collectors of the revenue, the Naval Officer ought not to clear out any vessel until he receives a ticket from the Tonnage Officer, certifying that all demands for tonnage are secured.

James Anderson was appointed Collector of Excise for the county of Bedford.


The lashes and fine to which Daniel Cunningham was sentenced, were, upon the recommendation of the magistracy, remitted.


Henry Drinker, senior, and Amos Foulke, merchants of this city, and John Evans, of the county of Montgomery, were offered as sureties, by Rowland Evans, Esquire, for the faithful perform- ance of his duty as a Trustee of the General Loan office of this State, and accepted.

The Comptroller General's reports upon the account of James Scott, for a horse blanket, &ca., lost on the Sandusky expedition.


An order was drawn upon the Treasurer in favor of John Buyers, Esquire, for the sum of nineteen pounds five shillings specie, in trust for a number of people, inhabitants of Northumberland coun- ty, for blankets furnished to Captain Robinson's company in 1781, to be paid out of the arrears of the eighteen penny tax appropria- ted by resolution of Assembly of the first of April, 1782, for the frontier defence.

An order was taken that a warrant issue in favor of the Honora- ble Francis Hopkinson, for the sum of fifty pounds in specie, upon account of his salary as Judge of the Court of Admiralty of this State.


An order was drawn upon the Treasurer in favor of the Honor- able Jacob Rush, Esquire, a Judge of the Supreme Court, for the sum of one hundred and fifty pounds specie, being one quarter's salary, ending the eighteenth instant.


The Comptroller General's reports upon the accounts of Francis Bailey, for printing the late bills of credit of this State, and of Matthew Irvine, Esquire, for books, &ca., provided for the Re- cording and Roll's offices, agreeably to an order of Council, were read and approved, and the following orders drawn, vizt :

An order was drawn upon the Treasurer in favor of the Honor- able Thomas Mckean, Esquire, for the sum of two hundred and fifty pounds specie, being one quarter's salary due to him as Chief Justice of this State, ending the twenty-fifth instant.


An order was drawn upon the Treasurer in favor of the Honor- able George Bryan, for the sum of one hundred and fifty pounds specie, being one quarter's salary due to him as one of the Judges of the Supreme Court, ending on the twenty-fifth instant.


The Secretary of this Board having laid before Council the law for regulating the Land Office, passed on the eighth of April, 1785, and act for the support of Government, passed on the seventeenth day of September, 1785, requested the opinion of Council, whether agreeably to the last mentioned Act of Assembly, he is not to re- ceive the fees arising from the application of the seals to warrants of survey and acceptance, and to patents :


Resolved, That it is the sense of this Board that the Secretary thereof be instructed to receive the fees aforesaid, agreeably to usage, and that he be accountable for them to the State.

It appearing from a number of certificates presented to the Board by Edward Williams, that he was a clerk to the Hospital Depart- ment, and as such a responsible officer ; therefore,


Resolved, That Mr. Williams is, in the opinion of Council, inti- tuled to all the benefits of a resolution of Assembly passed on the twenty-second of December, 1784, upon the petition of Doctors Bond, Binney, &ca., and that the Comptroller General be and hereby is instructed to settle with him, agreeable thereto.


Upon the petition of Barney O'Neal, a prisoner in the jail of this city,


Ordered, That the fine adjudged to be paid by him to the State, be remitted.


Upon the petition of William Montgomery, junior, and John Hoge, Esquires, Deputy Surveyors of Land within the last pur- chase,


Ordered, That the petitioners shall forthwith accurately measure the distance from the eastern division line of the sixth district, to the mouth of Pine creek, first giving notice thereof to the other De- puty Surveyors of the districts between the Canoe Place and the said creek, that such of them as chuse may attend ; and upon such measurement, divide that part of the country into ten districts, properly marked, as nearly as may be, according to the propor- tions assigned by the Surveyor General in his late allotment.


Resolved, That this proceeding shall not affect any surveys al- ready made.


An order was drawn upon the Treasurer in favor of the Honor- able Jonathan Hoge, Esquire, for the sum of twenty-two pounds thirteen shillings and six pence specie, in full for his attendance in Council to this day, inclusively, and his mileage.

Resolved, That, agreeably to the meaning of this Board, when they went into articles of agreement with the said Cunnarse, they think him intitled to the second payment of seven hundred pounds provided by the articles aforesaid.
