Ordered, That William Wilson, Esquire, be appointed and com- missioned to be Lieutenant of the county of Northumberland, in the room of Samuel Hunter, deceased.


An order was drawn on the Treasurer in favor of James Kelly, for thirty-six pounds thirteen shillings and six pence, State money, in full for principal and interest due upon John Reasor's certificate for a horse furnished for public use, to be paid according to reso- lution of Assembly of the eighth day of April, 1782.


A letter from the Minister of France of the nineteenth instant, was received and read, containing information of an insult to the person of the Sieur de Marbois, Consul General of France and Sec- retary to the Legation from that Kingdom, by Charles Julian de Longchamps, a Frenchman, in the Hotel of the said Minister, and afterwards of an assault upon the said Consul by the said Long- champs, in one of the streets of this city.

Isaac Howell, Esquire, was appointed and commissioned to be a Justice of the Peace for the city and county of Philadelphia, upon a return made for North Ward, it appearing to Council that the Judges and Inspectors took the oath as prescribed by act of As- sembly passed the thirty-first day of March, 1784.


Anthony Grantshier, convicted of burglary in the county of Chester, by petition prayed Council to grant him a pardon of the said offence; and, on consideration of his case, it was


Ordered, That a pardon be granted, according to the prayer of his petition.


A letter was written to the Minister of France in answer to his of the nineteenth, by which Council promise to pursue every step which the laws will permit, for obtaining a reparation of the exces- ses complained of.

A letter was received and read from John Buyers, Christian Gettig, Frederick Antes and Robert Martin, Justices of the Peace in the county of Northumberland, informing Council of some dis- turbances by the soldiery at Wyoming, and praying directions from Council.


A letter was written in answer to the foregoing letter, instruct- ing the said Justices and the Sheriff of said county, to exercise the authority vested in by law for preserving the peace and appre- bending, committing and punishing those who break the same.

Letters were written to the Honorable the Judges of the Su- preme Court on the same subject, and also informing them of the late assault upon the Sieur de Marbois by Charles Julian de Long- champs.


An order was drawn on the Treasurer in favor of Theodorus Doty, for four pounds specie, for defraying his expenses in coming to Philadelphia from Wyoming on public business, and returning.


An order was drawn on the Treasurer in favor of Jacob Surber, for fifty pounds ten shillings, State money, in full for principal and interest due upon his certificate for a horse furnished for public use, to be paid according to resolution of Assembly dated the eighth day of April, 1784.


Two letters were written to the Minister of France, respecting the case of Charles Julian de Longchamps.

A letter from Alexander Patterson, Esquire, of Northumberland county, of the fifteenth instant, resigning his commission as a Justice of the Peace of the Common Pleas and Orphaus' Court of said county, was read, and his resignation accepted by Council.


The Honorable Judge Bryan attended in Council, and a confer- ence was had respecting the case of Charles Julian Longchamps, when Council requested Mr. Bryan to issue his warrant for appre- hending and securing the said Longchamps for the assault upon Monsieur Marbois ; which Mr. Bryan promised he would do.

The Comptroller General's reports upon the accounts of John Armstrong, Junior, Esquire, Secretary of the Council, for fees re- ceived in his office, and of Hillary Baker, Jun'r, Esquire, Clerk of the Peace for the county of Philadelphia, for fees received for tav- ern licenses in the city and county of Philadelphia, till the seven- teenth of May, 1784.


An order was drawn on the Naval Officer, for ten pounds specie, in favor of Captain John Armstrong, to be paid out of the fund appropriated by resolution of Assembly of the twenty-second of September, 1783, for raising two companies of Infantry, for which Colonel James Moore is to account.


Three orders were drawn on the Treasurer, vizt :


In favor of Francis McMurdy, for thirty-six pounds sixteen shil- lings and two pence, State money.


In favor of Hugh Cunningham, for sixty-seven pounds five shil- lings and eight pence, State money ; and


In favor of Doctor John Tate, for forty-four pounds one shilling and ten pence, State money, in full for principal and interest due upon their respective certificates for horses furnished for . public use ; to be paid according to resolution of the General Assembly of the eighth of April, 1782.


An order was drawn on the Treasurer in favor of John Nichol- son, for five hundred pounds, State money, for paying one-third of depreciation to the Pennsylvania line, according to act of the Gen- eral Assembly passed the thirteenth day of April, 1782.


George Wallace, Esquire, was appointed and commissioned to be a Justice of the Peace in the county of Westmoreland, upon a re- turn made agreeably to law, for the district of the township of Pittsburg; and also, was appointed and commissioned to be a Jus- tice of the County Court of Common Pleas for the county of West- moreland aforesaid.

Ordered, That the Wardens of the Port of Philadelphia be di- rected to deliver to Messieurs Arthur Donnaldson and Levi Hollins- worth, the vessel purchased by them for the purpose of removing the chevaux de frize, and such of her materials as may be judged necessary to enable the said Arthur Donnaldson and. Levi Hollins- worth to prosecute their plan for removing or destroying the che- vaux de frize.


A letter from the Honorable Robert Morris, Esquire, of this day's date, respecting the preference to be given to those States who have complied with the resolution of Congress of the " twenty-seventh day of February, 1782, for recovering from individuals debts due and effects belonging to the United States," in the settlement of debts due to individuals of such States.

The Council met the same day at the President's house, at 5 o'clock, P. M.


A letter from Thomas Proctor, Esquire, Sheriff of the city and county of Philadelphia, of this day, informing that Charles Julian de Longchamps has been committed to his custody by a bail piece, at the instance of Mr. Philip Weiss, was read ; and thereupon,


An order was issued under the seal of the State, and signed by the President, directing the said Sheriff to detain the body of the said Charles Julian de Longchamps in prison, to be dealt with ac- cording to law,


A pass was granted to Robert Merrick to go to the State of South Carolina and to return again, upon the recommendation of of Joshua Anderson of Bucks county.

PHILADELPHIA, Friday, May 28th, 1784. PRESENT :

· A letter from Zebulon Butler and others, in behalf the Connecti- cut people, lately driven from Wyoming, stating their grievances, and praying protection from the State, was read ; and thereupon, a letter was written to the Honorable Judges of the Supreme Court at Sunbury, desiring them to take the most effectual legal measures for restoring and preserving the peace of the county.


A similar letter was written to Messieurs Buyers, Getting, Mar- tin, and Antes, Justices of the Peace in the county of Northum- berland.


An order was drawn on the Treasurer in favor of Mr. Ebenezer Johnston, for ten pounds specie, to defray his expences in going from Philadelphia to Sunbury, with a letter for the Honorable the Judges of the Supreme Court, respecting the late disturbances in the county of Northumberland.


Resolved, That Council will indemnify the Wardens of the Port of Philadelphia for any necessary expences they may incur by attending to the business committed to them as mentioned in the agreement between Council and Levi Hollinsworth and Arthur Donnaldson.

The President laid before Council a note, dated yesterday, from the Minister of France, and his answer to the same, and re- ported that in pursuance thereof, the Ministers of France and of the United Netherlands, in company, called upon him at his house yesterday evening between six and seven o'clock, and in the most obliging expressions returned their thanks to the President and Council for having asserted the law of nations upon the late occa- sion, and for the attentions that had been severally paid to them.


The President also laid before Council a letter from the Minis- ter of France dated yesterday, and a copy of a letter of the same date from him to Congress, which were delivered to him by that Minister at their conference yesterday evening.


The President also reported to Council that Mr. De Marbois also called upon him yesterday, and returned him and Council thanks for their attention to his case.


An order was drawn on the Treasurer in favor of William Bai- ley, Esquire, for the sum of twenty-six pounds one shilling and four pence specie, in full of his account for conducting Daniel Williams from York town to Philadelphia.


Upon the petition of John Thompson, convicted of larceny upon four indictments in the city of Philadelphia, it was


Ordered, That the several fines adjudged to be paid to the use of the State by the said John Thompson be remitted.


A return of an election for Justices of the Peace held in Middle ward, in the city of Philadelphia, was read, upon which it was


Ordered, That the Secretary request the attendance of the In- spector and Assistants at said election, on Monday next at 11 o'clock, in the Council Chamber.

The Council took into consideration a letter from the Wardens of the Port of Philadelphia of the 26th instant, informing "that some evil disposed persons have removed the buoys placed for the direction and safety of vessels, and have taken out for ballast, the fillings of the piers, whereby injuries happen to the navigation of the bay and river Delaware, and considerable expence is incurred."


And thereupon, it was agreed that a proclamation be issued in the following words, to wit :

By the President und the Supreme Executive Council of the Com- monwealth of Pennsylvania.


A PROCLAMATION.


WHEREAS; By the report of the Wardens of the Port of Phila- delphia to us made, it appears " that some evil disposed persons have lately removed buoys placed for the direction and safety of vessels, whereby injuries frequently happen to the navigation of the bay and river Delaware, considerable expence is incurred, and the good intentions of the Legislature are frustrated :"


And whereas, It is of great importance to the trade and welfare of this Commonwealth, that the perpetrators of such heinous offen- ces should be duly punished, we have thought fit to offer and do hereby offer a public reward of fifty pounds in specie, for each and every of the perpetrators of the said offences, or any of them, to any person or persons who shall apprehend and secure them, or any of them, to be paid on conviction for the same in any Court of Quarter Sessions, in any city or county in this State ; and all Judges, Justices, Sheriffs and Constables, are hereby strictly en- joined and required to make diligent search and enquiry after, and to use their utmost endeavours to apprehend and secure the said offenders, so that they may be dealt with according to law.

The Sheriff reported that a writ of habeas corpus would proba- bly issue for the removal of Charles Julian De Longchamps from confinement, whereupon a conference was had with the Honorable George Bryan, Esquire, upon the subject.


Robert Smith, Inspector, and George Heyl and Hugh Roberts, Assistants, at an election for Justices of the Peace held for Middle ward, in Philadelphia city, attended in Council, agreeably to the order of the twenty-ninth instant.
