A letter from his Excellency Thomas Mifflin, Esquire, and the other delegates from this State to Congress, inclosing (No. 1) a transcript from the Journals of Congress, beginning on the thir- teenth, and ending on the twenty seventh of December last. No. 2. A copy of a report from the Superintendant of Finance upon a vote of the General Assembly of this State, concerning the mode fixed by them for the settlement of public accounts. No. 3 .. A copy of an act of the Maryland Assembly in consequence of some late restrictions imposed upon the commerce of the United States by Great Britain.
The respective fines imposed upon John Robinson, Samuel Ma- dan, Patrick Mullen, and Jane Thornton, adjudged to the use of the State, in the county of Chester, were remitted, upon considera- tion of the recommendations in their favour.
The following orders were drawn on the Treasurer, vizt :
In favor of the Hon'ble Bernard Dougherty, Es- quire, for one hundred and fifty pounds specie, on ac-£150 0 0 count of provisions delivered to the militia and Ran- gers at Bedford, to be paid out of the fund appropri- ated to the frontier defence.

Ordered, That the Attorney General of the State be directed to. institute an action as early as possible, for the recovery of such part of Hogg Island as was sold by the Agents of Confiscated Pro- perty to Mr. Samuel Caldwell, merchant, of this city.
The petition Ambrose Descorbieres, Captain of the schooner Jeune Aimee, from Nantes, was read, and referred to the Commis- sioners of the Taxes of the city and county of Philadelphia, who are desired to report upon the circumstances of his case.

Ordered, That the case of William Nugent, now confined in the gaol of York county, be referred to the Magistracy of the said county, and that the remission of the fine imposed upon him be liable to such conditions as they may think proper to direct.

In favor of the Hon'ble David Espy, Esquire, for sixty-eight pounds ten shillings specie, in full for £68 10 0 attendance as a member of the Council of Censors 'till sixteenth instant, and his mileage.
In favour of the Hon'ble Samuel Smith, Esquire, for fifty-eight pounds twelve shillings and six pence, in full for attendance as a member of said Council 'till the sixteenth instant, and his mileage ; and"

In favor of the Hon'ble Joseph Hart, Esquire, for fifty-seven pounds fifteen shillings, in full for his at- tendance in the Council of Censors 'till the sixteenth instant inclusively, which three sums are to be paid according to resolution of Assembly of the 22nd November, 1783.

A petition from the Magistracy of Northampton county, in favor of Adam Ruff, a prisoner in the gaol of the said county, was read and rejected.
Messieurs Gibson and Shubart, Commissioners of the Taxes for Philadelphia city and county, report upon the case of Ambrose Descorbieurs " that he had been taxed agreeably to law, and in their opinion should pay the assessment."

and forwarding the State detachment under the command of Cap- tain James Christie, were read and approved.

The two following orders were drawn on the Treasurer, vizt : In favor of Michael Holdman, for forty-eight 4, pounds one shilling and four pence, State money, in full for principal and interest due to him for a horse furnished for public use, to be paid agreeably to resolution of Assembly of the eighth of April, 1782.
In favor of Nicholas Weaver, for three pounds £3 11 10} eleven shillings and ten pence one half penny, for making cloth covers for a pair of globes, the property of the State.
The Council met.
